3 Background Information on LIFE Irish Active Raised Bogs Project The Department of Arts, Heritage and the Gaeltacht (DAHG) has recently received funding approval from the European Commission for a project of 5.4m under the EU funded LIFE14 Nature and Biodiversity Programme to improve the conservation status in Ireland of the priority habitat of active raised bogs through the restoration and protection of the Special Area of Conservation (SAC) Network. LIFE is the EU's financial instrument supporting environmental, nature conservation and climate action projects throughout the EU. The LIFE Irish Active Raised Bogs Restoration Project is due to commence in January 2016 and will run for a period of 60 months until December The project will take place in 12 project sites (raised bog SACs) in the Midlands/Mid- East/West/Border regions and will focus on using best conservation practice, developed in previous LIFE bog restoration projects, to achieve restoration of active raised bog by various methods and to create conditions for active raised bog. Securing land owner co-operation and community involvement will be an intrinsic part of this project. The project will be managed by a multi-disciplinary five-person Project Team which will be responsible for the day to day implementation of the LIFE Active Raised Bogs Restoration Project under the direction of a larger Project Steering Group established by DAHG for the overall direction of the project. The project team will consist of a Project Manager, a Public Awareness Manager, a Project Ecologist, a Project Hydrologist and a Project Administrator. 3
4 LIFE Irish Active Raised Bogs - Project Manager (Fixed term full time contract ending 31/12/2020) Job Description The person appointed as the LIFE Irish Active Raised Bogs Project Manager will be responsible for managing and coordinating the EU LIFE project Restoring Active Raised Bog in Ireland s SAC Network The successful candidate will, in addition to heading the Project Team (consisting of a Project Ecologist, Project Hydrologist, Project Administrator and Project Public Awareness Manager), be responsible for fostering productive relationships with all stakeholders, particularly in the agriculture, peatlands sectors, State bodies, local authorities, local communities and with the EU Commission External Moderator. The successful candidate will report to a Principal Officer within the Department of Arts, Heritage and the Gaeltacht (DAHG) and will liaise on a regular basis with DAHG professional/scientific staff, a Project Steering Group and a Stakeholder Advisory Panel. Location The person appointed will be required to operate in a location as designated by DAHG. An office will be established in the project area in the Midlands/Mid-East/West/Border Region for the project duration. The successful candidate will be required to work in the established office (except when undertaking other project-related work off-site as required) from January 2016 to 31 December Key Duties & Responsibilities The Project Manager post is a full-time position from January 2016 to December The Project Manager will be required to work closely with the project team as well as with scientific staff, specialist external assistants and other technical collaborators. The key tasks of the Project Manager will include: Full delivery of the LIFE Irish Active Raised Bogs Project, implementation of project actions and delivery of expected results. Leading and managing the Project Team. Land ownership investigation and strategic purchase. Managing the project budget and financial reporting. Managing the project office (including its establishment). Liaising with the Project Steering Group and Stakeholder Advisory Panel. Reporting to, and key contact point for, the contracting authority (DAHG). Leading on stakeholder engagement, particularly liaison with land owners and users as well as building good relationships with the wider community. Leading and supporting the procurement and management of contracts, including for scientific and other services. Leading on networking and communication, including media events, stakeholder engagement, project website, publications, attendance at and presentation to relevant conferences and events, etc. Leading on socio-economic elements of LIFE project including eco-system services, walking trails, other tourism initiatives, product branding, project festivals and other community events, etc. Ensuring that all project actions are undertaken in compliance with National and EU law, including management of licences, permissions or consents, as may be required. Establishing necessary management and administrative systems including compensation scheme development and administration. 4
