2 SAFETY MANAGEMENT IN AVIATION and OBJECTIVES Mastère Spécialisé MS PROFESSIONAL PROSPECTS Entry Requirements : Master degree or an equivalent degree in science or engineering, including a master degree in risk management Bachelor degree in the same domains with a least a 3 years professional experience English proficiency: TOEFL 550 or equivalent The s in Safety Management trains management personnel capable of federating safety activities and working within teams responsible for developing or improving aviation safety, whether in a given body (Aircraft operator, Manufacturer, Maintenance organization, Airport operator, Air Navigation Services Provider, Training organization) or at State Level. They will be able to make critical assessments of professional safety management practices and deal with complex problems systematically. After completing this course, the student will be able to explain and justify the technics and methods most commonly used in Aviation to ensure the safe operation of aircraft. 8 Safety Management: Aircraft Operator Safety Mastère Management Spécialisé MS This course will provide applicant with solid foundation in basis Safety Management System concepts and will support initial implementation of SMS throughout its Airline. After completing this module, the student will be able to work in teams on SMS development, implementation, assessment and maintaining for an Aircraft Operator. 9 Safety Management: Manufacturer Safety Management After completing this module, the student will be able to: - Work in teams on SMS development, implementation, assessment and maintaining for a manufacturer, covering both design and production aspects, from a complete analysis of its organization and its environment, from the understanding of its characteristics, and by taking into account the regulatory requirements. How could be an Aerodrome s organization in order to enhance safety? g The safety organization by itself: Process analysis of the Aerodrome s organization (who s is charge of what?) Safety Policy and just culture. Interfaces with the ground handlers g What could be an Aerodrome s Organization with regard to safety and taking into account all the stakeholders g How a safety policy and just culture are fostering the safety? 15 Safety at State Level Safety Management After completing this module, the student will be able to: - Manage the implementation of a State Safety Programme (starting phase) or - Steer or actively contribute to a State Safety Programme in order to ensure that it effectively assesses and mitigates safety risks (cruising phase). g The shift in the role of the civil aviation authorities g The contributions of international organisations to the development of safety initiatives g How to identify the functions to be developed in one State to start or to enhance an existing SSP, with a risk based approach? g Development of a SSP implementation plan, based on the gap analysis (starting phase) g Development (starting phase) and management (cruising phase) of safety data collection, analysis and exchange for the State g The principles of risk-based oversight system 60 hours Fabienne HERLEDAN (DSAC) How to build and manage a robust SSP? - Identification of the safety policy, objectives and risk portfolio - Selection of the most appropriate type of safety actions - Carrying out the follow up of the safety actions - Adjustment of the objectives and actions according the follow up and data analyses - PSE assessment g Building up a training program for the technical personal at State Level that covers the above activities g The interfaces between SMSs and SSP g The mechanisms that ensure a two-ways communication between SMS and the SSP g Lectures, tutorials 14

16 Industrial sequence (March to September) Safety Mastère Management Spécialisé MS The course is completed with a 4 to 6-month internship in a professional environment either in France or abroad. The internship is supervised by a tutor from the host organisation and by a professor tutor from ENAC. The student is required to produce a professional thesis which he/she defends before a combined jury made of professors and professionals. 15
