Logan Workforce Solutions Pty Ltd is owned by Andrew Logan who acts as the Director of the company and as a trainer and assessor. The RTO has one permanent administration officer and 7 contracted trainers and assessors. The RTO predominantly provides in the workplace training and assessment via enterprise agreements or traineeships to clients in a variety of industries, with their core target industry being horticulture. Logan Workforce Solutions Pty Ltd s primary delivery mode is face to face in the workplace and distance or online training. The core client group currently focused on is existing workers only. Currently Logan Workforce Solutions Pty Ltd has a scope of registration consisting of 28 qualifications. The RTO has had 304 completed certificate and statement of attainment students since initial registration in 2009, and currently has 35 enrolments in Certificate III in Parks And Gardens and 13 enrolments in Certificate IV in Frontline Management. In total there were 48 students enrolled in Logan Workforce Solutions Pty Ltd programs at the time of audit. Logan Workforce Solutions Pty Ltd currently delivers training in the workplace in Victoria, New South Wales, Western Australia and Queensland, and does not have a permanent training venue. Logan Workforce Solutions Pty Ltd undertakes business planning processes which include: business panning, industry consultation and review processes. Logan Workforce Solutions Pty Ltd has been involved in one business partnerships whereby the RTO delivered under the scope of Go TAFE for Horticulture in VIC. AUDIT OUTCOME Audit status as at 27 and 28 February 2013 The organisation has not demonstrated compliance with all compliance requirements reviewed for the audit. The level of non-compliance is considered to be significant when considering the potential for adverse impact on the quality of training and assessment outcomes for students. The audit report describes evidence of non-compliance identified. Each issue referenced must be rectified by the organisation with evidence provided to ASQA within 20 working days of the date of the letter accompanying this audit report to demonstrate corrective actions implemented. SNR 18.1 (CEO Ensure Compliance with the VET Quality Framework) Due to non-compliances identified across other standards the NVR registered training organisation s chief executive has not ensured the NVR registered training organisation complies with all requirements of the VET Quality Framework. SNR 23.1 (Certification) The qualification certificate provided as evidence did not demonstrate that the qualification is identified within the Australian Qualifications Framework using the wording prescribed in Australian Qualifications Framework, Qualifications Issuance Policy The statement of attainment provided as evidence includes wording identifying the units of competency as recognised within the Australian Qualifications Framework which demonstrates the logo is not being used in accordance with the requirements of the Australian Qualifications Framework Conditions of use of the Australian Qualifications Framework logo (3) and Australian Qualifications Framework Second Edition. Rectification requirements evidence of rectification to be submitted within 20 working days SNR 15.2 (Strategies for Training and Assessment) The RTO is required to provide a strategy for training and assessment for all qualifications analysed at audit, which clearly outline: the physical or learning resources required for training and assessment by the applicable training package the structure and methods of assessment that are consistent with the suite of assessment instruments that will be used to assess each of the units of competency identified in each strategy. 8 The RTO is to provide evidence to demonstrate its nominated trainer and assessor, Andrew Logan: has the vocational competency and industry skills and experience directly relating the units of competency to be trained and assessed within the qualifications and CHC51612 Diploma of Employment Services, has maintained his industry skills and experience in relation to each unit of competency to be trained/ assessed within the qualifications and CHC51612 Diploma of Employment Services. Should the RTO determine that Mr Logan will no longer be identified as the nominated trainer and assessor, it is alternately required to provide evidence that it has a trainer and assessor for CHC42012 Certificate IV in Employment Services and, who does meet all the requirements of SNR The RTO is to provide evidence to demonstrate that Jane Henderson, the trainer and assessor for the qualifications, and Hayley Scheithe, the trainer and assessor for the qualifications SIR20212 Certificate II in Retail Services and : have the vocational competency and industry skills and experience directly relating the units of competency to be trained and assessed within the applicable qualifications, have maintained their industry skills and experience in relation to each unit of competency to be trained/ assessed within the applicable qualifications, have undertaken ongoing development of their trainer/assessor competence and VET industry knowledge and skills, if this evidence cannot be provided, the RTO is to provide professional development plans covering the next 12 months to demonstrate how they will continue to develop their professional skills as trainers and assessors and VET industry knowledge.
