4 LOS ANELES UNIFIED SCHOOL DISTRICT PERSONNEL COMMISSION CLASS DESCRIPTION Unit S Class Codes DEFINITION HEATING AND AIR CONDITIONING TECHNICAL SUPERVISOR 3137 HVAC TECHNICAL SUPERVISOR (HIGH-RISE) 3132 The Heating and Air Conditioning Technical Supervisor provides technical direction over heating, ventilating, and air conditioning operations of the District, including control of specifications, procedures, scheduling, and expenditures for refurbishment projects. The HVAC Technical Supervisor (High-Rise) performs similar duties for heating, ventilating, and air conditioning operations specializing in high-rise buildings such as the Beaudry LAUSD administrative headquarters. TYPICAL DUTIES Provides technical advice to District designers, craft supervisors, inspectors, and contracting architects and engineers, regarding installation and maintenance of heating, ventilating, and air conditioning systems, including boilers, pressure vessels, and steam distribution. Establishes, directs, and participates in the development and maintenance of standards for tools, materials, and equipment used for heating, ventilating, and air conditioning. Supervises and participates in the development of task standards, job specifications, working drawings, and guides for work methods and procedures. Ensures adherence to established standards by inspections and meeting with craft supervisors and seniors to inform them of deviations from standards and corrective action required. Devises and conducts appropriate tests of materials, tools, and equipment to measure durability and assure conformance with building codes, fire regulations, and District specifications. Supervises the preparation of lists of standard material and equipment for use in purchasing. Confers with governmental and District personnel in matters relating to fire safety, environmental, structural, and other design requirements. Coordinates and assists in planning, scheduling, and equipment selection for installation or renovation projects with school personnel, salesmen, utility representatives, and government officials. Prepares cost estimates for projects. Approves requisitions for stock and non-stock materials and reviews low-value purchase orders for compliance with established standards. Reviews contracts and District designs for heating and air conditioning installations for conformance with approved standards and specifications. Determines the need for and prepares specifications for annual service and material contracts for heating and air conditioning maintenance. Analyzes problem situations and develops methods for adapting techniques and materials. Reviews periodicals for information on new products and evaluates new products for efficiency and practicality. Provides information concerning District standards and specifications for heating and air conditioning to contractors and potential contractors. May exercise control over deferred-maintenance projects by establishing long-range priorities and adjusting schedules as required, determining the unit to prepare designs, maintaining project status records, coordinating projects with construction units, and maintaining expenditure records.

5 May assist in the preparation of the annual maintenance budget for regular and deferred maintenance projects. May arrange and conduct in-service training programs relating to heating, air conditioning, and ventilating systems for craft supervisors, craftsmen, and inspectors. The following duties will be performed by the HVAC Technical Supervisor (High-Rise): Provides technical direction to District personnel and contractors regarding the Building Management System, emergency backup systems, and the fire life safety system. Establishes standards for the installation and maintenance of the data center s chillers, generators, moisture sensors, and backup HVAC units to ensure proper temperature and level of humidity at all times, including emergencies. Responds to emergency calls related to critical HVAC systems such as chilled water, boiler, and fan coil units or duct work by contacting and coordinating activities with District staff, contracted employees, and various City public works departments. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES The Heating and Air Conditioning Technical Supervisor is responsible for the technical direction of heating and air conditioning personnel and determines and controls standards and specifications of equipment, material, and workmanship for heating and air conditioning work performed by contractors and District personnel. The HVAC Technical Supervisor (High-Rise) provides technical direction to contractors and District personnel regarding specifications, procedures, schedules, and expenditures for heating, ventilating, and air conditioning operations in for the District s LAUSD administrative headquarters. An Area Heating and Air Conditioning Supervisor is responsible for installation, maintenance, and repair activities of heating, ventilating, and air conditioning systems and equipment in a Maintenance Area. SUPERVISION General direction is received from an Area Facilities Services Director or the Manager-Central Facilities. General supervision is exercised over lower-level employees. Technical supervision is exercised over District procedures, methods, and materials related to heating and air conditioning systems. CLASS QUALIFICATIONS Knowledge of: Current practices, materials, tools, and equipment used in heating and air conditioning, including design, construction, and maintenance of heating and air conditioning systems Testing and inspection methods for heating and air conditioning systems Vendors materials, and services provided in the heating and air conditioning field Terminology and conditions used in contracts and specifications Government building codes, orders, and ordinances Fire and safety regulations pertinent to the construction industry Methods and procedures used in planning and estimating job projects Use of solar energy in heating and air conditioning systems

