2 New Build All work in association with self funding refurbishment works All works in association with new buildings, extensions and major refurbishment. All new works will remain with LA or be subject to Grant Aid unless self funded.

3 Flat and Pitched Roofs Repair / replacement of parts of existing roof:- Structure, screed, finishes and coverings. To include all necessary associated works, fitments and fittings. eg repairs to rotten defective timber, spalling concrete, Insulation, rooflights, outlets, flashings, etc. Repairs / replacement / cleaning and painting to edge trims, fascia, bargeboards, rooflights, roof windows and other associated roof fitments and equipment. Repairs to roof leaks and replacement tiles / slates along with any associated making good. Replacement of roof:- Structures, screeds, finishes and coverings to complete buildings, blocks, or within confines of natural breaks in large roof areas. To include all necessary associated works, fitments and fittings. eg rooflights, insulation, etc. Note: it is unlikely that the value of any such work will be below 10,000 Repair / replacement / increasing thickness of insulation in existing roof. Repair / replacement of all broken glass, ironmongery to skylights and roof windows. All major replacement schemes would be identified through the Asset Management Plan or by a structural survey, all other works would fall to the school. There could be a problem with minor repairs to diaphragm roofs

4 Rainwater Goods All repairs / replacement / painting of existing rainwater pipes and gutters. Clearing of blockages and cleaning to rainwater pipes, gutters, outlets and other associated roof drainage. All rainwater pipes and gutters in conjunction with major roof replacement schemes, where schemes necessitates the removal and upgrading of existing rainwater goods or complete replacement of all or substantially all rainwater systems. All major replacement schemes would be identified through the Asset Management Plan, all other works would fall to the school.

5 Porches to Existing Buildings / Covered Links etc, Between Buildings. All repairs / maintenance and replacements of existing porch or covered walkways. All associated painting and cleaning. Renew or replace existing porch or covered link between buildings and major structural repairs where they form a major element of the accommodation Would expect majority of this work to fall to the school.

6 Floors / Slabs Repairs / replacement of parts of an existing floor:- Structure, DPC, screed, finishes and coverings. To include mats, matwells, sanding, sealing, revarnishing of wooden floors etc. Repairs / replacement of all floor covering ie carpets, floor tiles, vinyl etc. To include internal of kitchens if school meals funding has been delegated to the school. Replacement of complete floor structure ie, Structure, DPC, screeds, finishes and coverings to complete buildings, blocks or within confines of natural breaks in large floor areas. Note. it is unlikely that the value of any such work will be below 10,000 The replacement of floor finishes is the responsibility of the school unless this forms part of a structural maintenance project being funded by the LA.

7 Ceilings (All types) All repairs / replacement and upgrading of existing ceilings to ground and upper floors to all ceiling types (except asbestos). To include for all water damage and decoration. To include internal of kitchens if school meals funding has been delegated to the school. Replacement / repairs to existing ceilings in conjunction with major:- roof replacement, rewiring schemes, asbestos removal and major heating replacement schemes. Only where scheme necessitates removal of existing. LA would only be responsible for refixing existing on large schemes unless project necessitates an upgrade.

8 Asbestos All necessary sealing to existing asbestos surface where removal is not deemed necessary or until such time removal can be implemented. To include for any necessary air tests. To include internal of kitchens if school meals funding has been delegated to the school. All removal and replacement of damaged or disturbed insulation to the building structure, boilers and pipework where risk to health and safety exists or in conjunction with boiler replacement schemes. To include air tests on completion. It is expected that any asbestos removal associated with a self funded scheme would be the responsibility of the school, were this is the case professional advice should always be sought. DFES scheme only lists school for air tests.

9 External Walls to Buildings and Foundations. All repairs / maintenance and small replacements to existing structure to include Masonry and brick walls, pointing, spalling concrete, rising damp, etc. All replacement and repair to non-structural members and cladding. All preventive measures, eg repairs prior to painting and decoration, tree removal / maintenance. etc. Major structural repairs / substantial replacement to external walls, frames and foundations. To include underpinning, propping, dpc, masonry, brickwork, concrete cladding etc, or other elements of cladding having a direct association with the stability of the building. Note: it is unlikely that the value of any such work will be below 10,000 All structural elements other than repair and maintenance remain with LA or subject to Grant Aid.

10 Joinery Windows and Doors etc Repairs and replacement of existing non-structural windows, doors, frames to include all glass, architrave, ironmongery and painting. Repairs and replacement of existing ironmongery. Replacement of all broken glass including any necessary boarding up. All internal and external decoration including repairs prior and cleaning down etc. Replacement and structural repairs to existing windows and framing which form part of the structural stability of the building only. ie Curtain walling, Vic Hallam frames, etc Upgrading of existing glazing to comply with new legislation to a complete site or full elevation on large buildings. Upgrading of ironmongery to improve security where a whole site or substantial part is involved. To include internal of kitchens if school meals funding has been delegated to the school. All major replacement schemes would be identified through the Asset Management Plan, all other works would fall to the school.

