1 FORM-1 A (only for construction projects listed under item 8 of the Schedule) CHECK LIST OF ENVIRONMENTAL IMPACTS (Project proponents are required to provide full information and wherever necessary attach explanatory notes with the Form and submit along with proposed environmental management plan & monitoring programme) 1. LAND ENVIRONMENT : (Attach panoramic view of the project site and the vicinity) 1.1 Will the existing landuse get significantly altered from the project that is not consistent with the surroundings? (Proposed landuse must conform to the approved Master Plan / Development Plan of the area. Change of landuse if any and the statutory approval from the competent authority be submitted). Attach Maps of (i) site location, (ii) surrounding features of the proposed site (within 500 meters) and (iii) the site (indicating levels & contours) to appropriate scales. If not available attach only conceptual plans. : The housing complex is being developed on 6, sqm of land and is surrounded by various other developmental structures. As such it will not have any significant impact on the land use of the area. (Such as open spaces, community facilities, details of the existing landuse, disturbance to the local ecology). The surrounding area is predominantly rural. The total land area of the proposed project is 6, sqm. By applying rational formula the peak rate of storm runoff considering 25 mm/hour rainfall is given below. Total land area = 6, sqm = ha. By applying rational method, the peak rate of runoff = 10 x 0.60 x 25 x ha /hr = cum/hr = 0.02 cum/sec. The storm drains of the complex will collect and convey the rainwater into the adjacent Municipal drain. The internal drainage system will be constructed with modified NP 3 pipes to avoid any flooding or water logging in the site. 250 mm diameter pipe with gradient of 1:200 would be laid to maintain design self cleansing velocity of 0.8 m/sec as per the Manual on Sewerage & Sewage Treatment. The invert level of the municipal drain at the outfall point would be the guiding level. During construction phase pollution due to air borne dust, wastewater, noise and vibration will be anticipated. The site will be enclosed to a reasonable height (about feet) to prevent transportation of air borne dust and to create barrier for the noise. No significant additional load is anticipated to existing noise and air quality status. During constructional activities water sprinkling arrangement will be made in regular manner for dust suppression. Wastewater originating from labour hut will be discharged to the Municipal drain through temporary septic tank during construction phase. Both during construction and operational phase vehicular movement will be increase but the level of increment will be accommodated easily with the prevailing traffic load. Traffic movement will be controlled by the security personnel inside the premises. 2

3 The ecological scenario around the existing site is mainly composed of rural area with some trees and vegetation. The pollutants anticipated in this site have already been mentioned with the mitigation measures to be adopted. The site will be landscaped with garden and evergreen trees, which would act as a pollutant absorber. Therefore, the activities both during construction and operation phase would not cause any adverse impact on the local ecology. The community facilities such as hospitals, nursing homes, schools, post office etc present in the neighbouring area will not be affected as adequate preventive measures will be taken as discussed above. 1.4 Will there be any significant land disturbance resulting in erosion, subsidence & instability? (Details of soil type, slope analysis, vulnerability to subsidence, seismicity etc may be given). This zone is not susceptible to subsidence and seismicity. As per the seismic zoning map of India, the country has been divided into five seismic zones, namely, Zone-I to V. Zone-V is considered to be the most seismically active region, while Zone I is the least. The project site falls in seismic zone III. Seismic load has been considered in structural design. During construction phase removal of top soil may cause soil erosion at the construction site. The construction site run off with eroded soil will be routed through catch pit / sedimentation basin prior to final disposal to Municipal drain (Refer Soil Test Report Appendix II) 1.5 Will the proposal involve alteration of natural drainage systems? (Give details on a contour map showing the natural drainage near the proposed project site). The surrounding area is predominantly urban. The total land area of the proposed project is 6, sqm. By applying rational formula the peak rate of storm runoff considering 25 mm/hr rainfall is given below : Total land area = 6, sqm = ha. By applying rational method, the peak rate of runoff = 10 x 0.60 x 25 x ha /hr = cum/hr = 0.02 cum/sec. The storm drains of the complex will collect and convey the rainwater into the adjacent Municipal drain. The internal drainage system will be designed considering the invert level of the Municipal drain (outfall) in front of the project site to avoid any flooding or water logging in the site. The project will not alter the natural drainage system of the area. The storm drainage system will comprise of