2 Rastriya Beema Sansthan, Ramshahpath, Kathmandu, Nepal Request for Expression of Interest Supply, Delivery, Customization, Installation, Implementation and Support of Integrated Web Enabled Life Insurance Software (IWLIAS) Expression of Interest No.: RBS,QCBS/01-70/71 First Date of Publication: October 10, Rastriya Beema Sansthan (RBS), Ramshahpath, Kathmandu, Nepal has allocated funds from its owns source towards the cost of Supply, Delivery, Customization, Installation, Implementation and Support of Integrated Web Enabled Life Insurance Software (IWLIAS) and intends to apply part of the funds to cover eligible payments under the Contract. 2. The main objective of the consulting services is to establish the Integrated Web Enabled Life Insurance Software (IWLIAS) for life insurance for the head office as well as all branch and contact offices. The estimated time for the completion of the assignment is 12 months from the signing of the contract with additional 6 months to run parallel with the current system to check for bugs and errors. The consulting firm will be selected and engaged under the Quality and Cost Based Selection (QCBS) method in accordance with Rastriya Beema Sansthan Procurement Rules 2068 (/fli6«o aldf ;+:yfg vl/b ). Only short listed companies will be invited to submit Technical and Financial proposals for the service. 3. Hence, RBS intends to acquire services of the Consulting Firm/s experienced in similar assignments and hereby invites Expression of Interest from Software development companies or authorized agents. Expression of Interest should be accompanied by a concise but precise summary of the company profile indicating the management and technical competence, organizational set-up, annual financial turn over, past experience in similar work and others. Interested consultants must prepare and submit an Expression of Interest (EOI) in a standard form, Template for Expression of Interest (Consulting Firms) and draft Terms of Reference can be obtained by contacting Rastriya Beema Sansthan, Ramshahpath, Kathmandu, Nepal or can be downloaded from the website 4. Consultants/Consulting Firm(s) who are not IWLIAS developers shall submit an authorization from the consulting firm (Software development company/firm) clearly stating that they are the authorized agents of that company. 5. If more than one firm wishes to provide consultancy services as a group, organizations or a joint venture, the consultant shall specify the name, address, profile of such Firms or Company, employees of the Firm or Company and the name of lead Firm or Company 6. The consulting firm shall have the following experience and qualifications and shall include in their Expressions of Interest the following information in measurable terms and any other information that they may feel will support their application: a. Minimum Average Annual Turnover of last 3 years = NRs. 50,00,000 /- b. Minimum General Experience of the Firm(s) = 3 years c. Work Experience in Similar Works = the consulting firm must have provided the Insurance software (life insurance preferred) to atleast 1 insurance company in past 5 years d. If not a developer company, then clear statement of being authorized agents of the proposed software, agreement between the agent & software provider company. 7. EOI must be received to the address indicated below on or before hours (local time) on November 8, EOIs received after the deadline will not be considered. 8. 3 Rastriya Beema Sansthan, Ramshahpath, Kathmandu, Nepal Draft Terms of Reference Supply, Delivery, Customization, Installation, Implementation and Support of Integrated Web Enabled Life Insurance Software (IWLIAS) BACKGROUND Rastriya Beema Sansthan (RBS) is a public sector undertaking organization established under Rastriya Beema Sansthan Act 2025 for mobilization of internal resources and capital for national development. In its tenure till date, the Corporation has been contributing to the revenue without inflicting any additional liability on Government of Nepal. Currently RBS is providing following types of Life Insurance Plans: Endowment Life Assurance without ADB Endowment Life Assurance with ADB Whole Life Insurance Anticipated Life Insurance Children's Education & Marriage Endowment Insurance Children's Assurance Plan (ब त सल य) Term Life Insurance Joint Life Assurance for Husband & Wife (ज वनस थ ) Double Cover Life Plan (ज वन बन ध ) - Proposed Collective Group Endowment Life Insurance Overseas Employment Life Insurance Life Insurance Service also provides Loan Facilities to Policyholders (Policy-holder Loan) and Agents (Agent Loan). RBS has 12 branch and contact offices located at different geographical locations of Nepal. OBJECTIVES Integrated Web-Enabled Life Insurance Application Software (IWLIAS) is aimed at automating overall business process of Life Insurance at head office, branches and contact offices of RBS by shifting currently implemented application software into a web-enabled integrated system in order for technologically enabling the organization towards better and competitive service delivery to the clients. The envisaged system shall include all functionalities of Underwriting, Claim, Reinsurance, Accounting and Loan processes of Individual and Group Life Insurance Business. In addition to the integrated connectivity with branch/contact offices (For complete details, visit the envisaged system shall establish a web/internet-based information network to link and connect the organization with its clients and agents. And, at the same time, the system shall also play a role of information dissemination to concerned parties and stakeholders. The envisaged system should be able to integrate with the RBS's website so that the client, agent and concerned stakeholders can retrieve the required data or information via website. The envisaged system should also incorporate the mobile technology enabled features like automatic message alert service on specific triggers. In addition to the operational management, the system shall also support strategic management as well for business development. The architecture of the envisaged system shall comply with the Enterprise Architecture to allow future development and organizational growth including connections with new branches that will be established in the future. To sum up, the overall objective is to build a solid, user-friendly, web and mobile technology enabled Life Insurance Integrated Software facilitated with complete MIS reporting that constitutes all functionalities of Underwriting, Claim, Reinsurance, 3
