(Faaauau itulau 15) C Y M K LBJ Board Chair named to head Medicaid Office by Joyetter Feagaimaali i-luamanu, Samoa News Reporter Tofoitaufa Sandra King Young has been appointed State Medicaid Director, and it will be her job to oversee the State Medicaid Office. Young, who has been Chairperson of the LBJ Medical Center since earlier this year, will remain as such until the completion of specific tasks that are ongoing, says Governor Lolo Matalasi Moliga in a general memorandum issued on Thursday, prior to his departure. Mrs. King Young brings to the position many years of experience in the successful management of a grant-funded NGO (Non-Government Organization) providing social services in the territory. Mrs. King Young will continue as Chair through the completion of some specific tasks that are now in progress, including an ongoing audit and then will be stepping down from that position, said Governor Lolo. Tofoitaufa, founder and CEO of PiCED, a federally funded program which enabled many local students to receive academic aid and enrichment, was a candidate for lieutenant governor in the 2012 gubernatorial race. She received her Bachelor of Arts degree in Political Science from Loyola Marymount University and her Juris Doctorate from the George Washington University Law School where she was a member of the GW International Law. Governor Lolo has amended a 2011 Executive Order establishing the State Medicaid Office in the governor s office and provided for the appointment of the Medicaid Director and the Medicaid Coordinating Council. The purpose of the Executive Order is to provide the governor the authority to appoint the Medicaid officer and to broaden the permanent membership of the Medicaid Coordinating Council. (AP) The annual charity auction of a private lunch with billionaire investor Warren Buffett went for just more than $1 million Friday night a bargain price compared to past years for an opportunity to sit down with one of the world s most successful philanthropists. An anonymous donor had the high bid of $1,000,100 when the bidding ended Friday night on ebay. The private audience with investor drew bids of more than $2 million in each of the past five years, including last year s record-setting winning bid of $3,456,789. All proceeds go to the Glide Foundation, which helps the poor and homeless in San Francisco. The nonprofit relies on the auction to provide a significant chunk of its $17 million annual budget. It means a lot to us to make sure we continue meeting the needs of the people who need it most, said the Rev. Cecil Williams, Glide s founder. Last year s Buffett lunch was the most-expensive charity item ever sold on ebay. The most expensive item ever sold on ebay was a jet that drew $4.9 million in 2001, ebay spokeswoman Karen Sayah said. This project, which will be adjacent to their new cannery, signals the third and final part of Tri- Marine s plans to make American Samoa their hub in the South Pacific, as the permit which they have been waiting for was necessary for the company to move forward with construction of the Samoa Tuna Processors Inc. cannery facility in Atu u. The company already has 11 fishing boats based in the territory and in April this year completed the construction of a huge cold-storage facility. Late last week Tri Marine announced in a news release that the U.S. based company received notice that the Army Corps Honolulu District had issued the preliminary permit for the project and Tri Marine had been assured that the final, fully executed permit would be provided in the coming days. A Samoa News story published earlier this week based on the Tri Marine news release prompted a response from Joseph, Bonfiglio, the Army Corps chief of Public Affairs based in Honolulu, saying that Tri-Marine s permit was approved by the [Army] Corps on 31 May. They may now begin work. Asked for comments, Tri Marine vice president of production Dan Sullivan said the Army Corps information, is, of course accurate and noted that Samoa Tuna Processors received the preliminary permit on May 30 and the final permit the following day, on May 31. We are very pleased and grateful to everyone who made this milestone possible, Sullivan told Samoa News yesterday morning. He recalled the company s news release last week indicating that Tri Marine has begun to rebuild the cannery and we can now proceed without concern related to the needed seawall project. Engineering work will now commence on the seawall project which required final permit conditions to proceed. We expect the seawall project to progress in a way that does not delay work on the cannery, he said. Ask about the number of workers required to construct the seawall and complete the cannery project, Sullivan said he doesn t yet know at this point. We will utilize as many as we can to efficiently work on these projects, which will be determined by the contractors we use for the projects, he emphasized. Tri Marine has been utilizing the local construction workforce since it started more than a year ago to reconstruct the Atu u site, which was previously occupied by COS Samoa Packing. NEG workers utilized to get accurate # of local veterans By Jeff Hayner Samoa News Reporter A joint effort spearheaded by the local Office of Veterans Affairs in collaboration with the Department of Human Resources (DHR), the Workforce Investment Act (WIA) and the Samoan Affairs office, is supporting an effort to account for all of the local veterans and their dependents with the hope of better serving them with federal grants. About 500 National Emergency Grant Workers (NEG) showed up at the Samoana High School gymnasium yesterday morning where they applied for work which will continue from