Overview ' Comprehensive Maintenance Plan (CMP) is designed to: Ensure continuation of a multi-year maintenance program so the business of education can be conducted in schools that are safe, healthy, and functionally efficient. Provide a means of measuring actual progress against planned accomplishments. By tracking these trends, deficiencies may be maintained at a manageable level or used to reveal insufficiencies that must be addressed in future budget processes. Efficiently use all operations and/or maintenance resources, gaining the most return on the taxpayers investment. II. Objectives of Maintenance The primary objective of an effective maintenance program is the retention, in as near original condition as possible, of school buildings, grounds, and fixed equipment assets by means of proper operation, cleaning, repairing, and component replacement throughout the required life-cycle of their use. Other objectives are to: Provide minor alterations to facilitate the continued functionality of buildings as their educational needs and use changes over time. Ensure that facilities are operated in an effective, safe, and economical manner. Provide a maintenance plan for buildings, grounds, and fixed equipment, which eliminates or reduces to a minimum level, the risk of fires, accidents, and safety hazards; thereby, protecting their occupants as well as the public's capital investment. Support the goals of the Superintendent and the Board of Education. Facilitate continuous use of facilities without disruption to the educational program by applying the principles of Preventive Maintenance (PM) to reduce any interruptions caused by unanticipated repairs. Reinforce the learning process by maintaining the interior and exterior of a school to make it a place that students, school staff, and local communities will appreciate and respect. Manage all maintenance efforts so that the maximum amount of work is accomplished within the resources provided.

9 IV. Maintenance Funding Resources This plan addresses the continuing effort to reduce the maintenance backlog through available funding programs. The Maintenance operating appropriation continues to be funded for routine maintenance requirements at the same level for approximately the last 25 years. To compensate for this, we have the support at the local and state levels through the capital improvement program. In the FY 2016 capital budget, the Board of Education requested $20 million to address growing systemic needs and $7 million to address the growing backlog of repairs. Local government fully funded the $20 million requested for the System s systemic needs, but reduced the funding requested for backlog to $5 million. The systemic funds received will address the replacement of major building components such as HVAC systems, electrical systems, and roofing surfaces. Backlog reduction funds received will address the replacement of systems such as flooring, windows, asphalt paving, cyclic painting (projects that are ineligible for state funding) and more routine maintenance. However, these programs are currently inadequately funded to sustain the ever growing needs in these areas. Local government s decision to continue to defer capital improvement projects contained in the capital budget six year plan, and an insufficiently funded operating fund, will persist in further burdening an already inadequately funded backlog program, while exponentially increasing the costs of maintaining an aging building stock and future capital improvement projects. For this plan to be effective, the current approach for funding needs to be revised. Proper funding of the operating account and capital program is required in order to begin to correct the long standing and rapidly escalating problem. Summarized below are the funding programs for FY 2016 to address the maintenance of plant requirements. These funds are used on such projects as public address systems, fire alarm replacements, carpet/tile replacement, driveway/sidewalk replacement, HVAC and boiler work in non-instructional buildings. The work in these and other categories are listed in the appendix with project lists for each school. 2 Aging Schools are grant funded programs subject to annual re-appropriated authority by the state and federal governments. This particular FY, funding was appropriated for Aging Schools.

13 VI. Work Management The Maintenance Office s automated maintenance management system continues to provide qualitative and quantitative real-time data. Since 1989, approximately 358,295 work orders have been completed, and are archived in an accessible file for Maintenance and Operations managers to analyze and evaluate past performance. This real time and archived data provides managers the tools needed to make informed decisions that implement work productivity enhancements in their departments thereby improving the quality of the product that is delivered to the school(s). Work management enhancements include, but are not limited to: Geographically assigned mechanics Functionally align mechanics duties Analyze estimated vs. actual cost and labor productivity Provide immediate information to the schools on the status of their open work orders and major/minor requests Provide a proactive system for immediate feedback to schools Publish comparative data on work performance Provide department managers with work order accomplishments for geographical areas, and employees in each department VII. Preventive Maintenance System The Operation Office s management personnel are geographically grouped into four regional areas, managed by an Operations Manager that oversees all school-based custodial activities during the day. Four Night Quality Control Managers are responsible for the custodial activities in the evening and responding to emergencies. The Preventive Maintenance (PM) system consists of three, two person teams and one team leader who inspect and service equipment on a scheduled basis. Typical PM activities include: Substitute for chief custodians that are absent from duty Lubricate bearings on fan shafts, pumps, etc. Inspect and clean fan blades and housing Lubricate motors and replace belts Check and adjust sheaves Change or clean filters Check linkage to dampers Clean coils

