1 Chief Executive Officer Orange County Summary The Orange County Board is seeking statement of qualifications from interested individuals who will serve as Chief Executive Officer. The Board will enter into a contract with an individual to serve as the Chief Executive Officer, subject to annual renewals. Interested individuals or firms should electronically submit cover letter and resume to: C/O Thomas Burnham ceosearchcommittee@211oc.org Cover letter and resumes must be submitted in PDF format no later than 5pm on Friday, July 5, No submittals may be accepted after that time. The Board is interested in engaging the Chief Executive Officer no later than October 1, The cover letter must be no more than two pages and clearly stipulate the following: - Current position and title - Availability and capacity to complete all aspects of the scope of services - Key qualifications to execute the job responsibilities Background Orange County was formed through the merger of two non-profits and the OC Partnership in May of Orange County is funded primarily through the County of Orange various agencies and private philanthropy. The joining of these two established organizations represents an exciting combination of talent, infrastructure and missions resulting in a stronger and better health and human services safety net for the region. The new organization will bolster the support system that exists to help our community, both Orange County residents and the providers that serve them, when they need it. Both organizations have a history of making a difference; together they are committed to making Orange County healthier, safer, more secure community for our children and families and all residents in need of assistance. 1

2 The new enhanced organization Orange County will provide: Better service to client s through the maintenance of more accurate information and data Improved support to provider agencies through more accurate referrals to their services Improved analysis to help stakeholders make better decisions about the region s most pressing health and human services challenges, including homelessness and the lack of affordable housing Support for the Orange County Commission to End Homeless including streamlined entry into the homeless system of services through a centralized process (i.e. Coordinated Assessment/Centralized Intake) A copy of the Orange County Ten year plan is available at: Docs/10YrPlan_Homeless_Prevention.pdf 211 OC, an Equal Opportunity Employer Chief Executive Officer 2

3 Pro Forma Position Description Vision: Mission: Job Description: Essential Job Functions: Orange County exists to assure all individuals in Orange County needing assistance in the areas of health and human services are quickly and efficiently connected with reliable available community resources Orange County provides a comprehensive, centralized and effective information and referral system of all available health and human resources and is Orange County s primary resource for the collection, documentation and reporting of the needs of the community while performing state of the art data analytics. The Chief Executive Officer is responsible for leading, directing and implementing the Mission and Vision of the organization, to help those needing health, human services and homelessness assistance. The Chief Executive Officer will provide collaborative leadership to build successful partnerships with the Board, the Orange County Homeless Commission, the County of Orange, service providers and public/non-profit/private stakeholders, to shape the future of OC in Orange County. Plan Leadership and Implementation: The Chief Executive Officer will be responsible for developing and implementing strategies which focus on the needs of the health and human services in Orange County and adhering to the County s Plan to end homelessness. The Chief Executive Officer will promote, through education of key stakeholders and community representatives, the development of partnerships to ensure the success of the Strategic Plan. The CEO must establish a reporting system to ensure accountability and achievement of all targeted milestones. Board Leadership and Management: The Chief Executive Officer will be responsible for further board development and will work closely with the Board while managing the organization s operations under the oversight of the Board Chair. This includes, but is not limited to, the strategic management role of organizing regular Board meetings, developing agendas and coordinating the work of Implementation and/or Ad Hoc Groups to achieve the Board s strategic initiatives. Supervise Operations, Development and Administrative staff, assuring that Orange County s mission and vision are achieved. Communicate and inform Board, in a timely manner, alerting them of those internal and external issues and opportunities with a potential to impact the organization. 3

4 Fundraising and Development: Chief Executive Officer will fundraise a minimum of $500,000 in discretionary funds (25% of budget) annually (with Board expectations to grow that amount over time) from any combination of public, private and/or foundation funds. The Chief Executive Officer will be responsible for developing a diverse and growing base of support for implementation of the strategic initiatives. Desirable Qualifications: Leadership- Has a demonstrated capacity in creating a system that achieves desired outcomes, implementing programs and policies and evaluating results. Has the ability to build/train a world-class team to carry out the mission and vision of Orange County. Presence and Stature Be a recognized civic leader with the unique skill and ability to build an organization that over time will be one of the most influential not-for-profits within Orange County. Experience at the C level within the private sector or General Management of a major government agency i.e.; City Manager, Superintendent of Schools etc. Fund Development- Has a successful track record in fund development needed in developing a diverse funding base for the organization. Be a visionary by creating a buy-in of the mission and vision of Orange County amongst new funding sources while nurturing existing funding relationships Communication- Demonstrated capacity to explain, advocate and express facts and ideas in a convincing manner with an ability to negotiate with individuals and stakeholders internally and externally on behalf of the organization. Innovation and Network- Has the capacity to identify solutions that engage a diverse stakeholder group through entrepreneurial approaches and problem solving. Analytical- Has data analysis skills, a system-wide perspective and the ability to quantify Board direction and Strategic Plan goals into measurable outcomes and achieving or exceeding agreed upon outcomes. Successful candidate will have the ability to leverage and expand data resources informing and supporting the Board in their decision-making. 4

5 Knowledge- Has knowledge of federal, state and local government health and human service programs and funding sources, especially those in the area of addressing the needs of the homeless and populations in need of health and human services. Experience within the arena of homelessness advocacy, shelter services, low-income and emergency housing highly desirable. Be of the highest integrity with the personal characteristics and work ethic to assure 211/OC mission is achieved. Education and Experience: Has MA, MPA or other equivalent advanced degree in a related field and/or five years of experience in a senior organizational capacity, including supervisory responsibilities, community collaboration building, fund development, project management, information systems and technology, contract administration and negotiation and fiscal management. Selection Process After review of the submitted resumes and cover letters, a selected number of candidates will be invited to participate in the review process. The review process will include some combination of the following: Individual and panel interviews and detailed reference reviews. Candidates will be invited to participate in the interview process no later than early August. Compensation The Board anticipates entering into an employment agreement with the selected individual, subject to annual Board review and renewal. The targeted salary is anticipated to be approximately $150,000 annually. Health and Welfare benefits are available under this agreement. 5