June 10 to June 28. Their job is to locate all local veterans. Samoa News spoke with the Program Manager for the National Emergency Grant under the Workforce Investment Act of the Department of Human Resources, Tuimavave Tauapai Laupola, who said, It is our hope that we will be able to use those updated numbers to apply not only through our local American Samoa VA for federal grants, but also utilize other federal agencies to apply for federal grants in terms of better serving our veterans and their dependents, he said. Speaking on the NEG workers role, Tuimavave said, The NEG has been utilized and trained here with the hope that they will be deployed out to the villages to account for all of the veterans and their dependents. He said that they are asking all of the villages through the Pulenu u to please support this effort and to all of the veterans to please help out in terms of volunteering their services to account for this task. We are using the same concept that was used during the general election, as we will identify those same locations where we will deploy our NEG workers to man those places. We will also have a station at the compound of the PX and VA clinic to help account for all of our veterans, Tuimavave explained. We are trying to have everything be redundant so that we will be able to catch, if not all, the majority of the veterans and their dependents here locally, he said. The NEG program manager went on to state that they hope by the end of June they will have the most updated numbers, so that the VA Office will be able to utilize them as well as the Department of Human Resources. According to Tauaa Sam Vaouli, the local VA Director, an accurate count of veterans will enable them to apply for federal grants to help the veterans and their families. 3 samoa news, Saturday, June 8, 2013 Page 3 Compiled by Samoa News staff NON-PROFIT GROUP CONCERNED WITH DOGS IMPORTED FOR BREEDING A member of the Alofa Mo Meaola, or Love for Animals, non profit group has raised concerns over new breeds of dogs being brought into the territory for breeding saying it should be disallowed until the issue of getting the stray dog population under control in American Samoa is resolved. (Dogs and cats mostly from Hawai i are allowed as long as they meet all health and quarantine requirements under local law). We don t need anymore breeding on island. We have more than enough breeding, said Mona King. She also said that this issue is something the newly established Animal Control and Care Program (ACCP) Task Force is looking to include in any proposed legislation in addressing the stray dog and roaming animal problem in the territory. King is a member of the ACCP, which is chaired by Marion Fitisemanu of the Department of Health. Meanwhile, the task force s Needs Statement pointed out that the territory currently has an over-population of stray dogs, which can be associated with adversely affecting the quality of life in American Samoa. It pointed out that LBJ Medical Center reports treating dog biterelated injuries on a frequent basis, many involving small children. Additionally, there are daily occurrences of rubbish spread from receptacles by malnourished dogs, resulting in an eyesore. Moreover, people often dump unwanted puppies and sick adult dogs in public parks on government land, and in remote locations to escape the responsibility of caring for their animals. (Samoa News has received in the past couple of months reports from some residents who have witnessed cars pulling up at public parts and just leaving puppies there). According to the task force, the link between leptospirosis, stray dogs and humans in American Samoa endangers public health. TSUNAMI AWARENESS WORKSHOP TRAINING SET FOR JUNE The local Department of Homeland Security is hosting for two days starting June 18 a Tsunami Awareness Training at the Governor Tauese P.F. Sunia Ocean Center in Utulei. There are two sessions - both from 8a.m. to 5p.m. - with the first one for ASG executive officials and the second will be tailored to ASG deputies, managers and staff. ASDHS has also invited members of the business community to attend these sessions, which are hosted in conjunction with the National Disaster Preparedness Training Center and the U.S. National Oceanic and Atmospheric Administration (NOAA). In his memo about the training sent to ASG departments and agencies, ASDHS director Utuali i Iuniasolua Savusa says the sessions will provide participants with a basic understanding of tsunamis, warning and dissemination, hazard assessment and community response strategies to effectively reduce tsunami risk. He pointed out that the September 2009 earthquake and subsequent tsunami showed us that no amount of preparation can alleviate this type of disaster, however, through continued preparedness training and exercises, we can effectively respond to and recover from these kinds of natural disasters. He encouraged attendance by a representative who is able to redistribute the required training information to further enhance the preparedness level to departmental personnel. This training will better equip them in saving lives and property during emergencies, he said. For more information and to confirm attendance for the training, please contact Esther Savusa-Savini DESPITE COMPETITION ASTCA DOING WELL WITH REVENUE Despite stiff competition from BlueSky Communication, the government owned American Samoa TeleCommunications Authority is doing well with its revenue, collecting just over $4 million in the second quarter of fiscal year 2013, according to ASTCA s 2nd quarter performance report, which covers Jan. 1 - March 31, At the end of the second quarter, ASTCA collected $4.14 million in