8 AAIB Singapore A department of Ministry of Transport since 1 October 2002 Independent of civil aviation regulatory authority, judicial authorities and aviation service providers Investigation authority to fulfil Singapore s Annex 13 obligation Note: Other agencies may carry out their own investigations (e.g. Coroner, CAAS, Police) 8

11 AAIB Functions (1) PRIMARY Fulfil Singapore s obligation under the Chicago Convention, in compliance with Annex 13 SARPs, by investigating Accidents Serious incidents Incidents (where safety lessons are expected to be learnt) 11

12 AAIB Functions (2) Monitor CAA Singapore and operators investigation of significant incidents Review safety information and investigation reports and share lessons learnt Administer a voluntary, non-punitive Singapore Confidential Incident Reporting (SINCAIR) programme 12

13 AAIB Functions (3) Implement Annex 13 SARPs through legislation, policies or procedures Educate the industry/public on ICAO s no-blame philosophy of investigation, AAIB s role and investigation procedures 13