5 Key Competencies for the Role Candidates are required to demonstrate with relevant examples in the Application Form, how they satisfy the competencies listed below. Excellent interpersonal, negotiation, diplomacy and influencing skills with the ability to motivate, inspire and foster strong relationships with the wider stakeholder community, particularly in the peatlands and agriculture sector, are inherent to this post. The ability to explain, advocate and express the project objectives and the importance of biodiversity and habitats in a convincing manner, as well as to negotiate with individuals and groups internally and externally. The ability to develop and contribute to relevant information to inform Government policies. A proven ability to manage and supervise staff, external specialists, budgets and contractors. Managing and Delivering Results Ability to project-manage, ensuring that established objectives are met. Ability to initiate activities, set objectives as required and drive those objectives through to a conclusion, demonstrating a strong understanding and awareness of the management process. The ability to monitor, assess, evaluate and adhere to budgets and resource allocations. The ability to deliver within specific resources and set timeframes, to anticipate and resolve problems. Excellent planning and organisational skills. Demonstrate resilience in the face of challenging circumstances and high demands. Manage critical relationships. Good communications skills, able to communicate effectively and concisely with project staff and stakeholders in a manner that conveys the key messages. Possesses the ability to explain, advocate and express facts and ideas in a convincing manner, and negotiate with individuals and Critical Analysis and Decision Making Professional Knowledge and Expertise groups internally and externally. Ability to review and assimilate scientific data/information from the project advisers and beneficiaries, its implications for the achievement of the project objectives and to make sound decisions, sometimes in the absence of complete information, seeing through to the core issues. Central to this area is the ability to challenge information, evaluate the consequences of different approaches and use sound judgement in coming to conclusions and in communicating that to others. An ability to develop and manage multi-annual and multidisciplinary work programmes. Possess a knowledge and understanding of peatlands, agriculture and tourism sectors in Ireland, particularly as they relate to the main 12 SAC project sites. An understanding of the nature of the problem which the LIFE project is designed to address. Ability to review and assimilate scientific data/information from the project advisors and beneficiaries and its implications for the achievement of the project objectives. An ability to develop and manage multi-annual and multidisciplinary work programmes with experience of managing environmental projects. Ability to assess socio-economic impacts of the project. Be able to offer advice to others, including in relation to practical nature conservation actions and to draw on best practice and 5
6 innovations in devising solutions. Possess excellent practical experience of the conservation of habitats and their flora/fauna. Awareness of relevant national and EU legislation (in particular Health and Safety and environmental legislation, regulations and obligations). 6
7 Qualifications and Experience Essential: Eligibility Requirements Candidates must, on or before the closing date for the competition: have achieved a level 8 on the National Framework of Qualifications in a subject relevant to the LIFE Irish Active Raised Bogs project; and have a minimum of 5 years' experience relevant to this post (including project and financial management experience); and have a full clean driving licence and access to their own transport. In addition candidates must demonstrate an appropriate level of competence in those competencies listed in the Key Competencies for the Role section above. Desirable: Experience of using GIS (Geographical Information Systems) is desirable. Specific candidate criteria: Candidates must: have the knowledge and ability to discharge the duties of the post concerned; be suitable on the grounds of character; be suitable in all other relevant respects for appointment to the post concerned; and if successful, they will not be appointed to the post unless they agree to undertake the duties attached to the post and accept the conditions under which the duties are, or may be required to be, performed; be fully competent and available to undertake, and fully capable of undertaking, the duties attached to the position. 7
8 ELIGIBILITY TO APPLY AND CERTAIN RESTRICTIONS ON ELIGIBILITY Citizenship Requirement Candidates should note that eligibility to compete is open to citizens of the European Economic Area (EEA). The EEA consists of the Member States of the European Union along with Iceland, Liechtenstein and Norway. Citizens of non-european Economic Area (EEA) States will not be eligible to compete. A candidate who is in doubt in this regard should consult the Department of Jobs, Enterprise and Innovation. Incentivised Scheme for Early Retirement (ISER): It is a condition of ISER as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010): The Department of Health Circular 7/2010, dated 1 November 2010, introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider public service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years, after which time any re-employment will require the approval of the Minister for Public Expenditure and Reform. People who availed of either of these schemes are not eligible to compete in this competition. Collective Agreement: Redundancy Payments to Public Servants: The Department of Public Expenditure and Reform (DPER) letter, dated 28 June 2012, to Personnel Officers introduced, with effect from 1 June 2012, a Collective Agreement which had been reached between DPER and the Public Services Committee of the ICTU