1 BIOGRAPHY Dr. Pete Biegel Dr. Pete Biegel has spent the past 14 years at Florida State College at Jacksonville providing both district and campus level student affairs leadership within a multi-campus college. FSCJ offers a comprehensive community college and state college student experience. Prior to coming to FSCJ, he served 12 years in various Student Affairs positions including advising, enrollment management, admissions and Registrar at Indiana University South Bend. He brings more than 25 years of experience in higher education, teaching, and student-centered co-curricular leaner support and enrollment management. Dr. Biegel holds a doctorate in education in teaching and learning from Capella University; a master s degree in counseling and guidance from Indiana University; graduate credits toward a master s degree in public administration from Indiana University; a bachelor s degree in restaurant and food service management from the Florida International University and a associate in applied science from Paul Smiths College in hospitality management.

2 July 27, 2014 Search Committee San Antonio College Dear Search Committee Chair: Please accept my application documents for the position of Vice President for Student Success. I have provided collaborative leadership for student affairs operations within a comprehensive college community/state college and university setting. As a college administrator I have continually fostered a strong commitment to shared governance, the deliberative process and valued cultural diversity. My most recent position as associate vice president for student services and enrollment management was eliminated through an executive team reorganization by our newly installed College President. My current position as the Dean of Student Success serves students on our largest campus. A major focus for me continues to be maintaining consistency among all services. Student services at Florida State College at Jacksonville are delivered under an environment of diminishing State resources and uncertain enrollments. Delivery of student services continues to move beyond a one-stop philosophy toward leveraging technologies and staff development to provide students with accessible services wherever/whenever requested by students. During my tenure with both institutions I have leveraged my strong passion for student and staff development, an entrepreneurial spirit toward student services, and have challenged a diverse staff and myself to move beyond our comfort zone to create a highly student centered environment. All decisions to establish positive student experiences have been based on a clear understanding of institutional goals and a focused enrollment management philosophy. Initiatives were enhanced or modified to reflect available resources and analysis of institutional data. Planned initiatives incorporated a balance between the use of technology and excellent customer service, and striving for high levels of student satisfaction. The executions of these initiatives were accomplished through a collaborative effort among a broad group of institutional stakeholders. As an integrative leader my focus has been on the enhancement of our academic support programs targeted on the enhancement of our recruitment, onboarding, persistence, and achievement of a diverse entering student population. Our academic support programs incorporate pre-collegiate programs, FYE, appreciative advising, academic plans and learner support services promoting academic success and life skills.

3 I recognize that the unique opportunity to lead an experienced student affairs team has advantages and challenges. A position heading such a team requires a high degree of sensitivity for what has been accomplished and yet sees the potential for further growth as student affairs professionals. Team players within a staff-centered environment celebrate the collective specialized work-related knowledge brought to the service of learners. I bring with me a commitment for inclusion, creativity, adaptability, connectivity, communication, intuition, and collaboration. The Vice President for Student Success will represent student affairs operationally and holistically toward the pursuit of achieving college goals. The addition, of a newly hired Vice President for Student Success to the college s executive team provides the opportunity to offer past experience and a fresh perspective necessary to contribute toward an all-encompassing student experience. I personally and professional take great comfort in the collaborative direction to further the advancement of the college. Associate Vice President for Student Services and Enrollment Management Report to the vice president of the college as the chief student affairs officer. Direct reports include a staff of ten full-time professionals and two full-time career staff members with an overall responsibility of sixty-three full-time career employees and thirty-nine part-time career employees, including twenty student employees in the areas of: enrollment management; registrar s office; domestic and international admissions; financial aid/scholarships/veteran benefits; students with disabilities services; athletics; student engagement and advising; district welcome center. Collaboratively work with the director of marketing and director of recruitment/early college programs who both report to the executive director of strategic advancement.

5 Budget development and management of $ 7.2 million, including personnel and operations Led the revitalization of the Financial Aid and Scholarship departments once transferred from the Administrative Services division. Led implementation team for an enrollment management hosted system. During the academic year a collaborative team of student services, academic affairs, marketing, strategic communications and faculty will prepare a strategic enrollment multi-year plan. Associate Vice President Enrollment Management Reported to the vice president for student services with a strong dotted line relationship to the provost/vice president for academic affairs for matters related to enrollment management and curriculum. Direct reports included a staff of four full-time professionals and two full-time career staff members with an overall responsibility of forty-three full-time career employees and thirty-nine part-time career employees, including twenty student employees in these areas: enrollment management; registrar s office; domestic and international admissions; students with disabilities services; district welcome center. Collaboratively worked with the executive director of student success/learning engagement and director of recruitment/early college programs who both report to the vice president for student services. Budget development and management of $3.2 million, including personnel and operations Appointed under special assignment by the college president to assist with the transition from community college to state college. This transition included the offering of baccalaureate degrees. Lead efforts in enrollment management initiatives to serve multi-year enrollment increases. Progressively strengthened relationships with student and academic affairs stakeholders resulted in a continued commitment to retention, persistence and student success. Led selection committee for an enrollment management hosted system. During the second half of the academic year into the academic year a collaborative team of student services, academic affairs, marketing and strategic communications and faculty will prepare a strategic enrollment multi-year plan. Implemented a District Welcome Center to provide a single point of contact for information, admissions and financial aid support, and centralized processing. Led selection committee and the implementation of a college-wide student appointment system and Student Assistance Program providing enhanced support services. Both projects have led to a higher level of student satisfaction of services provided. Implemented a college-wide student ID card and pay-for-print system. A centralized ID card system provided central control over this process. The ID card implementation also transitioned the college from free printing services to a cost containment pay-for-print centralized process.

