5 APPENDIX B: Early Childhd Teacher Prfessinal Knwledge Requirements - Early Childhd Ancillary Certificate Early Childhd Ancillary Prgram cursewrk shuld reflect the NAEYC Standards fr Prfessinal Preparatin. All cursewrk within Early Childhd Ancillary Prgrams must include pprtunities fr applied practice that reflects the curse cntent requirements and Standard 7 f the NAEYC Standards fr Prfessinal Preparatin. This shuld be demnstrated thrugh planned activities fr reflectin n current r past wrk experiences and pprtunities fr applied practice f curse cntent. Each curse descriptin shuld indicate the standards that will be addressed. Each NAEYC standard may be included multiple times thrughut the full descriptin f the Early Childhd Ancillary Prgram cursewrk, and it must be clear hw candidates are required t develp mastery f the standards thrughut the prgram. Fr prgrams that result in candidates eligibility fr a technical diplma r a certificate f technical studies, all curse utcmes, applied practice requirements, and assessments must be aligned t NAEYC Standards fr Initial Early Childhd Prfessinal Preparatin (including Standard 7). Applied practice pprtunities shuld be cmpleted in cncurrence with structured reflectin pprtunities fr candidates. - Candidates: Individuals wh are seeking prfessinal preparatin t be highly-qualified lead-teachers within a child care center, and have enrlled and received admissin t cmplete the Early Childhd Ancillary Teaching Certificate Prgram. - Child Develpment Assciate (CDA): A natinally recgnized entry-level credential fr child care teachers. It is issued by the Cuncil fr Prfessinal Recgnitin ( - Classrm Assessment Scring System (CLASS) by TeachStne: An bservatin tl that evaluates the effectiveness f teacher-child interactins in classrms ages infant thrugh 12 th grade. CLASS is being used statewide in tddler and PreK classrms as part f Luisiana s early childhd rating and imprvement system ( - CLASS reliability: A certificatin achieved by cmpleting and passing all trainings and assessments required by Teachstne t cnduct a CLASS bservatin with validity and fidelity. Observers may be CLASS reliable fr tddler classrms, PreK classrms, r bth. - CLASS bservatins: An bservatin f a classrm using the apprpriate tddler r PreK CLASS using all dmains, typically ccurring in the mrning, in which a reliable bserver cnducts fur twenty-minute cycles f bservatin and nte-taking fllwed by at least ten minutes f scring after each bservatin cycle. - Early Childhd Ancillary Certificate: A prfessinal credential fr lead-teachers that wrk in early learning centers in Luisiana. The certificate can be earned by demnstrating the cmpletin f ne f the qualifying credentials r degrees, and by submitting a cmplete applicatin t the Luisiana Department f Educatin. - Early Childhd Ancillary Certificate Prgrams (prgrams): Prgrams that have applied fr and received apprval frm BESE t prvide cursewrk that is used t earn the Early Childhd Ancillary Teaching Certificate. 12 APPENDIX F: Early Childhd Ancillary Certificate Frequently Asked Questins CERTIFICATE PURPOSE AND REQUIREMENTS 1. What is the Early Childhd Ancillary Certificate? The Early Childhd Ancillary Certificate is a prfessinal credential fr teachers that are wrking in early learning centers. This certificate is part f the brader effrt t unify the early childhd system and prfessinalize the early learning teacher wrkfrce. This certificate will enable child-care teachers t be recgnized fr the prfessinal training and educatin they have cmpleted, as well as prvide access t valuable resurces such as the Schl Readiness Tax Credits. By increasing the pprtunities fr prfessinal educatin, mre early learning teachers will enter the classrm prepared t prvide a high-quality learning experience fr the children in their care. The Early Childhd Ancillary Certificate can be earned by demnstrating the cmpletin f ne f the qualifying credentials r degrees, and by submitting a cmplete applicatin t the Luisiana Department f Educatin (LDE). 2. Wh needs t have an Early Childhd Ancillary Certificate? Beginning n June 30, 2019, all lead teachers in publicly funded centers (Type III) will be required t have a current Early Childhd Ancillary Certificate as a minimum credential. 3. What des BESE-apprved prvider mean? Beginning January 1, 2018, all individuals applying fr the Early Childhd Ancillary Certificate thrugh a cmpleted CDA r technical diplma will be required t prvide prf that their cursewrk was cmpleted at a BESE-apprved prvider. BESE-apprved prviders are preparatin prgrams that have submitted an applicatin t the Bard f Elementary and Secndary Educatin (BESE) and the LDE, and have received apprval based n their applicatin. It is expected that BESE-apprved prviders will include clleges, technical schls, and private prviders (such as an individual prgram r Child Care Resurce and Referral center fr CDA prgram). CERTIFICATE ELIGIBILITY AND EMPLOYMENT 4. What are the different ways t qualify fr the Early Childhd Ancillary Certificate? The Early Childhd Ancillary Certificate can be earned by demnstrating cmpletin f ne f the fllwing qualifying certificates r criteria: a) Child Develpment Assciate (CDA) certificate in either Infant/Tddler r Preschl, which has been awarded by the Cuncil fr Prfessinal Recgnitin, and a high-schl diplma r equivalent. After January 1, 2018 cursewrk fr the CDA must be cmpleted at a BESE-apprved prvider 12

13 b) A technical diplma r certificate f technical studies in an early childhd related field frm an accredited technical r cmmunity cllege.
