4 ACADEMIC PROFILE Dr Jen Bichel-Findlay Director of Studies, UTS Centre for Health Services Management Joining UTS from The Australian Council on Healthcare Standards in 2011, Jen brings with her a wealth of health services experience at state and national levels with expertise in health informatics and knowledge management in health. Jen has been involved in a range of clinical, managerial, educative, and project roles in public and private healthcare organisations for over 35 years. UTS has a proven-track record as an authority on health management and the new suite of programs builds on this experience to create a clear pathway for health professionals to develop their careers. Unlike generic management degrees, these programs include clinical components and a specialised health focus that makes graduates particularly valuable to employers. The courses have been developed in consultation with senior staff in the areas of health management, clinical governance, and health informatics to make sure that they address areas of demand. My area of specialty is health informatics and I am acutely aware of the increasing role that technology will play in not only information and data management, but also risk mitigation. These topics have been integrated into subject content to ensure that as a graduate, you are prepared for the evolving needs of healthcare systems. UTS has a proventrack record as an authority on health management and the new suite of programs builds on this experience to create a clear pathway for health professionals to develop their careers. 5 Master of Health Services Management and Planning Overview: This is a comprehensive course in health services planning and management and aims to expand students' knowledge and future career opportunities. The course develops students' knowledge and skills, which leads to an enhanced capacity to plan and manage health services in a diverse range of health settings. This course is designed to prepare new, aspiring, and middle health service planners and managers to assume a leadership role in the strategic and operational management of a wide range of health services and facilities. The content aims to develop skills in planning and evaluating health services, understanding health needs, and managing people, resources, systems, and processes within health services to meet the changing needs of communities, clinicians, governments and organisations. Accreditation by the Australasian College of Health Service Management provides graduates with eligibility to apply for membership of the College. 6 Master of Health Services Management Overview: Our existing programs have been strengthened and re-developed in consultation with leading health service managers to meet emerging needs of the health industry to ensure that graduates are competent in the skills required to operate in this new information-driven environment. The courses are designed to equip students with a unique blend of healthfocused management and business skills. Subjects take into account current trends worldwide to innovate in the areas of access, efficiency, and effectiveness of health services, as well as the recently implemented Australian National Health Reform Agreement. This is essential as health service managers will be expected to be familiar with new initiatives such as activity based funding and national performance measures and standards in order to improve transparency and accountability of health care delivery. The courses are ideal for new or aspiring managers who wish to pursue a career in this area or middle health service managers wishing to strengthen their skills and obtain a formal qualification. 7 Master of Health Services Management in Clinical Leadership Overview: Increasingly recognised as a separate discipline, Clinical Leadership encompasses organisational and people management, governance and risk management, and safety and quality imperatives. It focuses on improving patient and organisational outcomes through minimising risk and implementing processes that increase efficiency and effectiveness, especially those around human factors and information management. UTS has worked closely with our partners to take the best of our Safety and Quality in programs and combine it with cutting edge new content on health management, health informatics and risk management especially in relation to human factors. This degree is best suited for people who want to progress to the level of Director and/ or manage a portfolio within a health service, particularly in the area of clinical governance. Students enrolled in a master s program can exit the course with either a graduate diploma (48 credit points) or graduate certificate (24 credit points), providing they meet the requirements of each degree. Health Research The Health Research major is a pathway for those who wish to undertake health services research or seek admission to a doctoral program. Students can apply for this major after completing four subjects in any MHSM course. The major provides a blend of health services management, research coursework and independent study subjects. 7

The expertise provided through UTS and practitioners has strengthened the content and relevance of the UTS program. The delivery of health services is complex and it is vital that expertise in comprehensive health service planning is developed and supported. 9 Master of Health Services Management In Planning Overview: Increasingly recognised as a separate discipline, Health Services Planning is a niche, but critical role in health services as they evolve, expand and restructure. Health planners conduct needs analysis, develop goals and strategies, select appropriate interventions, and manage change in highly complex and robust environments. They are employed in health departments, local health networks and districts, or in private or corporate consultancy positions. These courses have been re-developed in consultation with senior planning staff from NSW and Queensland Health to ensure students are exposed to a variety of contemporary planning methodologies. As the only degree level courses taught by practising senior health planners in Australia, these courses are ideal for experienced planners wishing to strengthen their skills or obtain formal qualifications, recently appointed planners with little knowledge in the field, and those who are interested in pursuing a career in this area. 10 academic profile Dr Elizabeth Denney-Wilson Senior Lecturer BN, MPH, PhD I joined UTS in 2012 and currently teach and co-ordinate Epidemiology and Public Health in the Health Services Management courses. I have over 20 years of research experience (in the public and private sector) and have developed and managed RCTs, cohort and cross-sectional studies. My PhD was in epidemiology where I examined the risk factors associated with being overweight in adolescence. I believe there is something in the study of epidemiology for everyone undertaking the Health Services Management courses. Epidemiology gives graduates a competitive edge. It helps healthcare professionals make sense of data that informs healthcare policy and everyday clinical decisions. I have been entranced since I studied epidemiology during my MPH and encourage my students to see how fascinating it can be too. The Health Services Management courses at UTS involve more guest lecturers now and my subject features lectures from experts who collect, interpret and develop policy based on epidemiological data. Nothing beats learning from those who are leading exponents in their field and have plenty of experience that they can share with students. epidemiology gives graduates a competitive edge. 12 student profile Chidananda Kamath Studying: Master of Health Services Management Occupation: currently working part-time at an aged care centre My undergraduate degree was in medicine, and I practised as a doctor in India. I chose this degree because I wanted to broaden my career scope to work in administration and management. If I am qualified in administration as well as being a clinician, I will be better placed to work in a hospital. I chose UTS because it was recommended