modified NP 3 pipes of varying diameters of 0.8 mm with adequate slope to maintain a self cleaning velocity of 0.8 m/sec. 1.6 What are the quantities of earthwork involved in the construction activity-cutting, filling, reclamation etc. (Give details of the quantities of earthwork involved, transport of fill materials from outside the site etc.) The project site is a barren piece of land. Total quantity of excavated soil is 19,740 cum (approx). The excavated soil will be used for filling operation required for leveling and grading of land according to the surrounding area. The soil will also be reused for landscaping etc. 1.7 Give details regarding water supply, waste handling etc during the construction period. Water demand during construction phase : About 100 KLD during peak construction period. Water supply : Water during construction phase will be drawn from KMC. No construction material of wastes e.g. excavated soil, debris etc will be dumped outside the project area. 3

4 Construction waste originating from construction activities will be 30 kg/day. Construction waste will be used in the site and road preparation work. Garbage will be segregated at source for biodegradable, recyclables and inert material. Waste generated during construction period will be 30 kg/day and finally disposed of by Project Proponent as per MSW (M&H) Rules During construction phase wastewater originating from labour hut will be discharged to Municipal drain through septic tank. 1.8 Will the low lying areas & wetlands get altered? (Provide details of how low lying and wetlands are getting modified from the proposed activity) No. The construction site is neither lowland nor a wetland. 1.9 Whether construction debris & waste during construction cause health hazard? (Give quantities of various types of wastes generated during construction including the construction labour and the means of disposal) Construction waste does not contain any tangible harmful substances that can cause health hazards. The hazardous waste is mainly comprised of oil, grease, water proofing compounds, paints, wood dust from treated wood, discarded lube oil etc. Special care will be taken to prevent mixing of these harmful substances with non-hazardous construction waste. Discarded lube oil will be stored in HDPE container and finally sold to the authorized vendor of MoEF. Therefore, possibility of any health hazard will be negligible. Solid waste originating from construction activities will be 30 kg/day Construction waste will be used in the site and road preparation work. Proper sanitary and health care facilities will be developed for the construction workers and the persons associated with the project within the project site. Temporary residential arrangements with adequate number of decentralized latrines and urinals for construction workers will be provided during the construction period. The wastewater originating from labour hut will be discharged to Municipal drain (temporary sewer connection) through septic tank. Garbage will be segregated at source for biodegradable, recyclables and inert material. Waste produced during the construction period will be 60 kg/day and will be disposed of by Project Proponent as per MSW (M&H) Rules WATER ENVIRONMENT 2.1 Give the total quantity of water requirement for the proposed project with the breakup of requirements for various uses. How will the water requirement be met? State the sources & quantities and furnish a water balance statement. Daily water demand of the proposed project during operation phase will be KLD, out of the total water demand 59.6 KLD will be fresh water demand and rest will be recycled from treated wastewater. The fresh water will be received from KMC. Flushing (29.8KLD), Car Washing (3.5 KLD), Landscaping (6.65 KLD) and Road Washing (1.32KLD) comprise the treated recycled water (Refer Exhibit-7 & Annexure-4) 2.2 What is the capacity (dependable flow or yield) of the proposed source of water? Water will be supplied by KMC 4

5 2.3 What is the quality of water required, in case, the supply is not from a municipal source? (Provide physical, chemical, biological characteristics with class of water quality) N.A 2.4 How much of the water requirement can be met from the recycling of treated wastewater? (Give the details of quantities, sources and usage) Total Recycled Water : KLD Car Washing : 3.5 KLD Flushing : 29.8 KLD Landscaping : 6.65 KLD Road Washing : 1.32 KLD (Refer Annexure-4 & Exhibit-7) 2.5 Will there be diversion of water from other users? (Please assess the impacts of the project on other existing uses and quantities of consumption) Water will be supplied from KMC. Rainwater harvesting will be done and recharged into underground aquifer. So no negative impact is anticipated on surrounding users and groundwater source. The rainwater harvesting details is given in Annexure What is the incremental pollution load from wastewater generated from the proposed activity? (Give details of the quantities and composition of wastewater generated from the proposed activity) The wastewater discharged from this project will be KLD. As such, no impact is anticipated on the local surface water quality because there will be STP & ETP for treating the sewage. This treated wastewater will be discharged into the municipal drain. The composition of raw wastewater is given below. Parameters : Value TSS : 400 mg/l BOD 5 : mg/l COD : mg/l ph : Inflow time : 18.0 hrs Peak factor : 2.5 Treated wastewater quality would conform to the standards for reuse within the project and discharging into surface water bodies. ph : TSS : <30 mg/l BOD 5 : <10 mg/l COD : <50 mg/l Color : Unobjectionable Odor : Unobjectionable 2.7 Give details of the water requirements met from water harvesting? Furnish details of the facilities created. Rainwater harvesting details is given in Annexure-7. It would be observed that 927 cum of rainwater would be harvested annually, with majority as ground water recharge. 5