11 Chimneys Repairs and maintenance of existing chimney to include repointing, new chimney pots, flashings, spalling concrete etc. Replacement / removal and rebuilding of complete chimney structure where repair is insufficient. Repairs and maintenance in conjunction with major roof replacement schemes. All structural repairs remain with LA or subject to Grant Aid.

12 Internal Walls, Partitions, Doors and Screens All repairs and maintenance of existing walls, partitions, doors and screens. To include all associated finishes, glass, decoration, etc. Replacement of small parts of existing non- structural walls, partitions, doors and screens up to a single value of 5,000. To include all associated finishes, glass, decoration, etc. Complete replacement of structural walls, partitions and screens To include all associated finishes, glass, decoration, etc. Renew glazing to meet statutory health and safety requirements. Repairs and replacement of existing ironmongery. Replacement of all broken glass including any necessary boarding up. All repairs prior and decoration. To include internal of kitchens if school meals funding has been delegated to the school. All works fall to school. All major repairs will fall to LA. DFES scheme lists Renew glazing to meet statutory health and safety requirements as a LA responsibility, under present scheme this falls to the school.

13 Staircases and Landings All repairs maintenance and component replacement to existing staircases and landings. To include balustrades, handrails, and fire escapes both internal and external, along with all fitments, fittings, associated works and finishes. Complete replacement of staircases and landings where repairing existing is insufficient. To include balustrades, handrails, and fire escapes both internal and external. LA will be responsible for replacement if structural stability problems exist.

14 Sanitary Services to Toilets, Kitchens, Laboratory, etc. Repair and replacement of all sanitary ware and fitments including all associated plumbing wastes and soil pipes. Small areas of upgrading and refurbishment All repairs and maintenance as necessary to the requirements of the LA / EHO, including kitchens if school meals funding has been delegated to the school. All clearing of blockages and cleaning of drainage channels, wastes etc. Repairs prior and decorations. Internal repairs, maintenance and replacements to kitchens including equipment if school meals funding has been delegated to the school. LOCAL AUTHORITY ORGRANT AIDED ON VA SCHOOLSAS APPLICABLE Large scale refurbishment to toilets, laboratories, and school kitchens. Note. it is unlikely that the value of any such work will be below 10,000 Large and costly items of kitchen equipment over 1,500 per item. Provision of disabled pupil facilities, and specialist facilities in toilets related to pupils with statements Internal repairs and maintenance to kitchens including equipment unless school meals funding has been delegated to the school. The funding for all internal repairs and maintenance of kitchens including equipment remains with the LEA, unless school meals funding has been delegated to the school.

15 Heating and Hot Water Systems All repairs / maintenance and replacement parts to all boiler house plant, cylinders, calorifiers, monitoring systems, tanks and other equipment related to heating and hot water systems. To include servicing, replacement of defective parts, regular cleaning, bursts, leaks and replacement pipework, etc. To include internal of kitchens if school meals funding has been delegated to the school. Replacement of whole plant systems ie, Boiler plant, which is past the end of its useful life. To include associated works ie pipework, insulation, etc. Note: it is unlikely that the value of any such work will be below 10,000 Renew existing heating mains where repairing existing is insufficient. To include all associated works. All servicing becomes the responsibility of the school who will now be responsible for the safety of the systems and ensuring that statuary duties are maintained

16 Cold Water Systems All repairs / maintenance and replacement of defective pipes, fitments and equipment. To include bursts, leaks, replacement pipework, tanks, annual servicing of cold water tanks, pumps, insulation, etc. Renew existing underground water mains into building where repairing existing is insufficient. To include all associated works. To include internal of kitchens if school meals funding has been delegated to the school. All works become the responsibility of the school with the exception of replacement mains services, could be a problem with large storage tanks.

17 Gas Services and Equipment All repairs / maintenance and replacement of defective pipes, fitments, and equipment. To include all servicing, leaks, etc to ensure gas safety at all times. Renew existing gas mains where repairing existing is insufficient. To include all associated works. To include internal of kitchens if school meals funding has been delegated to the school. All works with the exception of mains fall to school who in turn will be responsible for gas safety and ensuring that statutory duties are maintained.

18 Ventilation Systems All repairs / annual maintenance / cleaning and replacement of defective mechanical ventilation or air conditioning systems and units. Provision of local ventilation units / systems To include all associated works, ie electrical wiring and controls, holes in buildings and glazed panels etc. Complete replacement of major mechanical ventilation or air conditioning systems where repairing existing is insufficient. To include all associated works. Note. it is unlikely that the value of any such work will be below 10,000 To include internal of kitchens if school meals funding has been delegated to the school. All major replacement schemes would be identified through the Asset Management Plan, all other works would fall to the school. Could lead to problems on the larger systems with school being responsible for complex specialist equipment.

