12 Examples of National Needs Canadian Council of Academies, Expert Panel on Canadian Ocean Science Ocean Science in Canada: Meeting the Challenge, Seizing the Opportunity. Canada s dispersed network of regional clusters of diverse organizations can create challenges for certain kinds of collaboration, alignment of research strategies, and coordination and use of large-scale infrastructure investments. Ocean observation specifically: challenges exist in achieving geographical coverage and integration of data management ; There is a coordination gap in key areas, such as ocean observation hinders the sharing of resources and knowledge at the international level. 12

13 Examples of National Needs Transport Canada s Tanker Safety Expert Panel A Review Of Canada s Ship-Source Oil Spill Preparedness and Response Regime: Setting the Course for the Future Science and technology of oil movement and spill response: in some areas, Canada has fallen behind world-leading countries like Norway and France. This can be attributed to a general lack of investment in research and development as well as the lack of coordination between industry and government over research priorities. the Government of Canada should collaborate with industry to establish and jointly fund a Canadian research and development program for oil spill preparedness and response research priorities should be identified through collaboration between industry, government and academia. 13

23 Horizon 2020, Galway and Canada Galway goals and related calls are highly relevant to needs of Canada EU projects call for Canadian participation but few funds will cross the Atlantic risk of Canada s effort being divided, ineffective Canada Foundation for Innovation open to major infrastructure requests within context of Galway (cost-sharing; cooperative) European SMEs will be involved directly (on same financial basis as research institutions) competitive risk for Canadian industry 23