6 2.8 What would be the impact of the land use changes occurring due to the proposed project on the runoff characteristics (quantitative as well as qualitative) of the area in the post construction phase on a long term basis? Would it aggravate the problems of flooding or water logging in any way? This is a plain developed land with no undulation. The surrounding area is predominantly rural area. The total land area of the proposed project is 6, sqm.. The storm drainage of the complex will collect and convey the stormwater into the adjacent municipal drain. The internal drainage system will be adequately designed as regards size, slope & invert levels. 2.9 What are the impacts of the proposal on the ground water? (Will there be tapping of ground water; give the details of ground water table, recharging capacity, and approvals obtained from competent authority, if any) The required amount of water will be drawn from KMC. The water aquifers will be recharged by rainwater. Rainwater harvesting details is given in Annexure-7. So there will be no negative impact on groundwater What precautions/measures are taken to prevent the run-off from construction activities polluting land & aquifers? (Give details of quantities and the measures taken to avoid the adverse impacts) Very negligible quantity of construction materials are expected to be deposited on the construction site, which may be carried through surface run off. As a preventive measures surface run off will be routed through catch pit/sedimentation basin prior to final/ultimate disposal to Municipal drain. Special care will be taken while using some hazardous substances such as oil, paint, wood dust from treated wood, etc to prevent mixing with the surface run off. As such pollution of land and aquifers due to the construction activities is not anticipated How is the storm water from within the site managed? (State the provisions made to avoid flooding of the area, details of the drainage facilities provided along with a site layout indication contour levels) The land is a developed land. The storm water collected from roof top will be connected with the rainwater harvesting tank (partially) and partially recharging in to the deep aquifer as proposed earlier. The surface storm water drainage will be designed considering the invert level of the municipal drain so that the excess storm water and surface run off can easily be led to the municipal drain (Refer Exhibits-8 & 9) Will the deployment of construction labourers particularly in the peak period lead to unsanitary conditions around the project site (Justify with proper explanation) Primarily the construction workers shall come to the site from the adjoining areas. They will be provided with clean drinking water by Project Proponent. The labour huts will be temporarily constructed with adequate number of decentralized latrines and urinals. The wastewater will be finally connected to the Local Municipal drain by temporary connection through septic tanks. As such, development of unsanitary condition due to deployment of construction workers is not expected. 6

7 2.13 What on-site facilities are provided for the collection, treatment & safe disposal of sewage? (Give details of the quantities of wastewater generation, treatment capacities with technology & facilities for recycling and disposal) The total quantity of wastewater generation will be about KLD. The wastewater from residential blocks will be collected through a well designed sewer network leading to STP. The STP will be based on FAB Technology followed by tertiary treatment (Refer Exhibit-10). The wastewater from Commercial block will be collected through a well designed sewer network leading to ETP. The treated wastewater of STP will be reused as much possible within the project (41.27 KLD). Process flow sheet of STP is given in Exhibit Give details of dual plumbing system if treated waste used is used for flushing of toilets or any other use. Flushing system will be provided for Residential blocks 29.8 KLD of treated wastewater will be used for this system. 3. VEGETATION 3.1 Is there any threat of the project to the biodiversity? (Give a description of the local ecosystem with it s unique features, if any) There is no threat to the biodiversity as no trees would be felled in the project area. The operation stage of the proposed project will not pose any significant impact to the biodiversity of the area. Moreover plantation program will give shelter to the avifauna. 