1 INTRODUCTION SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST, GS This position is located in the Logistics Support Cell Branch of the Aviation Logistics Division, U. S. Coast Guard Aircraft Repair and Supply Center (ARSC), Elizabeth City, NC. The employee serves as the Associate Chief of the Cell Branch. The position's primary purpose is to supervise or personally perform duties that identify specific requirements for money, manpower, material, facilities, and services needed to support the Logistics Support Cell Branch and correlate those requirements with program plans to assure needed support is provided at the right time and the right place. MAJOR DUTIES AND RESPONSIBILITIES Common Duties: Demonstrates leadership and process coordination Abilities. Calculates measures of performance and takes corrective action when needed. Matches work in progress to the assigned workforce, uses coaching techniques to build team performance, and communicates with team members through regular staff meetings. Monitors health and safety issues including compliance with standards and good house keeping practices. Participates in the selection of new team members, identifies training needs, attends to personal development plans for the staff, and facilitates continuous personnel improvement. Resolves grievances (when possible), exercises budgetary controls, and maintains an awareness of all cell processes. Supervisory Duties: The incumbent provides technical and administrative supervision to subordinate employees. Duties include, but are not limited to: formulates long-range plans, composes schedules, and coordinates work operations; assigns, directs, and reviews the work of subordinates and resolves related problems; sets priorities and allocates resources; writes and signs position descriptions, develops performance plans, evaluates employees, and recommends awards; deals effectively with employees and union representatives on employee suggestions, complaints, grievances, and other labor-management issues; makes decisions on or recommends selections, promotions, disciplinary actions, separations, and leave; assures the work environment is free of safety hazards, takes appropriate corrective action when needed and ensures continuous improvement; maintains an awareness of subject matter and safety training needs, establishes on-the-job training plans and conducts training when needed; promotes management sponsored policies and goals such as safety, personnel practices, cost reductions, beneficial suggestions, EEO, and the Combined Federal Campaign. The subordinate workforce is composed of approximately forty seven to fifty personnel in a variety of positions with grades up to GS-13. These include occupational groups such as supply system analyst, data management, warehousing and traffic. EEO Responsibilities: Carries out EEO policies and communicates support of these policies to subordinates. Assures equality in determining qualifications, selection, assignments, training, promotions, details, discipline and awards to employees. Cooperates and participates fully in the development of an EEO affirmative action plan and efforts regarding staffing, motivation, and training to develop all employees. Ensures minorities and women are considered for training
2 opportunities and are also nominated/appointed to boards and committees. Coordinates efforts with EEO officials during the development and execution of policies affecting personnel. Personally Performed Duties: Calculates and maintains up-to-date information on the Measures of Performance Board for the Cell and establishes the action required. Identifies all activities that will be involved in providing needed logistical support. Integrates actions required for each activity into a comprehensive logistics plan in support of, or to be incorporated into, the overall Logistic Support plan. Monitors progress toward meeting the logistics plan and to identify the cause and impact of delays or other problems and takes action to prevent or overcome such problems. Adjusts plans and schedules for all related actions as required by delays or changes to logistics requirements. Evaluates plans and provisions for logistical support of all Aircraft system for feasibility, efficiency, and economy, and develops alternatives when required. Performs logistical analysis and develops related reports and presentations. FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION The performance of assigned duties and responsibilities requires the application of a broad knowledge base to a wide variety of logistical support activities. This includes, but is not limited to: Mastery of the concepts, principles, and practices in logistics management with emphasis on the integration of separate functional specialities into a cohesive product line program. General knowledge of rules, regulations, policies and procedures of acquisition, the Federal Supply System, equipment, and other specialty areas and how they relate to the Coast Guard. Experience and skill in applying such knowledge to difficult and complex work assignments. Related knowledge and understanding of other functions (cells) assigned to the Aviation Logistics Division. Knowledge of logistics management analysis techniques and practices to provide valid recommendations to senior management. In-depth knowledge of selected specialized topics including awareness of program changes. Ability to adapt to changing requirements of the Aviation Maintenance Management Information System (AMMIS) as well as the changing environment of the organization. Application of such knowledge in a technically correct and consistent manner establishes "de facto" operating policies for the aviation community. Substantial breadth of knowledge and understanding of the agency's and command's policies, missions, and operating programs to develop and effectively present clear and understandable recommendations, plans, proposals, and briefing packages. Ability to conduct special studies, compose technical reports and measures of performance that may influence operating policy. Uses analytical skills and abilities to gather, evaluate, and validate findings; identify the real nature of the problem or issue; and recommends approaches and acceptable solutions. Makes recommendations on controversial issues and is expected to defend such recommendation. Ability to communicate orally and in writing in order to interface with customers, contractors, other staff members, and senior management. Must be able to effectively present ideas and
