1 DEAN OF RESEARCH, PLANNING & INSTITUTIONAL EFFECTIVENESS MiraCosta Community College in coastal, north San Diego County, California, invites applications for an administrative dean position beginning in December The position is open until filled. For first consideration, applications should be submitted by Thursday, October 8, THE POSITION: Under the general direction of the superintendent/president, the dean serves as the college administrator responsible for planning, developing, directing, conducting and evaluating institutional research and effectiveness efforts to ensure academic quality. The position oversees, provides leadership and assists in the implementation of planning and research activities to positively impact student outcomes; provides leadership in accreditation activities and reports to the accrediting commission; oversees and coordinates implementation of the college strategic plan and provides leadership in other major planning efforts. The dean provides direction and oversight to individuals seeking funding from external governmental sources. The dean is responsible for the conceptualization, design, execution, and coordination of research to support the planning and evaluation of all programs and services through the continuous assessment of student needs, outcomes and achievement. This position is responsible for providing information and facilitating discussions which will assist the college in understanding and improving student outcomes and success. Additionally, the dean oversees and communicates about the evaluation of key performance indicators for college-wide dialog and continuous quality improvement. REPRESENTATIVE DUTIES: (E = essential job function) 1. Organize, design, coordinate, and implement comprehensive institutional research and planning policies and procedures in support of the district s goals and missions. [E] 2. Lead and coordinate ongoing accreditation activities and continuous improvement efforts. Manage response efforts as required by the accrediting commission. Compile and submit accreditation reports and substantive change requests. [E] 3. Provide leadership in the development, implementation, monitoring, revision, and reporting outcomes of short-term and long-term institutional planning. [E] 4. Direct and participate in the preparation and maintenance of a variety of narrative and statistical records, reports and files related to research, projects, institutional assessment, planning, decision-making, quality improvement, policies, procedures, personnel, enrollment, annual reports, and assigned activities. [E] 5. Provide support for program review processes in all four divisions of the district. 6. Coordinate a systematic and integrated institutional planning process and follow-up reports that are aligned with accreditation and other planning related requirements. [E] 7. Provide, analyze, evaluate, and maintain qualitative and quantitative educational data for reports related to institutional effectiveness, student outcomes and achievement. [E] 8. Provide project consultation and technical assistance to staff and departments requiring research assistance; coordinate the research efforts of departments involved in projects with common goals. [E] 9. Proactively lead the procurement of governmental grants. Manage personnel and coordinate reporting for all grant-related research activities. [E]

Participate in and provide leadership, research and other support to student learning outcomes assessment across the college, fostering effective and sustainable practices in support of continuous improvement. Coordinate and direct communications, information, data, resources and personnel to assure smooth and efficient completion of projects and activities; direct the development and implementation of research studies in support of planning, evaluation, budget and policy formation; and assure proper and timely resolution of related issues, conflicts and discrepancies. 12. Maintain currency in legislative and educational processes pertinent to research, planning and institutional effectiveness in instruction and student services areas, including the role of faculty, curriculum, student services, outcome measures and accreditation standards. 13. Demonstrate and exercise leadership in the areas of research, planning, accreditation, grants and institutional effectiveness. 14. Serve on statewide organizations, district committees and councils as designated by the superintendent/president. 15. Plan, develop, and administer budgets for areas of responsibility. [E] 16. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Current policy, trends, research, and effective practices in the field of institutional effectiveness and assessment, with a particular focus on the community college environment. Planning, organization and direction of institutional assessment, research and planning. Advanced principles, practices, procedures, theories, models, and techniques involved in the research, collection, analysis, interpretation, and reporting of statistical data. Effective practices, procedures, and techniques pertinent to designing, developing, and managing the implementation of projects, surveys, and studies involving institutional assessment, planning, research, and accreditation. State and federal guidelines for the management and evaluation of grant funded projects. Survey, study, and statistical analysis instruments, techniques, and methodology. Principles and practices of supervision and training. Interpersonal skills using tact, patience and courtesy. District organization, operations, policies and objectives. Modern office practices, procedures and equipment. Computer applications. State Education Code, Title 5, and other applicable laws. Oral and written communication skills including correct English usage, grammar, spelling, punctuation and vocabulary. ABILITY TO: Learn to interpret, apply and explain rules, regulations, policies and procedures and apply them in a variety of procedural situations. Train, supervise or provide work direction and evaluate employees. Meet schedules and deadlines.

