Chen, Samoa News Correspondent The wet weather conditions will continue throughout the weekend and according to local meteorologist Elinor Lutu- McMoore, better weather is expected next week. This past week, heavy rains and strong winds have put a damper on holiday celebrations for the territory s residents. But an optimistic Lutu-McMoore said yesterday afternoon that everything should clear up by next week, as early as Monday. At this moment, she explained, there is a tropical disturbance located over one of the Tongan Islands, heading towards Fiji. To be more exact, the disturbance is approximately 400 miles (360 nautical miles) southwest of Tutuila Island. The disturbance is moving away from us slowly, Lutu- McMoore said, adding that it is closer to the southwest of Savaii and moving slowly southwest from there. Yesterday, local residents expressed concern about the weather conditions, with some wondering if a hurricane or tropical cyclone was going to hit within the next few days. Lutu-McMoore explained that the current weather conditions are a result of a weak tropical disturbance, not to be confused with a tropical depression or storm. She said that while better weather is expected after the weekend, there are still uncertainties, as American Samoa is sitting dead smack in the middle of a ridge and a trough. According to the local meteorologist, while the sky is dark and gloomy, the rainfall hasn t been as strong and heavy as it was earlier in the week. This is because a trough, which brings wet weather, is being pushed by a ridge, which brings drier weather. That s why it looks like it s going to rain but it doesn t, Lutu-McMoore explained. We are located right in the middle of all this. Although American Samoa isn t getting as much rain now as it did during the first half of this week, independent Samoa and the Big Island of Savaii are experiencing heavy rainfall. As a matter of fact, according to Lutu-McMoore, for the past two days, Samoa has been under a high wind advisory. But we have nothing to worry about for now, she said, adding that the advisory in neighboring Samoa does not affect us. Our major concern right now is flooding. The more rain we get, the more at risk we are for flooding, she said. Lutu-McMoore reminds everyone to keep in mind that this is the territory s rainy season and it s always good to be prepared and stay safe. During the first two days of January 2014, the territory recorded 3.79 inches of rainfall, while the norm for the month of January is inches. In addition to rainy season, the territory s hurricane season extends from now until April. Lutu-McMoore said that the outlook for this hurricane season shows that at least one system could affect American Samoa. No matter what the seasonal forecast is, we advise the general public to always be prepared, Lutu-McMoore advised. [courtesy photo] by Joyetter Feagaimaali i-luamanu Samoa News Reporter WOMAN CHARGED IN IMMIGRATION CASE TO BE SENTENCED THIS FRIDAY One of the two people charged due to their involvement in the issuance of fake immigration identification cards to four Chinese women on separate occasions will be sentenced this Friday. Matagi Lelilio, a co-defendant with Immigration officer Polone Savea, has entered into a plea agreement with the government. She was initially charged with bribery of a public servant, however she pled in October to conspiracy to commit bribery, a misdemeanor that was amended from the more serious charge of bribery. Lelilio admitted that she conspired to commit bribery by giving Savea $600 to make fraudulent ID cards for Chinese women. According to the government s first case Lelilio gave Savea the money when they were at the immigration office and Savea took her picture for her ID. According to court filings, Polone alleges that Lelilio called him saying she needed help getting ID cards for two Chinese girls and he told her to bring them to the office where he took their pictures. The other two Chinese women who received fake ID s had been issued Alien Registration Numbers (AR numbers) that were already issued to other foreigners. Kruse accepted the plea agreement in this matter. MAN JAILED SINCE DEC 2012 SCHED- ULES CHANGE OF PLEA HEARING A man who has been incarcerated since 2012 on allegations that he assaulted his girlfriend will likely settle his case in a plea deal with the government. Timothy Noa is charged with public peace disturbance and second degree assault, on allegations that he assaulted his girlfriend for several hours. According to the government s case, on December 23, 2012 police received a call from a woman that she was allegedly assaulted from the morning until 9 p.m. Court filings state the victim told police that Noa had threatened to kill her if he was arrested. It s alleged the victim told police the suspect was making unreasonable noises and was yelling profanities on the road and in front of their neighbor s house. The victim requested that police officers take her to the hospital, because the defendant had struck her several times on the facial area. Court filings indicate the defendant