4 Accounting and Loan processes by purchasing suitable Integrated Web-enabled Life Insurance Application Software as per RBS rules under proper guidance and supervision of RBS technical team. CURRENT STATUS At present, RBS life insurance business is being supported by an Application System developed in-house for more than 15 years. This system has been implemented in dbase database with Clipper and FoxPro programming interface in the DOS/Novell LAN network environment. This application software has all functionalities needed for Underwriting, Claim, Re-insurance and Loan of Individual as well as Group Policies along with concerned and required reports. With regards to financial accounting, a separate desktop standalone version of accounting software is being used. Currently installed IT/hardware includes the following: a. Server Computer with the following configuration - 1 no Intel Xeon Processor X3430, 2.4 GHz, 8 MB Cache b. Workstation PCs with the following configuration - 22 nos P3/P4 Computers c. Printers - 20 nos 20 Printers including 1 Line Printer along with most Dot Matrix printers and few Laser printers d. Scanners - 2 nos Currently available power backup has following equipment: a. UPS - 15 KVA (in total) b. Generator - 75 KVA Departments and Divisions with workstations networked in the current Application System: Underwriting 1 st Premium Renewal Cash counters Claim Reinsurance Agent Commission Loan Group Accounts Problems and gaps experienced and/or identified so far are: Scarcity of human resources to support the system and conventional technology No integration of business process and accounting (resulting in duplication of work, data redundancy and possibility of data inconsistency in between). Insufficient Management Reports Unavailability of Web and mobile enabled services to Stakeholders. Branches are not linked with central database. In-competitive technology and hence incompetent service. 4
5 SCOPE OF WORK The works covered shall include Supply, Delivery, Installation, Customization, Implementation and Support of Integrated Webenabled Life Insurance Application software (IWLIAS) along with data migration from the current system to envisaged system under direct supervision of RBS's representative/s. The RBS representatives act as a bridge between Software development team and RBS management and provide expertise during the Software development life cycle but technically don't take part in software development & implementation. It also covers training and support (Online & Physical Support) to users as directed by the Purchaser or designated authority as indicated for. The recruited Consulting Firm will carry out the following activities: a. Revisit and review existing Life Insurance software and IT infrastructure including related available documentation; b. Make an information needs assessment and gap analysis by consulting management and operational personnel, agents, selected clients and stakeholders; c. Organizational study to define business context and identify business processes, and work out general system framework of the envisaged system; d. Prepare, submit and agree upon Requirement Specification; e. Design the envisaged system and define an action plan for customization, development (where required) and implementation; f. Install, customize, test and implement the system in close coordination with RBS Technical Team in head office along with all branch & contact offices including users training; g. Prepare data migration plan and carry out data migration; h. Develop the strategy for handling bugs & errors while running IWLIAS in parallel with ongoing system for 6 months after the execution of IWLIAS software; i. Develop the plan for warranty period and annual maintenance; j. The Consulting Firm shall also define and prepare data backup and disaster recovery schemes; k. The Consulting Firm shall help formulate and implement proper IT Policy; l. The Consulting Firm shall prepare and submit monthly progress report to the focal/key contact person identified/designated by the RBS management. COMPONENTS The product should be able to automate all the processes of Individual & Group Underwriting (Proposal, Rating Sheet, Premium Calculation & Acceptance), Individual & Group Renewal (Policy Issue, Alteration, Invoicing & Service Tax), Individual & Group Claim Intimation, Processing and Settlement (Maturity, Surrender, Loan, Death Claim & Paid Up), Individual & Group Reinsurance (New Business, Renewal Business & Termination, Profit Commissions, Taxes & Rebates) and General and Business Accounts with MIS Reporting (Ratio Analysis, Trend Analysis, Variation and Comparative Charts) and other required reports. *General Account: Vouchers, Bank Reconciliation, Trial Balance, Schedules, Balance Sheet, Profit and Loss Account, Cash Flows *Business Account Units: First Premium, Renewal Premium, Claim Settlement (Maturity, Surrender, Loan, Death Claim & Paid Up), Loan Issuance & Repayment Staff Loan, Individual Policyholder Loan, Group Policyholder Loan & Loan to Agent, Agency Commission (Cash Counter, Bank Branch Accounts Update), Reinsurance, Internal Audit, Investment Note: All components are mandatory except Accounting but companies providing overall above mentioned components are preferred. If RBS finds suitable, then separate agreement can be done regarding Accounting component. 5