6 Created a Project Coordinator position to assist in planning student affairs projects. We follow the Project Management Institute s guidelines, rules and characteristics for project management. Our new practices have lead to an increase in project management successes. Created a Student Success Training Manager position to develop and coordinate specific training needs of college-wide Student Success staff. This position and training has provided consistent, accurate content resulting in enhanced student satisfaction. District Executive Director for Student Success and Services Reported to the associate vice president for enrollment development/student services. Direct reports include a staff of four full-time professionals and one full-time career staff members in these areas: registrar s office; domestic and international admissions with overall responsibility for a staff of four full-time professionals, sixteen full-time career employees and five part-time career employees. Collaboratively work with the director of marketing and director of recruitment/early college programs who both report to the associate vice president for enrollment development/student services. Budget development and management of $1.7 million, including personnel and operations Led district-wide student success team to develop a student one-stop student concept for each campus and center. Each location created master renovation plans to bring student success services into one location. Led development and implementation of a faculty early alert system and student withdrawal request system within the faculty portal. These projects have led to an increase in communication between faculty, students and student success professionals. Implemented college-wide redevelopment of an online blackboard orientation with formal registration. The redevelopment of our online orientation product to a blackboard course shell provided for flexibility for timely content revision and a higher degree of tracking orientation completion. Recipient of the 2008 Administrative and Professional Collaborative Exceptional Service and Initiative Award. Director of Student Success and Services/Registrar Reported to the associate vice president for enrollment development/student services. Overall responsibility for a staff of two full-time professionals and fifteen full-time and four part-time career staff members in these areas: registrar s office; domestic and international admissions. Collaboratively work with the director of marketing and director of recruitment/early college programs who both report to the vice president for student affairs. Budget development and management of $770,000, including personnel and operations Participated on development team and implemented an online grading system within course online rosters. The course online roster provides faculty with view of select student records, single or mass grading options, nonattendance recording and a grade change request.

7 Implemented the CollegeSource online college catalog look-up subscription service and transitioned to the Transfer Evaluation System to enhance the transcript evaluation process. The transcript evaluation process improved in accuracy and efficiency. Digitized college catalogues and made them available from the college website and continue to add to this collection. Internal staff, current and former students; as well as any institution of higher education gain easy access to all catalog content. Adjunct Lecturer present Indiana University South Bend, South Bend, Indiana Indiana University South Bend is a public, coeducational 4- year arts and sciences institution enrolling 7700 undergraduate and 650 graduate students. Registrar/Institutional Research Liaison Reported to the vice chancellor for academic affairs. Direct reports include a staff of three full-time career staff, three part-time members in the office of the registrar. Limited budgetary responsibilities. Leveraged local and central university institutional research data toward campus long-term strategic planning. Collaborative relationship with the Indiana University Bloomington institutional research office provided critical data and research methodology strengthening data-driven decisions. Director of Enrollment Management Services Reported to the vice chancellor for student affairs. Overall responsibility of a staff of two full-time professionals, ten full-time career staff, three part-time members in these areas: enrollment management; registrar s office; domestic admissions; and financial aid. Limited budgetary responsibilities. Leveraged the newly reorganized office relationships to enhance the recruitment, admission, transfer of credit, and aid experience for staff and applicants. Registrar Reported to the vice chancellor for student affairs. Direct reports include a staff of three full-time career staff, three part-time members in the office of the registrar. Limited budgetary responsibilities. Implemented online registration with a walk-in registration location for walk-up terminals and staffing to provide assistance with scheduling issues. Director of Student Enrollment Reported to the associate vice chancellor for student affairs. Direct reports include a staff of four fulltime career staff, three part-time members and three student assistants in the office of student enrollment. No budgetary responsibilities.

8 Implemented enrollment management strategies to ensure continue enrollment growth. These strategies were enhanced with integrated multi-media and marketing campaigns. Developed and implemented a corporate/community outreach program providing admissions and student services at convenient regional locations. Academic Counselor Implemented a unified multi-counselor appointment system and walk-in rotating counselor schedule. These changes resulted in increased scheduling capacity and a higher level of student satisfaction. Developed and coordinated a variety of Adult Student Services. Provided a service level never offered to returning part-time adult students. Adjunct Lecturer Purdue University, West Lafayette, Indiana Purdue University is a public, coeducational 4- year land-grant institution enrolling 3200 undergraduate and 8900 graduate students Assistant Professor Students earning degrees through Purdue University School of Statewide Technology academic history resided in a host and home information system with data reconciliation at the end of each semester. I developed and implemented an ad hoc database of all offered program courses and student course completions to adequately prepare students for term registrations and degree completion.
