3 samoa news, Saturday, October 12, 2013 Page 3 Togiola shocked to learn he may have to share leased buildings with DYWA Calls administration move Communism Translated by Samoa News staff While the territory is a democratic form of government, its treatment of the American Samoa Rugby Union (ASRU) is a form of Communism, says Togiola T.A. Tulafono, chairman of the ASRU, whose successful Talavalu rugby team will be heading to the international arena in Hong Kong next year. Togiola s reaction and comments followed a move by the administration to use the old VA club house in Tafuna (next to the Office of Motor Vehicles compound) as a center for the Department of Youth and Women s Affairs (DYWA). The former governor had told Samoa News a couple of months ago that ASRU had signed last November a lease with ASG to use this property for developing the rugby union in the territory. Togiola even announced the lease agreement for this ASG property on his radio program last December the agreement is for nine-years, 11-months and 30-days. The land lease included the use of the building structures on the property and the ASRU had been working to repair the structures. However, Togiola told Samoa News on Tuesday this week that rugby union members were surprised and shocked when they went to the facility for Monday s meeting to find government workers performing work to repair portions of one of the buildings. He also learned the repair work was being done in order to house a center for the DYWA. Togiola said he is very saddened with Gov. Lolo Matalasi Moliga for forcing the use of the building when there is an existing lease between ASRU and the government. He says it s disappointing as well that the governor did not ask for any input from the rugby union. DYWA acting director Pa u Fuiavailiili Roy Taito Ausage confirmed to Samoa News that it was workers with his department who were at the site, which will be used as a center for training and other educational programs for the territory s women and youth. Togiola said the rugby union is not against or opposed to the use of the leased land and buildings by the government, but should have first made official contact with ASRU instead of just forcing their way on to the property. Togiola said this is a very easy issue to deal with, adding that this is a democratic government. However, he said the actions used by the government were more like communism. Pa u told Samoa News on Wednesday that his department had already held discussions with Togiola regarding this matter and DYWA is prepared to present the ASRU chairman with a proposal for use of one of the two buildings on the property. Pa u explained to Samoa News that the goal is for his department to use this site as a training center, due to its easily accessible location. It can also be utilized at night for training and other educational purposes, he said. A month ago, Togiola also found the same Department s crew working on the same facility and at that time, he told the crew that this property has been leased by the rugby union, who had already started repairs to the buildings on the property. (Original Samoan language of this story was published in Friday s edition of Samoa News) Officials seek protection for 9-year-old stowaway MINNEAPOLIS (AP) Minnesota officials filed a petition Friday to intervene in the life of a 9-year-old boy who evaded airport security and slipped onto a flight to Las Vegas. The petition filed in Hennepin County juvenile court argues that the boy who also has stolen a car and repeatedly run away from home needs either state protection or services. According to the county s website, child protection or services could include anything from removing a child from a home to parenting classes. The boy s father said earlier this week that he and his fiance have tried to get their son help, saying he has behavioral issues that have gotten him suspended from school and routinely leaves the house without permission. He said officials told him they couldn t intervene because the boy hadn t done anything bad enough. I m tired of people saying he s a minor, there s nothing we can do. There s something somebody can do, the father, who declined to give his name, said during a news conference. A phone listing for the couple couldn t be found Friday. The petition, filed by the county s human services and public health departments, said the boy s mother supports an evaluation to see if her son should be placed elsewhere, but that she had previously declined community-based family assessment services. The boy took a light-rail train to the airport on Oct. 3, blended in with a family to get past security, slipped past a gate agent and took an empty seat on a Delta Air Lines flight. The flight crew turned him over to police in Las Vegas, where he was still being held by child protective services on Friday. Authorities said it was unclear when he would return to Minnesota. A day earlier, the boy also had gone to the airport, where he took a bag from the carousel and ordered food at a restaurant but left