14 Check bearings for shaft endplay/wear Visually check coils for leaks Remove bad exhaust fan motors Check for bad motors Replace exhaust fan bearings Check for loss of power Check for air and steam leaks Clean and inspect units Snow removal during the winter months Train eight (8) apprentice PM technicians The Preventive Maintenance office, since its inception in 1994, has undergone a 58 percent reduction in staff leaving equipment at risk of increased maintenance needs in the future. The increased need for substitute chief custodians has further diminished the preventative maintenance work accomplished. VIII. Boilers maintain an aggressive boiler safety and operations program. Boiler safety is a critical element for all school facilities and complex engineers and HVAC/Plumbing mechanics. The Operations and Maintenance Offices provide an ongoing training program that focuses on proper maintenance procedures. The Operations and Maintenance Offices annually clean and inspect all operating boilers internally. A professional chemical water treatment program has also been instituted. The public schools boiler certification insurance is with CAN Risk Control. This contract is monitored by the Assistant Manager of Mechanical Systems under the supervision of the Senior Specialist Mechanical Systems. IX. Environmental Issues Compliance with environmental mandates is the responsibility of the Operations Office and managed by the Environmental Issues Program Manager. This position is staffed with a Certified Industrial Hygienist who also has expertise in hazardous material emergency response and provides the essential experience and expertise that is necessary for an effective program. Duties may include the following: Air quality management Solid waste management & recycling Drinking water quality

15 Occupational Safety Regulation Indoor air quality investigations Herbicide and pesticide use implementation program Integrated Pest Management Underground storage tanks The Maintenance Office ensures asbestos (AHERA) compliance for Anne Arundel County Public Schools. X. Energy Conservation Office Since its conception in 2013, this office s mission is to reduce energy consumption, avoid energy waste, and to focus on the use of renewable energy resources. The office currently consists of three qualified energy engineers and a scheduling assistant. The office s needs may evolve progressively based on funding availability and the number of successful future projects. The Energy Conservation Office remotely programs the scheduled start/stop times and operating temperatures of heating and cooling equipment, according to building occupancy, and after-school activities at approximately 98 percent of our schools. This is done via Intranet connections to the central monitoring office at the AACPS Division of Facilities, Fort Smallwood location. New and upgraded schools are added to the system with the latest technology increasing the school system s ability to maintain proper operating conditions and energy efficiencies. Additional responsibilities may include: Curtail the use of summer air conditioning to conserve energy and to avoid peak demand charges. Use control strategies to limit electrical demand charges and performs audits of electric, gas, water, and other utility charges. Monitor reduced electric consumption via EnerNoc s Demand Response and Insight Programs. Currently, the school system has 41 schools enrolled in this program. Conserve energy by working on new projects using the latest energy conservation technologies for lighting, solar, and water-reduction applications in existing schools and by conforming with LEED-requirements in new schools. In its first two years, the Energy Conservation Office achieved the following: $337,000 in rebates and lighting upgrade incentives resulting in saving 295 kilowatts of energy and $150,000. Current projects underway for FY16 are expected to approach half the FY15 savings in both energy consumed and cost rebates.

16 XI. Mechanical System Controls Mechanical System Controls remotely manages approximately 90 percent of our schools via Intranet connection to the AACPS Division of Facilities, Fort Smallwood location. New and upgraded schools are added to the system with the latest technology, increasing the school systems ability to maintain proper operating conditions and energy efficiencies. Duties of this office include: Monitor buildings to ensure maximum comfort within AACPS guidelines. Ensure that space temperatures are set back during evening/unoccupied hours throughout the year. Work closely with the Mechanical Systems HVAC technician to positively identify any heating or cooling equipment malfunctions to guarantee limited down time. Increase the efficiency and safety of equipment with a structured preventive maintenance program. Allow remote shutdown of a facility for emergency reasons. This office also provides alarms for the Operations and Maintenance Offices should a major HVAC problem occur during non-school hours. This allows the aforementioned offices time to service the problem before collateral damage can occur, and ensures that the school opens on time for students and staff.
