2 VENDOR ANALYSIS COMMENTARY Each vendor offers an extensive channel selection consisting of basic digital and basic High Definition (HD) TV channels. Each also includes a number of channel option packages in their basic monthly price for which you would normally pay an extra monthly fee which represents a real savings for many members. Charges for your basic monthly cable TV and internet service will be included in your quarterly common area fee. Your current basic monthly cost for ONLY Comcast cable TV is about $40. All new vendor proposals include 4 fully functional set top boxes** and internet service. Also, a secure wireless router is also included together with internet speeds of 100 megabits/second, a speed much faster than you may now be experiencing. For additional fees, all vendors offer telephone land line and home security services. One vendor, Hotwire Communications, is giving free telephone and home security services for the first year. Thereafter, monthly costs are $25 for telephone and $20 for security monitoring. Comcast s video on-demand uniquely includes more than 72,000 free videos and they will have installed over 8 million Hot Spots nationwide by the end of Century Link highlights their functionality by making available up to the minute stock quotations, current sports scores, local gas station prices and family album displays. A nationwide study on fast internet vs. home values was recently released by researchers at the University of Colorado and Carnegie Mellon University and was reported in the Wall Street Journal on July 6, In the study, it was found that fiber optic connections, the fastest type of high speed internet available, can add $5,437 to the price of a $175,000 home.... The article goes on to point out that this added value to the home will vary between urban and rural areas and is a trend that has been substantiated in other surveys. New home buyers today simply desire a high speed and dependable internet which only a fiber optic network can provide. The HRCA community presently has an average of 4.6 televisions per home. Of this total, there are an average of 2.1 televisions operating in HD and 2.5 in non-hd or digital mode. We know that many of the 2.5 televisions that are currently operating in non-hd do have HD capability. Members with those televisions have simply chosen not to pay the added $9.95 charge to activate their HD capability and, instead, use the little black box digital adaptor. During this past year, there has been an increase of more than 21% in HD television usage among Hunters Ridge s membership. Further, the Study Group believes that fiber optic cable technology and improved picture quality is adding to the trend of more HD television usage and is, therefore, recommending each vendor s option for four fully functional HD set top boxes/receivers* be included in the basic monthly fee. This recommendation allows the potential that, on average, at least 4 of the current 4.6 average number of TV s per home in our community will get the basic services provided including on demand viewing and the ability to watch all of the included and purchased channel packages on at least four sets without paying another monthly $9.95 charge. Members who currently own digital (non-hd) televisions will be able to operate their digital TVs and have access to these features except for those requiring an HD-capable television. All vendors offers include this option which also allows recording several programs or movies concurrently and viewing programs or movies from any of the four television locations. Another important feature of fully functional set top boxes/receivers* is that any additional channel packages which a member purchases at Reference Material Page 1

3 an add-on price beyond the basic monthly price can be viewed from any one of the four television locations. If a non-hd television is connected to these HD television outlets with set top boxes, it will not receive HD programs whereas these HD locations will receive and play both all non-hd and HD programs. All vendors are providing a secure dual band wireless router capable of handling high speed fiber optical cable signals for the internet. For those members interested, each vendor can add more than four fully functional TV outlets. Alternatively, Comcast has what is called an HD DTA box for an additional location and monthly add-on charge of $3.00 but the HD DTA box only allows the basic digital and HD channels and you do not receive such things as optional channel packages, on-demand and pre-recorded DVR programs and movies. Hotwire has something a little different in that they have a free in the clear offering where any number of additional outlets can be added without a box but are also connected only to their basic digital and HD cable channel lineup, similar to Comcast. Upon member request, all vendors can furnish additional fully functional HD outlets for an added monthly charge. The four HD TV locations provided in the bulk offering can utilize the DVR (recorder) furnished by each vendor. However, there are limitations on the number of HD TV locations that one DVR (recorder) can handle. In the case of Comcast s DVR, connection to 9 HD TV locations is possible, for Century Link it is 7 and for Hotwire it is four. A second DVR would be needed at an added cost if you want recording/playback capability on more TV locations beyond the maximum allowed. All vendors provide an in-home health check to make certain that all cable connections are optimum and that incoming cable transmissions are reliably received at their proper speed and strength. Installation and implementation of the new fiber optic network will be fully completed by September, Century Link and Hotwire Communications offer a 10 year contract option while Comcast offers both 7 and 10 year options. Also, should Comcast be selected, they would start converting our members over to the new set top boxes, DVR and wireless router almost immediately since they would be temporarily providing cable TV and Internet through their coax cable system while they install the new fiber optic network. Comcast s early start would allow immediate member savings since the equipment and features of the new contract are available upon contract execution. This means, for example, that members who are currently paying $9.95 per month for a set top box, internet service or a rented DVR, will no longer have to do so. *Four fully functional set top boxes means that each home will have 4 high definition locations that are capable of receiving all bulk and member-purchased channels and DVR prerecorded programs and movies, guides and ondemand programming. The only limitation is if the member uses a digital (non-hd) television where only digital channels can be viewed.