without paying. On Oct. 1, he stole a delivery truck from downtown Minneapolis and drove along an interstate, damaging other vehicles, the petition said. He was uncooperative with police and released to his mother. According to the petition, the boy has a pattern of leaving home, sometimes overnight and in one case for up to three days. On Sept. 18, he was put on a police hold after he was found in a local YWCA unsupervised and refused to say who he was. The case was closed without a finding of maltreatment as there was not preponderance of evidence that neglect had occurred, the petition said. Hawkeye awoke this morning dreaming of North Korea. He dreamt that he was sitting next to Kim Jog Wan and Dennis Rodman. They were seeing how long it would take for a whole army of Chillen to die by starvation. Then Hawkeye awoke and asked Sweet Leanor to pinch him. Ouch! what a rude awakening. Such is life as we know it fans, and as a matter of fact, we are legally still at war with North Korea! The cease fire was sounded some 60 years ago, and then there has been silence ever since, except for when the great leader decides to rattle his cage! The point here is that there are people being starved by the thousands, enslaved to the factories and fields in that the Great Leader may flaunt his army of one! The Crisis in Syria is miniscule in comparison to that of North Korea. This is not to say that the crisis in Syria is right, however it is safe to state that if we are hell bent on going in to Syria to assist the people who are in servitude, why not assist the North Korean citizens as well.there is an equal threat to our National security. Hawkeye is happy to learn that our one and only TEO will be placed in the Capable Hands of Utu Abe Malae. Planning today, for energy tomorrow is all important, and we should never forget this for a moment fans. Alternative methods of creating energy for the world market should by all means be placed on the Front Burner! MOLIGA WHITE SUNDAY MESSAGE Once again, our churches are filled with our young children practicing songs and their memory verses for the White Sunday program. Parents are busy preparing the white clothing for their children and deciding what special treats will be served at this Sunday s to ana i. More than a century ago, members of the London Missionary Society set a date, to honor the children in our islands. Some say that White Sunday gets its name from all the white ensembles that the children wear to church, from their white outfits and shoes, to the white hats and flowers the young girls wear. Many believe that this holiday coincides with a family celebration that became widespread in the 1920s in commemoration of Samoans who succumbed to the influenza epidemic of This epidemic took the lives of up to 25% of the Samoan population, many of them children. This observance of honoring our children may have been an extension of the United Nations General Assembly s recommendation that all countries around the world should set aside a day to celebrate children. The aim was that Children s Day would be seen as a symbol of worldwide fraternity and understanding, and also be an opportunity to promote the welfare of children. While we may question how White Sunday came to be, one thing we all agree on, and that is that our children bless our lives and fill our hearts and homes with laughter, love and happiness. How grateful we are to have not just White Sunday, to honor our children, but every day, to thank our Heavenly Father for the joy we find in them. Let us be serious in our responsibility to take care and cherish them. Local contractor, Happy Trucking and Construction based in Futiga, is carrying out the project. Once completed, the area will be similar to the Amaluia village shoreline where flat rocks, not cement, are used. The project extends from the sami side area between the bus stop next to the Tilei residence and JS Mart. The Federal Highway Administration is funding the work and is one of the three projects listed under the Aua Shoreline Protection Program. The Department of Public Works is overseeing the work. A DPW official explained that rock revampments can t be carried out everywhere, as it takes up a lot of the beach area. The other two projects on the list include a retaining wall at the Aua bridge, and shoreline and drainage work next to the Paepaeulupo o boatshed. Chen] by Joyetter Feagaimaali i-luamanu PORT WANTS 2008 PLAN FOR AUNU U & AUASI HARBORS REVISITED Port Director, Taimalelagi Dr Claire Tuia Poumele, is asking the District Engineer of the US Army Corp of Engineers, LTC Charles Klinge, to revisit the Port s 2008 plan for technical assistance and improvements to the Aunu u and Auasi Small Boat Harbors. The letter was sent last week after Representative Talaimatai Su a Esera appealed to the Port Director to look into concerns that have been raised by the OPAD Director, for the Port to comply with ADA (American Disabilities Act) ensuring that the wharfs in both Auasi and Aunu u are accessible for the disabled. Talamatai, in two separate