3.2 Will the construction involve extensive clearing or modification of vegetation? (Provide a detailed account of the trees & vegetation affected by the project) There will no extensive clearing or modification of vegetation as the site is barren land. 3.3 What are the measures proposed to be taken to minimize the likely impacts on important site features (Give details of proposal for tree plantation, landscaping, creation of water bodies etc along with a layout plan to an appropriate scale) The proposed residential complex will have landscape garden and plantation along the boundary, roadside and inside the project. The plantation programme will create a better landscape quality as will as a barrier for dust and noise (Refer Exhibit-11). 4. FAUNA 4.1 Is there likely to be any displacement of fauna - both terrestrial and aquatic or creation of barriers for their movement? Provide the details. There will be no significant impact on the faunal resources of the area due to the construction and operation of the proposed residential complex. 4.2 Any direct or indirect impacts on the avifauna of the area? Provide details. The activities including plantation program to be carried out will have no link to any direct or indirect negative impact on the avifauna. On the converse additional trees will provide shelter for avifauna. 7

8 4.3 Prescribe measures such as corridors, fish ladders etc to mitigate adverse impacts on fauna N.A 5. AIR ENVIRONMENT 5.1 Will the project increase atmospheric concentration of gases & result in heat islands? The incremental traffic volume is too negligible to cause any impact of concern on the background air quality. 5.2 What are the impacts on generation of dust, smoke, odorous fumes or other hazardous gases? Give details in relation to all the meteorological parameters. Dust particles will be liberated due to different constructional activities, as unloading, storage and handling of different constructional materials, handling of construction site debris, rubbish etc and vehicular movement for transportation of these materials. As a result, PM 10 concentration in the ambient air will tend to increase to some extent. Dust suppression system would be installed during construction phase to negate such impacts. 5.3 Will the proposal create shortage of parking space for vehicles? Furnish details of the present level of transport infrastructure and measures proposed for improvement including the traffic management at the entry & exit to the project site. Adequate provisions for parking will be kept within the project site. Adequate security personnel will be posted at the entry and exit points of the complex to supervise traffic management in and around the complex (Refer Car Parking Calculation Annexure-6). 5.4 Provide details of the movement patterns with internal roads, bicycle tracks, pedestrian pathways, footpaths etc., with areas under each category. Internal wide road will be constructed by the project authority to ensure smooth & non conflict traffic flow (Refer Exhibits-12 & 13). 8

9 5.5 Will there be significant increase in traffic noise & vibrations? Give details of the sources and the measures proposed for mitigation of the above. Ambient Noise Level at Residential / Silence Zone Area adjacent to major roads in Kolkata, (Leq 24 dba Sl. No. Station Noise Level (Leq dba) 1 Shyambazar Girish Park Bowbazar 68.6 [A Source Book on Environment of Kolkata, a KMC Publication, 2013] There may be some increase in movement of light vehicles, private cars and two wheelers in the area due to the proposed project. The movement of such vehicles in the area and blowing of their horns may contribute to the ambient noise level. Blowing of the horns will be restricted inside the project site. Adequate security personnel will be posted at the entry and exit points of the complex to supervise traffic management and avoid traffic congestion. However, the magnitude of such impacts would be insignificant. 5.6 What will be the impact of DG sets & other equipment on noise levels & vibration in & ambient air quality around the project site? Provide details. As DG sets would prescribe to emission norms of WBPCB and the emissions would be released 3.0 m above the top most point of the complex, the incremental NO X content would be very marginal. The noise level would also be within the permissible limits & would be contained through enclosures. 6. AESTHETICS 6.1 Will the proposed constructions in any way result in the obstruction of a view, scenic amenity or landscapes? Are these considerations taken into account by the proponents? There will not be any obstruction of view, scenic amenity or landscapes since such factors had been taken into consideration while formulating the project concept, which is located in a highly developed urban landscape. 6.2 Will there be any adverse impacts from new constructions on the existing structures? What are the considerations taken into account? Not expected as the new construction would be initiated with all structural safety measures as bored piling, etc. 6.3 Whether there are any local considerations of urban form & urban design influencing the design criteria? They may be explicitly spelt out. The architecture would blend with the surrounding cityscape. 6.4 Are there any anthropological or archaeological sites or artifacts nearby? State if any other significant features in the vicinity of the proposed site have been considered. N.A 9

