9 Webinar Purpose TOM TORLAKSON State Superintendent of Public Instruction The goal is to provide an overview of the $15 million in Transitional Kindergarten Teacher Stipends from the state and local perspective and successfully coordinate the implementation of this new funding. 9

10 Who are the Local Planning Councils (LPCs)? TOM TORLAKSON State Superintendent of Public Instruction Local Planning Councils are located in all 58 counties Established in 1991 Legislatively directed to implement these TK stipends based on 15 years of successful implementation of an early education staff retention initiative known as AB 212: Education Code (f) 10

11 LPCs TOM TORLAKSON State Superintendent of Public Instruction Mission: Plan for early education and development (EED) services based on the needs of families in the county Serve as a forum to address the early education needs of all families in the county for all types of EED services, both subsidized and non-subsidized child care Formal appointing entities: County Superintendent of Schools and County Board of Supervisors Composed of: 20% Child Care Consumers, 20% Child Care Providers, 20% Public Agency Representatives, 20% Community Representatives, and 20% Discretionary members 11

12 LPC Responsibilities TOM TORLAKSON State Superintendent of Public Instruction Conduct an assessment of child care needs in the county no less than once every five years Prepare local comprehensive countywide child care plans designed to mobilize public and private resources to address identified needs Identify local funding priority areas for child care services for General and State Preschool Programs for new state and federal funds Conduct local forums to encourage public input in the development of local priorities Authority: Education Code, Chapter 2.3, Article 1, Section 8499 and Article 2, Sections , and Please all questions to 12

13 LPC Responsibilities TOM TORLAKSON State Superintendent of Public Instruction Foster local partnerships with subsidized and nonsubsidized providers, local and state children and families commissions, county welfare departments, human service agencies, regional developmental centers, workforce investment boards, employers, parent organizations, early start family resource centers, local child care resource and referral programs, Head Start and Early Head Start, and other interested parties Coordinate part-day programs, including state preschool and Head Start, with other child care and development services to provide full-day child care Facilitate voluntary, temporary transfers of local program funding to ensure full utilization of early education contract funds to serve as many eligible children as possible 13

14 LPC Partnering TOM TORLAKSON State Superintendent of Public Instruction LPCs collaborate with their county California First 5 Commissions and other entities to implement early education staff retention initiatives, especially higher education LPCs are great local partners and communication bridge builders LPCs outreaching to a new audience of Transitional Kindergarten teachers to let them know about this new opportunity 14

16 Do TK teachers need to have a teaching TOM TORLAKSON State Superintendent of Public Instruction credential? Yes, in California, TK teachers need to have a teaching credential, just like kindergarten teachers. Credentials that authorize instruction in transitional kindergarten (TK) programs are provided below: General: Kindergarten-Primary (grades K-3) Elementary (grades K-8) Standard: Early Childhood (grades preschool-3) Elementary (grades K-9) 16

17 Do TK teachers need to have a teaching credential? (Cont.) TOM TORLAKSON State Superintendent of Public Instruction Ryan/SB 2042: Multiple Subject (grades preschool, K-12 and adults) Multiple Subject University Intern (grades preschool, K-12 and adults) Multiple Subject District Intern (grades K-8) Specialist Instruction Credential in Early Childhood Education A Multiple Subject General Education Limited Assignment Permit (GELAP), Multiple Subject Short-Term Staff Permit (STSP) or Multiple Subject Provisional Internship Permit (PIP) authorizes the same service as a Multiple Subject Teaching Credential. 18 TOM TORLAKSON State Superintendent of Public Instruction What is the impact of SB 876 on TK Requirements? Pursuant to EC 48000(g), a school district or charter school shall ensure that credentialed teachers who are first assigned to a TK classroom after July 1, 2015, have, by August 1, 2020, one of the following: 1) At least 24 units in early childhood education, or childhood development, or both 2) As determined by the local educational agency (LEA) employing the teacher, professional experience in a classroom setting with preschool age children that is comparable to the 24 units of education described in 1) 3) A child development teacher permit issued by the California Commission on Teacher Credentialing (CTC) 18

19 What is the impact of SB 876 on TK Requirements? (Cont.) TOM TORLAKSON State Superintendent of Public Instruction Any current credentialed teacher who is or was assigned to teach TK, or a combination class of kindergarten and TK, on or before July 1, 2015, is grandfathered in to teach TK without having to meet additional requirements Any credentialed teacher assigned to teach TK, or a combination class of kindergarten and TK, after July 1, 2015, will have until August 1, 2020, to meet the abovementioned education requirements In addition to addressing teacher requirements, EC 48000(f) states: It is the intent of the Legislature that transitional kindergarten curriculum be aligned to the California Preschool Learning Foundations developed by the department. 19