letters to the Port Director, pointed out that there s much needed repairs on both docks, given that there have been recent incidences where passengers making their way to the boats have slipped on the stairs and sustained minor and serious injuries. In her letter to the Army Corps, Poumele stated that as noted in 2008 and up to this date the vessels utilizing the two harbors are subject to rough waters as they navigate into and out of the harbors, particularly at the Auasi wharf. The Port Director also pointed out in her letter that an alia vessel sank on July 5, 2013 when entering Auasi Harbor, but fortunately all passengers survived the ordeal. Poumele further asked for a study to investigate the possibility of re-designing the harbor channel locations given the government is looking at purchasing a new vessel to serve Aunu u Island; and, as such, this study would be essential for the improvement of the two wharfs to accommodate the new vessel. The assailant, Antonio Cinco Ortega was sentenced in January to 25 years to life in prison for the 2009 attack on Frank Sharpski, who lost some of his fingers on one hand and had his nose broken. The mother of three children had an affair with Shores, and agreed to hire Ortega a close friend of Shores and a butcher at a grocery store. Kansas man is hit by train, gets up and walks away TOPEKA, Kan. (AP) Authorities say a Kansas man who was walking along railroad tracks wearing headphones was hit by a train that he didn t hear approaching behind him but that he got back up and kept walking. Shawnee County Sheriff Herman Jones says the BNSF conductor slowed down the train and blew the horn when he saw 25-year-old Kristopher Wenberg on the tracks in Topeka on Thursday. Wenberg told deputies he couldn t hear the train, which eventually hit him. Jones says Wenberg promptly got back up and called someone on his cellphone as he walked away. He went to a hospital with cuts on his legs and shoulder. Court allows NSA to keep collecting phone records WASHINGTON (AP) The secret U.S. court that governs surveillance of terrorist and foreign espionage targets is authorizing the National Security Agency to keep collecting U.S. phone records. The director of national intelligence, James R. Clapper, on Friday made public the continuation of the records collection, as part of the Obama administration s campaign to better explain how U.S. intelligence uses U.S. data. At one time Clapper himself told Congress his officers do not collect such data. Leaks by former NSA analyst Edward Snowden revealed the bulk collection of millions of U.S. phone logs showing who Americans called and for how long. That prompted privacy activists and lawmakers to push for an ongoing review of the Foreign Intelligence Surveillance Act, which allows such data collection. (AP) The federal government shutdown that has idled hundreds of thousands of workers is starting to ripple through states, which are now laying off employees and warning of thousands of additional furloughs if the budget stalemate is not resolved soon. The trickle-down effects highlight the extent to which states are dependent on the federal government. In many states, federal money comprises about a third of all revenues. As federal dollars dry up, so do state programs. Across the nation, about a dozen states already have furloughed hundreds of employees whose paychecks depend on federal money. The layoffs have hit civilians at state National Guard bureaus, workplace safety inspectors and state workers who determine eligibility for Social Security disability benefits, among others. More state employees could be furloughed this coming week. For me, it couldn t have come at a worse time, said Tammy Turner-Lee, a 54-year-old supervisor in Oklahoma s disability determination office who is targeted to be furloughed on Friday. My husband is going through chemotherapy right now.... If we are in furlough status, that means I am going to have to go into credit card debt. Medicaid, the biggest federally funded state program, has remained exempt from the cutbacks. But federal officials have said other big state-administered programs like food aid for low-income families may have only enough money to make it through October. As Congress and President Barack Obama remain at odds over the federal budget, some states have started to prepare for widespread furloughs. Arkansas already has laid off 673 employees and could furlough an additional 4,000 if the federal shutdown continues for another week. The state of Arkansas simply does not have the resources to continue to cover the costs of federal programs, Arkansas Gov. Mike Beebe wrote in a recent memo to agency directors. Some states have avoided furloughs by tapping into accumulated federal funds while others are dipping into state coffers. Maryland has continued to pay 11,000 employees because the Legislature set aside $100 million to plug holes created by federal budget battles. Kansas Gov. Sam Brownback dipped into cash reserves to avoid 119 furloughs and reinstate dozens of others in an