The Director of Facilities and Security works collaboratively with college leadership and governance teams to support college goals for academic programs, student success, and institutional excellence. The position is responsible for leadership in strategic, tactical, and operational facility planning; facility renovation; maintenance of and operation of college facilities, and participation in Minnesota State College and Universities processes that drive campus facilities operations. The position is responsible for ATCC facilities security. The position assures college compliance with applicable environmental and facilities codes. The position has substantial discretion to initiate, develop, interpret, and apply college facilities policies. (A detailed position description is available upon request.) This person will report to the Chief Financial Officer. MINIMUM QUALIFICATIONS Associate Degree AND 5 years of Facilities Management or Building Trades Management experience demonstrating increasing levels of complexity and responsibility AND 2 years of formal supervisory experience AND management experience of new construction and/or renovation projects OR Bachelor s Degree, such as Construction Management, Facilities Management, or related field AND 4 years of Facilities Management or Building Trades Management experience demonstrating increasing levels of complexity and responsibility AND 2 years of formal supervisory experience AND management experience of new construction and/or renovation projects PREFERRED QUALIFICATIONS Ability to interpret technical plans, blueprints, drawings and models Knowledge of and ability to use AutoCAD Experience with budget administration and planning; long term capital improvement projects Fiscal management skills to effectively manage projects and budgets Knowledge of electronics, electrical, plumbing, and other support systems Knowledge of HVAC, chillers, boilers, and energy management systems Knowledge of general grounds maintenance Experience with purchasing and contracts

Provide leadership for all physical plant operations policies and procedures; lead planning and exercise independent decision-making for all physical plant operations; direct the management of all electrical, mechanical, structural, and energy management systems; manage construction and remodeling projects; manage grounds maintenance activities; collaborate in the development of and lead the implementation and assessment of a master facilities plan; lead the development of the college s capital bonding and Higher Education Asset Preservation and Restoration (HEAPR) plan; lead the space utilization process; and develop and monitor budgets to ensure financial resources are available to meet facility needs. Priority: Essential Percent of Time: 35% Key Performance Indicators (KPIs): Projects are completed on time and within budget; projects meet the needs of the constituents; master facilities plan is completed and monitored; capital bonding and HEAPR requests are complete and submitted timely; decisions are well-informed regarding space utilization and safety needs are being met; operating procedures are developed and processes are in place to gather and report pertinent data.

Manage all programs that fall within the direction of this position to include college access and security (student campus security personnel); campus fleet operations; coordination with local law enforcement and MnSCU; provide direction and leadership to the on-campus Safety Team with full accountability for safety and accident prevention; in cooperation with Human Resources personnel, ensure all required training is available and completed by facilities employees and student employees; work with the Director of Safety in occupational safety and environmental health management program; work with Local and State Building Inspectors, and Local and State Fire Marshals to ensure compliance with all rules, regulations, and laws; in cooperation with the Director of Safety, maintain and administer emergency management policies and procedures to protect people and facilities. Priority: Essential Percent of Time: 30% Key Performance Indicators (KPIs): Plans and procedures are in place for applicable safety and environmental areas, reviewed annually and documented for compliance; regular vehicle inspection program will be instituted with written procedures and inspection records with usage data collected to be readily accessible for reporting and analysis. 3. Develop and manage the Physical Plant budget of $2.4 million annually to ensure operational needs are met, bids and contracts are adequately secured to maximize discounts and resources, and all capital and renovation projects are completed within budget. Priority: Essential Percent of Time: 25% Key Performance Indicators (KPIs): Budgets developed and managed to include signature approval on requisitions, purchase orders and invoices for payment to ensure the implementation of a budget sufficient to respond to the facility s operational needs and top priorities. 4. Manage a college-wide sustainability program including emphasis on energy efficiency and recycling efforts. Maintain equipment for maximum efficiency. Priority: Essential Percent of Time: 5% Key Performance Indicators (KPIs): Plans written for program, necessary annual data captured, constituents comfort needs addressed promptly and energy cost savings realized; maintain sufficient knowledge of electrical, heating, cooling, plumbing, and ventilation systems in order to reduce energy consumption without interfering with comfort level. 5. Perform other duties as assigned to ensure the smooth functioning of the facility and maintain the reputation of the organization as a viable business partner. 6 PROBLEM SOLVING The Director of Facilities and Security must possess effective problem-solving and organizational skills, including the ability to handle several tasks simultaneously. This position requires an ability to identify and resolve problems expediently, interpret and apply state policies, and competence to conduct both short- and long-range strategic facility planning and security, and implement a budget that facilitates these plans. The person in this position will provide oversight and guidance to the Building Maintenance Supervisor in order to problem solve issues relating to the upkeep, maintenance, remodeling, new construction, and cleaning of the campus and 98 acres of grounds. Examples include resolving problems in the following areas: a. Break-down of equipment b. General wear and tear of buildings c. Gaining knowledge of new cleaning techniques and supplies d. Unpredictability of weather e. New construction/remodeling f. Budget preparation and keeping expenses within budget g. Regulating heating and cooling equipment h. ADA and safety issues i. Security issues FREEDOM TO ACT Decision(s) Position Makes and Decision(s) Referred to Higher Authority The incumbent in this position has considerable freedom to act in that he/she decides the method and order of implementation of projects and assignments. Reports are generally informal on a weekly/bi-weekly basis. The nature of this position requires that the incumbent exercises judgment regarding building maintenance and operations matters concerning institutional and state policies and procedures, local, state, and federal laws and regulations, and within the language of applicable labor agreements. The incumbent will need to interact with OSHA, MPCA, and other regulatory agencies and must ensure compliance with all related regulations. The incumbent has substantial discretion to initiate, develop, interpret, and apply college facilities policies. Decisions that would need to be escalated to a higher authority might include signature authority on contracts in excess of $50,000 and/or 5-year term, bond/heapr-funded projects (delegated from System Office to President), and title signature on acquisition or sale of licensed vehicles.