6 SYSTEM TRANSFORMATION MODALITY & REPORTING REQUIREMENTS The software provider Company/Firm shall execute the task of i. Installation of IWLIAS product. ii. Customization of IWLIAS product to RBS needs. iii. Implementation of IWLIAS product. iv. Testing of IWLIAS product. v. Training of the product to RBS users. vi. Data migration from current database into new/upcoming database. RBS shall form a Technical Team for coordination, supervision, guidance and overall management of system development activities. The software provider company should provide the concerned reports in the mentioned time as provided in the "activity & time schedule" in the further part of this document. Every month, project progress/status meeting shall be held between RBS Technical Team and Software Provider Company, where the provider company shall submit monthly progress report, problems and constraints experienced/observed, and proposed resolution. The meeting shall discuss and decide on further actions and activities as required. The resolution of meeting shall be minuted and report shall be prepared by the Software Provider Company and submitted to the RBS Management (and/or steering committee of the project, and/or Technical team). The RBS will carried out the ongoing system in parallel for minimum of 6 months and if the newly deployed software is found error free and perfect, then only the newly deployed software will be approved. Otherwise, it's Software Provider Company's duty to customize and fulfill the RBS needs. POINTS OF SPECIFIC CONCERNS Data integrity and security are of vital importance to RBS. Since the envisaged system deals with and handles large amount of data relating to financial transactions with its clients, it is very sensitive and RBS needs to give high priority to data security and integrity. For this reason, the envisaged system needs to have a very robust security measures and database design should fulfill an optimum level of integrity. Such IT System can include and not limiting to the following: IT security Internet, , Communication Data retention Information system audit Disaster recovery and data backup Information dissemination OUTCOMES The outcome of the service shall be as follows: A. Upon completion of the contract, RBS shall have the complete application software installed and implemented at the head office and branch/contact offices with centralized database. B. The stakeholders (Clients, Agents, Ministries, Beema Samiti) could retrieve concerned data/information directly from website. The premium calculators should be provided to the clients so that they can calculate premium by themselves. The clients can propose desired policy by providing required parameters directly via website. The clients can retrieve their policy status information directly via website. 6
7 The agents can retrieve their status information (commission and clients) directly via website. C. The RBS shall have at least 3 technical personnel trained in IT and Application System Management. D. Management level and operational level personnel from all functional departments are trained in system operation. E. User manuals and system manuals are available for reference by system users and technical personnel. F. Migration of necessary and concerned data from the dbase / FoxBASE database (with clipper/foxpro programming) to the upcoming database. For clause B & F, revision can be made with the mutual understanding between Software Provider Company and RBS Management. DELIVERABLES & SCHEDULE The deliverables include the following - both in softcopy as well as in hardcopy: User Requirements Specification User & System Manual Database with Migrated Data These deliverables should be fulfilled, and implemented system should be fully in operation within a period of 1 calendar year & additional 6 months for live operation and testing. Since the life policies are continuous in nature, there is no option on migrating of ongoing data from the old database to envisaged database, but for the justified and valid reasons, a separate agreement can be made regarding migration of data during agreement of the IWLIAS Software. On this case, they should have to provide the separate migration plan along with EOI. SYSTEM WARRANTY PERIOD The warranty date shall start from the date when the IWLIAS implementation is completed and fully tested, after 6 months of live operation & testing, as per the user requirements and final acceptance letter is issued by RBS. The warranty period shall be for a period of 1 year starting from the date when final acceptance letter is issued by RBS. During the warranty period, the software provider Company/Firm shall be responsible for resolving system related problems with regards to the system implementation and operationalization; free of charge. IMPLEMENTATION, SUPPORT & MAINTENANCE: The software provider Company/Firm shall provide implementation and system maintenance service for at least 5 consecutive years after the expiry of the warranty period. The Annual Maintenance Contract (AMC) fee should be pre-defined and agreed upon during the agreement of IWLIAS project with RBS. SUPPORT 22 Trainings The Trainings should be given to the RBS users to make them fit and confident for the operation of IWLIAS module as per necessity and requirement. The training should be in 2 levels Operational and Technical. 9
10 23 AMC The AMC charge for 5 consecutive years should be pre-defined during the agreement with RBS. The AMC will start after completion of warranty period. 24 Data Migration The party should be responsible for the migration of necessary and concerned data from dbase / FoxBASE database (with Clipper / FoxPro programming) to the upcoming database as suggested by the IT Department of the organization. If the party thinks that the migration should be done separately, then they should have to provide the separate migration plan along with EOI with justified reasons.
