1 Innovation & Capability Voucher Scheme (ICV) Frequently Asked Questions Updated 18 th Jan 2016 GENERAL 1. What business capability upgrading areas are supportable under the ICV scheme? How can I use the ICV to improve my business? SMEs can use the voucher to upgrade and strengthen their core business operations through bite-sized Consultancy Projects in the areas of innovation, productivity, human resources and financial management. Apart from Consultancy Projects, the ICV scheme also supports SMEs in the adoption and implementation of simple solutions to improve business efficiency and productivity. SMEs can use the ICV to implement pre-scoped Integrated Solutions, or Productivity Solutions under the supportable cost categories of (i) equipment & hardware and (ii) design & renovation. 2. What are the differences between the ICV and the Capability Development Grant (CDG) from SPRING Singapore? The $5,000 ICV voucher encourages SMEs to upgrade their capabilities through bite-sized Consultancy Projects in these 4 areas: Innovation, Productivity, Human Resources and Financial Management. Apart from Consultancy Projects, the ICV scheme also supports SMEs in the adoption and implementation of simple solutions to improve business efficiency and productivity. SMEs can use the ICV to implement pre-scoped Integrated Solutions, or Productivity Solutions under the supportable cost categories of (i) equipment & hardware and (ii) design & renovation. SMEs who wish to further upgrade their capabilities in any of the areas or do more impactful projects may then tap on the Capability Development Grant (CDG) for support. More information on the CDG is available here. 3. Who can apply for the ICV? Companies which fulfil the SME criteria below are welcome to apply: Physically present and registered in Singapore At least 30% local shareholding Group annual sales of not more than S$100 million, or group employment size of not more than 200 employees 4. Are non-profit organisations, volunteer welfare organisations, charities or communities eligible to apply for the ICV? Non-profit organisations, volunteer welfare organisations, charities or communities are not eligible to apply for the ICV. Page 1 of 10
2 5. Is there a restriction on the number of ICV that I can apply for? Each SME is entitled to a maximum of eight ICVs. For Consultancy, each SME can only apply for a maximum of two vouchers per capability area. There are four capability areas in total Innovation, Productivity, Human Resources and Financial Management. For Productivity Solutions, each SME can apply up to a maximum of two vouchers under the supportable cost categories Integrated Solutions, Design & Renovation, and Equipment & Hardware. Only one voucher may be used for each IS module. 6. Can I utilise more than one voucher at any given time? Each ICV must be utilised and the claim must be approved before a new application can be submitted. 7. Must my company utilise the voucher within a certain time frame? Yes, the duration for each project should not exceed 6 months. If the duration of your Consultancy project will exceed 6 months, please submit an application to extend the duration. There is no extension available for Solutions projects. 8. How do I extend the voucher validity period? You can extend your ICV project by following the steps below: 1) Go to ICV portal 2) Click on Login. 3) Click on Make Amendments 4) Click on Project Extension of Validity. Please note that this will be a one-time extension of 6 months. 5) Click on Change project details. Please note that this will be a one-time amendment. 9. Is the ICV project proposal submitted by my company or by the appointed service provider? The ICV project proposal/quotation should be prepared by the appointed service provider. However, the service provider is not allowed to submit the application or claim on behalf of your company. 10. How long does it take to process the ICV application? Applications will be processed within 6-8 weeks upon submission of all required documentations. 11. How long does it take to process the claims and disbursements? Claims and disbursements will be processed within 6-8 weeks upon submission of all required documentations, including a valid GIRO form. Page 2 of 10
3 12. What happens if my application or claim is rejected? If your application is rejected, the voucher will not be deemed as used. However, if your claim gets rejected or terminated for any reasons, the voucher would be deemed as used and will not be reinstated. 13. Which exchange rates should I use for foreign purchases? If the company has paid via credit card, they should attach the credit card bill with the receipt and we will disburse the credit card amount. If the company paid overseas (e.g. in cash), they should use the converter to convert the amount to SGD and enter into the claims form in ICV Online Portal in SGD. The conversion date used should be the purchase (date on receipt). SMEs should use the currency converter from the following website: Are SMEs eligible to claim for the PIC when they use the ICV for productivity solutions? Similar to other grants, SME can only claim the amount net of grant under the PIC. For instance, if an SME spent $6,000 on equipment under the ICV, $5,000 will be reimbursed to the SME whereas, the remaining $1,000 could be claimed under the PIC if it meets the criteria. 