AGRÉMENT CERTIFICATION INCLUDES: factors relating to compliance with Building Regulations where applicable factors relating to additional non-regulatory information where applicable independently verified technical specification assessment criteria and technical investigations design considerations installation guidance regular surveillance of production formal three-yearly review. KEY FACTORS ASSESSED Weathertightness the systems will resist the passage of moisture into the building (see section 4). Thermal performance the systems can be used to improve the thermal performance of a roof (see section 5). Properties in relation to fire tests indicate that the systems will enable a roof to be unrestricted under Building Regulations (see section 6). Condensation risk roofs will adequately limit the risk of interstitial and surface condensation (see section 7). Resistance to wind uplift the resistance to wind uplift of the systems is sufficient to resist the effects of any likely wind suction and the effects of thermal or other minor movement likely to occur in practice (see section 8). Resistance to foot traffic the systems will accept the limited foot traffic and loads associated with installation and maintenance of the system without damage (see section 9). Durability under normal service conditions the systems will provide a durable roofing system with a service life of 10, 15, 20 or 25 years dependent on the waterproofing system used (see section 11). The BBA has awarded this Agrément Certificate for Cold Fusion Bonded Built-up Roofing Systems to Liquid Plastics Limited as fit for their intended use provided they are installed, used and maintained as set out in this Agrément Certificate. 2 Regulations In the opinion of the BBA, Cold Fusion Bonded Built-up Roofing Systems, if used in accordance with the provisions of this Certificate, will meet or contribute to meeting the relevant requirements of the following Building Regulations: The Building Regulations 2000 (as amended) (England and Wales) Requirement: B4(2) External fire spread Test data to BS : 2004 indicate that on suitable substructures the use of the systems will enable a roof to be unrestricted under this Requirement. See sections 6.1 to 6.3 of this Certificate. Requirement: C2(b) Resistance to moisture Tests for water resistance on the systems, including joints, indicate that the systems meet this Requirement. See sections 4.1 to 4.3 of this Certificate. Requirement: C2(c) Resistance to moisture The insulation and vapour control layer elements of the systems will contribute to a roof meeting this Requirement. See sections 7.1, 7.3 and 7.4 of this Certificate. Requirement: L1(a)(i) Conservation of fuel and power See sections 5.2 to 5.5 of this Certificate Requirement: Regulation 7 Materials and workmanship The systems are acceptable. See section 11 and the Installation part of this Certificate. The Building (Scotland) Regulations 2004 (as amended) Regulation: 8(1)(2) Fitness and durability of materials and workmanship The use of the systems satisfy the requirements of this Regulation. See sections 10 and 11 and the Installation part of this Certificate. Regulation: 9 Building standards construction Standard: 2.8 Spread from neighbouring buildings Test data to BS : 2004 indicate that the systems when applied to a non-combustible substrate, can be regarded as having low vulnerability under clause (1)(2) of this Standard. See sections 6.1 to 6.3 of this Certificate. Standard: 3.10 Precipitation Tests for water resistance indicate that the use of the systems will enable a roof to satisfy the requirements of this Standard, with reference to clauses (1)(2) and (1)(2). See sections 4.1 to 4.3 of this Certificate. Standard: 3.15 Condensation The insulation and vapour control layer elements of the systems will contribute to a roof satisfying this Standard, with reference to clauses (1), (1), (1), (1) and (1). See sections 7.2 to 7.4 of this Certificate. Standard: 6.1 Carbon dioxide emissions Standard: 6.2 Building insulation envelope See sections 5.2 to 5.5 of this Certificate. The Building Regulations (Northern Ireland) 2000 (as amended) Regulation: B2 Fitness of materials and workmanship The systems are acceptable. See section 11 and the Installation part of this Certificate. Regulation: B3(2) Suitability of certain materials The systems are acceptable. See section 10 of this Certificate. Regulation: C4 Resistance to ground moisture and weather Tests for water resistance of the systems, including joints, indicate