4 PICO Home Page When accessed, the Portal displays the PICO Home Page, which is in Spanish by default; to change the interface language, click the button. The PICO Home Page provides a brief description of the Merchant Integrated Portal and its available services, and offers the means to log in, to register a new user and to recover the user name or password. 5 New User New users must register before accessing PICO; existing user accounts from the Treasury or IVU-Lotto are not valid in this system. To register, click Create User in the Home Page: The page with the User General Information form will be displayed. All fields marked by a red asterisk are required to create the account; if you are not ready to proceed, click Cancel to try it later. Page 5
6 Create User steps Enter a user name to identify you in the system (it must be at least 6 characters long) Write a valid address Create a password following the indications given in the page (it requires a minimum of 8 characters, and contain at least a capital letter and a number) Choose a security question and write the answer Enter the characters of the security code. Memorize your data, then click Create User New User General Information page: You will receive a warning message if mistakes or missing fields are detected; make the necessary corrections and try the Create User process again. If the entered data is sufficient and acceptable, PICO will send a message to the user s and will display a page with the Merchant General Information form. Page 6
7 Sample welcome message: Merchant s General Information page: Complete the form, filling at least the fields marked by a red asterisk. If it applies to you, enter your Specialist or Representative Number. Page 7
8 Fill out the General Information form and click Update: If the entered data is sufficient and acceptable, the changes successfully saved message is displayed. Click Ok to continue. Once the user profile is successfully completed, the Main Menu will be displayed, providing access to the Business Module and to the User Profile Maintenance function: Page 8
9 User log in To log in to the Portal, enter your user name, your password and the characters of the security code and then click Login: If the data is correct, the Main Menu page will be displayed. If there are any errors, a warning message will be displayed; you may then retry the log in procedure. If you forgot your user name or your password, follow the procedures explained below to recover these values. Page 9
10 User name recovery To recover your user name, click the corresponding link in the Home Page: The form in the left frame will change to allow the entry of your address and your security question. Fill out the required fields and click Recover: If the address, the security question and the answer correspond to a valid user, PICO will display a message indicating that an message has been sent with your user name: Sample user name recovery message: Page 10
11 Password recovery To recover your password, click the corresponding link in the Home Page: The form in the left frame will change to allow the entry of your address and your user name; click the Secret question (it will become disabled) and write the answer; finally, click Recover: If the address, the user name and the secret question answer are all right, PICO will display a message indicating that an message has been sent with your password: Sample password recovery message: Page 11
12 User Profile maintenance The personal information entered when creating the user account may be modified as needed, to correct a mistake or to update a field that has changed afterward. The maintenance function also provides for periodical change of the user password, as recommended for security reasons. To correct or update profile data, click Update My Personal Information under My Profile, in the Main Menu page: The User Profile page will be displayed in the General Information tab, in which you can modify your name, address, phone numbers and Specialist or Representative Number: Page 12
13 For example, if you have to change the phone numbers, enter the new numbers and click Update: If the data is accepted, the changes successfully saved message will be displayed; click Ok to continue. Changing the password To change your password at any time, access your Personal Information and click the Change Password tab in the Profile page. The Change Password form will be displayed: Page 13
14 Enter your current password, create a new one, observing the password minimum requirements, and click Update: If the new password is accepted, PICO will display a password successfully changed message. Business Information Click Associate a Merchant Number as an Administrator to specify the merchant s business identification data: A page with the Associate Business form will display: Page 14
15 Fill out the form and click Add: If the data is correct, the Add Business Information page will be displayed: Click Continue to complete the function. Page 15
16 The Business information page will then be displayed: This page may be accessed again clicking the View Registered Businesses option that will be available under the Business Module after registering the first business: Page 16
17 Access to a Business Location page To Access a business location information, click the View Details button business location s line: at the end of the desired The business location information page will be displayed, showing the location s General Information. The Location page also includes an Address tab and the list of users. Page 17