revenue, compared to expenditures at $3.43 million. The highest expenditures are in the equipment category at $1.94 million as ASTCA continues to upgrade, not only to provide better service but to comply with certain federal regulations. The next highest expense falls under personnel cost at $811,235 covering 167 full time/career service employees and 11 full time/temporary contract (one-year) employees. Budgeted positions stands at 185. For the first six months of the fiscal year, ASTCA collected $9.64 million in revenue and expended $8.05 million. The semi autonomous FY 2013 approved budget is $15 million, according to the report, which was prepared by Aleki Sene Sr., whose last day on the job as ASTCA executive director was May 1. Prefer a loss to a dishonest gain; the one brings pain at the moment, the other for all time. A happy Saturday to friends and Fans alike of Hawkeye. As we find ourselves bobbing & weaving through life like a most prominent Boxer, we still have the urge to assist a loser when he is down in the Ring of life. Hawkeye and Sweet Leanor always stop to hand a dollar to a person that is down and out on his luck, as having been there and done that, a dollar is most precious when one is looking for their next meal. Hawkeye used to collide with his old dead redneck daddy when it came to beggars as the old man figured the poor bastard should get up off his a#s and get a real job! The old man was never accused of being lazy: as a matter of fact there were few men that could keep up with him in the arts of manual labor. For that, he could honestly have been proud. Hawkeye and Leanor have this in common: what goes around comes around. One good deed per day allows a clear conscience for a good nights sleep! It is when you offer the beggar $1.00, and he turns his nose up at you and demands that you fess up with a five dollar bill that can often be testy to ones temper. So: in order that we do not become a small Island Nation of Beggars, let s all do our best to go out there and search for an honest job! For those who are sincerely disabled and find them-selves in the street, let s keep offering them that dollar for their next meal! Remembering that all the while, they are Bobbing & Weaving their way through life in their own way, not by choice, but attempting to live with the hand that fate has dealt them. For this pride, Hawkeye does in fact applaud them! As a matter of fact, Hawkeye applauded himself when he was down and out without TUPE (Money) to purchase a can of Soda! Taking into consideration that it was by Hawkeyes own doing that put him there in the first place, gave him the self pride and willpower to pull himself back up and to lead a semblance of what he now feels is a fairly normal life. Thus the Bobbing & Weaving effect.. Humm. While Hawkeye was growing up in the Susquehanna River Hills in Southeastern Pennsylvania, he encountered those who were actually worse off than he. While he often went W.O.S. (with-out shoes) due to the simple fact that his parents were so dirt poor that they could not afford to buy shoes, He went out and earned money by Hoeing weeds in people s gardens, and cleaning out Cow S*#t for neighboring farmers. He went ahead and purchased his own shoes, and enough clothing to be presentable in school. Hawkeye was so presentable that he decided to drop out after 2 months of a 9th grade repeat. He thought he liked earning Tupe (money) by shoveling s*#t better than he liked school. In those days, traveling was very dangerous as there were cannibals and they would stop you, abduct you, and they would cook you and ate you up! At any rate, the Moral of Hawks story is: Consider yourself lucky to be afforded the opportunity to earn a good education, and a chance to enter the Military after High School and make something better of your selves, while at the same time, serving your mother country, the Good old USA! It is also a fine feeling that we all have the opportunity to dwell in Paradise! There is a whole lot in the world and national news about the Tornadoes that have struck in various places in Oklahoma, namely: Moore. Hawkeye overheard one old lady on the news saying that the reason that the Tornado struck Moore, Oklahoma so bad is that them thair people ain t right with Jesus! This immediately took Hawkeye back to Southeastern Pennsylvania where he grew up as a child. Should anything go wrong in and around the little town of Delta Pennsylvania according to Hawkeyes Mom, it was the work of the devil and that them thair Homo-sapiens ain t right with de lawd! Hawkeyes Daddy used to blame everything on the Russians being the devout Atheist that he was. This was the era of the Cold war that we were having with the Communists. As far as the old man was concerned, everything was brought on by the Russians, and Hawkeye almost admits now that he could have been right! Presetene Valatimere Pukin, of the Modern USSR is still stirring the crap and aiding and abetting the troublemakers of the Middle East. This boy is trying to take his nation back to the dark ages. He is assisting, Syria, Lebanon, Hamas, Hezbully, Iran, and any other little jerkwater country that is out to destroy freedom and democracy throughout the world including Venezuela! The next thing we know he will be coming after we the people of Amedikan! Savea, a military veteran and his wife and congregation graciously hosted a dinner for us at the church and we were pleased to visit with members as well as some of the Samoan soldiers stationed at Stewart. [courtesy photo] Amata s Journal Day 4 American Samoa s major exports: Tuna, Soldiers & Football Players At a recent conference I lightheartedly told my audience that American Samoa s three major exports