3 make formal presentations. General knowledge of the characteristics of assigned computer systems in order to address system requirements, capabilities, and assure desired work products are timely and accurate. Knowledge of detailed requirements within available or allocated resources of funds, manpower, facilities, equipment, supplies and services. Knowledge of design and development, procurement, production, storage, distribution, maintenance, transportation, utilization, and disposal of material and an extensive knowledge of current and proposed programs regarding these functions. Manages and coordinates work with a number of government and private organizations engaged in a variety of functional areas. Provides management leadership and technical data necessary to establish deadlines, phase programs, in and out, and ensure agency/department-wide logistical support for the equipment. Understanding of the functional fields of inventory management, contracting and procurement, equipment specialists, warehousing management, supply distribution and transportation. Ability to coordinate and integrate all specialized functions into a total logistics management program. Knowledge of current and proposed maintenance and repair programs to evaluate and revise the technical aspects of broad equipment maintenance and logistics support plans. Knowledge of the agency's maintenance and repair echelons, their capabilities, and those of private organizations, to coordinate activities in unified support of assigned complete equipment systems, groups of commodity classes, and/or several subsystems. Works to resolve broad maintenance and repair problems that reduce the effectiveness of the agency's equipment program. Interpersonal abilities and skills such as: getting individuals to work closely together effectively and efficiently; developing, maintaining, motivating, and coaching individuals and teams; building consensus within groups; and empowerment of others to get things done. Knowledge of related administrative, personnel procedures, and correspondence. Knowledge and understanding of Quality Management Principles. FACTOR 2 - SUPERVISORY CONTROLS Assignments are given by the Chief, Logistics Support Cell Branch in terms of broadly defined projects, goals, and objectives. Work is carried out in an independent manner. The incumbent develops methods for performing assignments, keeping the supervisor informed of unusual issues or complex situations that may require redefinition of objectives, or which may have a policy or a controversial impact. Incumbent's actions, decisions, and recommendations are reviewed primarily for results. Work products are considered to be technically authoritative and are not generally reviewed for soundness. Rather, work is reviewed for judgement, adequacy of justification, and effectiveness. Significant commitments to a course of action are made by the employee. Action taken is subject to agency/department policy and written material is given a policy review by the supervisor. FACTOR 3 - GUIDELINES Guidelines consist of applicable DOT, Coast Guard, DOD directives, comptroller manuals,
4 supply directives, technical orders, technical manuals and handbooks, blueprints, specifications, catalogs, agency and internal policy, bulletins, local procedural directives and precedents. Many guides are broadly stated which requires extensive interpretation. Because of the breadth of issues involved, the incumbent must use personal judgement and discretion in determining the course of action to resolve wide-ranging critical system problems, subject only to agency policy. In addition, composes local guides for usage by employees or others inter-intra the cell. FACTOR 4 - COMPLEXITY Work involves varied and different unrelated processes, differing regulatory criteria and procedures, and significant departures from current established practices. The work requires planning and evaluating the efficiency of the Logistics System Support. Work is complicated by extensive coordination requirements with various subject matter specialists engaged in providing logistical support to all Aircraft Systems (e.g., engineers, logistics specialists, financial managers, contracting and procurement specialists, equipment specialists, inventory management specialists, maintenance specialists, transportation and distribution specialists, Headquarters logistical coordinators, field unit customers, suppliers and other government agency representatives). Work is further complicated by many diverse policies and procedures that must be considered in order to arrive at proper course of action. This includes the impact of diverse and sometimes contradictory issues that may be discrete, or interrelated, and how they impact the Aircraft Systems, both now, and in the future. Work products are generally targeted to the resolution of systematic problems rather than individual issues. This requires originating new techniques, developing novel approaches, and interpreting broad policies. FACTOR 5 - SCOPE AND EFFECT The employee provides advisory, planning, or reviewing services on Aircraft Systems and functions. Work may include coordinating the development of criteria, procedures, or instructions for the organization's activities. The employee commits the command to definite courses of action with regard to logistical support of Aircraft Systems. This impacts a wide range of the organization's activities. Work performed, decisions made, and solutions devised affect the Coast Guard's logistical readiness and its ability to perform aircraft-related missions involving search and rescue, drug interdiction, law enforcement, environmental incidents, and military operations. Direct interest in assigned programs is expressed by senior government officials including elected representatives. The incumbent is considered an expert on selected topics. Decisions made are considered authoritative with potential impact on Coast Guard operations. FACTOR 6 - PERSONAL CONTACTS Personal contacts include a variety of specialists, managers, officials and others within government, including higher headquarters personnel, and senior level agency management.
5 Contacts outside the organization are with other government agencies, private sector corporate officials, and technical representatives. Contacts range from routine problem resolution to informal gatherings. Although contacts are the purpose of resolving both systemic and "instant case" problems, there are still areas of uncertainty in approach due to continuing changes and deadlines. New techniques and approaches must be developed among those contacted. FACTOR 7 - PURPOSE OF CONTACTS Internal contacts are for the purpose of coordinating work assignments, primarily through supervisors of related logistics functions. The incumbent must use persuasion on many occasions for acceptance of a particular course of action. Issues which may be highly controversial in nature or have a significant impact are referred to the Division Chief. FACTOR 8 - PHYSICAL DEMANDS The work is primarily sedentary. Some walking, bending or stooping may be involved in activities such as inspections of installed equipments, contractor site visits and/or visits to field installations using or maintaining assigned equipment. FACTOR 9 - WORK ENVIRONMENT Work is usually performed in an office setting. There may be occasional exposure to conditions in contractor plants, field installations or organizations using/maintaining assigned equipment during material investigations, equipment installations and/or contractor site evaluations.