15. Can I claim for a higher amount than the amount that was approved in my application? No. You may only claim up to the amount that was approved in your application. If the amount that you are claiming for is higher than the amount that was approved, you will have to pay for the cost difference. 16. Is the ICV taxable? The taxability of the ICV depends on whether it is a Consultancy Project or Productivity Solution, as well as the nature of the support. If the voucher is used for a Consultancy Project: It will be taxable, except for the following service modules under Innovation: Technology Development Technical Feasibility Study (not taxable) Technology Development Technical Support (not taxable) If the voucher is used for a Productivity Solution: It will not be taxable. 17. What if I need to change the vendor(s)/item(s), can I do that at claim submission? Can I change the appointed service provider for my ICV application? Yes, all SME applicants are eligible for a one-time change in project details/appointed service provider for their ICV application. This is provided that the purpose and scope of the revised item(s)/solution(s) is the same as the ones that were approved. 18. How do I change the appointed service provider for my ICV application? You can change the appointed service provider for your ICV application by following the steps below: Page 3 of 10
4 1) Go to ICV Portal 2) Click on Login. 3) Click on Make Amendments 4) Click on Change of Project Details 5) Click on the box and select the updated appointed service provider 6) Enter the reasons for the change in the textbox provided CONSULTANCY PROJECTS 19. Should my company sign off the ICV project proposal? Yes, it is required that the sole-proprietor/ partner/ company director from your company as well as the lead consultant from your appointed service provider sign on the ICV project proposal. Please indicate the full names of both parties as well as the respective designations as reflected in the company s ACRA business profile. Thereafter, please scan the signed ICV project proposal and attach it in the online application. SOLUTIONS PROJECTS 20. Which are the available Integrated Solutions (IS) that I can apply for? Where can I find more information on the new Integrated Solutions (IS) introduced in 2015? There are 30 IS available under the ICV scheme. Details of the 30 IS, such as supportable components and recommended Integrated Solution Providers (ISPs), can be found on SPRING s website here (under Productivity Solutions tab). 21. Can SMEs engage solution providers that are not listed on SPRING s website to deploy Integrated Solutions (IS) under the ICV scheme? With effect from 1 November 2015, SMEs need to choose from a list of pre-qualified ISPs for the corresponding Integrated Solution in order to apply from the list of 30 Integrated Solutions. 22. How can a solution provider be listed as a registered Integrated Solution Provider (ISP)? SPRING will be pre-qualifying and registering more ISPs for ICV Integrated Solutions (IS) via Callfor-Collaborations (CFCs), subject to market demand. These CFCs will be announced on SPRING s website. Interested solution providers may also register their interest for the next CFC at Must my company s application under the Productivity Solutions/Integrated Solutions (IS) voucher be tagged to a certain expected outcome for my company? Yes, for each application, SMEs will be required to describe how the solutions or items to be purchased will be able to help achieve at least one of the following outcomes: Increase in sales through innovation Improvement of productivity 24. Can I use the Productivity Solutions/Integrated Solutions (IS) voucher to fund my company s operational cost? Page 4 of 10
5 No, operating costs such as salary, rental, utilities cost, raw materials costs, mandatory government licensing and permit cost and accounting/audit/ legal fees are not supportable. 25. Must my company utilise the Productivity Solutions/Integrated Solutions (IS) voucher within a certain time frame? Yes. The duration for each project should not exceed 6 months, strictly no extension. 26. Can I use the voucher under Productivity Solutions/Integrated Solutions (IS) to pay for GST, other taxes and other costs such as delivery, handling and insurance costs? No. GST, other taxes and other costs such as delivery, handling and insurance costs are not supported. 27. Can my company combine different Productivity Solution cost categories (e.g. Equipment & Hardware and Design & Renovation) under a single voucher? Must all the items be under the same solutions provider? Yes, your company may combine different cost categories under a single voucher. The solutions and items may be purchased from different solutions providers. 28. What are the required information/documentation for my company s application? The following information/documentation is required during application submission: All Applications Required Documentation ACRA Business Profile dated within 6 months from the date of ICV application Quotation of the listed solution(s) with detailed breakdown of each item and cost component Service Provider Quantity Item Cost Functional specifications on the features of the solution / system Categories Additional Documentation Design & Renovation / Product Display & Store Layout (PDSL) Clear pictures of pre-renovation premises 29. What is the required information/documentation when my company is submitting claims for the purchased items/solutions? The following information/documentation is required during claim submission: Page 5 of 10