in relation to exgratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts ) for a period of 2 years from termination of the employment. Thereafter the consent of the Minister for Public Expenditure and Reform will be required prior to re-employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Minister s consent will have to be secured prior to employment by any public service body. Ill-Health Retirement: Please note that where an individual has retired from a Civil/Public Service body on the grounds of ill-health his/her pension from that employment may be subject to review in accordance with the rules of ill-health retirement within the pension scheme of that employment. Declaration: Applicants will be required to declare whether they have previously availed of a public service scheme of incentivised early retirement. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment. 8
9 Principal Conditions of Service 1. General The appointment is funded under European Union s LIFE14 programme and is subject to the Civil Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004, and any other Act for the time being in force relating to the Civil Service. 2. Salary The payscale is as follows: Wildlife Inspector Grade 1 (non PPC scale) 58,722 62,275 65,000 65,000 65,389 Wildlife Inspector Grade 1 (PPC scale) 61,698 65,000 65,000 66,742 68,707 Increments may be awarded annually subject to satisfactory performance. Important Note: Different pay and conditions may apply if immediately prior to appointment the appointee is a serving Civil or Public Servant. 3. Tenure The appointment, which is funded under the European Union s LIFE14 programme is to a temporary, non-established position in the Civil Service on a fixed-term contract for a period of five years with effect from the specified start date. The appointment carries no entitlement to established status, by way of limited competition or otherwise. In accordance with the Protection of Employees (Fixed Term Work) Act 2003, the contract is on a fixed-term, whole time contract basis only, on the following grounds - This appointment is a temporary one and is for a strictly limited single fixed-term, not exceeding 60 months from the date of appointment, to the position of Project Manager of the demonstration project that will operate in the project area from Probation The officer must serve a probationary period which normally will last for one year. Should the services of the officer be satisfactory as regards health, conduct, efficiency and performance generally during the probationary period, the officer will, on completion of the period, be finally appointed for the stated period of tenure. 5. Superannuation and Retirement The position is non-pensionable. A facility to have contributions deducted in respect of a Personal Retirement Savings Account (PRSA) will be available. 6. Official Secrecy and Integrity The appointee will be subject to the Provisions of the Official Secrets Act 1963, as amended by the Freedom of Information Acts 1997 and The officer will agree not to disclose to third parties any confidential information either during or subsequent to the period of employment. 7. Civil Service Code of Standards and Behaviour The officer will be subject to the Civil Service Code of Standards and Behaviour. 8. Ethics in Public Office Act 1995 The Ethics in Public Office Act 1995, will apply, where appropriate, to this employment. 9
10 9. Political Activity During the term of employment the officer will be subject to the rules governing civil servants and politics. 10. Outside Employment The position will be whole time and the appointee may not engage in private practice or be connected with any outside business, which conflicts in any way with his/her official duties, impairs performance or compromises his/her integrity. 11. Organisation of Working Time Act 1997 The terms of the Organisation of Working Time Act, 1997 will apply, where appropriate, to your employment. 12. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 43 hours and 15 minutes gross per week or 37 hours net of lunch breaks. 13. Annual Leave The annual leave allowance will be 29 working days per annum. This allowance is subject to the usual conditions regarding the granting of annual leave in the Civil Service and is on the basis of a five-day week and is exclusive of the usual public holidays. 14. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply in accordance with the provisions of the sick leave regulations and circulars. During the probationary year, paid sick leave will be on a pro rata basis. The appointee will be required to sign a mandate authorising the Department of Social Protection to pay any benefits due under the Social Welfare Acts direct to the DAHG and payment during illness will be subject to the officer making the necessary claims for social insurance benefit to the Department of Social Protection within the required time limits. 15. Assignment/Location The headquarters will be such as may be designated from time to time by the Department. An office will be established in the project area in the Midlands/Mid-East /West/Border Region for the project duration. Successful candidates will be required to work in the office. When absent from home and headquarters on duty you will be paid appropriate travelling expenses and subsistence allowances, subject to the normal Civil Service regulations.
