The project s objective is to establish a secure, accurate and reliable National ID system in Bangladesh. The BEC intends to apply part of credit to cover eligible payments for the services of an individual consultant, who will work as IT System Consultant. IT System Consultant will be responsible for assisting BEC in all IT related matters including providing support to help implement the project successfully and directly reports to the IT System Manager of NIR Wing (proposed) of BEC. Educational Qualification and Experience Should be Graduate in Computer Science. Should have at least 10+ years practical experiences in ICT field and ICT management, and 3 years practical experiences in Biometric and demographic data etc. Practical knowledge on minimum 15TB database creation, migration and maintenance, data center establishment and maintenance, biometric matching application, Voter registration and management application. Work experience in NID card production process, oracle exadata, database machine and voter databases will be given preference. Assignment Duration & Selection Procedure: The total duration of the assignment is estimated to be about one (1) year, with a provision of extension subject to Project requirement. Administer network workstations, utilizing one or more TCP/IP or non-tcp/ip networking protocols and/or one or more UNIX-based or non-unix based operating systems. Evaluate and/or recommend purchases of computers, network hardware, peripheral equipment, and software; Perform and/or oversee software and application development, installation, and upgrades. Develop and conduct various training and instruction for system users on operating systems, relational databases, and other applications; assist users in maximizing use of networks and computing systems. Analyze information to determine, recommend, and plan layout, including type of computers and peripheral equipment modifications. Analyze user needs and recommend appropriate hardware. Build, test and modify product prototypes, using working models or theoretical models constructed using computer simulation. Key Responsibilities: Plan and implement network security, including building firewalls, applying cryptography to network applications, managing host security, file permissions, backup and disaster recovery plans, file system integrity, and adding and deleting users. Able to change/ modify/ upgrade of networking systems Plan, inform & update management for taking measures related to new network hardware need/replacement in time. Ensure the total network security. Perform a daily check on the network and report with the data to higher authority. Network cable installation and changing. Ensure servers security & ensuring that the network infrastructure is up and running. Analyze system logs and identifying potential issues with computer systems. Cooperate with Coordinator and client. Taking proper, steps to ensure that System will not fall because of virus, Administer network workstations, utilizing one or more TCP/IP or non-tcp/ip networking protocols and/or one or more UNIX-based or non-unix based operating systems. Evaluate and/or recommend purchases of computers, network hardware, peripheral equipment, and software; Investigate user problems, identify their source, determine possible solutions, test and implement solutions. Troubleshoot networks, systems, and applications to identify and correct malfunctions and other operational difficulties. Identify utilization patterns and their effect on operation/system availability and performance expectations. Anticipate communication and networking problems and implement preventive measures. Ensure timely user notification of maintenance requirements and effects on system availability. Investigate, recommend and install enhancements and operating procedures that optimize network availability. Maintain confidentiality with regard to the information being processed, stored or accessed by the network. Document network problems and resolutions for future reference. 12 Terms of Reference of Monitoring & Evaluation Jr. Consultant (National) Educational qualification and Experience: The overall responsibility is to monitor project activities and progress towards achieving the project output. He/ She will report to Deputy Director (HR, Research & Development) of NID Wing. At least a master s degree or equivalent in Social Science or related discipline. Working experience in similar position with GOB projects. Experience in NID card related activities will get preference. Fluency in written and spoken both English and Bangla. Excellent ICT & computer skills. Strong administrative and analytic skill. Ability establishing and maintaining good working relationships to facilitate work goals Demonstrated results oriented approach to work. Key Responsibility: Monitor overall progress on achievement of results, based on the indicators. Visit the project site(s) regularly and collect information to prepare reports. Receive regular monitoring reports from all Upazila Election Offices. Compile statistics and information from monitoring visits and upazila Election office reports. Provide inputs, information and statistics for quarterly, annual and other reports to the BEC and World Bank.

Key Responsibility: To support the National ID registration Wing of BEC to publicly communicate the activities, impacts and benefits of having a national ID card during the preparation and implementation phase of the project. Plan and conduct national and local level campaign to facilitate operations (updating of information and replacing ID cards) of NID system. Informing public and private service providers on the process of linking National ID database with service delivery mechanisms and its benefits. To ensure project communications are done on a transparent manner and documents are shared in alignment with the government s and development partners disclosure policy. Collect information from project staff and field offices to assist the creation of messages for the media, the general public and other stakeholders; Provide content for the project website for information dissemination; Provide inputs for regular communication reports to the BEC and World Bank;