10 7. SOCIO-ECONOMIC ASPECTS 7.1 Will the proposal result in any changes to the demographic structure of local population? Provide the details. Some manpower will be required for regular operation and maintenance of the complex building. The project will generate job opportunities in both direct and indirect sectors. 7.2 Give details of the existing social infrastructure around the proposed project. There are residence, commercial complexes, schools, post office, hospitals in the neighbouring areas of the site as the same is located in the heart of the Kolkata metropolis. 7.3 Will the project cause adverse effects on local communities, disturbance to sacred sites or other cultural values? What are the safeguards proposed? Not Applicable. 8. BUILDING MATERIALS 8.1 May involve the use of building materials with high-embodied energy. Are the construction materials produced with energy efficient processes? (Give details of energy conservation measures in the selection of building materials and their energy efficiency) The project will be conceived mostly using RCC and brick wall. The building materials to be used are of low to moderate-embodied energy as major percentage of construction materials will be covered by cement mixed with fly ash, sand, tiles and reinforcement (steel). A little amount of high-embodied energy content material such as aluminium and glass will be used as required for residential complex. 8.2 Transport and handling of materials during construction may result in pollution, noise & public nuisance. What measures are taken to minimize the impacts? i) The construction materials will not be dumped in public roads around the project site. ii) iii) iv) Loading and unloading of construction materials will not be done at night at the store yard considering the noise likely to be generated from this activity. Attempts will be taken to keep the debris under cover during storage at site and while transporting. Applying water and maintaining soils in a visible damp condition for temporary stabilization. v) Limit vehicle speeds to km/hr to negate dust generation. vi) Clean overhaul truck before leaving the site. 10

11 8.3 Are recycled materials used in roads and structures? State the extent of savings achieved? Yes, discarded construction waste and debris will be used in the roads and site preparation works. 8.4 Give details of the methods of collection, segregation & disposal of the garbage generated during the operation phases of the project. The garbage (solid waste) within the project site will be biodegradable, recyclables and inert material in nature. The total quantity of solid waste generated during operational phase will be 357. kg per day. The solid waste will be segregated at source and collected in separate bins. The solid waste will be collected through containerized system and finally it will be treated and disposed off as per MSW (M&H) Rules 2000 by Project Proponent in association with Municipality. (Refer Solid Waste Generation Table Annexure-5). Mechanical composting facilities would be inculcated in the project. 9. ENERGY CONSERVATION 9.1 Give details of the power requirements, source of supply, backup source etc. What is the energy consumption assumed per square foot of built-up area? How have you tried to minimize energy consumption? Electricity will be supplied by CESC. The demand load will be KW. 3 Nos. DG sets, 315 kva will be installed for backup power. In the common area, solar energy to the tune of 25.% of the total requirement will be used I some places for lighting to minimize the energy consumption. 9.2 What type of, and capacity of, power back-up to you plan to provide? For back up power 3 Nos. DG sets of 315 kva. 9.3 What are the characteristics of the glass you plan to use? Provide specifications of its characteristics related to both short wave and long wave radiation? Vertical fenestration area would be less than 35.% of the gross wall area. U value of the glass used in this project will be in accordance with Energy Conservation Building Code (ECBC), What solar passive architectural features are being used in the building? Illustrate the applications made in the proposed project. Orientation of building façade is an important parameter of solar passive building design. Orientation also plays an important role with respect to wind direction. The amount of solar radiation falling on surfaces of different orientation varies considerably depending on the view or exposure to the sun. All these features have been given due cognizance to the extent practicable depending on the site configuration towards orientation & layout of the buildings. 9.5 Does the layout of streets & buildings maximize the potential for solar energy devices? Have you considered the use of street lighting, emergency lighting and solar hot water systems for use in the building complex? Substantiate with details. Energy efficient lighting system e.g. High Pressure Sodium Vapour (HPSV) lamps, LED etc will be used. Emergency lighting will be provided by DG Sets. Solar energy will be used in street lighting. 