PRIVATELY OPERATED CENTER BASED PROGRAMS B. PUBLICLY FUNDED EARLY CARE AND EDUCATION CENTERS C. FAMILY CHILD CARE A. PRIVATELY OPERATED CENTER BASED PROGRAMS Candidates may meet the California State Department of Social Service Requirements (*) (Title 22) by completing 12 units of Child Development course work. (See Child Development Permit Matrix: Associate Teacher level). The 12 units should include at least one course from each of the following: 1. Child Growth and Development: CHDEV 39/PSY 39 or CHDEV 150 (DSS* 1) 2. Child, Family and Community Relations: CHDEV 30 (DSS* 2) 3. Programs/Curriculum: CHDEV 3, (State Licensing will also accept CHDEV 9, 10, 37 A/B, 43 OR 47 (DSS* 3) Many students are hired provisionally by privately operated child development centers after completion of 6 units of child development with continued enrollment in 2 units per semester until 12 units are obtained. A fully qualified teacher will have 12 units completed and 50 days (at least 3 hours per day) of teaching experience with young children. The student s college transcript is verification of meeting the qualifications for employment in a privately operated child development center or preschool. Students who plan to work with INFANTS AND TODDLERS (children under two years) must have 12 units of child development including: CHDEV 17A, Infant Development Birth to Age Three, (DSS 4). Students who plan to work with CHILDREN AGES 6-12 YEARS IN AFTER SCHOOL OR LATCHKEY PROGRAMS must complete 12 units. Recommended is CHDEV 8A: School Age Child: Child Growth and Development, (DSS 5) OR CHDEV 8B: Programs for School-Age Child Care. Students who wish to qualify as a DIRECTOR or SITE SUPERVISOR of a Child Development Center or Preschool should complete CHDEV 40 A--Administration of Early Childhood Programs-- (DSS 6) in addition to twelve units of Child Development. Also required is teaching experience with young children. Candidates with fewer academic qualifications require more teaching experience as follows: Candidates with 15 units of Child Development = 4 years of teaching experience required Candidates with an A.S. degree in CD/ECE = 2 years of teaching experience required Candidates with a B.A. degree in CD/ECE = 1 year of teaching experience required
2 The Child Development Department recommends that all students complete CHDEV 6 Health, Safety and Nutrition in Early Childhood Education--. The State Department of Social Services has placed into law a requirement that all family child care providers and at least one staff member in child development centers and preschools have completed 15 hours of child health and safety training, including pediatric CPR and first aid. CHDEV 6 fulfills this requirement. B. PUBLICLY FUNDED EARLY CARE AND EDUCATION CENTERS The California Commission on Teacher Credentials issues the Child Development Permit which is required for employment in children s centers and preschools that receive funding from the State of California. Each level of the Child Development Permit Matrix requires specific coursework to be completed with a grade of C or better and work experience in an early care and education program (birth to eight years). Work experience requirements are noted at each level. The applicant files a completed application verifying the following information to the California Commission of Teacher Credentials. Further information on the application process, including sources of funding to pay for the application fee, may be obtained from the Child Development Department. Associate Teacher level: 12 units (Experience: 50 days of 3+ hours per day within 2 years of application) Child Development 150 or 39 Child Development 30 Child Development 3 plus 3 additional units of child development coursework *Teacher level: 40 units (Experience: 175 days of 3+ hours per day within 4 years of application) 24 units of Child Development including Child Development 150 or 39 Child Development 30 Child Development 3 plus 15 additional units of child development courses plus 16 units of general education including one course that meets FCC graduation requirements from each of the following areas: English Math or Science Social Sciences Humanities *Alternative qualifications for teacher level: an AS degree in Child Development which includes supervised field experience. No work experience required. *Master Teacher level: (Experience: 350 days of experience within 4 years) Complete the Teacher level requirements listed above, plus: Child Development 45 plus 6 units of specialized course work in Child Development (see attached list of areas of specialized course work at FCC) *Site Supervisor level: (Experience: 350 days of 3+ hours per day within 4 years, including at least 100 days supervising adults) An AA or AS degree with 24 units in child development, including the core courses, plus: Child Development 40A, Child Development 40 B, Child Development 45 *Alternative qualifications for Master Teacher and Site Supervisor levels: BA degree or higher with 12 units of child development Plus supervised field work experience (Child Development 37A or B; Child Development 17A) Application: Upon completion of the required course work and experience, the candidate may apply for the Child Development Permit by submitting an application, along with college transcript and verification of teaching experience, to the Commission on Teacher Credentials. FAMILY CHILD CARE A family child care provider is an individual who is licensed to care for up to six children in their home. State law requires that the family child care provider has completed 15 hours of child health and safety. This requirement is satisfied by CHDEV 6, Child Health and Safety,. There are currently no additional educational requirements for family child care providers; however, the Child Development Department recommends completion of the 13 unit Family Child Care Certificate Program. 4 Fresno City College Child Development Permit Master Teacher Areas of Specialization In accordance with the guidelines established by the Child Development Permit Matrix for the Master Teacher level, an applicant must have the following: 24 units ECE/CD plus 16 units GE plus 2 units Adult Supervision (CHDEV 45) plus 6 units specialization Fresno City College has created the following suggested areas of specialization - students should consult with Child Development faculty for other possibilities and other coursework that fits within these areas. *Administration is NOT considered a specialization. Five Year Renewal Must complete 15 additional units toward a Teacher Permit. Must meet Teacher requirements within 10 years. NOTE: All unit requirements listed above are semester units. All course work must be completed with a grade of C or better from a regionally accredited college. Spanish translation is available. *One course in each of four general education categories, which are degree applicable: English/Language Arts; Math or Science; Social Sciences; Humanities and/or Fine Arts. **Core courses include child/human growth & development; child/family/community or child and family relations; and programs/curriculum. You must have a minimum of three semester units or four quarter units in each of the core areas. ***Holders of the Administrative Services Credential may serve as a Site Supervisor or Program Director. ****A valid Multiple Subject or a Single Subject in Home Economics. *****Professional growth hours must be completed under the guidance of a Professional Growth Advisor.
