3 EU Energy efficiency objectives Energy savings in 2020: 20% below the 2007 projections 20% reduction in GHG emissions 20% of gross final energy consumption from renewables NEEAP I - indicative energy saving target of 9% by 2016 Mtoe No energy efficiency policy PRIMES 2007 baseline PRIMES 2009 baseline (adopted policies) Energy efficiency mix (PRIMES measures in pipeline) 20% reduction target (based on PRIMES 2007) 445 Mtoe -8,5% ,3% %

4 4 Households EU Final Energy consumption % - Households Building stock - Mediterranean heating and cooling demand for electricity from appliances increase of more than 21% per dwelling since % - LIH Considered as far to reach through traditional public policies on energy efficiency

5 5 ELIH Med project Started in 2011 Strategic project within the MED Programme Within the context of EU 2020 energy efficiency objectives focuses on: o o o Identifying and demonstrating the feasibility of cost efficient innovative solutions Financial mechanisms backed with ERDF Smart Metering solutions Participating countries: Spain, France, Italy, Greece, Cyprus, Malta and Slovenia Smart Metering is included as a technology where enduse energy efficiency can be particularly encouraged in LIH through its impact on tenants behaviour.

6 Smart metering in EU - I 80% Smart Meters 100% September o o Smart Grids Powerful framework - potential of concrete energy efficiency measures is systematically utilized and verified Smart Metering Differing national regulations Unclear definition Common minimum functionalities of Smart Metering systems 6