were canned tuna, soldiers and football players. All three of those commodities came into play on the fourth stop of my military base tour: Fort Stewart, GA. I would say that close behind those three items is a fourth export: churches. Everywhere there are Samoan communities be they civilian or military it will come as no surprise that you will find a Samoan church. In the case of Fort Bragg, with over 1,000 soldiers and many retirees living in the area, there are two Samoan churches. Unfortunately, a scheduling conflict prevented me from visiting the Samoan Assembly of God church on the base, but before we left for Fort Stewart we did have a chance to worship with the Samoan community at the CCCAS Fayetteville Church, whose pastor is Rev. Mana omia Tauanu u. I was delighted to discover that both he and his wife Se ela hail from Manu a. We enjoyed the wonderful service, particularly the pastor s inspiring sermon and the beautiful singing. The pastor also gave me an opportunity to speak to the congregation and I told them how proud I was that the young people, especially those who have never even been to American Samoa, are maintaining our cultural traditions so far away from home. From Fort Bragg we drove to Charleston, SC where I visited the Citadel in my capacity as a member of the board of directors of Field House 100 American Samoa. I am always on the lookout for colleges that might be interested in providing scholarships for our student athletes and it seemed to me that as a military academy, the Citadel might be just the sort of school to which we might be able to send two of our exports rolled into one: football players interested in becoming soldiers. I met with the college s chief recruiter and will be putting him together with FH100-AS Executive Director Brandon Smart when I return to give him my report. Although it is not an active military facility, I very much wanted to tour Charleston s historic Fort Sumter, at which the first shots of the Civil War were fired. It sits in the middle of a bay, however, and it would have consumed more time than we had available before our scheduled arrival at Fort Stewart, just over the South Carolina state line and outside of Savannah, GA. Because there are only one fourth as many soldiers at Fort Stewart as Fort Bragg, I had expected the physical size of the fort to be smaller than Bragg as well but was surprised to find it was twice the size of Bragg and is actually the largest Army installation east of the Mississippi River, where tank, field artillery, helicopter gunnery, and small arms ranges operate simultaneously throughout the year with little time lost to bad weather. Even though there are fewer soldiers (and fewer Samoans) at Stewart than at Bragg, there are two Samoan churches here as well. Our host for the visit was Alualu Claxton and Loka Muna of Pago Pago, and I look forward to visiting with their sister Pastor Lupe Salt at Fort Gordon. Alualu and Loka frequently attend Pastor Salt s church and they also stay in touch with the congregation of the First Samoan Church of Christ, whose pastor is military veteran Uati Savea. Pastor Savea and his wife graciously hosted a dinner for us at the church, which is on a large nine-acre parcel of land in Hinesville, adjacent to the base. After a private meeting with the pastor and several church elders, we had dinner with his congregation, which included many of the Samoan soldiers stationed at the fort. Because so many of the units are deployed, there are relatively few Samoans at the fort at the moment but we were pleased to be able to bring news from back home to their family members. The soldiers we did meet with included some who had transferred from Fort Knox, which is consolidating with other forts. We met with Naotala Rob Misaalefua of Manu a. 5 by Joyetter Feagaimaali i-luamanu Samoa News Reporter NOFO UTU DENIES ALLEGATIONS DURING ARRAIGNMENT During her arraignment yesterday morning, Nofo Te o Utu, an alleged Visa agent, entered a not guilty plea in the High Court on two charges of stealing, which are both class C felonies punishable by imprisonment of up to seven years, a fine of up to $5,000, a fine equal to twice the amount of gain from the commission of said crime up to $20,000 or both fine and imprisonment. Utu, who s released out on a surety bail of $10,000 is represented by Fiti Sunia while prosecuting is Assistant Attorney General Julie Pasquale. The defendant on Thursday waived her right to a preliminary examination in the District Court before Judge John Ward. According to the government s case, on March 2013, IT and his wife, upon learning that the defendant was an individual Visa agent, went to her residence and asked for her help in applying for a United States Visa for IT through the U.S. Embassy in Apia, Western Samoa. It s alleged that Utu told the couple that they needed to pay $100 for the processing fee, $150 for the visa application request, $160 for fingerprinting and $150 for IT s airfare to Samoa. Court filings state that IT paid the defendant $560 in March 2013 and that the defendant informed IT that she had processed all paperwork for his visa and to get ready for his appointment in Apia. It s also alleged that on the day before IT was scheduled to fly to Apia, the defendant called him, saying that he would not fly to Apia but instead she (the defendant) would be the one to represent IT and other applicants at the U.S. Embassy in Apia to answer questions on their behalf. The government claims that IT and his wife stated that when the defendant returned from Apia she told IT that his visa will arrive in two weeks time, but when more than two weeks passed by without a Visa confirmation, IT contacted the defendant