12 9.6 Is shading effectively used to reduce cooling/heating loads? What principles have been used to maximize the shading of Walls on the East and the West and the Roof? How much energy saving has been effected? Light colour and smooth building finish is preferred to promote reflectivity and reduce absorption of solar radiation. In order to reduce the U-value of the Roof assembly PUF insulation (k=0.019 W/m.K) of 45 to 50 mm thickness between the water-proofing coating above RCC roof slab and the screed concrete laid in slope, will increase the total resistance to the required level. 9.7 Do the structures use energy-efficient space conditioning, lighting and mechanical systems? Provide technical details. Provide details of the transformers and motor efficiencies, lighting intensity and air-conditioning load assumptions? Are you using CFC and HCFC free chillers? Provide specifications. In the residential area individual AC will be installed. Uses of Air Conditioner in the individual residential building will be CFC and HCFC free. Adequate light points have been provided in all the workspaces and common areas such as corridors, lift lobbies as well as landscaped areas and façade. For load calculation. Energy Efficient Lighting in all areas is to be provided with High Pressure Sodium Vapour (HPSV) Lamps, LED for its high luminous efficacy, low power consumption and high average life, compared to Fluorescent Tube Light (FTL). The emergency lighting will be provided at 10-lux uniform illuminance at floor level with two hours battery backup in compliance to the relevant Code. The lighting level of the various spaces will be in accordance to the recommendation of Energy Conservation Building Code (ECBC), Solar lights for campus lightning will be installed to reduce energy consumption. 9.8 What are the likely effects of the building activity in altering the micro-climates? Provide a self assessment on the likely impacts of the proposed construction on creation of heat island & inversion effects? To negate heat island effects the following interventions are proposed : i) Green areas of about 43.25% ii) Paved area only about 21.60% iii) Ground coverage only about 35.15% 9.9 What are the thermal characteristics of the building envelope? (a) roof; (b) external walls; and (c) fenestration? Give details of the material used and the U-values or the R values of the individual components. Wall : U-value of the wall : 1.72 W/m 2 K Roof : U-value of the Roof :2.75 W/m 2 K PU Foam of thickness 45 to 50 mm with the said roof assembly is recommended to reduce the U-value to the required level of about 2.75 W/m 2 K. However, PU foam of thickness of 30 mm, may be provided for satisfying the standard prescribed in NBC, External insulation should be properly waterproofed to prevent loss of insulating properties. 12

13 Vertical Fenestration The overall assembly design including the sash and frame, would look to optimize vertical fenestration features consisting of single glazing are assumed. i) U-value ii) Solar Heat Gain Coefficient (SHGC) iii) Visible Light Transmittance (VLT) An adjusted SHGC, accounting for overhangs and/or sidefins, is calculated by multiplying the SHGC of the unshaded fenestration product times a multiplication (M) factor. If this exception is applied a separate M Factor shall be determined for each orientation and unique shading condition. The M factor could be determined by the Projection Factor (PF), which is the ratio of the overhang projection (P) divided by the sum of the height of the fenestration and the distance from the top of the fenestration to the bottom of the farthest point of the external projection in consistent units (H). Thus, PF= P/H. Materials will be selected keeping in mind the above factors during detailed engineering to the extent practicable What precautions & safety measures are proposed against fire hazards? Furnish details of emergency plans. i) Fire fighting system will be designed in accordance with the WBFS norms. ii) Fire alarm system will be provided at appropriate locations. iii) Proper exit signages would be demarcated iv) Security Manager will be stationed to inform Fire Brigade / Police Station / Hospitals / Local Administrations in case of an emergency / disaster If you are using glass as wall material provides details and specifications including emissivity and thermal characteristics. In this residential complex use of glass would be minimum What is the rate of air infiltration into the building? Provide details of how you are mitigating the effects of infiltration. The building would be kept under positive pressure, so infiltration of air is minimal, to the extent possible To what extent the non-conventional energy technologies are utilised in the overall energy consumption? Provide details of the renewable energy technologies used. Solar lighting will be used for internal road and garden illumination. Land Area : 6, sqm Proposed Ground coverage : 2,137.27sqm Proposed Open area (6, ,137.27) sqm = 3, sqm = 42,436 sft Considering External Area Illumination Road as W/sqft, external area power requirement = x 42,436 Watt = 6,365.4Watt 13

