1 THE OPPORTUNITY Vice President and Vice Provost of The Office of International Affairs Lehigh University Bethlehem, PA Lehigh University invites nominations and applications for the position of Vice President and Vice Provost for International Affairs (VP). The VP will serve as the Senior International Officer of the University and provide leadership in shaping and carrying out the University s ambitious international agenda and approach for globalization. The University seeks a creative, entrepreneurial and broadly experienced leader to oversee a dedicated professional staff and expand Lehigh s international educational and global engagement and visibility. This position will lead efforts to develop international strategic partnerships with foreign universities and research organizations as well as maintain and enhance existing partnerships, will consider and act on other opportunities to develop Lehigh s international footprint and will consult on issues of international admissions, alumni relations, and development. Reporting to the provost and serving on the president s senior leadership group, the VP will provide leadership in two primary spheres. On campus, s/he will help ensure greater institutional coherence for the University s programs of research and instruction in international subject areas, and will work with the university senior leadership, college deans, and faculty to develop new initiatives and strengthen existing ones. The VP oversees Lehigh s Iacocca Institute as well as the Offices of International Students and Scholars, Study Abroad, and English as a Second Language (ESL). The Office of International Affairs includes a total staff of thirty seven. Externally, the VP will represent Lehigh University to international constituencies (governments, academic and research institutions, NGOs, corporations, and key private individuals) in order to explore and negotiate partnerships and collaborations, and identify new sources of funding, thus enhancing faculty s international connections, research, and collaborations as well as broadening undergraduate and graduate students experiences, making Lehigh a destination for students and scholars, and raising the University s international profile and reputation.
2 Lehigh University has retained the services of Isaacson, Miller, a national executive search firm, to assist in conducting this important search. After consultation with University leadership, faculty and staff members, and other stakeholders, the firm has prepared this document, to be shared with candidates and sources in the search. This document describes Lehigh University, the challenges and opportunities for the VPAVP for International Affairs, and the personal and professional characteristics desired in the ideal candidate. LEHIGH UNIVERSITY: AN OVERVIEW Lehigh is an independent, nondenominational, coeducational institution located in Bethlehem, Pennsylvania (50 miles north of Philadelphia and 75 miles southwest of New York City). The university community is an integral part of the greater Lehigh Valley, home to a diverse economy and a population of 750,000 people the third largest metropolitan area in Pennsylvania. Founded in 1865 by railroad entrepreneur Asa Packer, the university includes 5,062 undergraduates, 2,057 graduate students, 447 full-time permanent faculty, and 1,199 staff. Lehigh pursues its educational and research missions through four interconnected colleges: the College of Arts and Sciences, the College of Business and Economics, the College of Education, and the P.C. Rossin College of Engineering and Applied Science. Undergraduates come from every state and U.S. territory and more than 50 other nations. Lehigh ranks 40 th among 280 national universities in the U.S. News and World Report's 2015 America's Best Colleges. The VP will be joining the University as a member of the senior leadership team at an exciting moment. On July 1, 2015, Dr. John D. Simon will take office as Lehigh s 14 th president. Dr. Simon comes to Lehigh from the role of executive vice president and provost at the University of Virginia. During his tenure at Virginia, Simon spearheaded a number of global initiatives, including the establishment of a new major in global studies and the opening of a physical presence for the university in Asia. 3 Lehigh and the Community Since Lehigh University first opened its doors in 1865, it has been inextricably tied to South Bethlehem, the City of Bethlehem, and the Lehigh Valley region. Rich in history and steeped in cultural tradition, the area continues to be an outstanding home for the university, which derives much of its inspiration and enthusiasm from its neighbors. Lehigh s students, staff, and faculty are committed to helping the community invigorate its neighborhoods, redefine economic prosperity, and address a full range of critical social issues. Already deeply entrenched in the community, Lehigh strives to be a good neighbor and a partner in the renaissance of Bethlehem. In fact, more than $1 million worth of community service is contributed annually through the 50,000 hours volunteered by members of the Lehigh community. As an institution, Lehigh remains committed to providing an educational and experiential environment for students as well as the community. Lehigh was one of the first universities in the country to create a subcommittee of the Board of Trustees for Global Affairs in The Faculty also have a Faculty Committee on Global Affairs which engages and advises the President, Provost and the Vice President regarding setting strategic priorities and policies for the internationalization of Lehigh University, especially in relation to academic programs and research. International students and scholars comprise an increasing and important part of the Lehigh community, inclusive of over 1,000 international students and an increasing number of international visitors, scholars, and postdoctoral fellows. THE OFFICE OF INTERNATIONAL AFFAIRS: AN OVERVIEW The Office of International Affairs (OIA) was created and Lehigh s first VP was appointed in 2009, following two reports and recommendations by faculty committees (2005 and 2007) and the creation of the Board of Trustees (BOT s) Subcommittee for Global Affairs (2005). The charge for the office was: to provide leadership in areas of program development, coordination, services, and communication related to all internationalization efforts at Lehigh. The VP oversees four Primary International Offices (PIOs): the ESL Office, Iacocca Institute, Study Abroad Office (SAO), and Office of International Students and Scholars (OISS). These are the principal programming and service offices in the area, with clients university-wide. These