19 How to request access to User Profile of other Merchants To request user Access to a merchant, you must register first as a PICO user. Log in with your user account to the Portal and click Request Access to User Profile of Other Merchants: The Request Access to a Registered Merchant page will be displayed: Enter the merchant s Employer Identification Number (EIN), his/her Registry Number, type the characters of the security code and click Request Access: Page 19
20 Your access request is notified to the merchant and will appear as pending until approved or rejected: Managing an Access Request to your business When the Business Administrator logs in to PICO, an Access Request message is displayed on the screen: The Administrator may accept and assign a security level to the applicant, postpone the decision or reject it, clicking the corresponding button. If the Administrator decides to accept the request clicking Assign Security Level. The security assignment page for the applicant will be displayed: Check the boxes corresponding to the access levels that should be granted, or the Check All box to grant access to all functions in the group. After selecting the access levels, click Update. Page 20
21 The applicant will be listed as a new user in the business page and will have all the access levels granted. If the user s permissions have to be modified later, the Administrator will follow the procedure described below, in the section titled Access Level Changes. Access Level Changes To change a user s Security settings for a business location, the Administrator will click the Edit button for the desired user in the business page: Page 21
22 The user s Security setting for the selected business will be displayed: To change the user s Security Levels, mark the pertinent boxes. To apply the changes, click Update: Import Declaration To submit an Import Declaration of Use click that option in the Imports Module section of the Main Menu: Page 22
23 If the merchant has more than one businesses, the Select Business page will be displayed: Choose the desired business clicking its Select button: When a business is selected (or if there is only one), the Declarations of Imports for Use page for the business will be displayed: This page lists all the pending bills of lading and allows the entry of manual bills. 24 New Declaration of Imports for Use To create a new Declaration for the selected business, click File a New Declaration: The first Import Declaration Process page for the selected business will be displayed: Step 1: Bill of Lading The Pending Bills of Lading allows to search and select the bills of lading for the Declaration. To look for a bill by Introduction Date, enter the desired date (or select it using the calendar icon) and click on the form to obtain the list of bills with that date: Page 24
25 To look for a bill by BL Number, enter the number and click on the form. If there is a bill with the given number, it will be displayed in the list: To look for bills by Carrier, select the desired carrier from the list provided and click on the form. All the bills pertaining to the given carrier will be listed: To clear the Date or BL No. to search again, click the box: You may also combine Date and Carrier to pinpoint specific bills more accurately. When a bill of lading wanted for the Import Declaration is found, select it clicking the plus button located at the beginning of its line: Page 25
26 The selected bill will be moved from the Pending Bills of Lading list to the Selected Bills of Lading list: You can continue selecting more bills for the Declaration, taking into account that all of them must be for the same introduction date, carrier, carrier type, trip and vessel. Note: If you select an incorrect bill of lading by mistake, you can easily remove it from the List of Selected Bills clicking the trash can button located at the beginning of its line. The bill will then be removed from the list of Selected Bills of Lading and will be again available in the list of Pending Bills of Lading. Page 26
27 When all the bills of lading needed for the Import Declaration have been selected, you may continue the process clicking the Next step: Declaration Form button: Manual entry of Bills of Lading To manually enter aerial, ferry, electronic means or free zone bills of lading not included in the list of Available Bills of Lading, you will contact the shipper. Note: A manual bill of lading cannot be entered. If it is not there or is not yours, you must contact the shipper. Step 2: Declaration form The second step displays the Import Declaration form. The form contains three sections: a General Information area, the list of Bills of Lading, and the Imports of Use form. The General Information shows the Merchant name and the import period. Page 27
28 The Bills of Lading list all the bills selected in the previous step: The list of Bills of Lading shows the first page of the list of available bills of lading. Since the number of bills may require multiple pages, you may use the provided controls to advance to the next page or go back to the previous one; in adition you may change the number of bills per page, from the default (5 bills per page) to another of the values provided by the control:. Bonded Warehouse There is a Bonded Warehouse checkbox below the list of Bills of Lading. The box should be checked if all or part of the merchandise is consigned to a bonded warehouse. The form s Imports of Use section allows for the entry of the Imports of Use monetary values and the calculation of the amount to be paid. Page 28