office that handles unemployment benefits. But Florida Gov. Rick Scott took the opposite approach, ordering agencies not to use state money to cover typical federal expenses. Furloughs of state workers are slowly mounting. There have been 56 so far Maine, more than 100 in Illinois, 244 in Arizona, more than 300 in Virginia and over 400 in Washington. The disability office in Oklahoma s Department of Rehabilitation Services, where Turner- Lee works, halted its outgoing mail to stretch its dwindling federal dollars. But furloughs could kick in by week s end for 289 full-time and 39 temporary state employees. The Oklahoma shutdown would affect nearly 18,000 people waiting for word on whether they can get disability benefits. The entire staff of the Maine disability determination office already has been furloughed, meaning people with disabilities are going to incur additional financial hardship, said Sara Squires, the public affairs director at the nonprofit Disability Rights Center in Augusta, Maine. Other states such as Pennsylvania, Missouri and Michigan still are bracing for a big hit from the federal shutdown. About 200 maintenance employees of the Missouri National Guard already are furloughed, but the state has several thousand additional federally funded employees. The key date in Michigan in Oct. 20. If nothing is resolved by then, state officials will begin reviewing which 15,000 to 20,000 employees to furlough. If we are still in the same position a week from now, we ve got some very real problems and concerns, said Kurt Weiss, a spokesman for the Michigan budget office. Furloughed federal workers could eventually get paid if Congress later approves retroactive wages. But state workers dependent on federal funds could face complications because of quirks in local laws or collective bargaining contracts. In Minnesota, some 100 Department of Health workers have received notices warning they may be laid off. So have 67 employees of the Minnesota Department of Military Affairs. Having been through a state government shutdown two summers ago, Chad Olson, lead electrician at an Air National Guard base in St. Paul, said he d be inclined to look for a new job if he winds up on indefinite furlough again. I can survive, but I don t want to put myself in a position where I can t survive, Olson said. The U.N. humanitarian office has reported that the threat affects more than 165,000 children in the two Sudanese states due to a lack of immunization in the border area in more than two years, the Security Council said in a statement Friday. The SPLM-North, a rebel group backed by South Sudan, has been fighting government forces in South Kordofan and Blue Nile. The Security Council called on Sudan s government and the SPLM-North to urgently overcome differences over technical plans so that a two-week polio vaccination campaign can begin on schedule on Nov. 5. Clinton backs women defying driving ban LONDON (AP) Hillary Rodham Clinton has supported Saudi women who this week defied their kingdom s ban on female driving. Argentina seeks settlements, dollars at the World Bank BUENOS AIRES, Argentina (AP) Argentina is promising to make good on $500 million in World Bank arbitration court rulings with a mix of new bonds instead of cash, and it s counting on getting billions of dollars in new loans in return. That credit line awaits World Bank board approval in December, and officials in Washington wouldn t confirm amounts. But Economy Minister Hernan Lorenzino tweets that $3 billion will flow into Argentina for more social programs. Details of Argentina s arbitration court offer have not been released, and it s not clear the companies would accept it. The Ambito Financiero newspaper reports Friday that Lorenzino offered to pay much less than the full amounts with bonds, not cash, and also would require the companies to reinvest 10 percent of what Argentina owes them in new Argentine bonds. Indonesian President Susilo Bambang Yudhoyono and Indian Prime Minister Manmohan Singh also witnessed the signing of memorandums of understanding on health, disaster mitigation, and combatting corruption, narcotics and illicit drugs. They agreed to increase their cooperation in other areas. Singh arrived Thursday on a three-day visit after attending summits in Brunei. An 18-member business delegation arrived earlier to attend a two-day India-Indonesia CEO forum which ended Friday. (AP) Patty Konietzky thought the small purple lesion on her husband s ankle was a spider bite. But when the lesion quickly spread across his body like a constellation, she knew something wasn t right. After a trip to the hospital and a day and a half later, Konietzky s 59-year-old husband was dead. The diagnosis: vibrio vulnificus (vih-bree -oh VUHL -nihf-ih-kus), an infection caused by a bacterium found in warm salt water. It s in the same family of bacterium that causes cholera. So far this year, 31 people across Florida have been infected by the severe strain of vibrio, and 10 have died. I thought the doctors would treat him with antibiotics and we d