7 Lessons from China. > The scale is mind-blowing > Population 1.3bn > Geographic area = 39 times that of the UK > Science spend = 80bn / year > The pace of change is incomprehensible > Chinese spending on science has grown by 20% per year since 1999 > 2 nd largest publisher of scientific papers; set to overtake USA by 2020 (possible as early as 2013) > 1.5 million science and engineering graduates a year > The ambition is admirable > 2.5% GDP and Innovation Nation by 2020 > Early results are promising > Space programme, Compass satellite navigation, supercomputers, fast neutron reactor on the power grid, manned submersible down to 5000m, J- 20 stealth fighter and shanzai innovations

11 Learning from the outcomes > The UK is well placed but has no room for complacency >UK is China s 3 rd most important co-publication partner after US and Japan > UK and China s R&D and innovation systems are different > China s top-down system allows for decisive action from the top, suitable to its catch-up status It can also make collaboration with the UK bottom-up system a challenge, e.g. peer review > Chinese research quality is variable. choosing the right partner is key > UK-China papers are more highly cited but there are also more uncited > Relationships matter! Building trust is effective in overcoming barriers this requires a time investment, but pays dividends e.g. EPSRC energy programme > The UK has a wide range of tools to engage China: > 6 Academies Partnership on synthetic biology > Queen Elizabeth Prize for Engineering > University linkages Nottingham, Liverpool campuses > Science and Innovation Network & RCUK China

13 Final thoughts > The most fundamental lesson is the importance of investing in R&D > To maintain our leading position in science and engineering the UK needs to be ahead of the pack in developing win-win international collaborations > UK s devolved system is an undeniable strength but means we need to work extra hard to coordinate and join up > The rise of the emerging science nations is a recent phenomenon: results are still in their infancy > The pace of change renders recent experience historic > UK has world-beating science and engineering we should remember and broadcast the fact!
