In addition Dr. Barnette currently serves as a consultant to several State and National organization specializing in healthcare management, emergency preparedness, disaster response, crisis leadership, leadership development, emotional intelligence and strategic planning. Dr. Barnette previously served for twenty-five years as the CEO of a large comprehensive behavioral health center. He assisted the West Virginia Hospital Association (HA) and the West Virginia Department of Health and Human Services ( DHHR) in various projects, including the facilitation, coordination, development, and primary writing of the Regional Crisis Response Plans for all hospitals and other first responders in the State of West Virginia. In addition to his role in the creation of the Regional Threat Preparedness Plans, Dr. Barnette served as the primary author for the accompanying operations manuals and developed and facilitated 12 Table Top Exercises in the individual regions and at the state level. Previously Dr. Barnette was a full professor in the Doctorate of Executive Leadership in the School of Leadership and Professional Development at Mountain State University in Beckley, West Virginia and taught in the Masters of Strategic Leadership program
3 there as well. Dr. Barnette retired as a traditional National Guardsman holding the rank of Major General. He served as the Commander of the West Virginia Army National Guard. In this role as Commanding General, he was responsible for all operations of the West Virginia Army Guard, including the training and readiness preparation of the Guard units for their wartime and emergency response missions. In addition, General Barnette was instrumental in the development of the West Virginia National Guard s homeland security efforts. In his Command position he served as the task force commander in 71 FEMA declared National Emergencies in the State of West Virginia. He also served as a Task Force Commander leading the recovery efforts in Louisiana following Hurricanes Katrina and Rita. Because of these experiences he is nationally known for his technical and leadership abilities in the emergency services and WMD arenas. In addition to Commanding the West Virginia Army Guard, MG Barnette also served as the Wartime Chief of Staff and G-3 (operations officer) for the Eighth United States Army in Korea. Prior to serving as the G-3(MG Barnette served as the Personnel Officer (G-1) for the Eight United States Army, Korea. ACTION RESEARCH EXPERIENCE Early in his career Dr. Barnette served as a team leader and educational diffusion specialist for the Appalachian Educational Laboratory in the development and implementation of a home based preschool program. The research program utilized trained paraprofessionals, a traveling classroom and a weekly television show to educate 150 three and four year old children in the rural sections of West Virginia. Dr. Barnette served as the Director of the Kanawha County Schools Head Start program and as Director of Early Childhood Education as Kanawha County initiated its mandatory kindergarten program and expanded that program as well to culturally, socially and economically disadvantaged three and four year children and their families. These innovative action research efforts were designed to target the development of parents as teachers and used a combination of center and home based services. While serving as the CEO of the Shawnee Hills Community Behavioral Health Center, Dr. Barnette led many action research initiatives targeted to developing services and programs for the chronically mentally ill, recovering substance abusers, and severely mentally retarded individuals and their families. These notable activities included projects target toward prevention, treatment, vocational training, and community based living and therapeutic recreation along with crisis and crisis support services for the targeted populations. These efforts results in Shawnee Hills being selected as a Center of Excellence for services for the chronically mentally and with it being the first fully accredited JCAHO comprehensive behavioral health organization in the State of West Virginia. While serving as the Commander of the West Virginia Army National Guard, the national leader of strength and readiness of all Guard for units for over 12 years, Dr. Barnette initiated the organization s involvement in the Army Communities of Excellence (ACOE) program, which uses the Malcolm Baldrige criteria for developing organizational excellence. This initiative culminated with the West Virginia Army Guard winning the ACOE Overall Award for 2007 and again in 2010 and representing the Department of Defense in the 2009 Baldrige Award Competition.
4 Dr. Barnette, in his organizational consultant role, led an action research project at Unisys, a part of the Unisys Health Information Management Division of the Unisys Corporation. This pilot project, conducted as action research, built a leadership effectiveness development and tracking tool for use with Unisys Managers and Leaders. The process and instrument measures employee engagement, customer satisfaction, financial management, departmental productivity, strategic alignment and serves as an assessment tool for leader development including training, coaching, mentoring and as an indicator for career management.
