1 Resources for the Statewide Special Task Force Authorizations to Teach or Work with Preschool Children March 9, 2014 Early Childhood Authorizations (pages 1-2) Provides information on the General (page 1) and Special (page 2) teaching credentials that authorize an individual to teach children of preschool age. (page 3) The authorizes an individual to teach preschool children in state funded preschools and work in after school child care centers. The 6 level matrix has been in place since the 1990s. The permits require between 6 semester units (Assistant) to a bachelor s degree with a minimum of 24 semester units in ECE and 6 semester units in administration (Program Director). s Issued to (page 4) Provides information on the number of new s issued.
2 Authorizations that Allow an Individual to Teach Preschoolers EARLY CHILDHOOD S- GENERAL EDUCATION Multiple Subject Early Childhood Specialist Single Subject S Complete Multiple Subject Teacher Prep Program, including TPA Complete Comprehensive Reading Instruction Course Pass Reading Instruction Competence Assessment (RICA) Complete a Commission-approved Induction program Possess a valid California Multiple Subject Complete Commission-approved Early Childhood Specialist Preparation program (Authorizes the holder to develop and coordinate curriculum, develop programs, and deliver staff development including age-appropriate teaching methodologies for child development programs and early childhood education programs in grades three and below which are coordinated by school districts or county offices of education. This credential also authorizes teaching courses in child development in grades K 12 inclusive and in classes organized primarily for adults.) Complete Single Subject Teacher Prep Program, including TPA Complete Comprehensive Reading Instruction Course Complete a Commission-approved Induction program AGE/GRADE OF STUDENTS To teach all subjects in selfcontained classroom or in classes organized primarily for adults. To develop curriculum and programs, deliver staff development for early childhood development To teach the specific subject(s) named on the credential in departmentalized classes or in classes organized primarily for adults 1

Authorization to serve in after school programs can be added to Child Development s. s are available at various levels Assistant (optional), Associate Teacher, Teacher, Child Development Master Teacher, Site Supervisor, and Program Director each with increasing coursework preparation and commensurate authorization or responsibility. The current child development permit structure is based on a career ladder concept; thus one individual could be counted in one or more child development permit categories. Applicants for s apply directly to the Commission and are required to complete specific courses and other requirements. Programs, such as those offered in two- or four-year institutions of higher education, may apply to have a sequence of courses pre-approved by the Commission and may then verify that an applicant has completed the program. This process, known as Verification of Completion (VOC), helps expedite the processing time of applications. Each year, approximately 8,000 s (new) are issued by the Commission on Teacher ing (Commission). Another 4,000 permits are renewed each year. While there was a decrease of about 2,300 (or 24 percent) in new permits, there was an increase (by 30 percent) in the renewals in the past five years. There was a steady decline for all types of new permits, ranging from 33 percent for Associate Teacher permits to 12 percent for Teacher permits. In spite of the decreases, the proportion of the permits stayed fairly steady for Associate permits: 31 percent in and 28 percent in ; Teacher permits: 19 percent in and 22 percent in ; and Site Supervisor permit: 21 percent in and 22 percent in For the following three types of permits Assistant permits, Master Teacher permits, Program Director the proportion stayed very steady at 16 percent, 7 percent, and 6 percent, respectively.