20 TOM TORLAKSON State Superintendent of Public Instruction What specific courses must teachers take in order to meet the 24 unit requirement? Do the courses need to have Early Education or Childhood Development (ECE or CD) prefixes? Also, can the courses be graduate and/or undergraduate units? Any teacher who is assigned to teach TK on or after July 1, 2015, will have until August 1, 2020, to meet the education requirements stated in EC 48000(g). The CDE will not create an approved course list for 24 units in early childhood education, or childhood development, or both. As of the date of last review, any early childhood education or child development graduate or undergraduate units are appropriate. 20

21 TOM TORLAKSON State Superintendent of Public Instruction What specific courses must teachers take in order to meet the 24 unit requirement? Do The courses need to have ECE/CD prefixes? Also, can the courses be graduate and/or undergraduate units? (Cont.) A candidate must have earned a C grade or above in each non-remedial course to be accepted. Non-remedial coursework is applicable toward an associate of arts degree or higher at a regionally accredited institution of higher education primarily related to children ages five years or younger. Individuals needing additional guidance related to these requirements are encouraged to speak to their current or prospective employing school district. LPCs, county offices of education (COE), and the Child Development Training Consortium (CDTC) can be resources regarding what classes are available in your community and online 21

22 TOM TORLAKSON State Superintendent of Public Instruction Who will monitor a teacher s progress to ensure the new TK teacher requirements are being met? How should LEAs document and keep records for teachers assigned to teach TK after July 1, 2015? Will CDE have forms employers need to fill out to certify the teacher's qualifications? LEAs are responsible for ensuring that TK teachers meet statutory requirements (EC ). The LEA of the credentialed teacher will follow the local process for personnel record keeping and will ensure the new TK teacher requirements are being met. The CDE will not provide forms for LEAs to complete regarding the verification of experience and education. EC (a) The governing board of a school district may assign the holder of a credential, other than an emergency permit, to teach any subjects in departmentalized classes in kindergarten, provided that the governing board verifies, prior to making the assignment, that the teacher has adequate knowledge of each subject to be taught and the teacher consents to that assignment. The governing board shall adopt policies and procedures for the purpose of verifying the adequacy of subject knowledge on the part of each of those teachers. 22

23 TOM TORLAKSON State Superintendent of Public Instruction How can I find out more information about the TK professional development stipends appropriated as Item of the Budget Act of 2014 (Provision 7)? For further information regarding TK professional development stipends, please contact your Local Planning Council (LPC) SEC. 13. (a) Of the moneys appropriated in Item of the Budget Act of 2014, the sum of fifteen million dollars ($15,000,000) shall be allocated to the State Department of Education to be used to fund professional development stipends for teachers, to be administered by local planning councils established pursuant to Chapter 2.3 (commencing with Section 8499) of Part 6 of Division 1 of Title 1 of the Ed Code 23

Budget Trailer Bill language: Fund Professional Development Stipends For Teachers, is as follows: The funds shall be allocated as follows: (1) (A) First priority shall be for professional development stipends for transitional kindergarten teachers (B) For purposes of this paragraph, professional development stipends shall include, but shall not be limited to, stipends for credentialed teachers to complete at least 24 units in early childhood education or childhood development, or a combination of both, pursuant to paragraph (1) of subdivision (g) of Section of the Ed Code 24

25 How can I find out more information about the TK PD stipends appropriated in the Budget Act of 2014? (Cont.) TOM TORLAKSON State Superintendent of Public Instruction (2) Second priority shall be for professional development stipends for teachers in the California state preschool program, pursuant to Article 7 (commencing with Section 8235) of Chapter 2 of Part 6 of Division 1 of Title 1 of the Education Code for the costs of credit bearing coursework in early childhood education, child development, or both. 25

26 How can I find out more information about the TK PD stipends appropriated in the Budget Act of 2014? (Cont.) TOM TORLAKSON State Superintendent of Public Instruction (b) For purposes of making the computations required by Section 8 of Article XVI of the California Constitution, the allocations for professional development activities pursuant to this section are General Fund revenues appropriated for school districts, as defined in subdivision (c) of Section of the Education Code, for the fiscal year, and included within the total allocations to school districts and community college districts from General Fund proceeds of taxes appropriated pursuant to Article XIII B, as defined in subdivision (e) of Section of the Education Code, for that fiscal year. 26

34 Application Process The application is available through VCOE Early Childhood Programs Department. The 2015 Summer Cohort application period opens May 11th, closes June 22nd. Enrollment is limited to a maximum of 45 participants.

36 Tuition Reimbursement Eligible ECE/CD courses are reimbursed as follows: $3500 for 18 ECE/CD units; or $583 per 3 units of ECE/CD courses Reimbursement is intended to help cover actual educational, professional development expenses to include 1) tuition; 2) registration costs; 3) supplemental program fees and instructionrelated needs.