6 All Claims Required Documentation Invoice with invoice date & invoice number Service Provider Quantity Item Cost Mode of payment Official receipt with receipt date, receipt number with service provider company chop/ Copy of cheque and bank statement (for cheque payment with no official receipt) / Credit card statement (for credit card payment with no official receipt) Categories 1. Additional Documentation Design & Renovation / Product Display & Store Layout Clear pictures of renovated premises label clearly before and after pictures of the same area to show the improvement 30. I have applied for the ICV voucher for Productivity Solutions/Integrated Solutions (IS) but it is pending approval. Can I make payment for the solution(s) applied now? Can I pay a deposit to the vendor for the solutions that I have applied, even though they have not yet been approved? Yes, with effect from 12 September 2014, you may make payment for the solution after the application has been submitted even if the application has not been approved yet. Please note that should the application be rejected and payment has already been made, the applicant will have to bear the full costs of the applied solution(s). This applies to both new applications and claims with effect from 12 September Payment made before the application was submitted will not be supported as this is considered a retrospective application. 31. Can I submit my claims even though I have only made partial payments to the solution provider on the approved Productivity Solutions/Integrated Solutions (IS)? No. Applicants should make full payment to the solution provider on the approved Productivity Solutions/IS before the claims are submitted. 32. Can I apply for the same item(s)/service(s) as my first Productivity Solutions/Integrated Solutions (IS) voucher in my second voucher? No. The solution(s) applied in your second voucher must be different from your first approved voucher. For example, if you have applied for Software A in your first voucher and would like to apply for training support to train your employees to use Software A in your second voucher, this is not supportable. 7 Each voucher only supports the full deployment of a particular solution. This means that referring to the above scenario, should both Software A and training for Software A are required, both these items must be applied within the same voucher. 33. How is the payment made to my company after the claims are submitted? The funds will be reimbursed to your company via GIRO to your designated corporate bank account. 34. My company currently does not have a bank account. Can a cheque be issued instead? No. Reimbursement to SME is strictly by GIRO only. 35. Can I use my personal bank account for claims purposes? No. The SME is required to provide details on the corporate bank account in the GIRO form during claims submission. Reimbursement will only be made to the SME s corporate bank account. 36. There is a change of company bank account details. What should I do? Please submit a new GIRO form with the updated company bank account details, duly signed by the authorised personnel from the SME and endorsed by the bank. Must my company hold the claimed equipment/hardware for a certain period of time? The SME is required to hold the claimed equipment/hardware for its intended use for a period of at least 1 year. ICV PORTAL 38. I have forgotten my ICV Portal login password. How do I reset my password? To reset your password, please click the Forgot Password? on the ICV Portal login page ( enter your application ID or User Name, and a new password will be sent to your that was registered with us. 39. I have already clicked on Forgot Password in ICV Portal, but I did not receive any . What should I do? The new password will be sent to the of the primary contact person that is registered in the submitted application. Please also check the junk/spam folder of your mailbox as the password notification could have been routed there by your server. If you are still unable to retrieve the , please contact SME Infoline at (65) or to smeinfoline@spring.gov.sg for further assistance. Page 7 of 10
