2 Welcome to Switzerland! Dear athletes, ladies and gentlemen For the first time in the World Cup history we are organizing the final of a series of Sprint Relays in international orienteering. Even it s titled as the unofficial IOF Relay World Cup for this year, we hope to see a very exciting event in Basel and are looking forward to organize this special event. After the relay, the athletes will run the last two international races of the year in and around Liestal. We hope, you will all enjoy the small old town centre with its famous Törli, the town gate with a history that goes back to the 13th century. You are warmly welcome to Switzerland! From Zurich Airport it takes about 65 min by car or 80 min by train to Liestal. Arriving by car: From EuroAirport Basel Mulhouse take highway A3 (direction Zurich) and follow it 14 km until exit 8 Liestal. From Zurich Airport take highway A1 and A3 (direction Basel) until exit Liestal Then follow route A22 (direction Liestal) for 6 km until exit Solothurn / Waldenburg / Liestal-Altmarkt, stay right for 250m. Turn right and follow Kasernenstrasse for 900m. Parking is possible in parkinghouse Migros in the same building as Hotel Engel (CHF 2.- to 3.-/h) or along Kasernenstrasse (CHF 1.50/h, max. 5h) or at Wasserturmplatz (1 st hour free, CHF 1.50/h, max.2h). Arriving by train: From EuroAirport Basel Mulhouse take the Airport bus 50 to Basel SBB (every 10min, driving for 17 min) and then take the train to Liestal (timetable: every 15 min, driving for 9-16 min). From Zurich Airport take the train to Zurich mainstation and from there to Liestal (every ~30 min, driving for min). From Liestal train station it is only 5 min walk to Hotel Engel. At the Event Centre you will get your bags containing Bulletin 4, runners- / coaching-id, training maps and presents from our sponsors. The team leader meetings on Thursday and Saturday will take place at the Event Centre. Mixed teams with runners from different nations are allowed to compete but are not eligible to earn any World Cup points. Each nation has to fill first their own teams before nominating a runner to a mixed team. Athletes entered for Mixed Teams will be randomly allocated by the organizers at Thursday afternoon. Comparable terrain: Park area of the training map Rheinfelden. Forms Mostly flat with some undulating hills. Vegetation In the park and botanical garden area mostly low grass with some forest parts. Runnability Fast to very fast in all parts. Visibility Traffic Good. In most parts only pedestrians and spectators and in other areas there will only be local residents on the competition day. Quarantine There will be a quarantine for all runners. Warming up around quarantine and to pre start area. Pre start Runners can see their teams passing the pre start area and enter the start area as soon as the gate is open for next leg. Map Galms: Orienteering map (ISOM 2000), 9/2014, scale 1:10'000, 5 m contours. Mapmaker Urs Steiner Terrain Orienteering terrain between 300 and 500 m above sea level. Hills with moderate to steeper slopes. Rich vegetation and a dense road and path network. Finishing at the edge of the town of Liestal, short urban area near the finish (see old map). Comparable terrain: Grimste (training map). Forms Hills with moderate to steeper slopes. Vegetation Mixed forest with deciduous and coniferous trees. Rich ground vegetation, partially hard to pass. Runnability Most parts fairly good to partially hindered. Visibility Good to moderate. Roads A lot of forest roads and hiking trails. Pre start Model map in prestart area. Training Middle distance: Grimste, orienteering map 2014, 1:10 000, 5 m contours, 8 km from Event Centre. Controls will be out Wednesday, 1pm until Friday, 5pm. Mapmaker: Urs Steiner Coordinates: 47 29'04.4"N, 7 48'50.5"E Sprint Relay and Sprint distances: Rheinfelden, orienteering map 2014, 1:4 000, 2.5 m contours, 17 km from Event Centre. There will be no marked controls. Mapmaker: Beat Imhof Coordinates: 47 33'23.8"N, 7 47'55.4"E These two maps will be given to all runners and coaches with an accreditation at the Event Centre.

5 7. Embargoed Areas The competition areas Neuewelt (Sprint Relay), Galms (Middle Distance) and Liestal (City Sprint) are embargoed areas (see map 6 and 7). For competitors, team officials and others who, through knowledge of the terrain, may influence the results of the competitions, it is prohibited to enter the embargoed areas. Please notice: the area for Sprint Relay is prohibited to enter; special rules are only valid in Liestal. These embargoes are valid until the day prior to the competition. On the day of the competition there will be special rules covering the access of the competition area (to be published in Bulletin 4). Map 7: Embargoed areas Galms and Liestal Special rules for the embargoed area Liestal: - It is allowed to stay as a student, for business purposes or as a tourist, e.g. for sight-seeing, visiting a restaurant, shopping, participating in an indoor sport event. - It is prohibited to stay there with a map, to run, to jog, to orienteer through the embargoed area or to test route choices. - It is prohibited to take part in a running event through the embargoed area. - This embargo is valid until the day before the competition. On the day of the sprint competition there will be special rules covering the access to the competition area (see Bulletin 4). - The middle distance will finish inside the embargoed area for the sprint: During the middle race it is of course allowed to run in the embargoed sprint area with the middle distance map. - After the finish in the middle distance runners are only allowed to run on a football-ground next to the finish to cool down. - Teams staying inside the embargoed sprint area have to leave their accommodation on Sunday before 9:00am. 8. Competition Rules Map 6: Embargoed area Neuewelt (Sprint Relay) The Competition Rules for IOF Foot Orienteering Events 2014, valid from 1 January 2014 apply. Participation restrictions, classes and qualification system will follow the World Cup 2014 Special Rules and the Sprint Relay World Cup 2014 Special Rules. There are no national quotas for the World Cup Final on Sunday. You can enter all runners for the sprint that are present in Liestal and have chances to be in the best 40 present runners in overall world cup. In Sprint Relay a maximum of 3 teams per nation as well as mixed teams with runners from different nations are allowed to compete. Mixed teams are not eligible to earn any World Cup points, however. Each nation has to fill their own teams first before sending a runner to a mixed team.

