PUBLIC SAFETY Industry Solutions Harness the Power of GIS for Public Safety
Esri has thousands of customers worldwide who are using the transforming power of GIS technology to respond to disasters and provide emergency services in a more cost effective and efficient manner. Royal Canadian Mounted Police (RCMP) National and Regional Emergency Communications for Southwest British Columbia (E-Comm) Alberta Shock Trauma Air Rescue Society (STARS) Manitoba Health s Office of Disaster Management Ontario Provincial Police (OPP) Peel Regional Police Services Waterloo Regional Police Services Toronto Police Service Municipality of Quinte West Corporation d Urgences-santé Saint John Police Halifax Regional Municipality (Regional Police, Regional Fire and Emergency, and EMO) Royal Newfoundland Constabulary (RNC)
Leverage the Power of GIS for Community Protection & Emergency Response The threat from disasters be they earthquakes, forest fires, tornadoes, floods or ice storms is intensifying. The growth in population density has driven up crime rates dramatically, necessitating proactive policing and prevention strategies. Public safety agencies exist to protect citizens, property and communities from these disasters. Reducing the damage from natural disasters and man-made emergencies requires good planning and preparedness. Having access to accurate and timely information is critical to providing adequate response and recovery. Whether you are an incident commander or a first responder, seconds matter in making critical decisions that can impact lives during an emergency. Leveraging the power of GIS for intelligence-led policing and emergency response can greatly assist agencies in mobilizing community resources towards a more effective response. Every event or emergency situation is associated with a physical location. Once this location is identified, public safety agencies can activate response plans and formulate recovery strategy. Gathering comprehensive and accurate data to meet potential emergencies requires a concentrated effort which is more easily accomplished in advance. Unfortunately, many public safety organizations contend with: inaccurate and outdated information data located on disparate systems in different locations limited access to enterprise information lack of system interoperability and data sharing lack of coordination among responding agencies lack of situational awareness during emergencies Enter GIS A geographic information system (GIS) integrates hardware, software, and data for capturing, managing, analyzing, and displaying all forms of geographically referenced information. Understanding the spatial relationship between location information and public safety applications assists tremendously with forecasting trends, preventing emergencies, reducing their consequences, improving situational awareness, recovering more quickly and providing business continuity. GIS works effectively in all four phases of the emergency and disaster management cycle: preparation, mitigation, response and recovery. It allows for the storage, maintenance and management of geo-referenced attributed data and integration with other business systems, such as incident management or record management systems, to create a complete public safety enterprise GIS solution. At the forefront of GIS technology is Esri. Esri offers market-leading GIS solutions that allow public safety professionals to organize vast amounts of complex data into visual representations in every sector of the industry. GIS data can be leveraged to make more informed decisions and improve safety for first responders, as well as the community. Drawing from our comprehensive suite of GIS software and an array of support services that include technical support, training, and the expertise of our professional services consultants and business partners, Esri provides flexible and scalable solutions that are tailored to your organization s individual requirements. Our solutions are interoperable and designed to interface with existing databases, networks and enterprise systems. The types of organizations that have adopted Esri technology span the public safety spectrum: national security and public safety agencies federal and municipal emergency operation centres provincial emergency management offices municipal E-911 & dispatch centres police and fire departments emergency medical services public safety training institutions Harness the Power of GIS for Public Safety Esri Canada 1
Harness the Power of GIS for Public Safety Esri s GIS solutions provide intuitive and comprehensive integrated public safety applications for presenting and analyzing information in support of better decisionmaking and more effective emergency response. GIS helps emergency planners, rescue personnel, police officers and others to better understand spatial relationships to mitigate reoccurrence or further escalation. GIS plays a vital role in locating where the incident occurred, determining jurisdictional boundaries, maintaining situational awareness, providing historical data, dispatching the appropriate assets and improving response time, while satisfying the needs of the broader public safety community for information access and data sharing. Emergency Management Emergency Response (E-911, CAD, & AVL) Policing & Law Enforcement Fire Protection & Wildfire Management GIS improves emergency management and preparedness by cataloguing and managing large