1 SEWER PIPELINE AND MANHOLE REHABILITATION FOR VARIOUS LOCATIONS WITHIN THE CITY OF BEVERLY HILLS, CALIFORNIA CITY OF BEVERLY HILLS RESPONSE TO BIDDER S QUESTIONS Question #1: Is the Contractor required to reinstate Capped laterals? Or just active/opened laterals? Response #1: The Contractor is required to reinstate all laterals. Question #2: Please confirm that the City will allow the CIPP to be installed using air pressure and cured using steam. With very few exceptions, CIPP in these diameters is now almost always installed using air pressure and cured with steam. CIPP manufacturer s recommendations and current versions of ASTM standards F1216 & F1743 for installation of the product support allowing installation with air pressure and cure with steam. Response #2: The Contractor is required to install liner in compliance with ASTM F1216 and F1743. Question #3: Section C on page 3 3 says that Testing of the installed CIPP liner is required for this project per Section However, section only calls for samples to be taken as directed by the engineer and as specified in the Special Provisions with physical properties verified through a field sampling procedure in accordance with ASTM F1216 or ASTM F1743 and in accordance with ASTM
2 D5813. I have not researched what ASTM F1743 specifies for testing since we do not use a pull in process, but ASTM F1216 states that for each inversion length designated by the owner in the Contract documents or purchase order, samples shall be prepared for testing. ASTM D5813 also says samples shall be prepared for each CIPP length designated by the purchaser. Basically, all these standards circle back to requiring the specifics of sampling and testing to be called out by the Owner in the Special Provisions for the project. Testing can be quite costly, so defining your requirements clearly will ensure all bidders are bidding to the same set of requirements instead of being able to make assumptions. Please clarify how often samples will be required to be taken and tested by the Contractor once every install? Every 2,000 LF per diameter? Every 5,000 LF per diameter? Please clarify who will be responsible for conducting the testing of the samples Contractor performs testing at Contractor s expense and provides results to Owner? Contractor provides samples to Owner that Owner tests at Owner s expense? If testing is to be performed by the Contractor, will the testing need to be performed at a certified independent (third party) laboratory? Or can it be performed at a lab or facility that the Contractor or the manufacturer supplying the Contractor may control? Response #3: One sample shall be taken for each 5,000 feet per diameter. The samples shall be tagged with information including, but not limited to, the location of samples, date, pipe diameter and written verification by the on site inspector. The samples shall be submitted to a certified laboratory which has been pre approved by the Engineer, and tested in accordance with ASTM D790 for flexural strength and modulus, and ASTM D638 for tensile strength and modulus. All costs incurred for testing shall be borne by the Contractor. Test results are due within 14 calendar days from the date the samples were taken. The Contractor shall be responsible for repairing non compliant pipe liner and no time extension will be granted. Question #4: Section 1.01 on page 1 1 makes a reference to the replacement of sewer manhole frames and covers being included in the contract. While the last paragraph of section on page 2 15 seems to be making a reference to the type of restoration that would be required if manhole frames and covers were replaced, there does not appear to be any actual mention in any of the items on pages 2 14 & 2 15 or in section 3 08 on pages 3 7 & 3 8 to the manhole frames and covers being required to be replaced. Is the intent of the specifications for manhole frames and covers to be replaced? If so, which manholes will require this work and what bid item will it be paid under? Response #4: Replacement of manhole frames and covers shall not be required.
3 Question #5: The last paragraph of Section on page 2 15 says the Contractor shall provide written notification of work activities to all local users and provide interim sewer services, as specified by the City. Please clarify what type of interim sewer services are expected to be required? Is this providing temporary toilet facilities to residents whose laterals are temporarily blocked during construction, and if so, how many (1 per lateral, 1 per every 5 laterals, etc.)? If the Contractor is able to get the lateral re opened within the 8 10 hour period allowed (prior to 6PM), are interim sewer services still required to be provided? Response #5: Interim sewer services include providing one (1) portable toilet for every 10 laterals. These services shall be provided during the entire working period. Question #6: I saw several references in the specs to the use of slurry backfill. Is it the intention of the specifications to only allow the use of slurry backfill for all the open cut spot repairs? Or is this only required in specific situations or locations? Response #6: Trenches shall be backfilled per Detail BH 114. Slurry backfill is an option. Question #7: The last sentence of the second to last paragraph on page P 6, which is the subcontractor listing page in the proposal, says all subcontractors listed shall attach copies of the Certificate of Insurance naming the Contractor as additional insured as part of their policy coverage. By placing this requirement on the proposal subcontractor listing page, is it the intention of the City for these subcontractor certificates of insurance to be submitted with the bid? Please confirm that the subcontractor certificates of insurance do not need to be submitted with the bid. Response #7: Subcontractor certificates of insurance are not required. Question #8: In section on page SCR 14 and in Exhibit F, the documents indicate that 45 days prior written notice is required for insurance changes. I believe current insurance industry standards only provide for 30 days prior written notice. I am not sure a 45 day notice can be obtained or provided within the insurance industry. Would it be possible to revise this requirement to 30 days written notice?
4 Response #8: No, this requirement will not be revised. Question #9: Can you confirm the day working hours? (Are they 8AM 6PM?) Response #9: Working hours are from 8 am to 6 pm, Monday through Friday. Question #10: Can the City confirm what the night time working hours will be once a variance permit (after hours permit) is approved? Response #10: Night time working hours are anytime other than normal working hours (8 am to 6 pm Monday through Friday). Question #11: Section of the specifications states that a $ charge will be assessed per hour for service lateral that has not received a preliminary opening to relieve flow by 6PM the same day of the liner installation. Will the contractor be held to this requirement? What is the reason for this charge? Response #11: The Contractor will be held to this requirement. Question #12: Will capped laterals (plugged laterals) have to be reinstated if cap is visible on the pre video inspection, or will only live laterals be required to be reinstated? Response #12: The Contractor is required to reinstate all laterals. Question #13: Confirm that vinylester resin ("Greenbook") will be required for all the Cured In Place Pipe liners.
5 Response #13: Per Greenbook Section , the Contractor has the option to use either an approved epoxy or epoxy vinyl ester resin impregnated flexible fabric tube. Question #14: Section 3 08 Manhole Rehabilitation states that the manhole rehabilitation shall be in accordance with Greenbook section Construction of the air placed concrete and polyurethane lining shall be in accordance with Greenbook section Will the City allow any NON Greenbook approved products be submitted as substitutes or will ONLY Greenbook approved products be allowed to submit a proposal for the manhole rehabilitation? Response #14: Only Greenbook approved products will be allowed for submittal. Question #15: What will be the working hours on Coldwater Canyon Blvd for Saturday and Sunday work? Response #15: Working hours on Coldwater Canyon Blvd. are from 9 am to 5 pm, Saturday and Sunday.