8 40. I am unable to change my password as the ICV Portal indicated that my Application ID and password do not match. What should I do? Please contact SME Infoline at (65) or to smeinfoline@spring.gov.sg for further assistance. 41. My account has been locked. What should I do? There could be 2 reasons why your account has been locked: 1) The claim process for your claims submission has been completed. No further action is required from the applicant in the ICV Portal. 2) You have entered the wrong password multiple times. Please contact SME Infoline at (65) or to smeinfoline@spring.gov.sg for further assistance. 42. How do I find out on the status of my ICV application? You can find out about the status of your ICV application by following the steps below: 1) Go to ICV Portal 2) Click on Login 3) Log on with your Application ID and Password 4) Click on Application/Claim Status 43. How do I find out what is my ICV Application ID? Once your ICV application has been approved, you should receive an auto-generated notification which contains the ICV Application ID and this will be sent to the of the primary contact person that is registered in the submitted application. Please contact SME Infoline at (65) or to smeinfoline@spring.gov.sg for further assistance. 44. I have entered the information incorrectly in my ICV application. What should I do? Please the correct details to smeinfoline@spring.gov.sg with the reason(s) for requesting the change. We will proceed to update the changes and respond to you with an My company UEN was rejected when I tried to apply for the ICV online, what should I do? Please a copy of your company s ACRA business profile to the ICV team at smeinfoline@spring.gov.sg and the ICV team will verify your company s UEN. You will receive an notification from us once the verification process is complete. 46. I am unable to submit a new application because the ICV Portal indicated that my previous application has lapsed. What should I do? Please to smeinfoline@spring.gov.sg stating the reason(s) for the lapse of ICV application and we will respond to you shortly. 47. How can I withdraw/terminate my ICV application? Please to smeinfoline@spring.gov.sg to request for withdrawal of your application and stating the reason(s) for the request. Your request will be processed within 5 working days. An notification will be sent to the primary contact person once your request has been processed. Page 8 of 10
9 48. How can I endorse my company s ICV project report in the ICV Portal? You can endorse your company s ICV project report in the ICV system by following the steps below: 1) Go to ICV Portal 2) Click on Login 3) Log on with your Application ID and Password 4) Click on Endorse Report 5) Click on View icon 6) Scroll down the final report (redemption form) submitted by your appointed service provider 7) Fill up the feedback and declaration portion accordingly, under Section C ICV RECIPIENT'S FEEDBACK & DECLARATION 8) Click on the Endorsed button 9) Click on the Ok button to confirm the endorsement 49. How can I check the endorsement status of my ICV project? You can check the endorsement status of your ICV project by following the steps below: 1) Go to ICV Portal 2) Click on Login 3) Log on with your Application ID and Password 4) Click on the link to view the endorsement status ICV REFINEMENTS 50. What are the refinements to ICV? With effect from 1 November 2015, Technical Solutions & Training will no longer be supported and SMEs are encouraged to apply for Integrated Solutions, which are bundled solutions to help SMEs improve productivity. Furthermore, in order for SMEs to apply from the list of 30 Integrated Solutions, SMEs need to choose from a list of pre-qualified ISPs for the corresponding Integrated Solution. 51. What are some examples of non-supportable items? Please refer to the updated list of non-supportable items* under each of the categories below: Equipment & Hardware Standalone electrical & electronic appliances, such as the following, will not be supported under the ICV scheme: Personal Computers Desktop Computers Tablets Hand-phones/Telephones Cameras Radios Television sets CCTVs Page 9 of 10
10 Lightings Refrigerators Air-conditioners Printers/Copiers/Fax machines Computer or photography peripherals such as monitor, mouse, charger, modem, router etc. Design & Renovation The following standalone design & renovation items will not be supported under the ICV scheme: Lighting Wiring Plumbing Flooring Air-conditioning Painting Operating Costs The following operating costs will not be supported under the ICV scheme: Rental Salary Utilities cost Raw materials cost Government licensing and permit cost Accounting/audit/legal fees Set-up costs for new businesses e.g. Renovation for new outlets/purchase of operating items and etc. Essential business costs i.e. Costs required to be incurred so that basic operations of the company can be carried out Replacement cost due to damages, wear and tear and etc. *The items in the lists above are non-exhaustive. 52. It is stated that essential business costs are not supported. What are essential business costs? Essential business costs are costs required to be incurred so that the company s basic operations can be carried out. Some examples are laptops, desktops, mobile phones, tables, chairs, stationery and etc. 53. I submitted my application before 1 November 2015 and the status of my application in the ICV Portal is submitted / pending. Will my application be affected by the refinements? If your application was submitted before 1 November 2015, it will not be affected by the refinements. Evaluation of your application will still be governed by the supportable cost categories prior to the refinements. Page 10 of 10