14 Considering power factor as 0.80, power required for external area illumination Considering power requirement of each street light as 150 watt, no. of street light fixture required = 0.80 x 6,365.4 = 5, watt = 5, / 150 = 34 50% of total street lighting fixture will be catered by solid power with LED lamps. Thus no. of solar lighting fixture to be provided i.e. 34 x 0.50 = 17 Nos 10. ENVIRONMENTAL MANAGEMENT PLAN The Environment Management Plan would consist of all mitigation measures for each item wise activity to be undertaken during the construction, operation and the entire life cycle to minimize adverse environmental impacts as a result of the activities of the project. It would also delineate the environmental monitoring plan for compliance of various environmental regulations. It will state the steps to be taken in case of emergency such as accidents at the site including fire. Introduction An Environmental Management Plan consisting of proposed pollution abatement systems to curb the undesirable impacts elucidated earlier, has been drawn up, which is discussed in the next few sections. A Post Project Monitoring Programme to be undertaken after commissioning of the project, which would assist in detecting the development of any unwanted environmental situations, has also been designed and presented Recommended Mitigatory Measures During Construction Phase The impacts of the construction phase on the environment would basically be of transient nature and are expected to gradually wear out on completion of the construction programme. However, once the construction of the complex is completed and its operations started, the operation stage impacts would overlap the impacts due to the construction activities. In order to mitigate such impacts and restrict them within tolerable levels, the following measures should be adopted by the project proponents: 1. Implementation of necessary drainage facilities inclusive of catchpits or sedimentation basins and septic tanks for the drainage of the construction wastewater, prior to discharge. Such systems would prevent the formation of stagnant pools of water within the project site, which generally create unsanitary conditions and promote the breeding of mosquitoes. 2. Initiation of an extensive landscape programme including trees and flowering plants in the parks within the complex. This should be developed all around the complex, which would serve the dual purpose of controlling fugitive dust and dampening of noise levels, in addition to improving the aestheticity of the area. 3. Health and Safety of Workers : In order to ensure that Health and Safety of Workers/Labourers working at site remains in good state, adequate measures will be taken like worker awareness and education, regular health check-ups etc and also an information system devised to prepare suitable strategies to minimize the damage. 4. Solid Waste Management of construction debris: A proposal in the lines mentioned earlier will be framed in order to collect, store, transport and dispose off the solid waste generated during the construction. 14

15 Recommended Mitigatory Measures During Operation Stage The following mitigatory measures should be adopted by the project authorities in order to mitigate and control the environmental impacts that may arise due to operation of the project. 1. The complex would generate waste water of the order of KLD. This waste water would be led to a sewage treatment plant and KLD of the treated effluent would be reused for non-critical uses and the rest would be discharged to municipal drainage. 2. Solid wastes (357 kg/day) generated from the complex should be scientifically collected and segregated at source. The non-biodegradable waste shall be disposed into the Municipal Waste Disposal System and the biodegradable waste shall be disposed off within the premises through mechanical composting system. 3. Major afforestation and plantation development programmes would be initiated. 4. Regular sprinkling of water through artificial means should be undertaken to assist in maintaining a clean environment. 5. The road surfaces in the complex should be properly maintained to reduce dust from the traffic movement. 6. Rainwater harvesting would be inculcated in the project parameters. 7. A Disaster Management Plan covering different interventions for combating emergencies due to Fire would be prepared. Post Project Monitoring of Environment Need for Monitoring It is important that the project authorities set up regular monitoring stations to assess the ambient levels in cardinal parameters of environment after the commissioning of the project. A post project monitoring programme is important, as it provides useful information on the following aspects: 1. It helps to verify the findings presented in this study. 2. It helps to indicate warnings of development of any alarming environmental situation and thus provide opportunities for adopting appropriate control measures. The post project monitoring to be conducted in various categories of environment is discussed in the succeeding sections. Ambient Air Quality The ambient air quality should be monitored around the project site. The monitoring should be conducted at a frequency of twice a week on a 24-hour basis for one dry season of the year. The parameters to be analyzed would include PM 10,, NO 2, and SO 2. Ambient Noise Ambient noise levels at selected stations covering industrial, commercial, residential areas and silence zones should be monitored twice a year. The monitoring should cover a 24-hour period so that day time and night time L eq levels could be determined and compared with the prescribed ambient noise standards. 15