that the use of the systems will enable a roof to satisfy the requirements of this Regulation. See sections 4.1 to 4.3 of this Certificate. Regulation: C5 Condensation The vapour control layer element of the systems will contribute to a roof satisfying this Regulation. See sections 7.3 and 7.4 of this Certificate. Regulation: E5 External fire spread Test data to BS : 2004 indicate that on suitable substructures the use of the systems will enable a roof to be unrestricted under the requirements of this Regulation. See sections 6.2 and 6.3 of this Certificate. Regulation: F2(a)(i) Conservation measures The insulation element of the systems will enable a roof to satisfy the Elemental Method of Limiting heat loss. See sections 5.2 to 5.5 of this Certificate. 3 Construction (Design and Management) Regulations 2007 Construction (Design and Management) Regulations (Northern Ireland) 2007 Information in this Certificate may assist the client, CDM co-ordinator, designer and contractors to address their obligations under these Regulations. See sections: 2 Delivery and site handling (2.3) and 13 Precautions (13.1 and 13.2). Non-regulatory Information NHBC Standards 2007 NHBC accepts the use of Cold Fusion Bonded Built-up Roofing Systems, using the Gamma 20 and Delta 25 waterproofing specifications, when installed and used in accordance with this Certificate, as meeting Technical Requirement R3 in relation to NHBC Standards, Chapter 7.1 Flat roofs and balconies. NHBC does not accept Cold Fusion Bonded Built-up Roofing Systems, using Omega 15 and Beta 10 waterproofing specifications with an expected durability of less than 20 years. Zurich Building Guarantee Technical Manual 2007 In the opinion of the BBA, Cold Fusion Bonded Built-up Roofing Systems, using Omega 15, Gamma 20 and Delta 25 waterproofing specifications, when installed and used in accordance with this Certificate, satisfy the requirements of the Zurich Building Guarantee Technical Manual, Section 4 Superstructure, Sub-section Flat roofs. Zurich Building Guarantee does not accept Cold Fusion Bonded Built-up Roofing Systems, using Beta 10 waterproofing specification with an expected durability of less than 15 years. General This Certificate relates to Cold Fusion Bonded Built-up Roofing Systems, comprising adhesive, vapour control layer, insulation, carrier membrane and a one-component, moisture-activated, reinforced, aliphatic polyurethane, liquidapplied roof waterproofing layer. The systems are for use on flat or low-pitched roofs with limited access. Installation is carried out by specialist roofing contractors trained and approved by the Certificate holder. The registered office of the Certificate holder is Sika Ltd, Watchmead, Welwyn Garden City, Hertfordshire AL7 1BQ. Registered in England: Technical Specification 1 Description 1.1 Cold Fusion Bonded Built-up Roofing Systems consist of Decostik Cold Fusion Adhesive, Liquid Plastics Vapour Control Layer, Decotherm insulation, Liquid Plastics Carrier Membrane and one of the Decothane Roof Coating Systems (1). (1) Covered by BBA Certificate No 92/ Decothane Roof Coating Systems are based on Decothane Base Coat and Top Coat which are singlecomponent, liquid-applied, moisture activated, aliphatic polyurethane roof covering membranes. Decothane Base Coat and Top Coat may be spray, roller or brush applied and have the nominal characteristics given in Table 1. Decotherm has nominal characteristics given in Table 2 and is available as flat or tapered board. 1.5 Liquid Plastics Vapour Control Layer is an elastomer-modified bitumen membrane with an aluminium foil central core. 1.6 Decostik Cold Fusion Adhesive is a two-pack, solvent-free, polyurethane adhesive. 1.7 Liquid Plastics Carrier Membrane is an elastomeric-modified bitumen, glass-reinforced membrane for use in providing a suitable surface to enable the Decothane systems to be applied over insulation boards. 1.8 Decotrim roof trims are a range of factory fabricated items for use as ancillary items in conjunction with the systems. The following trims are available: edge trim A edge trim B edge trim C drip trim D internal corner trim external corner trim counter flashing termination bar. 1.9 Quality control checks are carried out on the Decothane Liquid Components during manufacture and on the final product. Quality control checks on the final product include: viscosity specific gravity pigmentation, colour and dispersion cure and drying times. 