2 Legislative Intent for Local Planning Councils
3 Local Planning Councils (LPC) Legislative Background 1990: Federal Child Care & Development Block Grant (CCDBG) legislation required establishment of LPCs 1991: AB 2141 mandated that each county in California establish a local child care planning council to identify priorities for use of CCDBG funds based on the needs of families. In Solano County, this council is called the Solano County Local Child Care Planning Council (LPC). The LPC is administered through Children s Network.
4 Legislative Background, continued 1999: AB 212 Child Care Staff Retention initiative established 2000: LPC funding integrated into federal quality improvement funds 2002: AB 2311 strengthened LPC mandates regarding data collection & membership 2010: LPC funding was cut 50% across the board

6 Membership Council members represent 20% of each of the following categories: Child Care Consumers Child Care Providers Public Agencies Community Agencies Discretionary

8 Role of LPC Coordinator Provide leadership as Coordinator of Council to ensure efficiency and effectiveness of Council activities & projects Facilitate development and coordinate implementation of strategic plans Assist Council members in achievement of goals and legislative mandates Serve as liaison between County Office of Education, County Board of Supervisors, & other local, state and national agencies Develop & nurture relationships with a diversity of community stakeholders to ensure the needs of the community are addressed in a balanced and equitable manner

10 LPC Funding Priorities CA Education Code Section requires LPCs to review local, state and federal data and provide CDE with an updated listing for funding priorities annually CDE seeks to ensure all child care and preschool needs are met in each county Funding priorities become more critical as resources become more scarce

12 The Role of the LPC Act as a forum to share knowledge & information among ECE stakeholders Provide leadership & resources to identify key issues Promote professional development, education & training of the ECE workforce Be the voice for communicating key issues to County Boards of Supervisors, County Superintendents, CA Department of Education, the Legislature, related organizations & the public Facilitate community collaborations
13 Solano County LPC s Mission To ensure that all families and children in Solano County have access to quality and affordable child care, to ensure adequate funding for all forms of child care services, and to enhance the quality of care available.
14 Solano County LPC s Vision Every family in Solano County has access to quality, affordable early care and education services.
15 Governance A shared responsibility between: County Board of Supervisors County Superintendent of Schools Fiscal Agent for Solano County LPC: Solano County Office of Education (SCOE)
16 Solano LPC Highlights and accomplishments Leadership role in developing a quality rating and improvement system and securing CDE Block Grant. Advocated and participated in the annual policy forum. Convened meetings and discussions with Assemblyman Frazier, Senator Wolk, and Supervisor Seifert.
17 Solano LPC Highlights and accomplishments continued.. In partnership with Solano First 5 and Solano Community College we convened an Early Stakeholders Summit and to come up with collective strategies around strengthening our ECE system.
18 LPC Priorities and moving forward Recruit new members to the council keep all member roles filled with qualified members. Build and sustain collaborative relationships that maximize and leverage federal, state and local resources. Continue advocacy for a coordinated system of early education and child development services.