4 offices represent more than 80 percent of area employees, and each has a Director with expertise in the field and the programming and services provided by those offices. Three area-wide positons support the PIOs: a Business Manager, an IT Manager, and a Communications Specialist. Four positions directly support the VP: an Executive Secretary, an International Connections Manager, a Director of International Services, and an Assistant Director of International Services. The University has made globalization a significant priority as is witnessed both on the campus as well as through a variety of external partnerships and opportunities that the University offers. The University currently enrolls more than 1,000 international students. International undergraduate students increased from 167 in 2009 to 354 in 2013 (111 percent) while international graduate students increased from 484 in 2008 to 733 in 2013 (51 percent). The number of Fulbright graduate students and scholars coming to Lehigh increased from five in 2009 to 29 in From Fall 2009 to Fall 2014, the total number of ESL students grew from 94 students to 230 students at the undergraduate level and 17 to 170 at the graduate level. During the same period of time, enrollments in the Step Up Intensive English Program grew from 36 students to 55 students. The University has increased the number of student experiences abroad from 541 in 2008 to 665 in 2013 (23 percent increase). During the period of summer 2009 summer 2014, OIA created 40 new non-traditional destinations overseas (some are in partner universities in Malaysia, Indonesia, China, and Singapore); 356 students experiences (including research, work and learn, and service learning) were conducted in these sites. During the first five years of its existence, the OIA, led by the VP, has developed partnerships across the University, which the new VP should strengthen. The new VP will be looked to work collaboratively with the BOT s Subcommittee on Global Affairs, university leadership, the faculty and staff, and alumni and friends to develop the University s portfolio of international networks, programs, and activities. The OIA should further look for ways to enhance existing international programs, such as International Students and Scholars, Study Abroad, faculty-led international programs, Global Union, English as a Second Language, Lehigh/United Nations Partnership and the Global Citizenship Program, and the Iacocca Institute, including Global Village and the Pennsylvania School for Global Entrepreneurship. The OIA, in collaboration with the faculty, established new partnerships with key universities and corporations abroad for developing international internships for students and international scholar exchange programs and research collaboration for faculty. Working with the Alumni and Admissions offices, OIA developed new pipelines for recruiting undergraduate students; developed numerous new opportunities for undergraduate international experiences abroad, including new non-traditional destinations; and made international experiences affordable to a larger fraction of Lehigh students. The OIA, in collaboration with Advancement, also identified and secured new external sources of funding to enhance Lehigh s international portfolio in order to meet the growing needs of Global Lehigh. The Iacocca Institute The Iacocca Institute was established in 1988 with support from Lee Iacocca, a 1945 graduate of
5 the University. The Iacocca Institute helps expand the global footprint of Lehigh University through four programs: The Global Village Program for Future Leaders of Business and Industry (1997), the Pennsylvania School for Global Entrepreneurship (2001), the Global Village on the Move Program overseas (2000), and the Lee Iacocca International Internship Program (2011). The Global Village Program is a five-week Leadership Development Program like no other offered in the United States. It has trained over 1,750 young leaders from universities and business, and they have come to Lehigh University from 133 countries. Interns who come here gain leadership and entrepreneurship skills, learn about International Business, and most importantly, build their own powerful global network of young leaders. The PSGE program is a high school leadership and entrepreneurship program based on the format of the Global Village program, but for high school students who average 16 years of age. PSGE has trained over 900 students who have come to Lehigh University from 58 countries and 10 states. The Global Village on the Move Program is a 7-9 day leadership and business program run overseas with recruiting partners for the Iacocca Institute, and it generally hosts from 30 to 40 business leaders. These programs have been run in Peru, Spain, Australia, UAE, Malaysia, Italy, China, and Russia, and are being planned for India, Luxembourg, Croatia, Puerto Rico, Austria, South Africa, and Qatar. The Lee Iacocca International Internship Program was started at the Iacocca Institute as a trial in 2009 with financial support from the state of Pennsylvania. The program was expanded with an additional pledge by Mr. Iacocca in 2011, with students placed overseas to work in various locations in the world. This program has now sent hundreds of Lehigh students to work all over the world. Lehigh s Partnership with the United Nations Lehigh was the sixth university in the world to be granted United Nations (UN) Non- Governmental Organization (NGO) status. This access allows the University to take more than 1,000 students, faculty, and staff to UN headquarters in New York City each year for briefings, conferences, and workshops. For example, this fall the UN invited 40 Lehigh students to a presentation by the Secretary-General and Malala Yousafzai, who won the Nobel Peace prize a few weeks later. In addition, Lehigh regularly hosts UN Ambassadors on campus. Recent Ambassadors include those from Ukraine, Iraq, Bangladesh, Israel, Palestine, and Afghanistan, among others. Lehigh created the world s first UN Youth Representative Program, which was subsequently implemented in the UN system-wide. Lehigh continues to have the world s largest contingent of UN Youth Representatives. The University is currently celebrating the 10 year anniversary of the LU/UN Partnership. A documentary film, featuring senior UN officials and the Secretary- General, will be completed in April 2015, which the University can share with potential students, NGOs and intergovernmental agencies, alumni, and potential donors.