again. According to court filings, the defendant gave IT a different story on when his visa would arrive and the stories kept changing up until May 17, Police also spoke to another complaining witness, SS who also paid money to the defendant for a U.S. Visa, which he also did not receive. SS told CID Detectives that on March 12, 2013 he paid the defendant $150 for a Visa Confirmation number and then two days later, he gave the defendant $100 for processing fee and $150 for airfare to Apia. It s alleged that the defendant told SS he would leave for Apia on Apr. 6, 2013 for his interview but when SS spoke with defendant on April 4, 2013 she told him that he needed to pay $160 more for a fingerprinting process which SS paid. Court filings state that according to SS, the defendant kept changing her story on SS s departure date for Apia, thus driving SS to seek assistance from the CID Division at the Department of Public Safety. Court filings also state that the police spoke to Utu on May 21, 2013 where she said that the appointments have been set for the two male individuals and she allegedly admitted that she had been overcharging the two males and used the money for personal purposes, and she was willing to pay back the victims in a timely manner. The defendant had also stated that she had given false information to the victims regarding their visas and wished to apologize for it. Pre-trial conference in this matter is scheduled for July 23, SEX CASE MOVED TO FAMILY COURT Chief Justice Michael Kruse has ordered the case of a 26-year-old man accused of impregnating a 16-year-old girl transferred to the Family Drug and Alcohol Court. This was after Assistant Public Defender Mike White informed the court that the defendant wishes to start a family with the victim upon his release from jail. Wesley Motuliki, who is facing charges of rape, sexual abuse first degree, and endangering the welfare of a child, yesterday pled guilty to the first charge while the government moved to dismiss the latter charge. Chief Justice accepted the plea agreement. The defendant apologized for violating the law, and for ridiculing his family name due to his actions. He then apologized to the girl involved and said in open court that he loves her and cannot wait to start a family with the 16-year-old. The defendant, who s being held on bail of $50,000 is represented by Assistant Public Defender Leslie Cardin while prosecuting is Assistant Attorney General Kimberly Hyde. Kruse moved to continue this matter, asking the Probation office to provide the court with a report from the Department of Human Social Services pertaining to similar cases. According to the government s case the incident came to light when the girl s grandfather filed a complaint with the police on Feb. 5, The grandparents informed the police that the girl was living with her mother but had moved in with them. It s alleged that the girl felt ill and was taken to the hospital, where physicians informed the grandparents that she was five months pregnant. Court filings say that the girl s mother told the grandparents that the girl had sexual intercourse with Motuliki in August 2012, and it was reported to the police, however when the police officers failed to respond to the call, the family decided to resolve the matters privately and told the girl and Motuliki to refrain from engaging in sexual intercourse. However, the family was surprised when the girl was found to be pregnant. According to the government s case, the girl told that police that she met the defendant in January and had sex for the first time in April She said they had engaged in a sexual relationship until September. The girl told the police that initially the defendant refused to have sexual intercourse with her because he was afraid of being arrested. Upon questioning by police, the defendant admitted to engaging in sex with the girl when she was 16 years old. The suburban Chicago mom was heading to the hospital to give birth. She got as far as the hospital s driveway, but her daughter just wasn t going to wait any longer to come into the world. While nurses rushed out and her children looked on, Jones delivered her baby in the family s minivan Thursday just feet from the front door of Northwestern s Prentice Women s Hospital in downtown Chicago. A doctor leaving work assisted with the front-seat delivery, calling out for gloves and blankets. All I could do was hold onto the dashboard and the side of the car and push, said 30-year-old Jones of Calumet City. Earlier that evening, Jones was at work as a restaurant cashier at a downtown Chicago hotel when she started having contractions. She called her fiance, Marcus Ross, and asked him to come get her, then made sure one more customer got his order, a milkshake. Meanwhile, Ross put the four children in the couple s minivan and headed into the city. The plan was to head to the suburban hospital where they d planned to deliver. His mother would meet them there and they d hand off the children to her. But it was soon clear the baby wasn t going to wait long enough to get to the suburbs. With contractions getting stronger and closer, they drove to the Northwestern Memorial Hospital campus and searched for the correct entrance. We passed it two or three times, Jones said. In the driveway at last, her water broke. It pops like a balloon, I kid you not. I felt her slip down the birth canal. Jones expects that her daughter 6-pound-8-ounce Mariah Faith Ross will be an unstoppable child because of the way she came into the world. She s going to give me a run for the money, Jones said. (AP) A man with a semi-automatic rifle killed four people and wounded five others Friday as he carried out a deadly