1 Australian TAFE ACCREDITED Playground Course WHY IS THIS COURSE IMPORTANT TO ATTEND? A playground injury that leaves a child permanently disabled is not acceptable. Playground operators, designers, manufacturers, importers, distributors, retailers, consultants and those involved in the aspect of maintenance and certification of equipment must take every possible care to identify and eliminate unacceptable playground risks and reduce hazards. ABOUT THE COURSE The course is with nationally recognised TAFE Academic Credits and endorsed by Parks & Leisure Australia. It is the most comprehensive and highest achievable level of training on playground Standards, design, hazard identification, risk management and assessment methods offered and recognised in Australia. Pre-reading and fifteen hours of training from a nationally recognised playground safety expert and trainer, Lynnel Migas-Hampson will prepare you for the assessment. The course is intended to provide training for individuals interested in becoming competent in playground operation, design, selection, installation, inspection, maintenance, record keeping and the management of play environments giving confidence to examine, design, select and maintain play environments to comply with Standards. The aims and objectives of the training program are to increase the number of competent play environment personnel, protect the user, minimise risk of injury, ensure compliance and maintenance identification and corrections, develop comprehensive management programs and document and forward planning to comply with current Standards. THE STANDARDS, LAW AND OCCUPIERS LIABILITY The Australian Standards for Playgrounds are a national recommendation on minimum requirements for best practice. They are not mandatory for public and private play areas. Playgrounds provided by schools and childcare centres usually have to comply with policies under department of education. Although not mandatory, the Standards may be referred to in court action against providers of play equipment. The playground owner has a DUTY OF CARE to all users and visitors and a reasonable STANDARD OF CARE should be applied to the playground to prevent injury or loss. Potential for an injury to occur is minimised through compliance with the relevant Australian Standards, incorporating best practice and ensuring effective, well-documented design, inspection and maintenance. WHO SHOULD ATTEND? Playground Operators, Supervisory, Technical and Maintenance Personnel, Risk Assessors, Design and Safety Officers, Managers, Landscape Architects and developers, Playground and Softfall Manufacturers; Installers, Auditors, Contract Managers and Owners of Playgrounds in Public and Private Parks, Schools, Child Care and other recreation and leisure Facilities. CAUSES OF PUBLIC PLAYGROUND INJURIES Whilst it is recognised that children will experience minor injuries as they grow and learn, in playgrounds and away from them, the condition or state of repair, including the height of the apparatus and the nature and depth of the playing surface are major risk factors. Standards exist in relation to general safety requirements; installation, inspection, maintenance and operation of playgrounds, surfacing and operation, as well as Standards for specific apparatus, however unless all aspects are addressed simultaneously, risk of preventable injury remains. These nationally accredited and PLA endorsed safety courses are based on the Australian standards and guidelines by which an individual can gain the knowledge and specific competencies necessary to design, inspect, install, maintain, operate and manage play environments. The knowledge and skills that will be acquired in these courses, through independent study, individual field assessment, assignment and exam will develop an experience level necessary to be a competent Playground Operator in accordance with the requirements of Australian and New Zealand Standard AS/NZS :1997. 2 Page 2 Playground Safety Training The aims and objectives of the training course is to increase the number of competent play environment personnel, protect the user, minimise risk of injury, ensure compliance and maintenance identification and corrections, develop comprehensive management programs and documentation and forward planning to comply with Standards AS4685:2014 (EN1176:2008), AS : 2004 & Part 11:2012, AS/NZS4486:1997, AS/NZS4422:1996 including amendments. Participants may also select to be assessed and receive Statement of Attainment to the National Competencies: AHCPGD206A Conduct visual inspection of park facilities AHCPGD305A Conduct operational inspection of park facilities AHCPGD505A Conduct comprehensive inspection of park facilities BSBRES401A Analyse and present research information AHCOHS301A Contribute to OHS processes BSBOHS303B Contribute to WHS hazard identification and risk assessment The three-day course (2-day training and optional third day assessment) will equip participants with the following areas of knowledge and skills: Playground terminology, history and development Playground injuries and issues relating to litigation Working knowledge of the Australian Playground Standards AS4685:2014 (EN1176:2008), AS : 2004 & Part 