go home, said Konietzky, who lives in Palm Coast, Fla. Never in a million years it crossed my mind that this is where I d be today. State health officials say there are two ways to contract the disease: by eating raw, tainted shellfish usually oysters or when an open wound comes in contact with bacteria in warm seawater. In Mobile, Ala., this week health department officials said two men with underlying health conditions were diagnosed with vibrio vulnificus in recent weeks. One of the men died in September and the other is hospitalized. Both men were tending to crab traps when they came into contact with seawater. While such occurrences could potentially concern officials in states with hundreds of miles of coastline and economies largely dependent on ocean-related tourism, experts say the bacteria is nothing most people should worry about. Vibrio bacteria exist normally in salt water and generally only affect people with compromised immune systems, they say. Symptoms include vomiting, diarrhea and abdominal pain. If the bacteria get into the bloodstream, they provoke symptoms including fever and chills, decreased blood pressure and blistering skin wounds. But there s no need to stop swimming in the Gulf of Mexico, says Diane Holm, a spokeswoman for the state health department in Lee County, which has had a handful of cases that included one fatality this year. This is nothing abnormal, she said. We don t believe there is any greater risk for someone to swim in the Gulf today than there was yesterday or 10 years ago. There have been reports this year in Gulf states of other waterborne illnesses, but they are rare. In fresh water, the Naegleria fowleri amoeba usually feeds on bacteria in the sediment of warm lakes and rivers. If it gets high up in the nose, it can get into the brain. Cases have been reported in Louisiana, Arkansas and in Florida, including the August death of a boy in the southwestern part of the state who contracted the amoeba while knee boarding in a water-filled ditch. Dr. James Oliver, a professor of biology at the University of North Carolina in Charlotte, has studied vibrio vulnificus for decades. He said that while Florida has the most cases of vibrio infection due to the warm ocean water that surrounds the state, the bacteria is found worldwide, generally in estuaries and near the coast. It s normal flora in the water, he said. It belongs there. The vast majority of people who are exposed to the bacteria don t get sick, he said. A few people become ill but recover. Only a fraction of people are violently ill and fewer still die; Oliver said many of those people ingest tainted, raw shellfish. Oliver and Florida Department of Health officials say people shouldn t be afraid of going into Florida s waters, but that those with suppressed immune systems, such as people who have cancer, diabetes or cirrhosis of the liver, should be aware of the potential hazards of vibrio vulnificus, especially if they have an open wound. Holm said nine people died from vibrio vulnificus in Florida in 2012, and 13 in 2011, so this year s statistics aren t alarming. What s different, she said, was that victims families are speaking to the news media about the danger. Konietzky watched as her husband Henry Butch Konietzky died on Sept. 23. She said she feels it s her mission to let others know about the potential risks. Next week, she and her husband s adult daughter are scheduled to appear on The Doctors television program to discuss the disease. We knew nothing about this bacteria, she said. Never mind that both she and her husband grew up in Florida and have spent their lives fishing and participating in other water activities. The couple had gone crabbing on the Halifax River near Ormond Beach on Sept. 21, she said. Her husband first noticed the ankle lesion in the middle of that night. He didn t wake his wife, but in the morning, told her that it felt like his skin was burning near the lesion. Patty Konietzky took a photo of it and hours later, when her husband said he was in pain and the lesions had spread, they went to the emergency room. Konietzky said her husband didn t have any health problems or open wounds that she knew of, and when doctors told her that he had an infection in his bloodstream, she didn t think it was too serious. Within hours, her husband s skin turned purple and it looked like he had been beaten with a baseball bat. Nearly 62 hours after he was in the water, Butch Konietzky died. His wife notes that she, too, was in the same water yet wasn t infected. To walk around in the water and doing the things we did, you didn t give it any thought, she said. Konietzky said her husband wouldn t want her or anyone else to stop fishing or enjoying outdoor activities because of a fear of the bacteria. Nonetheless, she wants people to be aware of the risk and is pushing her local county commission to post signs warning folks about the bacteria. I m not going to be afraid of it, she said. I have to personally put some meaning on the loss of my husband. And speaking out is all I can do.
