1 David J. Berteau Senior Vice President and Director of International Security Program, Center for Strategic & International Studies David J. Berteau is senior vice president and director of the CSIS International Security Program, which encompasses the entire range of national security programs, including defense policy and resources, homeland security, nuclear arms issues, the development-security interface, security economics, and defense and military strategy. He is also director of the CSIS Defense-Industrial Initiatives Group, covering defense management, programs, contracting and acquisition, and the defense industry. Recent projects include the CSIS study on U.S. forward presence in the Asia-Pacific region and presentations on the impact of sequestration on national security. In addition to CSIS, Mr. Berteau is an adjunct professor at Georgetown University and at the Lyndon B. Johnson School of Public Affairs, a director of the Procurement Round Table, and a fellow of both the National Academy of Public Administration and the Robert S. Strauss Center at the University of Texas. Prior to joining CSIS, he was the faculty director of Syracuse University s National Security Studies Program, and he has 15 years of senior corporate experience. He held senior positions in the U.S. Defense Department under four defense secretaries. Mr. Berteau graduated from Tulane University in 1971 and received his master s degree in 1981 from the LBJ School of Public Affairs at the University of Texas. Jonathan B. Hunter Deputy Chief of Staff, Installation Management Command, Fort Sam Houston, TX Mr. Jonathan B. Hunter currently serves as the Deputy Chief of Staff, U.S. Army Installation Management Command (IMCOM). Mr Hunter began his civil service career following a 27 year Army career. As a Army civilian, Mr Hunter has previously served as the Director of the IMCOM Commander s Initiatives Group, Deputy Director Southeast Region IMCOM, Region Installation Support Team Chief, and Region Plans Division Chief. While on active duty with the United States Army, Mr. Hunter served in key command positions within the installation management community including commanding two Garrisons. Mr. Hunter has extensive experience in cost management and performance management related to delivery of installation services, as well as development of innovative partnerships to enhance support to Soldiers and Families and reduce costs. While Commanding the U.S. Army Garrison Fort Huachuca, the Garrison was recognized as best cost management program in the Army, and also recognized for implementation of a variety of innovative partnerships with local communities and other partners. During his command he led the development and successful execution of one of the Army s first municipal service partnership agreements under the Municipal Service Agreement Pilot Program.
2 Mr. Hunter holds a Masters Degree from the US Army Command and General Staff College s School of Advanced Military Studies, a Masters Degree from the US Army War College, and is a graduate of the War College s Advanced Strategic Arts Program. He is contributing author to National Security Challenges for the 21 st Century published by Strategic Studies Institute in Robert Moore Director, Installation Center of Excellence Directorate, Air Force Civil Engineer Center of Excellence, Joint Base San Antonio, Lackland, TX Robert M. Moore, a member of the Senior Executive Service, is the Director, Installations Center of Excellence Directorate, Air Force Civil Engineer Center, Joint Base San Antonio-Lackland, Texas. The Installations Center of Excellence manages the strategic acquisition, management, and disposal of Air Force real property. The ICE also executes the Deputy Assistant Secretary of the Air Force for Installations' (SAF/IEI) land and facilities policies through real estate transactions, long-term property management, and environmental remediation and property disposal for bases closed or realigned under the Base Closure and Realignment Acts of 1988, 1990 and The agency also assists communities in the conversion of closing and realigned bases from military to civilian use, and ensures property at these Air Force installations is made available for reuse. The Center of Excellence is headquartered in San Antonio, Texas, with one regional operating location in Sacramento, Calif. Mr. Moore was previously Director of the Air Force Real Property Agency, where he steered the agency's evolution from a BRAC-only organization to become the Air Force's real property center of excellence. Under his leadership, AFRPA's real property programs have to date yielded more than $500 million in direct value and cost savings to the Air Force. Mr. Moore was a project manager in the steel and chemical industries for nearly 10 years in the private sector before beginning his Air Force career in He has a wide variety of engineering, environmental and construction experience, and he has held positions at base and major command levels, including Deputy Chief of the Programs Division, Air Combat Command, Langley AFB, Va. He worked at Headquarters U.S. Air Force in the Office of the Civil Engineer, culminating as Deputy Chief of the Asset Management Division. Mr. Moore is a registered professional engineer in Pennsylvania and Florida.

