4 FCC Rural Health Care Pilot Project In November 2007, FCC authorized $417 million for construc9on of statewide or regional broadband networks to: 1. Support health informa9on exchange and telehealth for rural providers 2. Connect rural providers to urban providers regionally and na9onally

5 FCC Rural Health Care Pilot Project Covers 85% of costs for construc9on, hardware, and recurring circuit connec9ons for 3 years 65 par9cipa9ng healthcare facili9es to- date including: Rural Hospitals Rural Clinics Urban Hospitals Community Mental Health Centers

Minnesota network for statewide telehealth, health informa9on exchange and healthcare applica9ons Improved access to pa9ent care in rural Minnesota Reliable and secure connec9vity Network of networks Any provider connec9ng to any other provider Development beyond the pilot sites and across state boundaries

Improves connec9vity to allow for Quality of Service (QOS) for reliable telehealth services Protects personal health informa9on Connects all sites under open architecture (MPLS cloud ) Maintains independence for connec9on service decisions Leverages pooled resources for purchasing Provides service and support for complex connec9ons

Telehealth provides improved access to care for rural pa9ents Supports rural provider recruitment and reten9on Facilitates health informa9on exchange Keeps pa9ents and revenues in rural communi9es Supports new business rela9onships Expert assistance in communica9ng and nego9a9ng with telecom carriers Expert assistance in using the USAC program

10 GMTBI network project to date Centrally managed broadband hub: SISU Medical Systems Points of Presence (POPs) in strategic regional loca9ons: currently Duluth, Brainerd, Grand Forks and Minneapolis 65 par9cipa9ng health care provider sites (hospitals, clinics and mental health centers) Steering commi\ee for all project decisions

11 Beyond the pilot project: what s next? Formally incorporated membership organiza9on with representa9ve governance Broad statewide advisory board FCC launches new Healthcare Connect Fund GMTBI listed as ac9ve Pilot Project under the Healthcare Connect Fund with funding available July 1 st, 2013.

12 GMTBI Future The Time is Now - Seeking addi9onal health care providers, such as hospitals, clinics, public health agencies, community clinics, community mental health centers and etc. Take advantage of the FCC s Healthcare Connect Fund GMTBI promotes collabora9on and working together GMTBI stays neutral GMTBI to be Minnesota s premier network for healthcare Healthcare Providers to migrate from Telecommunica9ons Healthcare Primary Program to the new Healthcare Connect Fund.

13 Other Broadband Success Projects funded under the Broadband S9mulus funding has brought success to healthcare facili9es within Minnesota Some rural healthcare facili9es now have 1 Gig fiber connec9ons in Northeastern Minnesota. Some Telecommunica9ons providers are expanding and upgrading their networks.