to me as a leader in this area for a long time. It is one of the best courses in this field. I like the teaching, which is very practice-oriented. You build a knowledge base, you have to do your pre-readings, then you come to class and it is very interactive. The teachers have a very practical outlook. It s a good balance. I would recommend this course because management degrees are a high priority right now. It s a very competitive market and they are important in any sector. i chose UTS because it was recommended to me as a leader in this area for a long time. It is one of the best courses in this field. Chidananda Kamath Graduate Certificate in Clinical Management Overview: This course is for health professionals aspiring to management positions which involves the management of clinical services, as well as for those already holding such positions who wish to enhance their professional practice through formal study. Career options include management positions in hospitals, aged care, rehabilitation and primary care. The interpersonal and organisational skills acquired in this course enable graduates to effectively manage a unit providing clinical services and lead it to provide quality care. 13 Core Subject Descriptions Policy, Power and Politics in The subject covers the theoretical framework for studying policy and politics particularly in relation to government policy, the ways policies are formulated, the balance of power between different stakeholders in the development of health services policies and decisions, how the health and political systems manage issues and the influence of the stakeholders and the media in the management of health services issues Managing Quality, Risk and Cost in This subject is essential grounding for clinicians, managers and planners of health services who seek to implement systems to manage clinical work processes and to monitor health service performance. The subject material is advanced, designed for clinicians and managers experienced in health care delivery to acquire the knowledge and skills to comprehensively manage the processes of clinical work. Students undertake an assessable task relevant to managing clinical processes in their area of work or interest Issues in Australian Health Services The subject covers a range of topics that touch on the health status and care needs of the Australian population, intergovernmental relations, stakeholders and their interests and changing patterns of care. On completion of the subject, students have knowledge of the main components of the Australian system, its size, structure and organisation, the major issues facing health service policymakers, planners, managers and clinicians, and options for managing health and health systems for the future Using Data for Decision Making This subject provides a supervised experiential opportunity for the graduate student with an interest in clinical or managerial decision-making in the health services sector to explore and manipulate 'real' patient data to both generate and answer questions. The subject helps students to develop the ability to generate and answer research questions and make decisions based on available health sector data Epidemiology and Population Health This subject covers the essential knowledge that health service planners and managers need concerning population health and epidemiology. Topics covered include the social determinants of disease, the health of the Australian population, epidemiological methods and concepts, understanding epidemiological evidence and its limitations, using population health data and how findings are used to support health services planning, and management decisions Organisational Management in Knowledge of organisational behaviour provides a framework for the management of people and processes in an organisation, in this case, health care organisations. This subject gives students an understanding of how humans behave and how organisations and the managers within them positively or negatively impact upon organisational goals, and how performance, knowledge and change are managed in complex organisations Health Systems and Change Health service managers and planners require competencies in understanding systems in the health services, implementing change and project management. This subject develops students' knowledge and skills in understanding and managing health systems around information technology, health service processes and capital development. It also develops students' skills in project management, service implementation and improvement, systems redesign and implementing change Planning and Evaluating Health Services This subject aims to provide students with the necessary knowledge and skills to understand and apply the major concepts involved in health services planning and evaluation Introductory Health Economics This subject provides a broad understanding of the economics of health and health care and the skills to apply analytical economics techniques to problems of resource allocation and policy development in the health system. The subject covers key economic issues for the health system and uses economics techniques to understand how the health system operates and to analyse health system reform Project Part A In this subject students are supervised but independently develop a topic in an extended piece of written work. This extended piece of work is generally a critical review of literature in relation to a defined topic, or a data analysis/project, or an extension of a work-based project. The project may be taken as a 6-creditpoint subject (i.e. this subject only) or as a 12-credit-point subject in association with Project Part B, with varying expectations in terms of the grounding in the literature, complexity of topic choice and the word length of the paper. 14 Core Subject Descriptions Advanced Health Services Planning This subject develops advanced skills and competencies of health service planners and managers through case studies and workshops, including input from experienced health service planners. The subject is based around real life planning assignments developed by senior health service planners Improving Quality and Safety in This subject covers the origin of risk and its management from a human factors and health systems perspective. An emphasis is placed on risk management and continuing practice improvement linking the theory of risk management and patient safety with their application in workplace and health service settings Management for Clinicians This is an introductory subject for clinicians who are expected to manage a ward or unit. It introduces the concept of management theory and practice in health care settings. No experience in or prior knowledge of management is required Human Resource Management This subject presents an introduction to the field of human resource management (HRM). Topics covered include historical steps in the development of the human resource function and the forces that have shaped its development; ethical considerations in HRM and contribution to good corporate governance; forms of regulation and entitlements including legislation, awards and agreements; handling workplace grievances and performance problems; managing diversity and EEO Project Management Principles Students apply project management principles to a real-life industry project. The students' ability to initiate, plan, implement and deliver a project while monitoring and controlling is assessed. Students work in an interactive forum to present the team project and work independently on individual assessment tasks outside the block attendance workshop Health Technology Assessment This subject provides knowledge of the context and methods of health technology assessment, particularly the use of health economics theory and methods, economic evaluation and clinical epidemiology in evaluating the implications of the introduction of new health care interventions, including procedures, diagnostic tests, devices and drugs. The subject covers how to define a health technology assessment question, identify appropriate data, methods of analysis and interpretation of results. 14