Robles oversees a corporate organization that includes USAA's Property and Casualty Insurance Group, Federal Savings Bank, Life Insurance Company, Investment Management Company, Alliance Services Company, and Financial Planning Services. Robles was a USAA board member from 1990 to 1994 while on active duty, and joined USAA in July 1994 as special assistant to the chairman after retiring from the U.S. Army as a major general. Most recently, he served as the director of the Army budget and as commanding general of the 1st Infantry Division (the Big Red One). During his military career, Robles was recognized numerous times for service and honor. He received the Distinguished Service Medal with Oak Leaf Cluster, the Legion of Merit with two Oak Leaf Clusters, the Bronze Star with Oak Leaf Cluster, and the Meritorious Service Medal with Oak Leaf Cluster. In 2009, The Christian Science Monitor named Robles the "No. 1 Veteran in Business" and American Banker named him "Innovator of the Year." Robles serves on the boards of directors of DTE Energy, the CHRISTUS Santa Rosa Hospital, the CHRISTUS Santa Rosa Children's Hospital Foundation, and the P16Plus Council of Greater Bexar County Foundation. He is a member of the FM Global Advisory Board and the Texas Governor's Business Council. Robles holds a bachelor of business administration degree in accounting from Kent State University and a master's degree in business administration from Indiana State University. He and his wife, Patty, have three children.
4 Major General John Uberti Deputy Commanding General for Support, Installation Management Command MG John Uberti is originally from Merrick, NY, and was commissioned in the Field Artillery in 1983 upon graduation from the U.S. Military Academy. After completing the Field Artillery Officer Basic Course, he was assigned to the 1st Battalion, 320th Field Artillery Regiment, 101st Airborne Division (Air Assault), where he served as a Fire Support Team Chief, Battery Fire Direction Officer, Battery Executive Officer and Battalion S4. From 1988 to 1989, he served with the 2nd Infantry Division in the Republic of Korea as the Plans and Operations Officer, 6th Battalion, 37th Field Artillery. After completing his tour in Korea, MG Uberti was assigned to the 82nd Airborne Division where he served as Battalion Maintenance Officer, 2nd Battalion, 319th Airborne Field Artillery Regimen. During Operations Desert Shield and Desert Storm, he commanded Battery B, 2nd Battalion, 319th Airborne Field Artillery Regiment. Upon redeployment from Southwest Asia, MG Uberti served as the Battalion Fire Support Officer, 2nd Battalion, 325th Airborne Infantry Regiment. In 1992, he was assigned to Vicenza, Italy where he served as the Battalion Fire Support Officer, 2-325th Infantry (Airborne Battalion Combat Team) and as the Commander, Battery D, 319th Airborne field Artillery Regiment. In June 1995, MG Uberti returned to Fort Bragg, NC, and was assigned to the 18th Field Artillery Brigade (Airborne). His assignments were as Battalion Executive Officer, 1st Battalion (Airborne), 321st Field Artillery Regiment, Brigade Assistant S3 and Brigade S3. In June 1997, he was assigned to the Operations Directorate, Joint Special Operations Command, Fort Bragg. MG Uberti served as the Commanding Officer, 1st Battalion, 319th Airborne Field Artillery Regiment from June 1999 until June 2001 and served as the Inspector General, 82nd Airborne Division, from June 2001 until June Upon completion of the Naval War College in 2003, MG Uberti was assigned to Headquarters Department of the Army, ODCS G3/5/7 where he served as the Chief, Battle Command Division, until July MG Uberti reported to Fort Sill, OK, in July 2005, where he served as Commander, U.S. Army Garrison Fort Sill until July 2007, and then the Chief of Staff, U.S. Army Fires Center of Excellence at Fort Sill. He served as Commanding General, Installation Management Command, Korea Region, from July 2008 to June While deployed to Afghanistan, MG Uberti served as the Executive Officer for Plans and Policy (C/J5) for International Security Assistance Force Joint Command, Operation Enduring Freedom from July 2010 to January He later served as the Deputy Commander, Regional Command East for International Security Assistance Force Joint Command from January 2011 to July Since August 2011, MG Uberti has been serving as the Deputy Commanding General for Support, Installation Management Command (IMCOM), at Fort Sam Houston, Texas. MG Uberti is a graduate of the Field Artillery Officer Basic and Advanced Courses, the Army Command and General Staff College and the Naval War College.
