1 Personnel Requirements for Day Care and Latchkey Employees and Centers MEP Services will track these requirements and work with employees to ensure they are all met. Staff Requirements for Latchkey and Day Care Must be 18 years old A 17 yr old shall qualify as a caregiver if he or she meets 1 of the following: Has satisfactorily completed at least 1 yr of a vocational-occupational child care aide training program approved by the Department of Labor and Economic Growth Has completed 1 yr of apprenticeship in a recognized child care apprenticeship program sponsored by the U.S. Department of Labor Must complete the new hire packet for MEP Services and have all forms on file that are required for school employees including ICHAT for each staff member and prints TB test taken within 1 yr before employment TB test required only once Staff physicals required 6 months before, or 30 days after start of employment Physicals required only once Blood-borne pathogen training: Needs training only once within 6 months for new hires At least 1 caregiver with current infant, child & adult CPR and current first aid training shall be on duty in the center at all times, must keep training current and valid. Caregivers for infants and toddlers must have training that includes information about safe sleep and shaken baby syndrome PRIOR to caring for infants and toddlers. Documentation required to be on file: TB Test Results Proof of Physical Central Registry Check (then letter comes after) Signed child abuse and neglect statement CPR and first aid training certification (only Prog. Dir and Lead Caregivers, other staff as needed) All training documents Blood-borne pathogen
2 12 clock hours, yearly (see details under Ongoing Training) Safe sleep and shaken baby syndrome for infant/toddler caregivers only Ongoing Training 12 clock hours of annual training required for all care giving staff. If an employee begins work mid-year they will be required to complete 1 hour training per month. A Childcare sub does not have to complete hours of training, however, they must still complete all other requirements. Current employees cannot start working a new school year unless this requirement has been met for the previous year. Training topics must include: Child Development Curriculum Child Discipline Health, Safety, Nutrition Working with Parents Licensing Rules Annual training hours may include: In-service trainings (staff meetings) Sessions offered by community groups, faith-based organizations, provider associations Workshops, courses offered by local or intermediate school districts and colleges Trainings, seminars, conferences offered by ECE organizations On-line trainings (must be facilitated and validated) Additional Requirements for Program Directors of Latchkey and Day Care (MEP Services must be aware of who the designated Program Director is for each child care and latchkey center) Must be 21 years of age Have earned a high school diploma or GED Current CPR & first aid certification
3 Be present full time for programs operating less than 6 hours; 50% of the time for full day programs 2 semester hours or 3 CEU s in child care administration The center shall ensure that the qualifications of the day care program director meet 1 of the following: Education Sem. Hours in ECE Experience Bachelor s degree or higher in ECE or child development BA/BS or higher in a childrelated field 18 semester hours 480 hours Associate s degree in ECE or 18 semester hours 480 hours child development Montessori Credential 18 semester hours 960 hours CDA Credential 18 semester hours 960 hours 60 Semester hours 18 semester hours 1920 hours *480 hrs = 3 months full time experience The center shall ensure that the qualifications of the latchkey program director meet 1 of the following: Education Bachelor s degree or higher in a child related field Associate s degree in ECE or child development Sem. Hours in a childrelated field Experience 480 hours Montessori Credential 12 semester hours 480 hours Michigan school-aged credential 12 semester hours 480 hours with Child Development associate 12 semester hours 480 hours credential with 60 Semester hours 12 semester hours 720 hours High school diploma/ged with 6 semester hours 2880 hours
4 *480 hrs = 3 months full time experience A latchkey program director with a bachelor s degree or an associate s degree with 480 hrs experience OR having 5 years experience as a program director before June 4 th 2008 (effective date of these rules) shall be exempt from the requirements of this rule. Additional Requirements for Lead Caregivers (Lead Caregiver only applies to groups of children who are less than school-age) Must be at least 19 years old Have a high school diploma/ged Have current Infant, Child and Adult CPR and first aid Infant/toddler lead caregivers must have 3 semester hours or 4.5 CEU s in infant/toddler development and care practices The center shall ensure that the qualifications of the lead caregiver meet 1 of the following: Education Sem. Hours in ECE Experience BA/BS or higher in a childrelated field Associate s degree in ECE or child development CDA/Montessori Credential 480 hours High School/GED 12 semester hours 960 hours High School/GED 180 clock hours (12 semester hours and/or 18 CEUs) 1920 hours High School/GED 90 clock hours (6 semester hours and/or 9 CEUs) 3840 hours *To convert semester hours & CEU s: 1 sem. Hr = 15 clock hrs of training, 1C CEU = 10 clock hrs of training Approved hours of experience must be verifiable Volunteer Requirements for Day Care and Latchkey Must provide documentation before unsupervised contact with children:
5 From DHS that the person has not been named as a perpetrator of child abuse/neglect That the person has not been convicted of child abuse/neglect, or a felony involving harm or threatened harm within the past 10 years Each child care center shall establish and maintain a written policy regarding supervision of volunteers, including volunteers who are parents of a child in care Volunteers who have contact with children for at least 4 hours per week and for more than 2 consecutive weeks must have documentation of a physical evaluation (less than 6 months old) and a negative TB test (less than 1 yr old) Ratio Requirements for Day Care and Latchkey For infants and toddlers A minimum of 2 staff members, 1 of whom is a caregiver, shall be present at all times when at least 3 children between the ages of birth and 3 years of age are present. The ratio of caregivers to children present at all times shall be based on the following provisions: For children ages 3-4 For infants and young toddlers, 0-29 months, there shall be 1 caregiver for 4 children or each fraction of 4. For older toddlers, months, there shall be 1 caregiver for 8 children or each fraction of 8. If there are children of mixed ages in the same room, then the ratio shall be determined by the age of the youngest child. The ratio of caregivers to children present at all times shall be based upon all of the following provisions: For children 3 years of age, there shall be 1 caregiver for 10 children or each fraction of 10, including children who are related to the staff For children 4 years of age, there shall be 1 caregiver for 12 children or each fraction of 12, including children who are related to the staff
6 If there are children of mixed ages in the same room or in a well-defined space, then the ratio shall be determined by the age of the youngest child, unless each group of children is clearly separated and the appropriate child/staff ratios for each age group are maintained. For school-age children (Children attending Kindergarten or a higher grade) The ratio of caregivers to school-age children present at all times shall be based upon all of the following provisions: For children school-age up to 12 years of age, there shall be 1 caregiver to 18 children or a fraction thereof. For children from years of age, there shall be 1 caregiver for 25 children or a fraction thereof. ** These ratios include children who are related to the staff. Programs funded by GSRP Funds Teachers: For programs managed directly by an intermediate district, a valid teaching certificate and an early childhood (ZA or ZS) endorsement are required. This provision does not apply to an intermediate district or competitive program that subcontracts with an eligible child development program. In that situation, a teacher must have a valid Michigan teaching certificate with an early childhood (ZA or ZS) endorsement, a valid Michigan elementary teaching certificate with a child development associate credential, or a bachelor's degree in child development with specialization in preschool teaching.
