4 MEDBEE Forum in Brussels Presentation of the policy paper in front of EC officials Signature of a cooperation agreement with MARIE and PROFORBIOMED Implementation of policy actions oriented to: promotion of the use of forest biomass for energy generation (heat or CHP) in buildings promotion of the energy renovation and the energy efficiency improvement of buildings, especially when it includes the use of forest biomass for energy generation (heat or CHP) Support of Policy Papers, Position Papers, Policy Proposals or any other policy action of common interest Research of opportunities for collaboration in the design of pilot actions of common interest and the capitalization of their results. To design joint dissemination actions within the scope of the common interest for guaranteeing a relevant impact of the three projects. 4

6 Policy paper Objective: Propose to the Managing Authority of the MED programme a consensus-based set of recommendations to contribute to the next programming period preparation, providing answers to the challenges related to energy efficiency in buildings shared by the Northern Med territories regions and countries Structured in 6 chapters and 4 annexes: Introduction MED Context Proposed strategy: Improving energy efficiency in buildings in the Med space Recommendations for next EU programming in Med space Energy efficiency in buildings priority and cooperation innovations Conclusions & 4 annexes
7 Policy Paper 3 main recommandations Reinforce coordination between MED program and the rest of EU Programs dealing with Energy Renovation of Buildings Facilitate the progressive implementation of 14 strategic lines for action to the 49 regions and cities in the MED Area Promote coordination among Mediterranean States, Regions and Cities giving to the Regional Public Administrations a hinge role according to the property of buildings 7

EEB as a priority Need of coherence between all levels: European, but also also national, regional and local 12
13 What is it? Macro-regional approach It is an agreement between the European Commission and Member States representatives about the definition of priorities and flagship projects to be co-funded by: The most ambitious Macro-regional approach structural funds (territorial cooperation and operational programs) thematic funds coming from programs directly financed by the Commission, such as the Intelligent Energy Europe programme (IEE). Can be completed by cofinancing from national governments, local and regional authorities and private sector Tested in the Baltic, Danube and Adriatic regions Could also be developed in the Mediterranean 13
14 Macro-regional approach Expected results Simplification and harmonization of cooperation priorities and procedures in the Mediterranean space Sustainability and coherence to cohesion actions initiated by the beneficiary at territorial level Facilitated improvement of the efficiency of the European transnational cooperation funding on Med priorities, visibility to concrete realizations Policy paper only energy efficiency in buildings issue and its priorities But other topics such as jobs creation and innovation could be included in a macroregional approach the aim is to put energy efficiency in buildings as a priority of a possible macro-region in the Mediterranean 14

20 Proposals for cooperation improvement Indicators essential to assess the impact of the program to reach EU 2020 strategy objectives The 3 main objectives should be measured and monitored in all projects funded by the program 3 possible indicators: Decrease of green house gases in existing buildings Increase in energy efficiency in existing buildings Increase in the renewable energy used in buildings Other possible indicators Number of households with improved energy consumption classification Decrease of primary energy consumption of public buildings Number of additional energy users connected to smart grids Estimated decrease of green house gases in CO2 equivalents 20
21 Policy Paper potential impacts It has been estimated that the development of the Policy Paper Strategy between 2014 and 2020 will suppose in MED Space: The creation of 1,5 million new jobs An investment of 95 billion Euros Increase of 20% in MED Buildings Energy Efficiency 21