Experience: Heating and Air Conditioning Technical Supervisor: Five years of journey-level experience in installing, maintaining, and repairing heating, air conditioning, and ventilating systems, including two years of supervisory experience or two years of job planning at or above the senior craft level. HVAC Technical Supervisor (High-Rise): Five years of journey-level experience in installing, maintaining, and repairing heating, air conditioning, and ventilating systems in a high-rise building, as defined by Section of the California Building Code, including two years of supervisory experience or two years of job planning at or above the senior craft level. Special (Both classes): Universal Refrigeration License in accordance with Environmental Protection Agency (EPA) rule 608 of the Clean Air Act Employment is subject to medical clearance which meets pertinent provisions of the General Industry Safety Orders of the California Code of Regulations regarding protective equipment when exposed to hazardous materials including, but not limited to, asbestos or lead A Facilities Planner Training Program Certificate is required by completion of the probationary period A valid California Driver License Use of an automobile

8 LOS ANGELES UNIFIED SCHOOL DISTRICT CLASS DESCRIPTION PERSONNEL COMMISSION Class Code 2680 Unit D DEFINITION LIBRARY AIDE Performs clerical and computer duties Provides assistance to students and teachers in a school library media center and performs clerical and computer duties to support library functions. TYPICAL DUTIES Performs the following clerical duties: Maintains card catalog, shelf-lists, and overdue and circulation records Circulates books and other learning resources Shelves or files books, periodicals, audiovisual, and other learning resources Conducts regular inventories of learning resources and maintains appropriate records Types book cards, book pockets, and labels as needed. Performs book, periodical, and other media processing including stamping, labeling, filing, cleaning, and mending. Assists in the overall school library functions by maintaining catalogs, lists, and records in the computerized library system: processing, circulating, and shelving books and various learning materials; stamping, labeling, mending, and cleaning library books and other learning resources; and performing regular inventories. Provides guidance and assistance to students in the selection of books and in using other library resources. Provides assistance to teachers in the teaching instruction of information retrieving skills from the District s computerized library system. Presents educational information to students under the supervision of the librarian or a qualified classroom teacher. Provides assistance to students in accessing information literacy and research materials aligned with units of study. Assist parents with accessing library services for students. Assists students in the selection of books and other learning resources. Assists in the supervision of students visiting the library media center and may supervise and review the work of student helpers or service students. Assists in the selection and ordering of library materials. Helps maintain an orderly and functional room environment conducive to learning. Inputs, modifies, and retrieves data to operate and maintain a computerized, integrated library system. Provides guidance and assistance to students and teachers on the District-tailored computerized system. May assists in coordinating events such as book fairs and planning activities that encourages and motivates students to read. Performs related duties as assigned.

9 DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES A Library Aide performs clerical work involved in the operation of a school library media center and provides library media services for students and teachers. A Library Media Clerk performs specialized clerical duties in library media centers or administrative offices that require the application of library skills. An Intermediate Clerk performs responsible clerical duties that do not require specialized knowledges and skills. SUPERVISION General supervision is received from higher level classified supervisors or certificated administrators employees. Work direction may be received in a secondary school from a School Librarian. Supervision may be exercised over volunteers, or student helpers, or service students. CLASS QUALIFICATIONS Knowledge of: Filing and record-keeping procedures Library organization District book ordering procedures Ability to: Learn to use a computer keyboard File and order resources in alphabetical and numerical order Keep accurate records Communicate effectively with students, parents, faculty and administrators Develop positive, cooperative relationships with others ENTRANCE QUALIFICATIONS Education: Paraprofessionals who provide instructional assistance are required to pass the District Proficiency Test and possess a high school diploma or General Education Development (GED) and one of the following: Completion of 60 semester units or 90 quarter units from a recognized college or university, Possession of an associate or higher degree, from a recognized college or university O R O R Receipt of a passing score on the Instructional Assistance Test.