rampage across several blocks of a normally idyllic beachfront city. Police shot him dead in the Santa Monica College Library. The violence began when the gunman, acting alone despite early reports of a possible second shooter, opened fire on a house where two bodies were found, police Chief Jacqueline Seabrooks said. Two officials said the killings began as a domestic violence incident and the victims in the home were the gunman s father and brother. The officials spoke on condition of anonymity because they were not authorized to publicly discuss the case. Only about 20 minutes passed between the first reports of trouble and the gunman s death, but it led to hours of fear and confusion in the balmy coastal city. It s a horrific event everyone wishes didn t happen, Santa Monica police spokesman Sgt. Richard Lewis said. As the house burst into flames, the man, dressed all in black and wearing what appeared to be a ballistic jacket, carjacked a woman at gunpoint and directed her to drive to the college campus, having her stop so he could shoot along the way, police said. He wounded one woman in a car, left three more women with minor injuries after firing on a city bus, and also fired on police cars, bystanders and pedestrians, police said. In a faculty parking lot on the edge of campus, he fired on two people in a red Ford Explorer that crashed through a block wall. The driver was killed and a passenger critically wounded, police said. From there, the gunman entered the campus, fatally wounding a woman as he made his way toward the college s library, where students were studying for final exams. We saw a woman get shot in the head, said administrative assistant Trena Johnson, who looked out the window of the dean s office, where she works, when she heard gunfire. I haven t been able to stop shaking. The gunman fired on people in the library, Seabrooks said, but apparently didn t hit anybody there as dozens ran for the exits. I was totally scared to death and I can t believe it happened so fast, said Vincent Zhang, a 20-year-old economics major. Officers entered the library and shot and killed the gunman moments later, Seabrooks said. Just 3 miles away, President Barack Obama was attending a fundraising luncheon. Secret Service spokesman Max Milien said the agency was aware of the shooting, which began just before noon, but it had no effect on the president s event. After the gunman was killed, police combed the campus for a possible second shooter. They detained a man, but he was questioned and released and was not a suspect, Lewis said. The body of the suspected gunman remained on the campus sidewalk hours later as coroner s investigators examined the scene. The gunman was found with a canvas bag that included a rifle, a handgun and magazines of ammunition, Lewis said. ATF agents also responded to the home where fire erupted earlier, to investigate a small cache of ammunition found in a room, Lewis said. The identities of the dead would be released by coroner s investigators after relatives were notified, officials said. Three of the gunman s victims, the two in the house and the SUV s driver, died immediately. The woman near the library died at Ronald Reagan UCLA Medical Center about three hours later. Lewis said the woman appeared to be in her 50s and had with her a bag of recyclables she may have been collecting. Two other women were also admitted to the hospital, said Dr. Marshall Morgan, the chief of emergency medicine. One, the passenger from the SUV, was listed in critical condition after undergoing surgery. The other, who d been shot by the gunman just after the carjacking, was in critical condition. The three women from the bus were treated at the hospital and released. One had shrapneltype injuries and the two others had injuries not related to gunfire. Nine crime scenes were under investigation by officers from 11 different law enforcement agencies, said Lewis, the police spokesman. Police were at another place of interest late Friday believed to be linked to the gunman and would likely execute a search warrant, Lewis said. Police had said earlier that seven people were killed, including the gunman, but they revised the death toll to five at a news conference late Friday. Lewis said there were conflicting descriptions of some victims and they were counted twice. Soon, the building (Continued on page 13) IOTO, Japan (AP) Iwo Jima is a training site like no other. The rugged volcanic crag was one of the most iconic battlegrounds of World War II, and is so isolated and barren it has almost never been inhabited by anyone other than military troops. But from the perspective of U.S. Navy fighter pilots who regularly train on the island s one functioning airstrip, it is unique in another way. If a plane finds itself in serious trouble and for some reason that lone airstrip on the island isn t viable, the only alternative is to eject and ditch in the Pacific. It s a problem that the U.S. Navy, which is now conducting training on the island to prepare pilots for deployment to the USS George Washington aircraft carrier, has been trying to fix for nearly 25 years. But, so far, Japan has failed to find a more suitable site. Briefing reporters on the tiny island Friday, Capt. Dennis Mikeska, the assistant chief of staff for operations, planning and operations for the U.S. Naval Forces, Japan, said Iwo Jima is the only place in the world where the Navy conducts crucial carrier landing practice without an emergency divert an alternate location where a plane can go in an emergency. He said the Navy hasn t lost a plane on Iwo Jima yet, but added, That s not to say there haven t been any close calls. Mikeska was quick to note that although the site