2 Delivery and site handling 2.1 Decothane Base Coat and Top Coat are delivered to site in 15 litre tins bearing the product s name, batch number and the BBA identification mark incorporating the number of this Certificate. 2.2 The Decothane components and primers should be stored in a dry, shaded area, above freezing point and away from ignition sources. Storage temperatures of between 10 C to 30 C will give the product a shelf-life of 12 months, at higher temperatures the shelf-life will reduce progressively. Once opened, tins should be used within two or three days. 2.3 The Decothane components and primers are all classified under The Chemicals (Hazard Information and Packaging for Supply) Regulations 2002 (CHIP3) and bear the appropriate hazard warning label. The flashpoints and classifications are given in Table Decotherm boards are delivered to site in packs shrink-wrapped in polyethylene. Each pack carries a label bearing the Certificate holder s name and the BBA identification mark incorporating the number of this Certificate. 2.5 The boards must be stored flat, off the ground on a clean, dry, level surface, under cover, out of direct sunlight and not in areas subject to elevated temperatures. 2.6 In elevated temperatures there may be a risk of bowing caused by a thermal gradient across the board. 2.7 The Liquid Plastics Vapour Control Layer and Liquid Plastics Carrier Membrane are delivered to site as rolls in paper wrappings, bearing the product name, Certificate holder s name and the BBA identification mark incorporating the number of this Certificate. 2.8 Rolls should be stored on end on a clean, level surface, away from excessive heat, and kept dry. Design Considerations 3 General 3.1 Cold Fusion Bonded Built-up Roofing Systems are satisfactory for use as liquid-applied waterproofing and bonded insulation systems on flat and sloping roofs with limited access. 3.2 The systems are suitable for use on decks and substrates of concrete, steel, timber, plywood, bituminous membranes and asphalt. 3.3 Limited access roofs are defined for the purposes of this Certificate as those roofs subjected only to pedestrian traffic for maintenance of the roof covering and cleaning of gutters, etc. Where traffic in excess of this is envisaged, special precautions, such as additional protection to the membrane, must be taken, for example: carborundum grit, skid inhibiting finish incorporated into an additional bond coat. 3.4 Flat roofs are defined for the purpose of this Certificate as those roofs having a minimum finished fall of 1:80. Completely flat roofs are defined for the purpose of this Certificate as those roofs having a finished fall of less than 1:80. Pitched roofs are defined as those having falls in excess of 1: When designing flat roofs, twice the minimum finished fall should be assumed unless a detailed analysis of the roof is available, including overall and local deflection, direction of falls, etc. 3.6 Decks to which the product is to be applied must comply with the relevant requirements of BS 6229 : 2003, BS 8217 : 2005 and, where appropriate, NHBC Standards 2007, Chapter 7.1, or the Zurich Building Guarantee Technical Manual 2007, section 4 Superstructure, Sub-section Flat roofs, pages 268 to Weathertightness 4.1 Test data confirm that the systems will adequately resist the passage of moisture to the inside of the building and so meet or comply with the relevant requirements of the national Building Regulations: England and Wales Approved Document C, Requirement C2(b), Section 6 Scotland Mandatory Standard 3.10, clauses (1)(2) and (1)(2) (1) Technical Handbook (Domestic). (2) Technical Handbook (Non-Domestic). Northern Ireland Regulation C The systems are impervious to water and, when used as described, will give a weathertight roofing capable of accepting minor movement without damage (see section 16, Table for Physical properties). 4.3 To achieve a weathertight coating it is essential that the application rate is as quoted in the Certificate holder s literature for the relevant system. 5 Thermal performance 5.1 Calculations of the thermal transmittance (U value) of a specific roof constructions should be carried out in accordance with BS EN ISO 6946 : 1997 and BRE (1) report (BR 443 : 2006) Conventions for U-value calculations, using the declared thermal conductivity ( 90/90 value) of the boards as shown in Table 4. (1) Building Research Establishment. 5.2 The roof system contributes to meeting the requirements of the national Building Regulations. (2) Technical Handbook (Non Domestic). 