was not intoxicated at the time of the incident. Police also noted in the court filings the defendant was acting disorderly while he was being interviewed and hitting his head on the wall repeatedly and saying he wanted to kill himself. The defendant will be in court next Thursday for a change of plea hearing, however it s unclear at this time what the offer will be from the government for the defendant. IMMIGRATION OFFICER SAVEA POLONE TO ENTER GUILTY PLEA Immigration officer Polone Savea is scheduled to enter into a plea agreement with the government next week, in connection with the issuance of four fake ID s for four Chinese women. Savea who s out on bail of $40,000 has two cases filed against him. In the first case the government charged Savea and Matagi Lelili o as co-defendants. Savea in the first case is charged with two counts of forgery and public servant acceding to corruption, while Lelilio, is facing bribery of a public servant. The second case filed by the government is against Immigration officer Polone and Jin Hua Sullivan (aka Nunu). The government however dismissed the case filed against Jin Hua Sullivan. Polone in this case is charged with two counts of forgery and one count of public servant acceding to corruption. According to the government s first case against Polone, he is accused of issuing immigration IDs to two Chinese women, Ruiquin Liu and Jianxing Huang. It s alleged Huang gave co-defendant Lelilio $2,500 to give to the immigration officer for their papers, and she gave the money to him in four payments. It s alleged Lelilio gave Savea the money when they were at the immigration office. Huang identified the immigration officer as Polone who took her picture for her ID. Court filings say that Huang claims she didn t know she was getting a fake ID card. Polone confirmed the ID cards were fake. Polone alleges that Lelilio called him saying she needed help getting ID cards for two Chinese girls and he told her to bring them to the office where he took their pictures. The other two Chinese women who received fake ID s were Huiying Guo and Meinu Nie, who were issued Alien Registration Numbers (AR numbers) that had already been issued to other foreigners. Court filings state that Polone admitted receiving $200 for the ID cards. According to the government s case Polone instructed that the Chinese ladies be brought to the immigration office with their passports and $100 each. Polone said he used the same method he had in previous cases to make the ID cards. It s alleged he used a closed or inactive ID number, took the photos and processed the fake ID cards. It s unclear what Polone will plead guilt to given that there are two cases filed against him.
3 samoa news, Saturday, January 4, 2014 Page 3 compiled by Samoa News staff TWO DEAD, TWO MISSING AFTER CAR WASHES AWAY Two people are missing and two others have been confirmed dead in Samoa after the vehicle they were traveling in was swept down a flooded river that had destroyed part of the road. The police say the family of seven did not realize the road at Ti avea Aleipata had collapsed due to flooding. They say the two people confirmed dead are the driver s three year old son and his male cousin who was 37. The owner and driver of the vehicle, Iakopo Paiaaua Peteru, who is 33, his 22 year old brother and a 29 year old female relative have been admitted to Motootua Hospital and are in a stable condition. Teams from Police Search and Rescue, Emergency services and villagers at Ti avea Aleipata are searching for the driver s missing parents who are both over 60. ROAD CLOSED AS FLOODING CONTINUES A main road in the east of Upolu has been closed for repairs after sustaining damage from flooding. Disaster Management officials say heavy rain has caused widespread flooding in low lying areas and all rivers across the country. The assistant chief executive of the Disaster Management Office says the worst flooding is affecting the Vaisigano river in Apia and the Mali oli o and Lano rivers, both on Sava ii. Filomena Nelson says the most damage occurred on part of the main road to Aleipata in Ti avea village, where a minivan accident occurred early on Thursday, which left two dead and two missing. The road is now closed for several days until we get it fixed by a contractor. The Land Transport Authority has closed the road and they re going to have a contractor to have it fixed before it is open to the public. Filomena Nelson says residents in Samoa are being advised to boil water before drinking and to avoid playing in the floodwaters. FOUR IN SAMOA GET ARTIFICIAL LIMBS A group of doctors from Utah are on a mission in Samoa fitting artificial limbs, specially made to suit the Samoan environment, for four lucky patients in Savai i. The Samoa Observer reports the team belongs to a group called Utah Valley University s (UVU) Mobility Mission that works around the world to create and provide highquality, low-cost prosthetic care to individuals in need. A certified Prosthetist, Dr. Lane Ferrin who came with the team, told the Samoa Observer they knew there was need for