3 3 1.0 Introduction The Atlantic Provinces Community College Consortium (APCCC) is an interprovincial body promoting and supporting the strategic development of regional collaboration, coordination, and sharing of resources among the Atlantic community colleges. This consortium, which reports annually on its activities to the Council of Atlantic Premiers, was established in August 1998 and is officially recognized through a Memorandum of Understanding signed by the provincial ministers responsible for community colleges and the presidents of the community colleges from New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island. APCCC partners consist of the Department of Training and Employment Development of the Province of New Brunswick, Department of Education of the Province of Newfoundland and Labrador, Department of Education of the Province of Nova Scotia, Department of Education of the Province of Prince Edward Island and the New Brunswick Community College, College of the North Atlantic, Nova Scotia Community College and Holland College. At its November 8 th 2004 APCCC Board Meeting in Dieppe, the Executive Director, along with a planning committee representing the Board, were charged with the responsibility to draft a business plan for Board approval to cover the fiscal period from April 1, 2005 through March 31, This business plan is guided by the Consortium s Strategic Plan for and sets out to: Build on the work of the Consortium since its inception. Identify goals and objectives that support the strategic directions of APCCC within available funds and a collegial contribution. Define the Consortium s action plans for which it will be accountable. Inform all stakeholders of the core business to be undertaken during the period.
4 4 2.0 The Planning Context The APCCC Business Plan is guided by the contents and intentions expressed in the APCCC Strategic Plan More specifically, it builds on the Consortium s Vision, Mission and Strategic Planning Themes. 2.1 Vision and Mission As a partnership among the four Atlantic community colleges and the four Atlantic departments responsible for education and training, the APCCC assists colleges and governments in providing the most effective and efficient college programming possible reflecting the following values: Quality - continuous improvement in the quality of programs, practices and teaching Accessibility - program, delivery, and support services that optimize training availability Mobility - portability of learning and credits throughout the PSE system in Atlantic Canada Relevance - effective and responsive interaction among learners, workforce and community Accountability - evidence of value and cost effectiveness of public and learner investment Scholarship and Research - commitment to the pursuit of knowledge 2.2 Strategic Planning Themes The overall goal of the Strategic Plan is to promote Excellence in Learning and Teaching. This goal is supported by the following themes which provide guidance to the business planning process. (See APPENDIX 1 APCCC Strategic Plan for details on each of the themes) Theme 1 Theme 2 Theme 3 Theme 4 - Learning Centered Approach - Colleges Role as Economic Development Partners - Regional Collaboration on Government Strategies - Advocacy
5 5 2.3 Key Accomplishments The has been a transitional year for the Atlantic Provinces Community College Consortium. The former Executive Director retired and a new Executive Director was appointed with an expectation, that while working within the parameters of the Consortium s Strategic Plan and the Business Plan, significant emphasis would be placed on the advocacy agenda as a means of generating a greater awareness of the value of community college education in the social and economic development of the Atlantic region. To this end, preliminary work is being undertaken to prepare an advocacy and awareness strategy that respects the views and autonomy of the member institutions and the departments of governments responsible for colleges. In , APCCC implemented a number of regional initiatives in support of its Strategic Plan and Business Plan. In all cases, the accomplishments are in line with the expected outcomes of the Business Plan and they clearly demonstrate that the founding principles of collaboration, cooperation and sharing among the public colleges underpin the successes achieved. Specifically, the achievements in support of the Strategic Plan and Business plan include: Strategic Theme: Learning Centred College Sponsored an Institute for faculty entitled Designing the Learning Centered College Sponsored a Portfolio Development Workshop for faculty Created an Atlantic Colleges Programs Inventory includes training capacity (targeted completion February 2005) Strategic Theme: Colleges Role in Economic Development Supported the tourism industry through a tourism training and education workshop for educational practitioners Sponsored a workshop for college employees on Enhancing the Community College s Role in Sustaining Rural Communities Participated on the Atlantic Steering Committee as follow-up to recommendations from the Atlantic Construction Symposium Commenced the planning for an Information Technology and Communications Symposium for Created of an Applied Research and Innovation Network ( targeted completion March 2005) Strategic Theme: Regional Collaboration around Government Strategies Created a Guide to Block Transfer Agreements for Atlantic Colleges as a means to provide Atlantic college students with current information on transfer of credit and articulation. (targeted completion February 2005)
6 6 Engaged in organizing a Roundtable Forum, in partnership with ACOA, to identify creative solutions to issues related to seasonal employment. (targeted completion March 2005) Strategic Theme: Advocacy Developed an Advocacy Strategy to increase awareness of and support for the community colleges role in the social and economic development of the Atlantic Region Created a newsletter and brochure to communicate activities undertaken by the Consortium Cultivated partnerships with Atlantic Canada Opportunities Association, Human Resources and Skills Development Canada, Association of Atlantic Universities, Atlantic Provinces Chambers of Commerce Undertaken the development of an APCCC Website. The Business Plan will build on these accomplishments and engage in new activities which are aligned to the strategic themes articulated in APCCC s Strategic Plan Managing the Business Plan The business plan identifies the major activities that the APCCC Board feels are essential in advancing the strategic initiatives it has identified for the period The Executive Director has responsibility to ensure that the plan is implemented and, where necessary, works with member colleges to engage appropriate expertise to ensure expected outcomes are achieved. Where feasible, project teams are the preferred method for implementing the business plan. Project Team Leaders coordinate with their Lead College and the APCCC Executive Director for resources, tracking and reporting on team progress. The Executive Director also coordinates communications on the plan, and reports on status of plan objectives to the APCCC Board at regularly scheduled meetings and to the Council of Atlantic Premiers annually.
