2 Study structure and methodology This report has been entitled Pakistan Television Broadcasting. The television ecosystem players in Pakistan such as cable TV, terrestrial, satellite, MMDS and IPTV players and broadcasters in Pakistan have been included in the study. The report is made up of seven chapters: Pakistan market summary, Cable TV, Multichannel Multipoint Distribution Services, Satellite TV, Terrestrial TV, IPTV and Broadcasters. The Pakistan market summary chapter captures historical TV household development figures and forecasts for Pakistan market. The chapter includes information about TV penetration and regulation. This chapter also provides insights on permitted channels by the regulator Pakistan Electronic Media Regulatory Authority. In the chapter entitled Cable TV, details on this distribution platform and regulations pertinent to the country are described. This chapter also focuses on forecast of subscribers and revenue projections of cable industry. The chapter also deep dives into the digitization plans and profiles key players. In the third chapter titled Multichannel Multipoint Distribution service description about the service offering, subscribers and revenue forecasts were detailed. The fourth chapter titled Satellite TV summarizes satellite operators and DTH operators with detailed description on the subscribers and revenue forecasts of the satellite industry. The chapter also throws light on the DTH plans ahead in Pakistan. The chapter entitled Terrestrial TV gives an overview of this distribution platform. The sixth chapter named IPTV details on the key IPTV player PTCL and captures market size and forecasts. The chapter also briefs about the broadband outlook in Pakistan. The final chapter titled TV Broadcasters includes details on public TV and private TV broadcasters with key player s profile. This chapter also includes private TV broadcaster s profile. Details of ad spend through various media and TV advertising revenue details in Pakistan are illustrated.
3 Executive Summary Pakistan with million residents has million households of which 77% own a television as of The country s escalating GDP with a growth rate of 3.4% in the year will be an inducing factor for the TV industry s growth. Currently there are 84 channels which are functional in the country that remains almost the same since the licenses were issued. This brings to a notice that there is poor availability of native contents and sluggish growth in the channel availability to the users. However there are few channels offered in the regional languages of the country such as Saraiki, Punjabi, Sindhi, Balochi, Kashmiri, Pothohari, Pahari, Hindko and Pushto. Pakistan Electronic Media Regulatory Authority (PEMRA) the country s media regulator since 2002 has divided the market between the terrestrial broadcasters and the private run channels. Though the regulator has been involved in lying of framework for the television industry, the market is still evolving. The regulator has planned to complete the digitization process in the metropolitan cities by 2011 and the district level penetration of digital cable was planned to be initiated in January 2010 and to be completed by December However no significant steps have been taken so far regarding the digitization progress. Pakistan s state owned TV network Pakistan Televison Network (PTV) operates both terrestrial and satellite TV. The state owned terrestrial network has penetrated into rural areas where cable and other distribution services are poorly available. During the financial year , TV adex reported % of the total adex. Pakistan s advertising industry flourished between after the emergence of private TV chaannels. However advertising revenue for the last three years have come down. Digital cable TV penetration in the country is estimated to be less than 1% of the cable subscribers. Majority of the residents apart from those in rural regions which have no option other than PTV s terrestrial service are analog cable subscribers. The country also uses wireless cable TV service namely MMDS. There are two prime MMDS operators in Pakistan namely Digital Wireless Network and Ranja Enterprise. There is no progress in the number of MMDS license holders since 2004 when the licenses were issued. MMDS service is less predictable and is declining since 2009.
4 The industry has not been able to move the DTH broadcasts principally for the reason that the government wanted to maintain a control through physical infrastructure of cable network. The government has earlier awarded DTH licenses to two players ARY Media that runs cable channels and Cross Currents, TV content production house. However the DTH service is not available to the end customers till date. The country has reported of screening illegal DTH broadcasts from Indian service providers. IPTV industry which is closely tied up with the broadband penetration is less predominant in the country. Pakistan Telecommunication Company (PTCL) is the only IPTV player in Pakistan. This report focuses on Cable, Satellite, IPTV, terrestrial and MMDS distribution platform and the subscriber projections. Key regulatory framework existing in Pakistan and the emergence of digital services are captured in this report.