is not so critically dangerous as to be unusable, it does not meet Navy safety standards and must be replaced as soon as possible. Japan is responsible for providing locations for all U.S. bases within Japanese territory that both countries agree are necessary. The Navy s plea has run up against the classic dilemma that faces all U.S. forces in Japan. Though the Japanese government is one of Washington s staunchest and most reliable allies, it is virtually impossible to find a city, town or village that will quietly accept having U.S. troops based near it. The not-in-my-backyard problem is most intense on the island of Okinawa, where about half of the 50,000 U.S. troops in Japan are based. Plans to simply deploy the Marine Corps new transport aircraft, the MV-22 Osprey, have sent tens of thousands of Okinawans to the streets in protest. This week, the mere suggestion by the mayor of Japan s second-largest city that the U.S. should use a small suburban airfield there was met with an immediate outcry, and has become a national debate. For the Japanese leadership who are rarely willing to risk such controversy Iwo Jima is the perfect place to put the noisy U.S. fighters. Now officially called Ioto in Japan, the island is inhabited full time only by a few hundred Japanese troops. It is about 750 miles (1,200 kilometers) south of Naval Air Facility Atsugi, the base on Japan s main island where the George Washington aircraft carrier s air wing the units that train on Iwo Jima is stationed when not at sea. Local anger over the noise and dangers of a crash are what drove the wing to Iwo Jima to begin with. With little other choice, the Navy has been using the Iwo Jima facility for carrier landing practice since 1989, when the two governments agreed to move such operations there on an interim basis in response to the noise complaints, and costly lawsuits, from Atsugi residents. Carrier-based fighter pilots need to train intensely and are required to take qualification tests before deploying to sea. The strip on Iwo Jima has a mock-up of an aircraft carrier s deck. Veteran pilots stand nearby as the fighters approach, both to guide them in and to grade each landing. Iwo Jima has its advantages. Because there is no local population to worry about, fighters can fly at low altitudes and at all hours of the night. But according to the Navy, the nearest place a pilot can divert, or make an emergency landing, is 600 miles (960 kilometers) away, or about six times farther than the 100 miles (160 kilometers) that is considered safe. We need a special waiver every time we train out there, said Jon Nylander, a spokesman for the U.S. Navy in Japan. Moving it is a high priority for us. Tokyo has acknowledged Iwo Jima is only a temporary solution. Japan has suggested the Iwo Jima flight training be conducted on Mageshima, an island in Japan s southwest where Tokyo plans to build a military base to bolster its southern defenses and its preparedness for natural disasters. Mageshima was officially named a candidate in 2004 in a meeting between the U.S. and Japanese foreign and defense ministers. Mageshima would provide access to alternative landing sites, and would also be closer to the home base of the air wing when it moves to Iwakuni, about 250 miles (400 kilometers) away. That move was scheduled for 2014, but has also stalled. No progress has been announced on moving to that island, however. Mikeska said Mageshima is still officially a candidate site, but no firm plans have been agreed upon.

We would have loved to have more time to tour the fort but we had a long drive ahead of us the next day and needed to get an early start because we had one stop to make along the way to Fort Benning. DETOUR TO LYONS Just off the Interstate that connects Savannah with Columbus GA on the other side of the state lies the small, rural town of Lyons GA. With a population of 5,000, Lyons is but a blip on most radar screens, but it is well known in American Samoa because it is the town where Chicken of the Sea canning plant was relocated when the company closed its plant in the territory. The cannery is a huge, windowless facility, which I had hoped to tour, but plant security guards said that was not possible without advance arrangements. I also had hoped to speak with plant executives to see what additional employment opportunities might be available for Samoans, since we have military retirees living not too far away outside of Forts Stewart and Gordon. Unfortunately, I was not able to meet with any plant executives either, without an appointment in advance and was unable even to speak with one by telephone. It is a shame that I could not make a connection but I intend to pursue this issue when I return home. As I hope to combine football and soldiering at the Citadel in South Carolina, I also thought I might be able to link military veterans with tuna cannery jobs in Georgia. We shall see. One benefit of having made the small side trip to Lyons was that I had to pass through the small town of Vidalia to return to the Interstate. Vidalia is the home of my favorite variety of onions and I picked up a large 50-lb bag which was distributed to Samoan Vidalia onion fans. We also passed through Peach Country so, naturally, a bag of Georgia peaches also found its way into the trunk of my car. With that, we set off for our next destination: Fort Benning. FEMA has prepared a Draft Environmental Assessment (DEA) in compliance with the National Environment al Policy Act, as amended, and applicable implementing regulations. Lafaele Director ANCHORAGE, Alaska (AP) A 64-year-old Fairbanks man was mauled to death by a bear at a remote lake in Alaska s interior, authorities said Friday. The man