7 7 4.0 Priority Business Activities The activities referenced in this section are in keeping with the strategic themes set out in APCCC Strategic Plan for It is organized by identifying each strategic theme, goals in support of the theme, objectives to achieve the goals and expected outcomes if objectives are attained. STRATEGIC THEME 1: LEARNING CENTERED APPROACH Goal 1.1: Meeting the Developmental Needs of the Community Colleges Objective 1.1.1: Develop and design transition strategies that put the core focus for policy, procedure and practice on becoming learner centered colleges that place students at the centre of all decisions, programs and activities. The process will involve students, faculty, and staff in regional forums designed to examine and identify the roles each will play in the creation and implementation of the learning college. 1 A regional forum on becoming Learning Centred Colleges. 2 Compilation of results of all forums available to the public through a website 3 A regional statement of shared principles for learning centred colleges. 4 A regional strategy for transitioning to learning centred colleges. 5 A five-year process for monitoring transitions to learning centred colleges with activities for sharing best practices. Objective 1.1.2: Foster and develop professional exchange through a communities of practice framework. 1 Sharing of best practices. 2 Collaboration on program development and sharing of labour market information to inform regional training requirements 3 Creating professional development opportunities.
8 8 Objective 1.1.3: Explore a potential framework to enhance sharing in the provision of educational opportunities to college students and clientele. This could involve promoting and increasing transfer opportunities, building on e-learning capacities, accessing curriculum to meet client needs, etc. The process will involve identifying a select group of college experts to develop a framework that protects the autonomy of member institutions while providing the opportunity for cooperation and collaboration on program development and delivery. 1 A framework for the enhanced learning opportunities. STRATEGIC THEME 2: COLLEGE S ROLE AS ECONOMIC DEVELOPMENT PARTNERS Goal 2.1: Meeting the Human Resource Needs of Business, Industry and the Public Sector Objective 2.1.1: Develop and implement a collaborative Atlantic process for reviewing the regional labour market supply and demand issues for an occupational sector. The model will address the various labour market information issues, opportunities for best practices relating to forecasting, planning, education, training, recruitment and retention. The process will involve representatives from all stakeholder groups in a region-wide approach to meeting the need for a skilled and adequate work force in an occupational sector. 1 Working in concert with the Atlantic Steering Committee, follow through on recommendations from the Construction Sector Council Symposium. 2 An Atlantic Region Information Technology and Communications Symposium. 3 Compilation of a regional profile of human resource training requirements in targeted sectors. 4 A regional training gap analysis with program recommendations.
9 9 Goal 2.2: Developing International Education and Training Linkages for the Region Objective 2.2.1: Establish an APCCC International Education Forum to share and develop partnerships that would build on the collective strengths of member colleges. The process will involve identifying college personnel with overall responsibility for international education to develop a framework for dialogue. 1 Development of partnerships and sharing best practices. 2 Engaging the Association of Atlantic Universities in discussions that would lead to improved educational opportunities in the international marketplace Objectives 2.2.2: Foster the growth of an APCCC Applied Research Network to advance applied research and innovation at the College level through influencing policy and by collectively, when appropriate, attracting research funding. Date Completion Expected: Ongoing 1 Development of partnerships for attracting funding. 2 Providing a means for advocacy on issues that impact college level applied research. 3 Sharing of best practices. STRATEGIC THEME 3: REGIONAL COLLABORATION AROUND GOVERNMENT STRATEGIES Goal 3.1: Meeting the Mobility and Accessibility Needs of Learners Objective 3.1.1: Develop a regional mechanism to provide Atlantic college students with current information on transfer credit and articulation agreements within the postsecondary system. In addition to providing students with an accurate guide to the transferability of credits, courses and programs this will facilitate life long learning, regional mobility and avoid unnecessary repetition of courses. This will build on the Memorandum of Understanding on Transfer Credit among the Atlantic Community Colleges developed in 2000.
10 10 1 Regional marketing strategy for transfer credit and articulation agreements. 2 Regional mechanism for conveying student credit transfer information. 3 Regional tracking system for credit transfers across post-secondary system. Goal 3.2: Promoting and Developing Tourism Sector Education and Training Objective 3.2.1: Hold an Atlantic Conference for tourism educators and trainers to promote and develop the tourism and hospitality sector programs at the Atlantic Community Colleges. This will build on the Memorandum of Understanding establishing the Atlantic Canada Tourism Educators Consortium (ACTEC) developed in Regional conference on tourism training and education. STRATEGIC THEME 4: ADVOCACY Goal 4.1: Advancing Awareness and Understanding of the Community Colleges Objective 4.1.1: Promote the value of college education and training for its value to the social and economic growth and development of the Atlantic Provinces. The process will involve formal presentations and development of alliances and memorandums of understanding with business, industry and government groups that have a regional nature to their operations. Date Completion Expected: Ongoing 1 A regional advocacy and awareness agenda including activities, timelines and resources 2 Greater recognition of public colleges by external stakeholders, demonstrated through use of services, contributions to institutions or by taking on an advocacy role on behalf of member institutions 3 Increased participation in public college education 4 Formal alliances and mutually beneficial agreements with industry and business. 5 Increased internal college engagement /forums to realize regional efficiencies and developmental opportunities
11 11 Objective 4.1.2: Maintain a website to provide a profile for APCCC. Date Completion Expected: 1 Increased understanding of APCCC and its mandate. 2 Dissemination of information for the benefit of colleges, businesses, governments and the public-at-large.