29 Imports of Use section: Note: Fields that do not appear grayed out must be filled, even if the amount is $0.00. If any mandatory entry is invalid or missing, an error indicator will be displayed next to the field: The invalid or missing data must be corrected or completed in order to be able to continue the process. Page 29
30 When all the mandatory fields have been filled out and are valid, the system will calculate the exemptions total, the amount subject to taxes, the pending balance and the total amount to be paid. If needed, you may make corrections to your data fields, which would prompt new totals to be calculated. When the declaration is correct, you may continue clicking the Next step: Fiscal Evidence button: Note: in this step you may also Save the Declaration to complete it later or Go Back to the previous step to make any necessary corrections to the selection of bills of lading for the import declaration, clicking the << Previous step: Bills of Lading. Page 30
31 Step 3: Fiscal Evidence After completing the Import Declaration, the corresponding fiscal evidence purchase orders, commercial invoices and other additional documentation - must be presented. The documents may be submitted as PDF, JPG, TIFF or PNG files, up to 20 MB each. To load the fiscal evidence documents, click the Add Fiscal Evidence button: The Add Fiscal Evidence dialog window will be displayed: Page 31
32 Write the Supplier name and select the Type of Document from the list of Types offered by that field: Complete the other two fields, Document Number and Document Date, and then click Select The standard Microsoft Windows open file window will be displayed to allow searching and selection of the desired document file. In this example, the file Factura7708.pdf, with the specified Commercial Invoice, is found in the Comerciales directory: Page 32
33 The selected file will be listed in the file box of the Add Evidence window (if the wrong file was selected, the Browse button may be used again to find and select the right document). To start loading the selected file click the Add button: When the file is successfully loaded, the document will be included in the Fiscal Evidence list. The browsing, selection and loading of documents will be repeated to include all the fiscal evidence documents required for each bill of lading in the Imports Declaration. When all the Fiscal Evidences have been successfully loaded, click the Next step: Payment >> button: Note: in this step you may also go back to the preceding step to make any needed correction to previously entered data by clicking the << Previous step: Declaration Form. Page 33
34 Step 4: Payment This page contains the fields needed to process the Imports Declaration Payment using the ACH Debit method; if the merchant is duly bonded it will also include a tab to opt for the ACH Credit method. To use the ACH Debit payment method, the merchant will identify the Bank s Routing Number and the banking account number to be debited for the Total Payment: Routing: Enter your bank s routing number. It is the first number in optical characters that is printed in the bottom of all checks: If you don t have a check at hand, call your bank. It is not a confidential number and should be easily obtained. Page 34
35 Complete the information required to process the payment: Account: Enter the full banking account number to be used for the payment. Type: Indicate if it is a checking or a savings account. Category: Indicate if it is a Personal or a Business account. Agree to Terms and Conditions: Mark this checkbox to signify your agreement. When the Information, Type and Category data fields have been completed, click the Pay with ACH Debit button: Note: in this step, before clicking the Pay button, you may go back to the previous step to make any needed corrections, clicking the << Previous step: Fiscal Evidence button. 36 If the payment data is acceptable, the system will proceed to record the payment of the Imports Declaration. It will send an message to the merchant and will display the Payment Confirmation page. Payment Confirmation page: In addition to the Confirmation and Payment information, the page offers buttons to print a hardcopy of the page, to generate the Pick-Up Authorization and to download the Declaration form. Printing the Payment Confirmation To obtain a hard copy of the electronic payment confirmation page click the Print Confirmation button, located in the left upper corner of the window: Page 36
37 The printed document will contain the exact same data as displayed on the Electronic Payment Confirmation page: Note: If there are any problems with the printing of the document, you may retry the operation. The Print button will not be deactivated upon printing. Page 37
38 Generating the Pick-Up Authorization To obtain the Pick-Up document, click the Generate Pick-Up Authorization in the Payment Confirmation page: The pdf file with the Pick-Up Authorization for the merchandise in the Import Declaration will be ready for printing or exporting in a new window: Page 38
39 Downloading the Declaration To obtain the Declaration document, click the Download Declaration in the Payment Confirmation page: The pdf file with the Declaration of Imports for Use will be ready for printing (or saving) in a new window: Page 39

