The SEEREN Web site is public and used for the dissemination of the project results. The FTP site is internal and used to exchange documents among partners, and plays the role of the SEEREN documents repository. 4 D02 SEEREN Web/FTP site Page 4 of 12 Preface SEEREN is expected to upgrade and integrate the Internet services and infrastructure of the National Research and Education Networks of SE Europe, in an attempt to ease the "digital divide" that still separates most of the SEE countries from the rest of the continent. Moreover, the project promotes the cooperation of scientific and educational communities of EU member states with the SE European countries and provides a platform for dissemination and development of next generation Internet technologies in those states that are on course to joining the EU. The project involves the Research and Education Networks of Romania, Bulgaria, Albania, Bosnia-Herzegovina, Former Yugoslavian Republic of Macedonia (FYROM), Federal Republic of Yugoslavia (FRY), as well as TERENA, DANTE and the Hungarian research academic network. The main objectives of the SEEREN project are to: 1. Establish the South-East European (SEE) infrastructure interconnecting the National Research and Education Networks (NRENs) of Albania, Bosnia-Herzegovina, Bulgaria, Former Yugoslav Republic of Macedonia (FYROM), Federal Republic of Yugoslavia - Serbia and Montenegro (FRY), Greece, Hungary and Romania (called regional NRENs). The NRENs will be linked via 2-34 Mbps international connectivity; 2. Interconnect the regional NRENs to the major GÉANT Points of Presence (PoPs) in this area and thus to the Pan-European research network. The major GÉANT PoPs in the region are located in Athens, Budapest, Bucharest, Ljubljana, Zagreb and Vienna; 3. Guarantee the stable operation of the networking infrastructure and interoperability with GÉANT; 4. Serve as a guide for future upgrades, so that all regional NRENs will be able to participate in GÉANT and be part of the European "e-science" distributed platform; 5. Ease the "digital divide" that still separates most of the SEE countries from the rest of the continent. Build awareness of IST in SE Europe non-eu countries and serve as a paradigm for bridging the digital divide in other areas. Provide a platform for cooperation of scientific and educational communities of EU Member States with Newly Associated States (NAS) and 3rd Countries. 6. Investigate additional sources of funding from the EC, from EU States national funds and international organizations that are actively involved in the SEE region, such as UNESCO, NATO, CEENet, UNDP, WorldBank, USAID. The expected key results of the project are: 1. NRENs requirements collected and analysed 2. Technical and operational requirements analysed 3. Promotional package available 4. Tenders prepared 5. Suppliers selected 6. Connectivity, equipment and network management contracts signed 7. Final SEEREN topology determined 8. Operation of the regional networking infrastructure offering to all NRENs GÉANT visibility starts 9. Stable network operation accomplished 10. SEEREN workshop proceedings ready The SEEREN project has started its activities on December 2002 and is planned to be completed by the end of June It is led by Dr. Jorge-A. Sanchez-P. of GRNET. Five contractors (GRNET, Hungarnet, RoEduNet, DANTE and TERENA) and five subcontractors (INIMA, BIHARNET, ICTDA, MARNET, AMREJ) participate in the project. The focus of this deliverable is to report on the establishment of the SEEREN web and ftp servers and describe the features offered by those services. The Web and FTP site are part of the overall communications system setup in the SEEREN consortium. What is next in the process to deliver the SEEREN results? Subcontracts preparation and signing with NRENs of Albania, Bosnia-Herzegovina, Bulgaria, FYROM and FRY. Acceptable Use Policy (AUP) document drafted and agreed upon for use of infrastructure. NRENs interconnectivity requirements definition based on questionnaire that will be prepared and sent to all regional NRENs. Consultations with providers of the SE Europe region to acquire estimates for the networking costs. Analysis of the market conditions, supplier capabilities and technical, operational, commercial requirements will follow. Based on feedback all possible implementation approaches and topology options of GÉANT SEEREN in-terconnection will be assessed. Preparation of tender documentation, invitation to tender following EU legislature. Evaluation of offers technically and financially, selection of suppliers. Final negotiations with the selected providers. From the negotiations recommendations, the final interconnectivity topology will be designed. Establishement of a NOC scheme that will administrate the interconnectivity. Implementation of the regional networking infrastructure with international links operating at 2-34 Mbps with protected or unprotected circuits offering suitable performance pa-rameters in terms of availability (99%) and BER (10e- 12). Definition of acceptance tests for connection lines and equipment, ensuring their required qualityperformance, configuring the network elements and ensuring the stable operation of the interconnections by day-to-day supervision. Promote the use of SEEREN by informing the appropriate user groups through special events such as organizing workshops, distributing publicity material, delivering presentations at scientific conferences, setting demonstrations in academic events, all aiming at presenting the new opportunities provided by SEEREN. Individual NRENs will carry out complementary promotional activities in their national user communities as well as participate in activities at the European level. Establish relations with organizations that are actively involved in the SEE region, such as UNESCO and NATO, in order to work out common visions towards reducing the "digital divide" in the Region under question, i.e. the information and technological gaps within the region, as well as between the region and European Member States. Look for other possible sources of funding including the Development Assistance Committee (DAC) of the OECD, the Stability Pact and other European programmes such as INTERREG, PHARE and CARDS. Extra funding will be used so as to ensure network's viability beyond the project's lifetime. Assessment of project results. What are the deliverable contents? Brief presentation of the structure and contents of the SEEREN web and FTP site. Conclusions The Web and FTP site together with the mailing lists, documents templates and communication rules agreed constitute the communication infrastructure of the SEEREN consortium.

10 D02 SEEREN Web/FTP site Page 10 of Introduction The SEEREN web/ftp site has a public section that is accessible by anyone with a web browser and a secure site that is accessed with a user name/password. Various levels of access rights have been implemented. Both services are accessed from The seeren.org domain is reserved currently by GRNET. The following is a screenshot of Figure 1:

This section is also used to disseminate the public project results. The structure is: Overview: In this category the scope of the project is presented.
