1 SECTION CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS PART 1 - GENERAL 1.01 GENERAL REQUIREMENTS A. Regulations: Comply with industry standards and applicable laws and regulations of authorities having jurisdiction, including but not necessarily limited to: 1. Building Code requirements. 2. Health and safety regulations. 3. Utility company regulations. 4. Police and Fire Department rules. 5. Environmental protection regulations. B. Inspections: Arrange for authorities having jurisdiction to inspect and test each temporary utility before use. Obtain required certifications and permits. C. Provide work and facilities of temporary nature specified herein and necessary to facilitate and expedite progress of Work. D. Temporary facility requirements specified herein are minimum and do not include facilities desired for convenience. E. Keep temporary services and facilities clean and neat in appearance. Operate in safe and efficient manner. Take necessary fire prevention measures. Do not overload facilities, or permit them to interfere with progress. Do not allow hazardous, dangerous or unsanitary conditions, or public nuisances to develop or persist on the site TEMPORARY UTILITIES A. Provide electrical energy, construction water, drinking water and telephone service required for construction purposes and pay charges and fees incurred until Date of Substantial Completion. 1. Provide temporary electrical power and lighting lines required for operation of power tools and for illumination of Work. Provide following minimum light levels for construction purposes: a. General Construction and Safety Lighting: Five footcandles. b. Finishing Work and Testing: 25 footcandles. 2. Provide temporary power for operation of elevators and lifts used during construction. 3. Provide temporary water mains, standpipes, lines and connections as necessary. B. When temporary utilities are no longer required, remove temporary lines, mains and equipment TEMPORARY HEATING, COOLING AND VENTILATING A. Provide temporary heating, cooling and ventilating systems necessary to protect Work and materials against damage by dampness, extreme temperatures and to dry out "wet-work". 1. Maintain interior temperatures within allowable ranges required in various Specifications Sections. Repair or replace, at no additional cost to Owner, materials and Work damaged by dampness, insufficient or abnormal heat. 2. Provide temporary heat in enclosed spaces to provide minimum temperatures of 40 F. until time finishing work begins. 3. After building is enclosed and installation of finishes begins, maintain spaces in temperature range of 60 F. to 80 F. at all times, except as may otherwise be required by product manufacturers for proper product installation and performance. Maintain until Date of Substantial Completion. B. 2 authorities, with specific approval of Architect, systems may be utilized for temperature and humidity control. 1. When permanent systems are used assume full responsibility for placing systems in like-new operational status, including replacement of worn parts and cleaning or replacement of pumps, traps, screens and filters before offering Work for acceptance. 2. Maintain relative humidity in a range of 50% to 65% in enclosed spaces after building is enclosed and installation of finishes begins; except as may otherwise be required by product manufacturers for proper product installation and performance. Maintain until Date of Substantial Completion. 3. Provide ventilation to prevent accumulation of dust, fumes or gases and to cure materials and disperse humidity WATER CONTROL A. Provide pumps, drainage lines, hoses, power and equipment to keep excavations free from excessive ground and surface water. Grade earth around excavations to direct surface water away from excavations. B. Do not conduct water onto adjacent properties. Dispose of water in compliance with City and County regulations and local ordinances. C. Provide covering over open trenches and excavations to prevent water entering STORAGE AND STAGING A. Confine construction related activities, including materials storage, precast concrete unit unloading and storage, employee and workmen s parking, offices, storage sheds and similar facilities to areas designated by Owner. B. Do not encumber other portions of Project site with materials or equipment without written authorization from Architect and Owner. 1. Do not use adjacent properties, either public domain or private property, without written consent of persons or authorities having proper jurisdiction. C. Temporary Elevator and Hoist Equipment: Provide temporary elevator and hoist equipment for transportation of personnel, material and equipment, including service prior to installation of permanent elevators. 1. At time that permanent elevator service has progressed sufficiently that elevators may be used, Contractor may, at his option, with consent of elevator manufacturer and in compliance with Division 14, use permanent elevators for vertical transportation. 2. Provide temporary enclosures and protection devices during use of elevator and hoisting equipment. 3. Do not overload elevator or hoisting equipment or off-loading areas with materials. 4. Make temporary elevator and hoist equipment available to separate contractors at Owner s request SANITARY FACILITIES A. Provide ample chemical action type portable toilets for convenience of workmen and employees. Enforce proper usage by workmen and employees. B. Maintain temporary toilets in clean, neat and sanitary condition. Upon completion of Work, remove temporary sanitary facilities from Project site. 3 1.07 CLEANING UP A. Remove debris and rubbish from construction areas and Project site on weekly basis. 1. Provide sufficient trash bins and containers to hold daily accumulation of debris, rubbish, scrap and waste materials. 