41 Supplementary Declaration To submit a Supplementary Declaration click the Declarations of Imports for Use option in the Imports Module section of the Main Menu: The Select Business page will be displayed: After selecting the desired business by clicking on its Select icon, the Declarations of Imports for Use page will be displayed; click then the File a Supplementary Declaration button: Page 41
42 The initial Supplementary Declaration page will be displayed: Select the period for which you are preparing the declaration from the values provided by the Select Period field: After selecting the declaration period, click the File button: On clicking the File button, the Supplementary Declaration form for the selected business and the given period will be displayed. 43 Supplementary Declaration form: The first part of the form, General Information, contains the name of the business and the period. In addition, it has a section for Bonded Warehouses: Note: Fields that do not appear grayed out must be filled, even if the amount is $0.00. If any mandatory entry is invalid or missing, an error indicator will be displayed next to the field. The invalid or missing data must be corrected or completed in order to be able to continue the process. Page 43

46 Accessing Import Declarations of Use To access the merchant s Import Declarations, click the Declarations of Imports for Use under the Imports module of the Main Menu: The Declarations of Imports for Use page will be displayed, listing the merchant s import declarations for the current period. If there is more than one commerce, there will be an opportunity to select many business before this screen, if not, this screen appears immediately: If there is a large number of declarations for the given period, the list will contain scroll bars to allow access to all the declarations. 47 Declarations Look Up The user may narrow the search for a given declaration specifying the status and/or period. To look up declarations with a given status, select the desired status from the list of values offered by the field: You may also select the Period from the list (the current month is the default value): The list will contain the declarations with the given status in the given period: In Progress Declarations Declarations that have been started but not yet paid will have a status of in progress. The user may edit the declaration to continue its processing, add or view its fiscal evidence, and delete the declaration. Paid Declarations Paid declarations may be amended, fiscal evidence may be added or viewed, and both the Import Declaration and the Authorization may be downloaded to your computer. The procedures for downloading and editing are described below. Page 47
48 Editing a Declaration To edit a declaration that has not been finalized, click the Edit button in the Actions column: The Import Declarations Process window will display the first step for the selected declaration, allowing the user to edit and/or complete that declaration: Viewing the Authorization To access the Pick-Up Authorization, click the corresponding View button: Page 48

Monthly Return Payment If a payment is required, the Monthly Return Payment page will be displayed: The payment process is the same described in this guide to pay the Import Declaration (Fourth step: Payment). 73 Accessing Monthly Returns Returns that have been saved or filed and paid are accessible on the Sales and Use Tax Monthly Returns page. Sample paid, amended, and in progress (unpaid) Sales and Use and Preexisting Contracts and Auctions Tax Monthly Returns: The View icon allows the user to view the return in protected mode (changes cannot be made to it) and the Delete icon allows the user to remove a Return with in progress status. To access a saved Sales and Use or Preexisting Contracts and Auctions Tax Monthly Return, in order to continue its processing, click the Edit icon in the return s Action column: If the merchant has made a partial payment, the button in the Pay column allows making the remaining payment(s). The icon in the View Tax Return column opens a page with the PDF file containing the Sales and Use Tax Monthly Return completed form (the same file obtained with the View Return form button in the Payment Confirmation page). 74 Preexisting Contracts and Auctions Tax Return The Sales and Use Tax Monthly Return option of the Sales and Use Module menu allows the user to create, submit and pay the Preexisting Contracts and Auctions Tax Return: If the merchant has multiple businesses the Select Business page will be displayed: Click the select button of the desired business: After selecting the business, or if the merchant has only one business, the Sales and Use Monthly Tax Returns History page will be displayed. 85 Accessing Monthly Returns Returns that have been saved or filed and paid are accessible on the Sales and Use Tax Monthly Returns page. Sample paid, amended, and in progress (unpaid) Sales and Use and Preexisting Contracts and Auctions Tax Monthly Returns: The View icon allows the user to view the return in protected mode (changes cannot be made to it) and the Delete icon allows the user to remove a Return with in progress status. To access a saved Sales and Use or Preexisting Contracts and Auctions Tax Monthly Return, in order to continue its processing, click the Edit icon in the return s Action column: If the merchant has made a partial payment, the button in the Pay column allows making the remaining payment(s). The icon in the View Tax Return column opens a page with the PDF file containing the Sales and Use Tax Monthly Return completed form (the same file obtained with the View Return form button in the Payment Confirmation page).