10 Paraprofessionals hired on or before January 8, 2002, will have until June 30, 2006, to complete the above requirements. Experience: SPECIAL NOTE Six months of clerical or library experience, including the Windows computer operating system computer operation, is desirable preferable. Employees will be required to obtain a certificate of completion from the Library Aide Certificate Program prior to completion of the probationary period. 11 LOS ANGELES UNIFIED SCHOOL DISTRICT CLASS DESCRIPTION PERSONNEL COMMISSION Class Code 3281 Unit S DEFINITION ROOFING SUPERVISOR Plans, directs, and supervises the maintenance, repair, and replacement of roof coverings on District buildings. TYPICAL DUTIES Supervises, plans, sschedules, assigns, inspects, and certifies completion of roofing operations performed by District and contract personnel involving the construction, maintenance, repair, and alteration of facilities roofing. is responsible for roofing work that involves the use of roofing materials, such as shingles, composition felt, gravel, slate, and tile. Directs the fiscal management of the unit. Recommends roofing repairs and makes job cost estimates. Develops, reviews, and revises work schedules with the concurrence of other craft supervisors, principals, and administrators. Plans, coordinates, and schedules projects with community representatives, contractors, vendors, and the public. Prepares correspondence, reports, procedures, and policies. Provides emergency responses and related services to minimize safety hazards to students, employees, and the public. Trains and orients work crews in the proper and safe use of tools, equipment, and materials, and implements safe work practices. Evaluates staff performance and conducts progressive discipline procedures when needed. Prepares task standards, job specifications, and work drawings. Surveys requested roofing work to determine roof conditions and the type of work required and whether the job should be performed by District or contract personnel. Estimates and submits preliminary reports concerning the scope of work for roofing contracts. Supervises the start of contractors' work and recommends acceptance of the completed contract job. Confers with other supervisors and administrators to coordinate the work of Roofers with other crafts. Allocates resources for projects. Interprets and applies provisions of collective bargaining agreements. Investigates accidents and develops and implements corrective and preventative measures. Identifies and evaluates equipment, supplies, techniques, and systems. Ensures compliance with procurement procedures. Coordinates resolution of construction project issues in accordance with District policy and applicable laws and regulations. Instructs employees on new District roofing procedures and practices. Investigates problems and acts as technical expert in legal cases and hearings. Schedules roofing work and makes reports concerning job progress. Develops and maintains long range plans for re-roofing existing buildings. Maintains employee records and evaluates employee performance. Enforces safety regulations and follows through on instructions pertaining to safety. Ensures material is delivered to job locations and schools. Reviews technical literature, evaluates new products, and procures tools, materials, and equipment.

12 Enters work order and requisition data utilizing computer systems. Communicates effectively with District staff, consultants, and the public using District communication applications. Prepares a variety of reports. May act in place of a higher-level supervisor in case of absence. May participate or assist in obtaining contracts from private vendors. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES A The Roofing Supervisor manages the overall central roofing operations by supervising, assigning, inspecting, and evaluating the work of assigned staff; providing technical work direction to site-based staff; and monitoring, inspecting, and reviewing work performed by contractors. schedules, directs, supervises, and inspects the maintenance, repair, and replacement of roof coverings on District buildings. An Area Facilities Services Director is the administrative head of personnel assigned to perform routine and preventative maintenance, smaller construction projects, and custodial operations for a Maintenance and Operations local district. A Facilities Project Manager I directs, implements, and monitors deferred maintenance projects and coordinates project activities with State and District personnel for the Maintenance and Operations Branch. In the Project Management and Construction Branch, a Facilities Project Manager I performs the same duties as a Facilities Project Manager II except that a Facilities Project Manager I is not involved in land acquisition activities and manages less complex projects than those managed by a Facilities Project Manager II. A Senior Craft person assists a supervisor in managing the overall respective operations in District facilities. A Senior Roofer plans, estimates, and orders materials, and may provide work direction and provide inspection and control for roofing maintenance, repair, and replacement. SUPERVISION General supervision is received from an Area Facilities Services Director. Facilities Project Manager I. Supervision is exercised over lower level employees. TYPICAL DUTIES Provides technical advice to District designers, craft supervisors, inspectors, and contracting architects and engineers regarding the fabrication, installation, and maintenance of roofing systems, including pedestrian and automotive coating decks and below grade waterproofing. Establishes, directs, and participates in the development and maintenance of quality standards for procedures, tools, materials, and equipment used in roofing work fabrication and installation. Supervises and participates in the development of task standards, job specifications, work drawings, and guides for work methods and procedures. Develops and maintains the District roofing database. Provides oversight and direction to District roofing personnel as well as contractors. Insures adherence to established standards by performing inspections and meeting with craft supervisors and seniors to inform them of deviations from standards and corrective action required. Technical supervision is exercised over District procedures, standards, methods, and materials related to roofing systems. MACY REVISION OF RECOMMENDATION TO RECLASSIFY AN OFFICE MANAGEMENT ASSISTANT POSITION ( ), CASE# RECOMMENDATION: It is proposed that the recommendation to reclassify an Office Management Assistant position ( ) in Budget Services Division be amended. BASIS OF RECOMMENDATION: On July 14, 2006, a position was opened in the frozen class of Office Management Assistant in Financial Systems and Position Control, Budget Services and Financial Planning. Since there was no input regarding the assigned duties from the department, the Office Management Assistant position was evaluated to be most comparable to the class of Administrative Assistant. The position was reclassified to Administrative Assistant on February 2, 2009 to properly convert the position into an active classification. On April 21, 2009, Commission staff received a duty statement from Ted Ramos in Budget Services. The duties were reviewed and were determined to meet the class concept of Financial Analyst. Therefore, it is recommended that the report be amended to reclassify the Office Management Assistant position ( ) to Financial Analyst. Status of Incumbent: The position is vacant.