11:2012, AS/NZS4422:1996 Playground Surfacing, AS/NZS4486:1997 Playground Development, Inspection, Installation, Maintenance and Operation, including amendments and comparison of superseded standards. Development of checklists, guidelines, reporting, procedures and records Recognition of hazards specific and general, with examples Interpreting manufacturer s instructions and compliance to Standards Interpreting owner s and maintainer s responsibilities Knowledge of issues relating to litigation Implementing systems and steps to improved maintenance and inspection Recognition of non-conformity and entrapment testing requirements Risk and asset management plans and inventory reports/systems The testing procedures will be demonstrated in the training sessions and on-site with opportunity for questions and answers relating to any parts of the standards, inspection and assessment. The course consists of comprehensive training sessions; pre-learning training manual, glossary of hazards and non-conformities, site inspections and examples of practical assessments of playgrounds examining maintenance and compliance issues. Participants may select to either attend 2-days Training Sessions only (Attendance Certificate) and/or complete the full registration (3-days) for Accreditation. Full registration consists of a written test (open book), individual playground inspections, practical assessment and assignment. Participants will have the opportunity to achieve Playground Inspector Levels 1-3 as follows; Level Total of combined results Level Playground Inspector Routine 1 Playground Inspector-Operational 2 Playground Inspector-Auditor 3 A Playground Inspector Certificate with level/s competency achieved will be issued by PlayRight. A Statement of Attainment to the listed modules (achieved) will be issued by TAFE. An Attendance Certificate will be issued to participants only completing the 2 day training sessions. The PlayRight Playground Inspector qualifications remain current for up to three years, at which time a reaccreditation must be completed. TAFE qualifications/ attainment is ongoing. 4 Course Information Page 4 How do I register for the course? Places in each course are strictly limited to a maximum of 20 participants and will be allocated on a first registered basis. Please complete the course registration form and to [email protected]. Confirmation, prelearning material and training pack will be sent out prior to the course and after payment has been received. Where are the Training Venues? Training venue is typically through a host organisation in each state and/or as specified on the attached covering letter, and listed on Can I host a course? If you wish to host a course within your organisation and/or on your own premises please contact PlayRight to discuss this opportunity further. Please note: minimum numbers (10) participants apply to on-premise training and will vary according to the training location. PlayRight will advertise the Course to surrounding authorities and organisations. Hosts receive a 15% discount on all registrations. What are the training start and finish times? Course registration at 8.30am, start at 8.45am and concludes at 4.30pm. Are meals, accommodation and travel costs included? Tea and coffee are available upon registration/arrival. Morning, afternoon tea and lunch is all provided. Accommodation and associated travel costs is the responsibility of the participants. Please contact PlayRight for a list of accommodation in close proximity to the nominated training venue. Do you cater for special requirements? Participants with specific requirements such as medical, diets and/or special needs are asked to contact us to discuss this further. Where possible, all necessary arrangements will be made to cater for special needs. What are the on-site transport requirements? Participants registered for Assessment will need to arrange their own transport for 3 playground inspections and practical assessment at designated playgrounds near venue (further details, locations and maps will be provided). Is a Training Manual / Pre-learning Material provided? Pre-reading is required, prior to the course. The training manual that includes the Study and Assessment Guide will be sent to the participants prior to training. Participants are recommended to have a copy of the Australian Standards AS4685:2014 (EN1176:2008), AS : 2004 & Pt 11:2012, AS/NZS4486:1997, AS/NZS4422:1996 including amendments, which will be referred to during training and may be used by the participants in the written test and assignment. This pre-reading is vital to the passing of the certification assessment. What should I wear? The dress code is casual. Remember, training room temperatures vary widely, bring a light jacket. Due to the practical aspects of this course and possible inclement weather appropriate clothing including sunscreen, hat and/or raincoat with secure closed footwear is required. These individuals will undertake to abide by the PlayRight Code of Ethics and are personally responsible for the quality of their work. Inclusion on the PlayRight Inspector s Register does not guarantee the suitability of those included to work in an environment where children may be present.