MINIMUM QUALIFICATIONS: To be eligible for this position, you must meet and provide evidence of the following minimum qualifications: 1. Possession of a master s degree from an accredited college or university (a postsecondary institution accredited by an accreditation agency recognized by either the U.S. Department of Education or the Council on Postsecondary Accreditation); AND 2. One year of formal training, internship, or leadership experience reasonably related to the dean's administrative assignment; AND 3. Demonstrated sensitivity to and understanding of the cultural, developmental, socioeconomic, ethnic, disability, and academic diversity of community college students, faculty, and staff. WORKING CONDITIONS OF THE POSITION: Primarily works in a business office environment. Subject to frequent interruptions by individuals in person or by telephone; intermittent exposure to individuals acting in a disagreeable fashion. May work at any district location or authorized facility during day and/or evening hours, including occasional weekend and/or holiday hours as needed. Occasional local travel may be requested. OFFER OF EMPLOYMENT: An offer of employment to the person selected for this position is contingent upon 1) successful completion of a pre-placement physical exam at district expense, 2) tuberculosis clearance, 3) proof of eligibility to work in the United States, and 4) fingerprint clearance.
5 COMPENSATION AND FRINGE BENEFITS: Compensation for the dean is based on the Salary Schedule for Academic Administrators and will not be less than $143,111 per year. THE DISTRICT, STAFF AND STUDENTS: The MiraCosta Community College District is one of California's 112 public community colleges. The district includes the communities of Oceanside, Carlsbad, Encinitas, Cardiff, Olivenhain, Leucadia, Solana Beach, Rancho Santa Fe, Del Mar, and parts of Carmel Valley. The single college district is governed by a seven-member Board of Trustees who are elected at large from each of the district s seven communities. MiraCosta offers associate degrees, university-transfer courses, career-and-technical education, certificate programs, basic-skills education, and lifelong-learning opportunities. The college s fee-based Community Education program provides a wide variety of classes, workshops, and excursions. Tuition-free, noncredit classes also present a variety of learning opportunities at the Community Learning Center and throughout the community. MiraCosta College partners with the North San Diego Small Business Development Center, which provides service to all of North San Diego and Imperial Counties. MiraCosta College employs 181 full-time faculty, 284 regular classified staff, 13 classified administrators, and 15 academic administrators. An additional 540 associate faculty teach in the credit and noncredit programs, and about 150 educators or contract staff provide community service activities. MiraCosta students are diverse, including representation from all of California s major racial/ethnic groups and ages. 6 THE SITES: The district consists of three campus sites, the Technology Career Institute, and robust online education offerings. The Oceanside Campus, serving about 14,500 credit students, has been located since 1964 on a panoramic, 121-acre hilltop site with views of the ocean and mountains. The San Elijo Campus is located in Cardiff, 17 miles south of Oceanside, on 48 acres below the bluffs overlooking the San Elijo Lagoon Reserve. The San Elijo Campus opened in September 1988, and now attracts about 3,000 credit students. The Community Learning Center in downtown Oceanside hosts about 3,000 students in the college s noncredit classes, including English as a Second Language, the Adult High School Diploma Program, and other tuition-free, noncredit classes as well as some college credit classes. MiraCosta College began offering online courses in The district typically offers approximately 200 fully online class sections each semester, with another 100 sections offered partially online, serving about 6,000 students.