6 9. Punching System and GPS Tracking The punching system used is SPORTident (middle and sprint distance) and SPORTident Air+ (sprint relay). Athletes may use their own SI-Cards for middle and sprint. In the Sprint Relay SPORTident Active Cards SIAC1 will be distributed by the organizers. Tracking will be used in all races. The best athletes will be given a GPS vest at quarantine and the tracking device at the pre-start. 10. Entry Initial entry date: The following information shall be sent to the organiser: - Number of competitors (men and women) - Number of team officials (men and women) - Number of teams and/or single runners for the unofficial Sprint Relay World Cup Final - Number of dinners on Friday (Pasta buffet at Relay finish) - Number of banquet tickets Saturday - Team manager: Name, address, phone, fax, Please use online entry system on the website (available from 1 st July 2014). Initial Entry Deadline: August 29 th, 2014 Nominal entry date: The nominal entry has then to be done no later than September 22 nd, 2014 by sending the following information: - All competitors and team officials: family name, first name, nation, sex, year of birth, IOF ranking ID, SI-Card no. Note, that nominal entries can only be accepted if an initial entry was sent by the national federation by 29 th August! Additional competitors who may qualify for World Cup Event 13 (best 40 runners in Overall World Cup, no national quotas) must be named at the same time. Please use the official entry system on the website (available from August 2014). Nominal Entry Deadline: September 22 nd, 2014 Free of charge offer We will offer a special invitation and a free of charge entry to the individual Orienteering World Champions 2014 and to the 3 highest ranked male and female athletes in the IOF World Cup 2014 (after WOC 2014). Athletes will be contacted after WOC Payment Please note that all bank charges must be paid by the applicant. Accommodation We have pre-booked all rooms of the Hotel Engel in Liestal which is also the Event Centre and other rooms in the Hotel Bienenberg which is reachable within 3.5 km from the event center. Please let us know as soon as possible if you wish to stay in one of the pre-booked places and tell us your room preferences (1 to 3 beds per room, CHF 50 to 85 per person including breakfast).there is also a house in Läufelfingen (16km / 20min by car from Event Centre) available, where you can cook yourself (total 31 beds in single, double and triple rooms, from CHF 35.-). 7 12. Transport It is possible to use public transports to all sites. All athletes and coaches will get a free ticket, valid on the days of your stay from Thursday to Sunday in the whole Liestal / Basel area. You can already get it beforehand, so you can travel for free from Basel Euroairport to Liestal. The ticket is not valid from Zurich Airport. If you will fly to Zurich Airport, you will need to buy a ticket to Liestal. Liestal and the event center can be reached by bus and train from Basel EuroAirport 4 times every hour in 40 min. Liestal can be reached by train from Zurich Airport 2 times every hour in 80 min (Change train in Zurich mainstation or Olten). A total prize fund of EUR will be awarded from the IOF to the best men and women in the World Cup overall ranking 2014: IOF World Cup overall ranking 2014: 1 st place: EUR th place: EUR nd place: EUR th place: EUR rd place: EUR th place: EUR Clothing According to the Swiss Orienteering Competition Rule (WO Art. 54(2)(c)) it is forbidden to run with spike shoes in Switzerland. However dobb spikes and common orienteering shoes are allowed. For sprint relay and sprint we recommend running shoes. In sprint relay spike and dobb spike shoes are prohibited. Otherwise, there are no regulations on clothing, but it is recommended to cover arms and legs to avoid tick bites. Ticks might transmit Boreliosis and Meningo-Encephalitis. 15. Anti Doping Doping is forbidden. think positive test negative! IOF Anti-Doping Rules 2010 apply, valid as of February 1, The Swiss Orienteering Anti-Doping Rules are harmonised with the Anti-Doping Rules and procedures of the Swiss Olympic Association and apply as well. Doping is strictly forbidden, and the organisers of the World Cup Final are dedicated to supporting the anti-doping authorities in their work. Doping controls may be carried out any time during the competition period. As some sites for the doping controls may be a few minutes drive away, we suggest that athletes are prepared at all events to take along some dry clothes to change into after their race. Doping tests are always carried out in accordance with the procedures described in the WADA International Standard of testing. The IOF Anti-Doping Code and rules apply as of 1st February Athletes who are selected for the doping tests must bring an official identification (with photo) to the doping test area. The athlete should also bring along their therapeutic use exemption (TUE) if applicable. In general, it is advisable that the athletes bring along their ID to all the competitions and events. Both, the IOF and/or the Swiss Olympic Association can order doping tests at any time during the stay of the participants of World Cup Final 2014 in Switzerland. By their signature given at the event registration upon arrival, the athletes and coaches will accept that they are subject to sanctions in the event of any doping offence. The teamleader has to sign for the whole team. 16. Visa Permits The prerequisite for immigration into Switzerland is a valid passport. For travellers from certain countries a visa or further documents are required. Please check with your embassy if you need visa permits. latt_einreise.html

Insurance The organisers decline any liability that might occur through participation in IOF World Cup Events 13 and 14 and Sprint Relay and the trainings. Each person participates at their own risk and is responsible for their own insurance coverage (illness and accident). 19.