5.3 Where a proposed roof U value is greater than the notional value specified in section 5.2, additional energy saving measures will be required in the building envelope and/or services to achieve the required overall carbon dioxide emission rate reduction to about 20% in dwellings (18% to 25% in Scotland) and 23% to 28% for buildings other than dwellings. 5.4 Compliance with the guidance referred to in section 5.5 will allow the use of the default psi values from Table 3 of BRE Information Paper IP 1/06 Assessing the effects of thermal bridging at junctions and around openings and Table K1 of The Government s Standard Assessment Procedure for Energy Rating of Dwellings (SAP 2005), in Target Emission Rate calculations to SAP 2005 or the Simplified Building Energy Model (SBEM) (use simplified approach for Scotland). 5.5 The insulation component of the systems can maintain, or contribute to maintaining, continuity of thermal insulation at junctions between roof and other building elements. Guidance in this respect and on limiting heat loss by air infiltration, can be found in: England and Wales Limiting thermal bridging and air leakage : Robust construction details for dwellings and similar buildings TSO 2002 Scotland Accredited Construction Details (Scotland) Northern Ireland Accredited Construction Details (version 1.0). 6 Properties in relation to fire 6.1 When tested in accordance with BS EN : 2005, a system comprising a 6 mm thick calcium silicate board, a layer of Liquid Plastics Vapour Control Layer bonded with Decostik Cold Fushion Adhesive, a 40 mm thick Decotherm insulation board bonded with Decostik, a layer of Liquid Plastics Carrier Membrane bonded with Decostik Cold Fushion Adhesive and the Gamma 20 waterproofing specification achieved a B ROOF(t4) classification. 6.2 When tested in accordance with BS : 2004, a system comprising a 6 mm thick calcium silicate board, a layer of Liquid Plastics Vapour Control Layer bonded with Decostik Cold Fushion Adhesive, a 40 mm thick Decotherm insulation board bonded with Decostik Cold Fushion Adhesive and the Gamma 20 waterproofing specification was deemed to enable the roof to be unrestricted with regard to fire requirements. 6.3 The designation of other specifications, for example when used on combustible substrates, should be confirmed by: England and Wales Test or assessment in accordance with Approved Document B, Appendix A, Clause 1 Scotland Test to conform to Mandatory Standard 2.8, clause (1)(2) (1) Technical Handbook (Domestic). (2) Technical Handbook (Non-Domestic). Northern Ireland Test or assessment by a UKAS accredited laboratory, or an independent consultant with appropriate experience. 7 Condensation risk Surface condensation 7.1 Roofs will adequately limit the risk of surface condensation when the thermal transmittance (U value) does not exceed 0.35 Wm 2 K 1 at any point and the junctions with other elements are designed in accordance with the relevant requirements of Limiting thermal bridging and air leakage : Robust construction details for dwellings and similar buildings, TSO 2002, or BRE Information Paper IP 1/ Roofs will adequately limit the risk of surface condensation when the thermal transmittance (U value) does not exceed 1.2 Wm 2 K 1 at any point and openings and junctions with other elements comply with the. guidance given in Section 8 of BS 5250 : 2002, BRE report (BR 262 : 2002) Thermal insulation: avoiding risks or Mandatory Standard 3.15, clause of the Domestic Handbook. 8 Interstitial condensation 7.3 Roofs will adequately limit the risk of interstitial condensation when they are designed and constructed in accordance with BS 5250 : 2002, Section 8.4 and Appendix D. 7.4 Where an effective seal of the vapour control layer is difficult to ensure, the risk of condensation should be assessed in accordance with BS 6229 : 2003, Appendix. 8 Resistance to wind uplift Data confirm that the adhesion of the systems to the decking is sufficient to resist the effects of wind suction likely to occur in practice. 9 Resistance to foot traffic Tests indicate that the systems can accept, without damage, the limited foot traffic an light concentrated loads associated with installation and maintenance operations. However, reasonable care should be taken to avoid puncture by sharp objects or concentrated loads (see section 16, Table for Physical properties). 10 Maintenance Checks for maintenance should be carried out periodically in line with normal maintenance practice and repairs undertaken as required (see section 15). 