1 SC16/IP1 16 th COSCAP-SEA Steering Committee Meeting IP1: Regional Data Collection, Analysis and Information Sharing Information Paper SUMMARY This paper highlights the benefits of establishing a data collection, analysis and sharing system in the Asia Pacific (APAC) region to integrate and analyse operational data from various sources, such as flight data and air traffic control data. The safety analysis of operational data not only provides States and industry with an integrated picture of operations across domains but also enables safety vulnerabilities and issues to be uncovered and addressed. The paper also updates the meeting on the progress thus far in the development of a data collection, analysis and sharing system and on the proposed demonstration for the Asia Pacific (APAC) region. The Meeting is invited to note the information contained in this paper and a workshop to be hosted by Singapore from 3 rd to 4 th December 2014, gathering potential participants together to discuss the modality of collaboration in the demonstration project. 1. INTRODUCTION 1.1 The exchange of safety information is a fundamental part of the ICAO Global Aviation Safety Plan (GASP). The sharing and analysis of safety information enables the detection of emerging safety issues and facilitates effective and timely action. As an indication of the importance of safety data usage and its impact on the State Safety Programme, ICAO Annex 19 also emphasises safety data collection, analysis and exchange to support States safety management activities. At the 38 th ICAO General Assembly, the Technical Commission agreed that the development and implementation of safety data sharing and analysis programmes and systems at the regional level should be encouraged. The Technical Commission also agreed that regional aviation safety groups (RASGs) should be encouraged to develop and implement regional safety data sharing and analysis programmes and systems. 1.2 Within the aviation industry, organisations such as International Air Transport Association (IATA) are pushing initiatives to analyse safety data more comprehensively. We have also seen, through the presentation by the United States (US) on the capabilities and benefits of the Aviation Safety Information Analysis and Sharing (ASIAS 1 ) system at the Asia Pacific Regional Aviation Safety Team (APRAST) meetings, that the technology is available for better data analytics. 1 The US Federal Aviation Administration developed the Aviation Safety Information Analysis and Sharing (ASIAS) system, which enables users to perform integrated queries across multiple databases, search an extensive warehouse of safety data, and display pertinent elements in an array of useful formats.
2 2 DATA COLLECTION, ANALYSIS AND SHARING IN ASIA PACIFIC 2.1 There is much potential for Asia Pacific (APAC) States / Administrations and industry to tap on big data or data analytics to enhance aviation safety. The integration and analysis of safety data and operational data such as air traffic control and flight data at a broader level could potentially uncover safety vulnerabilities or hazards that would otherwise not be detected. For instance, by integrating and analysing safety occurrences, flight, weather, aerodrome and air traffic control data and flight data from airlines, one could obtain safety trends from the perspective of the entire air transport operations. This could potentially help States / Administrations, air navigation service providers and airlines to detect safety risks and be able to implement timely safety enhancement actions to address these risks. Another benefit is that individual service providers would be able to benchmark their own safety performance against the aggregate trends. 2.2 The development of such a regional data collection, analysis and sharing system, similar to the US ASIAS system, takes time as it involves the development of a governance structure, data management policies and procedures, infrastructure and technical capabilities. Hence, it would be advantageous for APAC to consider setting up a regional data collection, analysis and sharing system early. 2.3 At the Third Meeting of APRAST in May 2013, APRAST/3 agreed (Decision 3/6) that the Asia Pacific Safety Reporting and Programme Ad-hoc Working Group (AP-SRP AWG) research and develop possible mechanisms for regional data collection and sharing. That meeting also agreed for Singapore to research on this topic. 3 FEASIBILITY OF AN ASIA PACIFIC DATA COLLECTION, ANALYSIS AND INFORMATION SHARING SYSTEM 3.1 To better understand the potential for data collection, analysis and information sharing in the APAC region, the APRAST/4 meeting in April 2014 supported Singapore s initiative for the Flight Safety Foundation (FSF) and MITRE Corporation (MITRE) to conduct a study on the feasibility of a regional information collection, analysis and sharing system for the APAC region (see Decision APRAST 4/1 at Annex A). 3.2 FSF/MITRE completed the feasibility study in August 2014, after meeting a number of Asia Pacific States / Administrations, ANSPs, airlines and industry organisations to explore the feasibility of such a regional system. (A list of entities approached during the feasibility study is contained in Annex B.) The study indicated that there was general consensus that a regional data collection, analysis and information sharing system, if implemented, would enhance aviation safety and strengthen States and service providers abilities to identify safety hazards and develop targeted safety improvements in the APAC region. The study also indicated that some States, ANSPs and airlines were keen to take part in regional data collection, analysis and information sharing. 3.3 The feasibility study noted that unlike the US ASIAS, an APAC data collection, analysis and information sharing system would involve multiple jurisdictions and therefore require further deliberations on fundamental issues such as governance structures, funding models and data confidentiality. These issues are not straightforward and would require stakeholders to come together early to discuss and develop solutions. 4 DEMONSTRATION 4.1 In view of the positive outcomes from the feasibility study, the APRAST/5 meeting supported Singapore s initiative for FSF/MITRE to conduct a demonstration of a regional data collection, analysis and information sharing system (see Annex A). The intent of this project is to demonstrate the potential benefits of such a system and to address potential issues such as data protection and confidentiality, operating models, governance structure and
3 funding mechanisms. To extract maximum value, the demonstration project should include the participation of a minimum number of States/Administrations, ANSPs, airlines and industry organisations. 4.2 A workshop to be hosted by Singapore from 3 rd to 4 th December 2014, gathering potential participants together to discuss the modality of collaboration in the demonstration project, is being planned. Some collaboration areas to be discussed include governance structure, data protection and confidentiality and funding models. RECOMMENDATIONS 5.1 The Meeting is invited to note the information contained in this paper and a workshop to be hosted by Singapore from 3 rd to 4 th December 2014, gathering potential participants together to discuss the modality of collaboration in the demonstration project.
4 Annex A APRAST Decisions and Conclusion Decision APRAST 4/1: That, APRAST support Singapore s initiative for FSF and MITRE to conduct a study on the feasibility of a regional safety information collection, analysis and sharing system for the APAC region. Decision APRAST 4/2: That, States/Administrations, air navigation service providers, airlines and international organisations be encouraged to participate in such a study, including providing inputs to FSF / MITRE. Decision APRAST 4/3: That airlines be encouraged to subscribe to the IATA FDX programme as a means to enhance internal risk management and to contribute to regional safety information sharing. Conclusion APRAST 5/6 That APRAST recommend RASG-APAC/4 support Singapore s initiative for a demonstration project on a regional data collection, analysis and information sharing system for the APAC region and encourage States/Administrations, ANSPs, airlines and industry organisations to participate in the demonstration project, starting with the upcoming workshop, tentatively scheduled for the 1st week of December, in Singapore.