6 The Global Union Created at Lehigh 18 years ago, the Global Union is one of Lehigh s largest and most active student organizations on campus. This umbrella organization, uniting nearly 50 undergraduate and graduate student clubs, creates more than 60 internationally focused, educational, cultural, and social programs on campus per year. The Global Union annually produces one of the nation s largest International Education Week celebrations by partnering with more than 40 offices, departments, and clubs on campus. The Global Union was recently presented at the national student affairs conference as a unique model that could be replicated nationally. Fulbright Scholars Lehigh has fostered a strong relationship with the Fulbright Commission for more than 20 years. Mrs. Harriet Fulbright twice came to campus to thank Lehigh for its commitment to the program. In the last five years, all eight Lehigh faculty applying for Fulbright awards have been successful. Lehigh is one of only a select group of schools nationwide to have been awarded three Fulbright Scholars-in-Residence. Lehigh also has a very positive relationship with AMIDEAST, IIE, and LASPAU, and all send Fulbright graduate student applications to Lehigh. THE ROLE OF THE VP Specific areas of responsibility include: 1. Development of (in concert with the University s senior leadership, faculty, staff, and students): a) Necessary multi-year planning that will provide direction and logic to Lehigh s international curricula/programs/activities. b) International perspectives of faculty, staff, and students (undergraduate and graduate), and expand external partnerships. 2. Financial responsibility and accountability for all finances related to OIA s sphere of responsibility. Develop a long-term financial plan to ensure the sustainability of international activities. 3. Provide a professional work atmosphere that will encourage present organizational structures to be agile and flexible to respond to the ever-changing landscape of globalization challenges and opportunities. a) International Programming b) Iacocca Institute c) International Outreach d) International Student and Scholar Services 4. Provide initiative and develop in-house leadership to establish a prioritized list of financial/funding requirements.
7 a) Work closely with the Office of Advancement to establish a list of potential donors who can provide the essential financial support required to improve the funding base essential to the University s international initiatives. b) Engage actively with potential donors to secure significant gifts and endowments to support OIA efforts. 5. Provide leadership in the identification of external funding opportunities to enhance the international dimension of the academic and research programs of the University. 6. Develop a comprehensive communication plan in collaboration with the vice president for university communication to ensure that Lehigh s global activities/programs are visible, available, and creditable. 7. Establish and maintain a global support network with representatives from industry, foundations, government agencies, academic organizations, and alumni/friends, as well as maintaining the existing Lehigh University network. QUALIFICATIONS AND EXPERIENCE Candidates are invited to submit their application for this position, with the following possible backgrounds: A faculty administrative background A non-faculty senior international officer track Analogous senior roles in government agencies, NGOs Those with a number of years experience overseeing a broad range of international programs. While Lehigh University is considering a wide range of profiles, including experience in Foreign Service or an international agency/ngo, a PhD or equivalent professional degree is preferred, but not required. The following are especially desirable: Capacity to build international research partnerships and funding to support campus efforts to address the grand challenges of society. Familiarity with a university environment and ability to work well with faculty in developing international initiatives. An aptitude to work with faculty in identifying and securing new funding and other entrepreneurial opportunities associated with international activities. Aptitude for working with students to provide relevant international experiences. Demonstrated cultural competency and experience working in multicultural environments. International experience beyond academia in the private sector, diplomacy, or government service. A record of accomplishment in shaping international collaborations and negotiating interinstitutional partnerships among academic, government, and non-governmental entities.
8 Strong leadership skills, and the ability to develop a shared vision among multiple constituencies. Demonstrated experience, expertise, and leadership in the area of Global Affairs, ideally at a higher education institution or in a relevant context. Recognition of the importance of diversity and inclusion, reducing barriers to student participation in international programs, and integrating international students into the fabric of the University.