volumes of data, and creating situational awareness by linking people, processes and information together in a geographic context. GIS is used to monitor and respond to events, track resources, conduct damage assessment and prepare status reports. GIS integration with E-911, Computer-Aided Dispatch (CAD) systems and Automated Vehicle Location (AVL) technology provide dispatchers and first responders with the ability to get on the scene rapidly. The mapping interface provides a visual reference of 911 calls, while an integrated CAD identifies the closest asset and fastest route for response. GIS turns information into actionable intelligence thereby assisting police in making critical decisions every day. Whether allocating response zones, supporting field investigations, selecting best observation points or analyzing crimes for emerging patterns, GIS transforms the way police protect and serve communities by getting the right data into the right hands. GIS provides the tools to effectively and efficiently deploy firefighting resources when and where needed. While en route or on scene, firemen or wildfire crews can get access to locationbased information such as floor plans, utility grid networks, fire hydrant locations, hazardous material contents, local maps and aerial imagery to better plan their response. 2 Esri Canada Harness the Power of GIS for Public Safety
Esri Canada s common operational picture exceeded my expectations. It allowed us to align all of our goals into a single platform and be fully operational quicker than I ever imagined possible. Gerry Delorme Director, Office of Disaster Management Manitoba Health National Security Critical Infrastructure Protection Search & Rescue Mobile GIS for Public Safety GIS supports national security at every level by creating a shared environment for federal, provincial and municipal governments to manage and exchange vast amounts of information about people, places and events. GIS enables a distributed knowledge base that is critical to safeguard the nation by assessing vulnerabilities and reducing threats. A comprehensive decisionmaking tool for emergency assessment, preparation, response and recovery activities is required for critical infrastructure protection. Infrastructures are often dispersed over large areas and rely on many control parameters that must be monitored. Modeling and simulation risks to critical infrastructure can be best performed using a GIS. GIS provides an ideal platform to integrate search and rescue (SAR) processes such as behavioral pattern, probability theory, terrain analysis, 3D modeling, search areas allocation, GPS tracking and asset management. GIS significantly improves SAR operations by reducing operational costs and response time. While en route to a call, first responders and police officers use Mobile GIS to gain access to critical location data such as street maps, home addresses, traffic flows, floor plans, imagery, video and other valuable information. GIS also helps determine the quickest route to the scene, track GPSequipped vehicles and manage emergencies on site. Harness the Power of GIS for Public Safety Esri Canada 3
Key Benefits & Features Esri s GIS technology provides a geographic advantage to leverage a wide range of information from various sources and conduct complex data analysis that can be easily visualized through graphical representation. The ability of Esri s solutions to intelligently manage, correlate, predict, model and share information from multiple systems makes it an essential analytical and decision-making tool to ensure a safe and timely response. Implementing an enterprise GIS solution provides public safety professionals with access to critical information throughout the organization, as well as with other agencies at the local, regional and national levels. Enterprise GIS eliminates information silos and limited data access that have long plagued public safety agencies. It also improves the effectiveness and efficiency of emergency operations in both the office and field. It is increasingly becoming part of the overall IT strategy for information authoring, publishing and sharing. Easy integration with existing systems and technology Instant access to spatial and attribute data when needed most Improved collaboration and communication across command, control and response teams Increased ability to analyze and respond to events as they unfold by using a single common operational picture of operations Improved situational awareness for incident commanders and first responders Greater preparedness for faster, safer and more informed response Mobile GIS access to incident location information for first responders Better protection of confidential or sensitive data 4 Esri Canada Harness the Power of GIS for Public Safety
Esri s GIS Solutions in Action E-Comm (Emergency Communications for Southwest British Columbia), BC E-Comm s Emergency Event Map Viewer (E2MV) uses the power of ArcGIS Server to display incidents and emergency unit locations. E2MV supports informed decision-making by providing a common operational picture (COP) during special events and emergency situations. Manitoba Health Office of Disaster Management, MB Using a common operational picture, numerous real-time data feeds and a multitude of data layers enabled the province to achieve situational awareness, act quickly and communicate their response plan to key stakeholders during the Red River Flood.