their help in Samoa. The visit this week is the team s first time in Samoa. Patient, Iokapeta Pasia from Fatausi, told the Observer she was grateful when she was selected as one of hundreds of people in Samoa to have the opportunity of receiving an artificial limb. I was very happy when I was told of the chance to come here today, she said. The other patients treated during the mission are Esau Pau, a 66-year-old from Taga, Sagato Savelio 58 from Pu apu a and 11-year-old Fareti Toni, from Fogapoa. POLICE COMMIS- SIONERS SUSPENDED Samoa s most senior police officers, Commissioner Lilomaiava Fou Taioalo and Assistant Commissioner, Sala Uili Lafaele remain suspended on full pay. Although it has been several months since Cabinet suspended the duo, the officers are expected to remain off duty for a few more weeks, the Samoa Observer reported this week. Both senior officers were suspended in order not to influence the investigation by a Commission of Inquiry that is looking into mismanagement and abuse of power at Samoa s Tafa igata Prison. They two will remain suspended giving the Commission time to complete its report to Cabinet. But according to the lawyer assisting the Commission, Sine Lafaiali i-koria, the magnitude of evidence gathered during the hearing caused the extension. 4 Page 4 samoa news, Saturday, January 4, 2014 THE BOB FRANKEN COLUMN The List Swerve By Bob Franken This probably will not win me any friends, but I have never cared even a little about Time magazine s choice for Person of the Year. Even worse, I consider many of the lists that pop up all the time to be more trouble than they re worth. The Best Movies always leaves off some great films and includes some real dogs. Same with the Best Rock and Roll Hits of All Time, or whatever. Lists can be a pain. So you can imagine how I feel about Time s list of the 10 finalists for Person of the Year. Before the announcement that Pope Francis was the winner, people the world over were holding their breath, barely able to wait to find out who d be No the Pope, Edward Snowden (who was runner-up) or Miley Cyrus. A tough choice if there ever was one. To be fair, some lists are useful. Evidence that the annual rankings of colleges have some merit is the fact that they drive academics bonkers -- same with hospitals and their administrators. It s not all bad. In fact, maybe we should consider a few of our own. So, without further ado, let s start by accepting nominations for 2013 s Most Admired Politician in the United States. Anyone? Who wants to go first? Oh, c mon, folks. Surely someone must have a favorite.... Why not? Look no further than the inane brouhaha over President Barack Obama s handshake with Cuba s Raul Castro at the Nelson Mandela memorial or the ridiculous commentary over the admittedly foolish selfie featuring Obama and the leaders of Britain and Denmark. Stir in real embarrassments like the government shutdown and the rollout of the Affordable Care Act, add the things that haven t gotten done, such as tightened gun control and immigration reform, and it s not hard to understand. The new AP/GfK poll tallies 86 percent disapproval of Congress and 58 percent for our president. Let s bag the Admired Politicians list. We probably can do the same with Best Airline, Favorite Health Insurance Company and Most Honest Major Bank. They may be too big to fail, but when it comes to public esteem, they do fail, unless the standard of success is squeezing money out of customers while offering lousy service that gets worse with each passing day. Let s not overlook the world of sports. We certainly don t need a list to determine the worst franchise these days. One doesn t even have to be a football fan to be entertained by the intrigue that fouls the air around the Washington NFL team, the one I call the Slurs. The my way or the highway head coach Mike Shanahan, the meddling owner Dan Snyder and the pampered quarterback Robert Griffin are involved in a very public, very ugly spat. When you think about it, maybe the team is just doing its job to reflect the D.C. area. Perhaps, with the constant fighting, and embarrassing record, they should change their name to the Washington Government. I d suggest a list of favorite pundits and columnists, but the ego hit for not being on it would be hard for me to take. Let s suffice with a list of foolish lists. Florida space center home to secret spacecraft CAPE CANAVERAL, Fla. (AP) The Kennedy Space Center will be the testing site for a top-secret Air Force space plane. Boeing is the contractor working on the spacecraft, and the company announced Friday that it will convert a former space shuttle building for the X-37B orbital test vehicle program. An undisclosed number of workers will recover, refurbish and relaunch the 29-footlong unmanned spacecraft. The Air Force launched the most recent flight of the unmanned spacecraft from Florida s Space Coast more than a year ago. It was the second flight for the original X-37B space plane. The craft circled the planet for seven months in A second X-37B spacecraft spent more than a year in orbit.