11 Durability Accelerated weathering tests confirm that a satisfactory retention of properties is achieved. All available evidence indicates the following life expectancies for the systems: a system incorporating the Decothane Beta 10 Roof Coating System should achieve an initial life expectancy of at least 10 years a system incorporating the Decothane Omega 15 Roof Coating System should achieve an initial life expectancy of at least 15 years a system incorporating the Decothane Gamma 20 Roof Coating System should achieve an initial life expectancy of at least 20 years a system incorporating the Decothane Delta 25 Roof Coating System should achieve an initial life expectancy of at least 25 years. Installation 12 General 12.1 Installation of Cold Fusion Bonded Built-up Roofing Systems must be carried out only by specialist roofing contractors trained and approved by the Certificate holder When carrying out the application of the waterproofing layer the polyurethane component must be at a temperature of, or greater than, 10 C for airless spray applications. All products must be applied when the air and substrate temperatures are greater than 3 C. Special precautions may be necessary when temperatures exceed 35 C, as shown in the Certificate holder s Technical Data sheets Detailing (eg upstands), should be carried out in accordance with the Certificate holder s instructions Adhesion to substrates will depend on the condition and cleanliness of the substrate. Substrates must be visibly dry, sound and free from loose materials of contamination (eg moss, algae). 13 Precautions 13.1 Vapours from the liquid components may cause sensitisation and irritation to the respiratory system, eyes and skin. The system should be used only in areas with sufficient ventilation to prevent the build-up of vapours. Contact with the skin, eyes and clothing must be avoided. The supplier s instructions and the relevant safety regulations for working procedures must be adhered to at all times The liquid components must not be allowed to get into the waste drainage system. Care must also be taken to prevent vapours entering the inside of the building, eg by closing doors, windows. 14 Application 14.1 Part A and Part B of the Decostik Cold Fushion Adhesive are mixed together, prior to application. 10 14.2 The Decostik is applied to the substrate in a snaking pattern on flat substrates or along each crown on profiled metal decks. The Liquid Plastics Vapour Control Layer is unrolled into the wet adhesive with an overlap. Side laps and end laps in the vapour control layer should be sealed using an additional bead of adhesive along the laps Decostik Cold Fushion Adhesive is applied to the vapour control layer in the same manner as to the substrate. The Decotherm insulation boards are embedded in the wet adhesive in a staggered pattern in line with normal roofing practice Decostik Cold Fushion Adhesive is applied to the upper surface of the insulation boards in the same manner as to the substrate. The Liquid Plastics Carrier Membrane is unrolled into the wet adhesive with an overlap. Side laps and end laps in the membrane should be sealed using an additional bead of adhesive along the laps A Decothane Roof Coating System is applied over the carrier membrane at the appropriate rate. For application rates and other details of the Decothane systems (see the appropriate Product Sheet of Certificate No 92/2803). 15 Repair The repair of minor damage to the waterproofing layer can be achieved effectively by clearing back to the unweathered material and re-coating the damaged area with the appropriate application rates for waterproofing system specification used. Technical Investigations 16 Tests Samples of Cold Fusion Bonded Built-up Roofing Systems, Decothane Roof Coating Systems and ancillary products were supplied and prepared by the Certificate holder for the purpose of testing. The results of these tests, which show typical results for the materials, are summarised in Table Investigations 17.1 The manufacturing process was examined, including the methods adopted for quality control, and details were obtained of the quality and composition of the materials used Indicative fire test data and full test data for the other systems and full fire data on the system using the Gamma 20 system were used to make and assessment of the fire performance of the products Infra-red characterisation was carried out on both coating components of the system An examination was made on the performance of the Decotherm insulation boards.
