1 Island Trees Public Library Board of Trustees Meeting Minutes IN ATTENDANCE: John Mikulin, President Ann Harris, Vice President Jerry Schmotzer, Trustee Salvatore Rinaldi, Trustee Bill Fitzgerald, Trustee Ann Boiallis, Board Secretary Michele Vaccarelli, Director ABSENT: None CALL TO ORDER: John Mikulin called the meeting to order at 7:05pm. PLEDGE OF ALLEGIANCE: Pledge of Allegiance was recited. APPROVAL OF MINUTES: These minutes represent a summary transcription of the topics and conversations that occurred at the ITPL Board of Trustees meeting. John Mikulin asked for a Motion. Salvatore Rinaldi made a Motion to accept the May 30, 2014 Board of Trustees Regular Meeting Minutes as written. Ann Harris seconded the Motion. All in favor: Unanimous. APPROVAL OF WARRANT: John Mikulin asked for a Motion. Ann Harris made a Motion to accept Warrant #553 for check numbers for a total amount of $35, Salvatore Rinaldi seconded the Motion. All in favor. Unanimous. CORRESPONDENCE: None Page 1 of 5
2 DIRECTOR S REPORT: (See attached Director s Report) Community Room Request: Director, Michele Vaccarelli received a request from the 255 Hicksville Owners Inc. to use our Community Room. The Board agreed upon this request which will be at no cost to them. Friends of the Library: The Friends have requested that the Board Members judge the artwork of the tote bags. Our Board Members agreed. Bill Fitzgerald arrived at this point in time (7:10pm). Capira Mobile Library App: Director, Michele Vaccarelli will get back to the Board Members on the cost of the CCD Scanners for the Capira App. Verizon/Lighttower: ALIS and NLS will be replacing the data network with Verizon to Lighttower. They are a New York State Contract Vendor. We currently pay $900. a month with Verizon, with Lighttower the cost will be $625. a month. With the new company, we would have T1, the monthly cost is less, and we will be getting faster service with Lighttower. There is no insulation fee. The level of bandwidth chosen is 20Mb. Michele Vaccarelli, Director, stated that this was presented to all Directors at the June 18, 2014 NLS Meeting, and it was unanimous that all Directors voted to replace Verizon with Lighttower. UNFINISHED BUSINESS: HVAC: : WORK IN PROGRESS: HVAC: Discussion centered on the pros and cons of the different companies Michele, Director submitted to the Board for comparison (comparing parts, labor, rates, etc.). Bill Fitzgerald offered to call the various companies to try to negotiate prices, contracts, etc. and will get back to the Board with his findings. The Board thanked Michele, Director for all her efforts in attaining the information and bringing it to the Board for discussion. Rene mentioned that they were told by 1 or 2 of the HVAC companies that the other unit was on its way out. It is imperative that we get someone reliable to take care of the HVAC unit. (Prior Minutes -Discussion centered on the pros and cons of the different companies Michele, Director submitted to the Board for comparison (comparing parts, labor, rates, etc.). Bill Fitzgerald offered to call the various companies to try to negotiate prices, contracts, etc. and will get back to the Board with his findings. Michele, Director will report back to the Board next month with the estimates received. John Mikulin asked the Director to report back to the Board the last service date for the HVAC unit. -Discussion centered on the pros and cons of the proposals received for the HVAC contract. The Board asked the Michele, Director, to look in the Yellow Pages or look into getting local contractors to come in and give us prices for the job. Public asked why is that the School District does not maintain the HVAC. Our Board answered by stating that this is our responsibility, in accordance with our lease agreement.) Page 2 of 5
3 NEW BUSINESS: We have Anne Bauman s plaque. We are looking to present the plaque to Anne at the Community Open House meeting on July 12 at 1-4pm. Michele Vaccarelli, Director will check with Anne to see what dates she is available. Once a date is ascertained we will contact our local Officials to see if they will attend this celebration. PUBLIC PARTICIPATION: Vivian Bass asked: -Why is an attorney present at each of the Library Board Meetings? We never know if there is any advisement needed at our meetings, especially in the past with the issues of our lease, it was felt we needed to be prepared. There were issues which came up pertaining to employees and patrons which could not be discussed in Public Session, and only discussed in Executive Session where we needed guidance from our attorney. The cost of the prior counsel was $20,000 a year, whereas we are paying $10,000 a year for our current attorney. Also, in the past we used the same counsel which the School Board used which was a conflict of interest. -Also does the Library have an auditor? We have an accountant and we have our books audited every year as per the laws of the State. -What is the Warrant? It is a listing of all checks written for the particular month. Who signs the Warrant? Any Board Member can sign, whoever is available. -What is the status of the two schools? After the election, the Gallo School building was rented out to the Variety Learning Center, as a day care / kindergarten for Special Needs children. As of this writing, the Superintendent of the School Board has not spoken to our Library Board. The Library Board is diligently working for the goal of getting our Library a permanent location. -Why was it deemed necessary for the Library to join the Union? This was up to the employees who voted on it. There was a Board Member in the past that rallied the staff to join the Union. The Board Members could not stop it, this is what the employees wanted. There are only 2 people not in the Union, Juliette Feeley and Michele Vaccarelli. -Do you find the employees happier since joining the Union? It is a personal choice. -Was the Library impacted financially in a negative way with the Union? Our attorney s fees went up. -Who is going to replace Ann Bauman? We are presently under a search, going through Civil Service. The process will take some time. Page 3 of 5
4 Dr. Christopher Boiallis asked: -April 4 th there was to be a meeting between both Boards which was cancelled due to the public finding out. Will this Library Board be reaching out to the new School Board to discuss the extension of the contract and your lease? And if so, will it be made public? John Mikulin stated the last time he was on the phone with the president, who was voted out of office, stated that they did not want to meet with our Library Board because they didn t want the Public in the meeting. Hopefully when the new School Board members start their term of office they will reach out to us. The meeting must be announced and be made public. ADJOURNMENT TO EXECUTIVE SESSION: John Mikulin asked for a Motion. Ann Harris made a Motion at 8:01pm to adjourn the meeting to go into Executive Session for the purpose to discuss personnel issues. Salvatore Rinaldi seconded the Motion. All in favor. Motion carried unanimously. I.T.P.L. BOARD OF TRUSTEES RETURN TO REGULAR SESSION: The Board returned from Executive Session at 10:00pm. The following voting took place: John Mikulin asked for a Motion. Bill Fitzgerald made a Motion to increase Juliet Feeley s salary to $70,000 as of the start of the new fiscal year. Salvatore Rinaldi seconded the Motion. All in favor. Motion carried unanimously. John Mikulin asked for a Motion. Salvatore Rinaldi made a Motion to increase the salary of the Director to $83,200 at the start of the new fiscal year. Ann Harris seconded the Motion. All in favor. Motion carried unanimously. John Mikulin asked for a Motion. Salvatore Rinaldi made a Motion to hire Marilyn Adamo as Full Time Librarian II, at a salary of $51,000. Ann Harris seconded the Motion. All in favor. Motion carried unanimously. John Mikulin asked for a Motion. Ann Harris made a Motion to hire Anne Bauman as Part Time Librarian. Bill Fitzgerald seconded the Motion. All in favor. Motion carried unanimously. John Mikulin asked for a Motion. Bill Fitzgerald made a Motion to hire Jenna Morlock as Page for the months of July/August at $8.00 an hour.
