1 Seminar Social Innovation: Improving Effectiveness and Efficiency in Public Service Delivery through Co-design and Co-creation Maastricht (NL), October 2015 Implemented in cooperation with MindLab, Denmark European Institute of Public Administration Institut européen d administration publique Introduction Target group The seminar is of particular interest to public sector innovators and change agents involved in or aiming at public sector innovation and social innovation. This includes public officials from central, regional and local administrations engaged in public service delivery, as well as project managers and project developers who want to improve their knowledge and practical skills in relation to social innovation methodologies. Description The key question is, how can the public sector find radical new ways of delivering better services and outcomes at significantly lower costs? Social innovation has evolved as the core concept relevant for provision of alternative service delivery models, designed around the needs of service users, with a more strategic focus and reduced public spending as a result. Creating new solutions with people, and not for them, holds a significant potential to improve both effectiveness and efficiency in public service delivery. This seminar is implemented in cooperation with MindLab (DK), one of Europe s leading public cross-governmental innovation units, and will focus on co-creation and humancentred design approaches to put into effect improved public service delivery. MindLab assists decision-makers and public officials in viewing new policy measures and services from an outside-in perspective, and through their activities MindLab builds co-design and co-creation competencies as a key instrument for public sector innovation. In a first step, the seminar will set the context of social innovation in Europe illustrated by hands-on case studies and outlining how EU supports and promotes social innovation. During the second day, participants will actively apply co-creation tools in the public sector context, as well as benefiting directly from the interactive workshops led by MindLab. Learning methodology The seminar applies a practice-learning perspective and this benefits from a unique combination of European best practice examples to illustrate current social innovation trends, as well as interactive workshops in which participants will directly apply co-creation and design thinking tools. The best practice examples appear from editions of the European Public Sector Award ( managed by EIPA and will showcase cutting-edge examples of public sector innovation. Thus, participants will gain insights into how co-creating with citizens and stakeholders drives new public solutions, more specifically how co-creation: connects an outside-in perspective on current practices which renders the user experience more tangible and promotes creativity; increases value-creation for citizens, while utilising people s owns networks and resources; shows how design-driven ideation and testing of new solutions de-risks public innovation processes; demonstrates how co-creation of services with citizens leads to cost reduction. Objectives The objective is to enhance participants understanding of social innovation as a concept for more cost-efficient public service delivery and to equip them with concrete tools in relation to human-centred design approaches and cocreation practices, which they will be able to apply to their own national, regional or local contexts.

3 Experts Susanne M. Nielsen, EIPA, Maastricht She is Capacity Building Specialist at EIPA Maastricht and holds a MA in Political Science from University of Aarhus (DK). She has more than 18 years of international experience in capacity building of public administrations both at local, regional and national level. She is managing the European Public Sector Award Scheme which is the European learning arena on innovation in the public sector ( She has vast experience in project design and stakeholder involvement and has provided training in funding of public sector innovation. Lotte Nystrup Lund, FUTU Innovation Agency, Denmark Lotte Nystrup Lund has as MA in History of Ideas and Cultural and Social Analysis, she is the owner of FUTU, a Danish innovation agency specialised in social innovation, strategy and design. Lund has through the past 12 years delivered assistance in strategic management to public administrations about social innovation and change management. She has conducted more than 80 change projects targeting strategic development and innovation in the public sector in Denmark, EU countries and beyond. She connects a strong focus on results and clearcut analytical flair with creates new solutions and the way to get there for public administrations. Runa Sabro, Mindlab, Denmark She is Project Manager at MindLab in Denmark and holds a MA Media Science. She has extensive experience designing and implementing public development projects. As project manager, she focuses on the interdisciplinary collaboration, and is particularly interested in using concrete cases or other formats that convey both insights and results, so they will be useful for decision-makers as well as users in the further work. She is a popular speaker, facilitator and teacher, both nationally and internationally. She has collaborated with UNDP, the European Commission, Reykjavik University and the Canadian Design School Institute without Boundaries, among others. Fran Bambust, Ovum Perplexicorum (Egg of Wonder), Belgium Fran Bambust is a behavioural and communication specialist on social themes and originated the 7E-model which she has designed at Change Designers, a handson method for building more effective public sector interventions, based on recent, scientific behavioural insights and best practices. She advises public administrations on user-centric approaches, projects and campaigns such as cancer programmes, mobility and environmental programmes.

Fee The participation fee is 950 and includes documentation, two lunches, one dinner and refreshments. Accommodation and travel costs are at the expense of the participants or their administration. EIPA offers its members a reduction of 10% off the registration fee. This reduction is available to all civil servants working for one of EIPA s member countries (i.e. AT, BE, BG, CY, CZ, DK, FI, FR, DE, GR, HU, IE, IT, LT, LU, MT, NL, PL, PT, ES, SE, UK) and civil servants working for an EU institution, body or agency.
