1 Seminar How to Use EU Funds for Renewable Energy Projects Barcelona, September 2015 European Institute of Public Administration Institut européen d administration publique Introduction Target group This seminar is open to all public officials from national, regional or local governments and related agencies, as well people from the private market and NGOs wishing to increase their understanding of the management of EU funds in the field of renewable energy projects. Target groups are the Managing authority of ESIF, the implementing bodies, the beneficiary organisations, experts from the lead ministries, etc. Description EU leaders agreed on 23 October 2014 the 2030 framework for climate and energy policies. which aims to make the European Union s economy and energy system more competitive, secure and sustainable, and also sets a binding target of at least 27% for renewable energy and energy savings by Under the new multiannual framework, a wide range of funding possibilities exists in order to comply with the Renewable energy directive, as well as to close the energy savings gap. However, the capacities for doing so are definitely sub-optimal in many countries. Because of the importance in general of renewable energy and energy efficiency on the European agenda, the European Court of Auditors will also keep a close eye on projects in this field. This two-day seminar first briefly presents the legal background and the overview of funding possibilities in the field of renewable energy. Hereafter, the emphasis of the programme will lie on ERDF and CF and how to use them for your renewable energy projects. We then dig into the different phases of project management before explaining the dos and don ts with reference to real case examples. At the end of the second day, participants will work in groups to master their proposal writing skills, to successfully handle the intermediate and final phases of a project, and to learn about financial reporting of renewable energy projects. Participants will also learn from a member of the European Court of Auditors how to prepare themselves for audits and how to avoid errors. Learning methodology The first part of the programme is presented by European Commission officials and will take the shape of a lecture. However, the focus of this seminar is on real case examples and workshops. We therefore strongly recommend that you go through the reading material that will be provided two weeks before the start of the seminar. This allows everyone to start with basic knowledge on project cycle management and ESIF. These practice-oriented sessions are led by an EIPA expert, a senior auditor at the European Court of Auditors and managing authority representatives. By bringing together a variety of backgrounds, room for debate and expression of different points of insight are ensured. In addition, each speaker will prepare comprehensive documentation for distribution to the participants. Two weeks before the seminar, EIPA will provide the participants with a reader containing relevant background material and documentation. Objectives By the end of the seminar, participants will have gained an insight into the legal structure of the EU s renewable energy policy and will be able to detect the funding possibilities for their energy-saving projects. Participants will learn from experienced professionals how to write a funding proposal. Furthermore, participants will be trained to manage their projects in a sound manner so as to avoid errors and mistakes. This knowledge will lead to better absorption rates of EU funds as well as to better results on the ground.

3 Experts (in order of appearance in the programme) Gracia Vara Arribas, EIPA Gracia Vara is working as an Expert at the delegation in Barcelona of the European Institute of Public Administration (EIPA Barcelona). As a lawyer and LLM in European and International law, she has more than 15 years of experience in research, consultancy and training on EU Law, policy making, transposition and implementation, with a focus on Multilevel Governance. Under her direction, several impact assessment and evaluation studies have been carried out, commissioned by the EU Presidencies (UK 2006 and EU Law SE 2009) and different Member States. During the period she coordinated several research projects for the Dutch Ministry of Interior and the Committee of the Regions. Together with Martin Unfried she has undertaken a number of research and training activities in the field of environmental policy. Antonio Lopez-Nicolas Baza, European Commission Maud Skäringer, European Commission In the European Commission since 1995, Maud Skäringer is currently working as a policy analyst in the field of regional policy, focusing on promoting sustainable energy, i.e. energy efficiency and renewable energies, in a regional development context. In the same context, she has also been working on promoting successful entrepreneurship and an innovation-friendly business environment, in particular for small and medium-sized enterprises (SMEs). Prior to this work, Ms Skäringer was working to stimulate Member States to improve their national research policies, in particular working on peer reviews of national R&D policy mixes and on industry-led competence centres and she also contributed to economic analysis to further the European Research Area. She also has a long experience in the area of enterprise policy, focusing on entrepreneurship and SMEs, as well as experience as a regional policy desk officer. Since 2009, he has been leading various performance audit tasks in the field of EU energy policy and expenditure programmes (mainly co-financed by the Cohesion policy and Structural Funds instruments, Trans- European Networks, IFI financed programmes, and research programmes (Research Framework programmes and Horizon 2020). Prior to his time as a senior Auditor at the Court, Mr Bungartz commenced his EU career at the European Commission in 1995 and had, previously, worked for the German Ministry of Finance. Mr Bungartz has comprehensive knowledge of and experience with EU policies, procedures and institutions, notably in the area of the budget as well as in the policy areas of external action/development cooperation; cohesion and regional and structural and investment funds (including implementation in the Member States); energy and climate; transport, environment, research as well as customs and fiscal policies.