and a family member were at a cabin at George Lake, about 110 miles southeast of Fairbanks, when the attack occurred Thursday evening. The family member sought shelter inside the cabin and called authorities, Alaska State Troopers spokeswoman Megan Peters said. A troopers helicopter dispatched from Fairbanks was unable to land in the terrain, but a Pavehawk helicopter from Eielson Air Force Base in Fairbanks was able to drop personnel at the site. Alaska Wildlife Troopers also responded by boat, aided by Good Samaritans. Responders found the man s body outside the cabin, and the traumatized family member inside. The victim was identified as Robert Weaver, Peters said. Troopers did search the area when they first got there, but no bear was located, Peters said. That soon changed, however, as responders investigating the death encountered a black bear. The black bear was stalking up on the trooper and the civilian who was assisting him, when they noticed it and killed it, Peters said. It wasn t immediately known if this was the bear involved in the mauling. The necropsy on the bear was completed Friday afternoon in Fairbanks, said Cathie Harms, a biologist with the Alaska Department of Fish and Game. Measurements were taken for comparative purposes once the autopsy on Weaver s body is completed in Anchorage. We ll know more, but we may or may not know that this bear was involved in the attack, she said. The bear necropsied was an adult male. They don t yet have an exact age, but assume it was an older bear because of the great deal of wear on its molars, she said. It had normal levels of fat, meaning it was not in a condition of starvation, and did not have any apparent disease or infirmity, she said. Harms stressed that it s not yet known if this was the bear involved in the attack, or if it was a black bear attack, at all. She said an attack by a bear is not common, even less so for black bears. Fatalities by black bears are even more rare. In fact, Harms said she could only find records for four deaths by a black bear in Alaska for the last 61 years. The family member at the cabin with Weaver was his next of kin, Peters said. That person, who wasn t identified, apparently was uninjured but traumatized. We haven t done a follow-up interview yet with the person, Peters said. They are understandably very, very upset by what happened. Our heart goes out to the family, Harms said. It s a very sad situation and they have our sympathies. It wasn t immediately known when authorities might be able to interview the other family member to see if they can get more details about what happened. Peters said the important thing to take away from this is attack is to be always prepared and alert. Any time that you are out in Alaska recreating, whether it s in your backyard or out camping in rural Alaska, there s always a risk of coming into contact with wildlife, she said. It doesn t matter if it s a black bear or a brown bear or a polar bear, it doesn t matter the size, they are wild animals, and they are dangerous, Peters said. She said people should familiarize themselves with safety tips on the Alaska Department of Fish and Game s Living with Bears website: Alaskans live in bear habitat and if people pay attention to about five basic rules, they can lessen their chance of an interaction or a serious interaction with bears, Harms said. Those include not surprising, approaching or feeding a bear, not camping on a trail and staying away from a bear s food cache. Brown, who s being held on $20,000 bail, is represented by Assistant Public Defender Mike White while prosecuting is Assistant Attorney General Camille Philippe. The defendant is scheduled to have his change of plea hearing next week Monday. According to the government s case, in the early morning hours of Feb. 9, 2013, police received a call from a Chinese couple requesting assistance regarding a burglary taking place. It s alleged that when the police arrived at the scene they were told by a bystander that two men were inside the store but when the police entered the store, the pair took off on foot. The Chinese couple informed the police that they were sleeping when they heard noises coming from the store, and when they opened the door, one of the suspects swung a knife at the man but missed and the knife landed on the door. The man managed to get back into his bedroom, locked the door and sought assistance from the police and the landlord. According to the government s case, the suspects gained entrance into the store by removing three wooden slabs on the side of the store and kicking in the kitchen door. It s alleged that two cleaver knives were missing from the kitchen and that after the burglary one of the knives was identified to have been used during the burglary. Police on the day in question drove around the Ili ili area and came across two men who matched the description given by the Chinese couple. It s alleged that when police approached the pair, one took off on foot but they were able to apprehend Brown. The defendant told the police that he had just met the suspect that took off on foot. Court filings say that Brown told the police that the suspect had come to his house in Nu uuli telling him they were going to break into the store. He also stated that the other suspect planned the entire operation and had walked there from Nu uuli, through Petesa and Happy Valley and all the way to Ili ili. Brown said they got to Ili ili and the other suspect went into the store and came out with a flashlight and then they both went into the store. It s alleged that the other suspect kicked in the kitchen door to enter the store and was trying to get through another door but they were unsuccessful.