2. Require workmen of all trades to utilize trash bins and containers. Empty bins and containers on daily basis or as filled, whichever occurs earlier. B. Clean mud and construction related debris from roadways and walkways outside construction limits on daily basis. C. Upon completion of Work, completely remove excess materials, tools, equipment, temporary construction, remaining trash, rubbish and foreign materials and leave Work clean and neat, ready for occupancy and operations of Owner BARRICADES, BARRIERS AND FENCES A. Provide and maintain appropriate barriers around entire Project site and as necessary to enclose construction areas, on-site materials storage areas, to protect public from danger and to safeguard employees and Work. 1. Construction: Minimum chain link type, 6-0" high. Provide posts, top rails, braces and other fittings and accessories for rigid installation. Use fencing, if not new, of good appearance and condition. 2. Provide gates as required for Contractor s operations. Gates shall be of same height as fencing. Keep gates locked at all times other than normal construction hours. Furnish Owner set of gate lock keys. 3. Maintain barriers until building is enclosed, outdoor storage areas are no longer in use, and finish grading is begun, unless otherwise directed by Owner. B. Cover open trenches and excavations when work is not in progress where such trenches and excavations are outside of protective enclosures. Provide barricades and warning devices when work is in progress. C. Provide lights and lanterns to properly light enclosures and barriers from sundown to sunrise. Provide temporary security lighting for site and structures until permanent Project site lighting is installed and in operation on a normal basis. D. Pedestrian Protection: 1. Construct 8-foot high temporary fence of 3/4-inch thick exterior plywood or #2 southern yellow pine shiplap. Support on 4 x 4 treated southern yellow pine posts on maximum 4-foot centers and set minimum 3-feet into concrete or otherwise anchor securely. Provide gates for construction access and prime and paint outside with one coat house paint, color selected by Architect. 2. Provide covered sidewalks of similar construction to wooden fence and lighted from sunset to sunrise. E. Special Protection Requirements: 1. Protect buildings and building components from damage, staining or defacing due to the Work. Correct or replace damaged materials or finishes to Owner s satisfaction. 2. Provide protection against overspray of cleaning materials or paint contacting persons or vehicles in drives or parking areas. Do not block drives to extent of restricting vehicular access. Keep parking area restrictions to a minimum. Barriers and restrictions must be approved in advance by Owner. Do not work with materials subject to being blown during times of high winds. 3. Protect surfaces of freshly coated products from damage or discoloration due to rain, dust or physical damage. 4 4. Protect building from rain or water leakage during course of Work. Do not open joints to extent that openings cannot be protected from inclement weather. Do not leave openings unprotected overnight ACCESS TO PROJECT SITE A. Make necessary arrangements and obtain required permits for temporary access to Project site from public roads. Provide and maintain temporary all-weather access to Project site PROJECT SIGNS A. Provide one 8-0" x 12-0" double-faced sign in location directed by Architect. 1. Face: Minimum 3/4-inch, A-C exterior plywood with 1 x 2 trim and 2 x 4 stiffeners and frame. When set in ground provide minimum 4 x 4 posts set as directed. 2. Paint: Exposed wood, two coats quality house paint. Lay out and letter sign by professional sign painters as directed by Architect. 3. Colors: Maximum three colors, selected by Architect. B. Unless specifically authorized otherwise by Architect and Owner, do not erect other signs or advertising within Project site limits PROJECT OFFICES A. Provide suitable temporary office facilities for conduct of Work. Locate temporary office within Project site limits in location acceptable to Architect. Make Contractor project office space and phone available for use by Architect and Owner. 1. Maintain on File in Temporary Office: Copies of Contract Documents, Supplementary Drawings, Change Proposals, Change Orders and Modifications, correspondence, Shop Drawings, Product Data and Samples, and other records pertinent to Project. 2. Do not use temporary office for storage of tools, materials, construction supplies and equipment. 3. Provide adequate lighting, heating, air conditioning and telephone service FIRE PREVENTION A. Take adequate and reasonable precautions to protect Work against damage by fire and smoke. 1. Provide fire extinguishers in readily accessible locations. 2. Periodically inspect fire extinguishers; remove discharged extinguishers immediately and replace with new or recharged extinguishers. 3. Keep one fire extinguisher in immediate vicinity of welding operations. B. Remove oil-soaked and paint-soaked materials, including paper and rags, from building daily, and more frequently as necessary, to eliminate danger of fire. C. Do not permit workmen to smoke during operations involving combustible adhesives, solvents, mastics, or other fire hazard materials WATCHMEN A. Determine when and provide watchmen necessary for protection of Work on Project site. B. Neither providing watchmen nor failure to provide watchmen relieves Contractor of responsibility in event of injury to person, theft of materials, or damage to property TRAFFIC CONTROL A. 5 B. Maintain flow of traffic on public streets without delaying construction deliveries REMOVAL A. Maintain temporary facilities as long as needed for safe and proper completion of Work. B. Termination and Removal: Unless Architect requests that it be maintained longer, remove each temporary facility when need has ended, or when replaced by authorized use of permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces and replace construction that cannot be satisfactorily repaired. 1. Materials and facilities that constitute temporary facilities are property of Contractor. Owner reserves right to take possession of Project identification signs. 2. At Substantial Completion, clean and renovate permanent facilities used during construction period, including but not necessarily limited to: a. Replace air filters and clean inside of ductwork and housings. b. Replace significantly worn parts and parts that have been subject to unusual operating conditions. c. Replace lamps that are burned out or noticeably dimmed by substantial hours of use.
