3 Why a declaration now? to influence the European and national/regional legislative agenda: - By April 2014: EU State Members should have a strategy for energy renovation of buildings (EED Directive) - By 2020: Nearly zero energy buildings for new constructions and major renovations (EPBD recast Directive) -1 st semester 2014: final step of negotiations on Regional Operational Programmes -1 st semester 2014: legislative proposals on Territorial Cooperation Programmes -1 st and 2 nd semesters 2014: EU semestral presidency held by Greece & Italy Ljubljana Declaration delivers policy recommendations and solutions to enhance energy renovation of buildings in the Med area

7 Main proposals to Med countries and regions - ensure higher volume of investments to co-finance measures for energy renovation in buildings and, above all, in low-income housing => mainstreaming of energy renovation measures in next Mediterranean transnational and cross border programmes; - develop and disseminate innovative guarantee schemes system and financial facilities to overcome market barriers; - develop interconnected intelligent energy management systems

Strategic lines identified in ELIH-MED and MARIE Policy Paper could be chosen as investment priorities; - include specific priority axes in energy renovation of buildings in future calls for projects;