19 Swimming Pools and the Like All repairs / maintenance and replacement parts to pool plant, pumps, controls, water treatment equipment, To include all distribution pipework, annual servicing. Provision of simple heat recovery systems, solar heating plant and equipment. AS APPLICABLE Complete replacement of pool plant and installation including heat recovery systems where repairing existing is insufficient. To include all associated works. Note. it is unlikely that the value of any such work will be below 10,000 Could lead to problems on the larger systems with school being responsible for complex specialist equipment and water quality of the pool.

20 Electrical Installation All repairs / maintenance / testing / replacement and minor upgrade of existing:- Distribution boards, switchgear, interconnecting cables, wiring circuits, emergency lighting, fitments and fittings. To include all testing, adjustments, bonding, annual servicing, and all other associated works. Replacement of all bulbs and diffusers. To include internal of kitchens if school meals funding has been delegated to the school. Complete replacement of existing obsolete and dangerous wiring systems where repairing existing is insufficient. To include fitments, fittings, control / switch gear, distribution boards and any other associated equipment and works. Note. it is unlikely that the value of any such work will be below 10,000 Renew existing electrical mains where repairing existing is insufficient. To include all associated works. The school will now be responsible for all testing and ensuring the integrity and safety of the system and ensuring that statuary duties are maintained.

21 Lightning Protection Repair and replacement of existing protection systems. Initial provision and all associated works. Were replacement is required professional advice should always be sought. Were necessary the LA may replace if required in conjunction with other LA funded works.

22 Lifts / Hoists / Barriers / Electric Door Closers or the like. All repairs / maintenance and replacement parts to existing lifts, hoists, barriers, and electric door closers. To include all servicing, controls, electrical equipment, and all other associated works. To include internal of kitchens if school meals funding has been delegated to the school Complete replacement of existing lifts, hoists, barriers, and electric door closers where repairing existing is insufficient. To include all associated works. Note. it is unlikely that the value of any such work will be below 10,000 There is an issue regarding the responsibility on the matter of lift insurance. There is a major health and safety issue in maintaining passenger lifts which the school will be responsible for.

23 Alarm, CCTV, and Communication systems. All repairs / maintenance / testing / replacement and minor upgrade of existing systems, fitments and fittings. Initial provision of alarm, CCTV and communication systems. To include radio, TV, call, telephone, data transmission, IT systems.

24 Paving and Roads All repairs / maintenance and replacement of road and paved areas. To include roads, paths, play areas, steps, handrails markings and other associated works. None All works fall to the school.

25 Wall / Fencing and Gates All repairs / maintenance and replacement of wall, fencing and gates. To include perimeter, boundary, and retaining. None All works fall to school. The LA may fund major retaining wall replacement were the structural stability of a building is at risk.

26 Drainage All repairs / maintenance and replacement of existing drains, gullies, grease traps, manholes, etc. To include all works up to main sewer, unblocking and cleaning as necessary None To include internal of kitchens if school meals funding has been delegated to the school. There could be a problem with school being responsible for septic tanks and deep manholes and pipework.

27 Decoration All painting and decoration including repairs prior to painting and all associated preparation works. Both internal and external None To include internal of kitchens if school meals funding has been delegated to the school. All works fall to school.

28 Timber Preservation In conjunction with all works carried out by the school. preventative treatments to include woodworm, dry and wet rot. Pest control to include insecticidal spraying for wasp, cockroach and rodent control. In conjunction with all works carried out by the LA. ie preventative treatments.

29 Vandalism Repairs / replacement of all vandalized areas of the building and associated grounds / boundaries other than where the damage has an direct effect on the building structural stability. Major vandalism having a direct effect on the stability of the building. To include internal of kitchens if school meals funding has been delegated to the school.

30 Demolition None Demolition of buildings and clearance of sites. To include all associated works. Any demolition associated with a self funded scheme would be the responsibility of the school, were this is the case professional advice should always be sought.

31 Grounds Maintenance Upkeep and maintenance of grounds, playing fields, amenities, land, landscape areas, trees, boundary hedges, fitments and fittings. To include pitch and court markings, nets, posts, and other sports related equipment, sports field, land drainage systems. None Trees become school responsibility; this could lead to problems where trees are listed within either a conservation area or subject to a preservation order.

32 External Fixtures External signs, notice boards, flag poles, bins, seats and any other external fixtures / structures None

33 Workshop / Domestic Equipment and the like All repairs / annual maintenance / cleaning and replacement of defective units / parts, to include annual servicing where appropriate. Initial provision in conjunction with new build or refurbishment. To include internal of kitchens if school meals funding has been delegated to the school.

34 Kitchen Equipment All repairs / annual maintenance / cleaning and replacement of defective units / parts, to include annual servicing where appropriate if school meals funding has been delegated to the school. Initial provision in conjunction with new build or refurbishment. Large and costly items of kitchen equipment over 1,500 per item. All repairs / annual maintenance / cleaning and replacement of defective units / parts, to include annual servicing where appropriate unless school meals funding has been delegated to the school.
